>> thank goodness the storm is long gone. lauryn ricketts is outside on the weather deck because she loves the snow so much, don't you, lauryn? >> yeah. >> we're going to be covering it throughout the rest of the morning into the afternoon. the last of the snow is well off the atlantic seaboard, although, there's a little snow falling in cape code, martha's vineyard, nantucket, but it hammered all along the i-95 corridor and new york city and southern new england. new york city had over 2 feet of snow. and locally here, we had our snowfall records at reagan national airport. tied fourth place, but this 17.8 is bull called into question as to whether or not this is an accurate record. that may be revised. b.w./marshall, all time record. in nearby prince george's, 2

feet. much of montgomery county, 30 to 35 inches. much of fairfax county had 20 to 30 inches. right inside the beltway, 25 inches were common. across the rest of northern virginia, up around 30 inches. farther south along 66 into the shenandoah valley. winchester, 36 inches. the highest amounts were right along into the potomac river from harpers ferry to shepherdstown. shep shepherdstown, up to 40 inches of snow. melting and refreezing for the next several days. weather alert day today and tomorrow because of the digout that's going to be taking several days to occur. a look at a warming trend, though, on the way, to occur. that's in just a few minutes. >> breaking news out of virginia this morning. dozens of people now looking for a place to say, this after a roof collapsed at an apartment complex in manassas. >> yeah. the police were called to the

coverstone apartment complex after reports of a partial roof collapse there. it may have been caused by the heavy snow. we're still checking on that. fire officials found one roof partially collapsed and a second roof looked to be in pretty bad shape. no one was hurt. derrick ward is at the scene. we hope to hear from him later this hour. >> we spoke with the police chief earlier about this. he said if you think your roof is at risk, the important thing is don't try to clear it yourself. hire a professional contractor to do it because it could be more hazardous than beneficial. >> absolutely. >> we want to tell you about a road closure. >> governor larry hogan ordered 270 to be closed. we're going to check in with david culver in a few moments. it's an unprecedent step for the governor to shut down 270.

it's never been closed in its history. you think of the amount of distance between the beltway and i-81. >> correct me if i'm wrong, but it's the biggest bottleneck in the area. we want to move it on over to another big story we've been following and that's how many of you are waking up in the dark. you may have expected to lose power this weekend as blizzard 2016 hit the area. surprisingly the number of power outages is pretty low. we check out the website this morning. just 400 customers are waiting for the lights to turn back on. most are in the arlington county area. maryland is feeling it. here in the district about 100 of you are without power. the power companies are saying they're working to get you up and running as quickly as you can. >> parents, are you excited?

an extra snow day. >> they're going crazy. >> i can't even imagine the cabin fever that's happening. some staff and students will be off. public schools in maryland will be closed. maryland university and townsend and an a rundown dell community college are closed tomorrow. more schools and cancellations. we're going have all the updates. you can find them on the bottom of your screen and on the nbc washington app, so keep it with us. >> snow crews are working to clear area runways. we take a live look at reagan national this morning. what a different a day makes. you can actually see it today. today all roadways remain closed and b.w./marshall. all expected to stay closed for most of sunday. flights canceled. some even for monday. some are still scheduled for today, but that could all change. >> yeah. the winter storm has taken a

toll on rail service as well. amtrak will run on a modified schedule in the northeast corner. there will be no service for d.c., virginia, and destinations in the southeast. m.a.r.c. has canceled its penn line service and remember you can't use a m.a.r.c. for amtrak. david culver is live on the scene. david, what does it look like and why did they make a decision to shut it down? >> reporter: as you see, we're not able to drive through 270. as you mentioned, it's shut down. i walked out there. it's actually pretty thick on the interstate with the snow and ice that's packed down. so i do see what the issues are. you look to the side and you may be able to see the right of this state trooper there. that's a mound of snow. that's actually on one of the far right lanes. that's not even off to the shoulder completely.

it's several, several feet high. so the issue is not plowing at this point. it's trying to get some of the snow out of here. it's the same issue we're seeing in arlington and other parts of the area is there is just so much snow out here. i was stepping out here talking with the state troopers. they have one check point that bringings you a little closer up to this, but beyond this, they're not letting you pass. it's too treacherous and they're trying to clear it. farther down, you can barely see lights. you can barely see it through the cameras, but i will tell you there are crews out there working and they've been making several rounds on both sides of the interstate to try to clear it and get it back open. but you do see the struggle they're going through right now. what i'm going to try to do is get out of the car and show you from the ground perspective what they're dealing with. but you can see they're not letting anybody by. >> what are they telling you about timetable wise? how long is this going to stay closed? >> you know, initially the

timetable was 7:00 to reopen, but actually take a look to the left. you can see several -- this is a convoy of 1, 2, 3, 4, 5. i see a half dozen, and it keeps stretching back of plows going through. that's less than an hour from now. i think the reality of that is that will not be the case just because they look like they have a lot more work to do. but they're out here doing it. take a look. you can see that there on the left of your screen. seemingly endless. >> all right. >> if i try to stand on one foot -- >> don't do it. >> it's going end up on youtube and then it's going to be a nightmare. >> you'll go viral. >> what's it like out there? >> it's a little breezy. driving in this morning it didn't look like it was going pick up. even though we had a lighter snow. winds are starting to pick up now and we will see it pretty breezy throughout the morning. one thing i do want to show you. if you thought we got slammed down here, which we did, we've got video out of new york where they didn't think the storm was going to be quite as expected. they got more than 26 inches. more than 26 inches in central park. this is tied for one of the biggest snowstorms for the first or second, depending on what airport you're looking at. look at that. they got it just as bad as we did down here. we're just spreading the love with all of that snow. of course, we could spread a lot

green. she's live in germantown. a lot of snow, molette. >> reporter: oh, my goodness. and a lot of snow has piled up. you see this truck pulling into this gas station to gas up so they can go out and clear the roads. the word from the police, stay at home, stay off the roads. give the plows time to clear the roadways. the focus is on the main arteries. i just spoke to a contractor who's also working to try to get into some neighborhoods. he's telling us they're having a tough time. >> the main road, 118, there's a lot of ice still. the entrances, they're all clogged up. i definitely wouldn't get on them too much.

>> a pool of snow. >> yes, exactly. >> 6:19 on this sunday morning. the big digout starts across the coast. the storm is gone but now the cleanup has to start. several people were killed during what many are calling a historical storm and thousands of travellers have been left stranded. jennifer johnson has the latest. >> reporter: the blizzard of 2016 has barreled down. the storm shut down air, rail, and highway travel. now comes the recovery part, getting roads passable again. that's keith howard's job. >> if anybody's stuck, anybody's trying to get out, some people have patience, some people don't have patience. but when you go through a neighborhood a neighborhood, you'll see people outside clapping. >> reporter: it was fun for pandas and children sliding down the capitol hill lawn.

our snow totals. there's been a little controversy, right, tom? >> indeed. at reagan national, they recorded 17.8 which ties it with 2010, number 4 in terms of snowfall but there's controversy that maybe that wasn't an accurate measurement. we'll maybe get that revised. either way, it was a massive snowstorm and blizzard that peaked yesterday afternoon around 3:00. chuck bell made it in. he had trouble getting in from downtown. a lot of the side streets and allies have not been plowed. there's feet of snow that got drifted downtown. as we take a look at downtown, the live view at union station. there still is so much snow on the ground there. there's at least 20 inches right there. here's a look at the entrance to nbc 4 off nebraska avenue. it has been plowed.

most of the main streets have been plowed but these area neighborhood streets have not been plowed. we are socked in with 2 to maybe 3 feet of snow with the drifts. still snowing in cape code, martha's vineyard, and nantucket. stanton, virginia, is only 2 above under a clear moonlit sky. martinsburg at 10 degrees. frederick is 20. reagan national at 23. take frequent breaks when you are shoveling. don't overexert. make sure you clear snow from around fire hydrants and the heat pump and clear your entire car including roof on your car. do not drive your car with all that snow on the roof of your car. snowfall records tied for fourth place. b.w./marshall, that's an all-time maximum snowfall

record, 29.2 inches from the storm from friday night into saturday. from the storm at dulles, 29 president 3. second all-time. 40.5 in shepshepherdstown. that was the most. frederick, loudoun, northern shenandoah valley, washington, 30 inches toward virginia, nearby suburbs. montgomery, 30 to 35. prince george's, 20 to 25. right along the bay up to 22 inches. far southern maryland, a foochlt fredericksburg, 4 inches. the main roads are getting treated. secondary roads. we're going to be dealing with melting and refreezing, melting and refreezing. iciness in the morning, slushiness in the afternoon. 10:00 this morning we'll be in the upper 30s. maybe above freezing. four or five hours or so.

you can hear that alarm. that is what some people say actually alerted them to this. otherwise they had no idea. i'm going to pan over here to another biuilding, which is als in danger of collapsing. it may have the same issue, so they evacuated that building. we went to a nearby firehouse where some of those folks were. they have them on buses. they're waiting for the red cross to show up. no one was injured, third quarterful thankfully in this. they'll be looking for a place to stay. we understand the red cross is also assisting those families while investigations continue and structure engineers get out here to determine how safe the buildings are. we understand crews will be here to secure the properties and board up. we're live in manassas, derrick ward, "news4." back to you guys.

>> all right, derrick. thank you. we want go back to 270. it's shut down. >> david culver is there with why official december sided to close the highway. what's it look like, david? >> reporter: hey, there, david an angie. this is a first, for me at least, walking along an interstate like this. they even habed to shut it down as you mentioned. 37.5 miles of 270. you can see hazardous driving conditions. they've got three troopers here, another one back there. this trooper has to get out of his vehicle and let these vehicles that are driving up -- i want to show you this live. these are some of the folks who have come past one of the exists or one of the earlier check points, and coming through here, what they're going to have to be told to do is cut through this little entry way and go back in

the other direction toward 495. 270 shut down. the reason is -- take a look at this. it's thick. it's deep. you can barely see the pavement. they're trying to clear that much farther down there. but let me show you what some of the lanes look like, ort? this is a lane. this is part of a lane. i just asked the trooper. i said is this the side of the road? he said this is part of an actual lane. then the shoulder. and then -- you can't see it, but there's a jersey wall. so the snow is piled well beyond the jersey wall. this is how high it goes. a little bit taller than me. i'm 5'10", 6 foot on a good day. well over me. vehicles having to turn around and shut down. they say initially 7:00, indefinitely at this point.

guys? >> yeah. that is a serious situation there. especially, david, that's a great to show people exactly what the road is dealing with right there and how the snow is iced down and packed in. it's impassable at the moment. >> it is. and they're trying to clear it. you've got to give them the space do that. you can see what the trouble is. >> okay. be careful walking out that way. keep your traction. we are looking at 30 minutes since we first checked in with him. he said 7:00 is maybe the time they thought they would have this all cleared. >> i don't think so. >> but it doesn't look like that after what he showed us there. now we want to get over to john townsend. he's with aaa. he's been busy. >> john, you and i have known each other for a long time. what do you think about 270 being shut down. is that an appropriate move by the governor?

>> it is an appropriate move. it's matter of life and death. on 270 you have tractor trailers getting stuck. they're hard to rescue. once those skid out of control, then you have the whole road clos closed, and they couldn't clean it. you have to clean it to make it safe for drivers to go out. >> and, john, you know more than 1.5 million car crashes every year are caused because of poor driving conditions related to weather. what kind of tips are you offering at this stage of the cleanup after the snow because i know yesterday when we were trying to just get back to our hotel, people were running lights. they weren't even trying to stop. it's like all rules went out the door. >> right. this is the time when you have to have safety a top priority as the utmost thing. the first thing you have to do is clear all the snow from your car or your vehicle, and that's of paramount importance.

and the other thing people forget to check because we've gotten all these snow drifts is to check your exhaust pipe. remove and clear any snow or ice away from your exhaust pipe because you don't want to die from carbon dioxide poisoning in this weather, which can happen. check in with the news before you go so you know which roads are closed and which roads are not passable as it were. and then always try to take major roadways that have already been plowed and cleared of snow. but the problem this morning is going to be trying to get out of your neighborhood or subdivision. >> right. and the other thing you have to worry about is dead batteries because the cars have been sitting for a couple of days and it's been really cool. >> right. most people have stayed put for

27 hours or 48 hours and with these extremely cold temperatures, then those batteries if they're two or three years old, they won't start, and that's a big problem. but the problem we had yesterday, believe it or not, is so many people attempted to get to work or they had to go to work wlchlt they worked in the grocery store, a pharmacy or hospital. they had to go. and we had extricate drivers who got stuck or stranded in the snow because that, as we said a moment ago, is a matter of life or death. >> john townsend with aaa giving us tips on getting through difficult driving conditions and a great advice. thank you so much and take care. >> thank you. you too. >> officials remind you to go out and shovel your walks. we've seen this dale. people in maryland are just

walking in the street. they have no place to go. the sidewalks are completely covered in the snow. officials say it's extremely dangerous, please don't do it, you'll get in the way of the plows. >> now we have to clear it all out of here to. do that, d.c.'s mayor more annu muriel bowser is asking for volunteers. >> we have put together a volunteer database, butly say the request for shoveling exceeds volunteers. if you're able to help a neighbor, please do so. >> of course, if you can help, that's a big help. the mayor will give another response. that's coming up at a briefing at 10:00 this morning. >> check it out. two men decided to break out the snowboards and shred it. i don't know if they shredded

it. they were taking a ride for sure. they had a truck pull them around the circle. one thing said this was a second time snowboarding around this spot. while they said they had fun, they still wanted to be safe. >> i saw that yesterday. and they fell. >> even if you're a snowboarder -- >> not advisable. >> i saw someone with two dogs on a sled. all right. there's still no word on what sparked a massive fire at a carpet store in prince george's county. take a look here. the flames on silver hill road so intense firefighters could only attack it from the outside. wow. look at that scene. luckily no one was hurt in the incident. a lot of people still snowed in after the big storm. roofs are collapsing, roads are still in cleanup.

even southern maryland, big winters in the snowfall department. 20 inches in southern maryland. obviously our favorite snow zone, upper loudoun county, that's where the big winners were around the d.c. metro area. temperatures clear, there's a full moon getting ready go down. and, and, boy, has it cooled down. 7 above in luray. a lot of cold and ice out there this morning. here's the way the day is going to shape up. 18 degrees achlt little breezy as i was waiting for the courier to come and get me. get ready for that. the winds will be laying down. by the afternoon, temperatures all the way to the freezing mark. that solar horsepower really does a good job.

i almost took a fall there. foort gn fortunately you didn't see that. you can see blacktop showing. but as we pan over here, you can see some vehicles that are not getting message that 270 is closed and they're trying to make their way through. even a plow has broken down and this created quite a problem for the convoy of state vehicles that were coming through to plow the roads. they couldn't clear this side of the road because of the broken down vehicle. that's why the advice, don't come on here. where they're able to clear it. they're making progress. you can see a little bit of progress. they say it will continue for another 30.7 miles. that's how much of this stretch is closed. they've got state troopers out here. they're redirecting folks who come this way to go the other way. 7:00, that was the time. not happening. as of now, indefinitely closed.

there's a lot of wok to be done for sure. we've got breaking new this morning out of virginia. dozens of people are looking for a place to stay after a roof collapse out of manassas. almost 70 people were displaced at the coverstone complex early this morning after the roof collapsed under heavy snow there. "news4's" derrick ward is live in manassas. derrick, what is the scene? >> we want to clarify that this isn't a complete roof collapse. you see that area there in the center between those two wings of the building? it's more like a vestibule collapse and they're diej this out afternoon abundance of caution. the snow there brought that roof down. at least that's what they're believing. there's a building adjacent that was evacuated out of a sense of caution a well. look. some of the folks displaced are being sheltered at a fireplace

-- not fireplace, firehouse nooern, stone wall jackson firehouse. they're being kept on some buses. you can see it there. we talked to a couple of the residents, one who says this seemed to be waiting to happen and another who said they didn't know it happened until they were alerted. take a listen. >> i hear a lot of stomping. they were hitting my window. they were trying to get me out. >> i was here seven going on eight years. the roof was ready to collapse and no one has ever done anything about it. >> again, no one was injured fortunately in this incident. we want to clarify this doesn't look like the actual roof to the building that leads to an apartment or to an apartment collapse, that area there, but there's only one way in and out of this building. you can imagine the safety issues at hand if you can't have access and egress to the apartment, which explains whee these folks have been evacuated.

these are the current windchills. single digits in much of the region as the winds are still a bit gusty. nowhere near what they were. four main things to consider for today. take frequent breaks when you're shoveling. don't try to do it all at once. don't overexert. clear around your hydrants. we've been saying this since yesterday. clear your entire car. that includes the roof. do not attempt to drive your car with a lot of snow on the roof. it's going to blow back and hit the car behind you and cause problems. on this sunday, the big dig commences and we have a lot to dig. we had almost 20 inches yesterday. now it has settled down a bit. in fact, it's compacted back down quite a bit since yesterday afternoon because it was so fluffy and dry. back to you. >> all right.

blizza blizzard. we want to get straight to david culver who's been covering this all morning. david, geesht to tell you, when we heard they reopened it, we were pretty impressed. >> reporter: yeah, given what the conditions were as we were giving you live reports walking along the interstate, given that it's reopened, we're no longer walking along the side. one of the things we noted as we come up to the exit, this is the first one, exit 10, that has some sort of clearing to get off. the other, completely blocked by snow. i'm talk 3g feet of snow because a lot of it was pushed over because of the lanes. we saw one vehicle where it was stuck on the exit ramp going nowhere any time soon. i want to show you chopper 4 as we take a look above 270. it did reopen. 7:00 was their target to do so.

from what i dealt with in boston. it was 8 degrees. this is beautiful. it's beautiful out here with temperatures in the low to mid-20s. we're a little blocked from the wind, from the northwest so it doesn't feel that bad but it's actually a beautiful sque with capitol behind you. he talked about how light the snow is. a reminder, the longer you wait the light snow gets harder and heavier as every day passes by. it's important that you get things in place. >> you made every husband cringe. >> i bet the ladies will go out and sweat it out. even emergency responders can get trapped in the snow. take a look.

>> one, two, three. >> yeah. this d.c. police cruiser could not get out of some heavy snow until a group walking by was able to push it. some of the group was walking back when they saw the officer was in trouble. they used hands and shovels. a passing ambulance also made a pit stop to chip in and help. >> we kind of sat around and pushed for about 20 minutes and the next thing we know we have about eight people trying to push the car out. >> it meant a lot, a lot. especially nowadays when you hear a lot of negativity about how citizens feel about police officers. >> well, a driver for nbc 4 even jumped in to help. the officer gave outside high fives and even a hug for all the hard work. >> a lot of hard work for sure. we talk about 270 and all the challenges in that neck of the woods. we want to turn in our attention to virginia. bringing in jenny mccord with vdot.

jenny, i imagine everybody's tired at this point it's been a long few days, that's for sure, but we still have a lot of work ahead of us. crews are still at it. they're at it for 24 hours a day. they've going to keep at it for a few days. >> we saw that 270 was closed because the conditions were treacherous. do you expect anything on virginia roads? how are your operations going so far? what's your biggest challenge? >> well, there is definitely still a lot of work to do. tll's still a lot of work to do. you have to keep pushing and pushing and pushing. we had to bring in special equipment to move it out of the werek in some cases get it over the guardrail. as we look at the neighborhoods

and main roads, there are situations where we need to plow but also bring in rotors to move snow and find places to push it. >> that's the major roads. the realistic expectation, you've got to get those things cleared first and the secondary roads and possibly get into the neighborhood streets. realistically people shouldn't expect it. >> it's going to take some time. we have had them out there since the beginning of the snowstorm. knowing with this much snow coming, we can't wait until the snow is over to start plowing in the neighborhoods. we did see those plows as the storm was going through and continued to plow but there's still so much work to do. we have half of our streets in northern virginia, neighborhood streets. there's a lot of work do. the neighborhoods is really we find them to put them.

we have to find places to pile it up. there are issues. we want to deal with those so that folks can see when they come up to an intersection. you'll see very large piles of snow. we're trying to do that as safely and as quickly as possible. >> jennifer mccord, thank you. i know they had to suspend the situation because it was deteriorating so quickly. >> we saw a lot of snow plows stuck. >> yeah. >> it's been a tough couple of days. everybody needs to take a deep breath as we all try to dig out. the other thing she talked about with the neighborhoods. they're going to have to find a place to put the snow. patience, everybody. >> they love it. >> they love it. they're climbing the capitol. you may have expected to lose power this weekend as the blizzard of 2016 hit the area, but surprisingly the number of power outages is pretty small and that's good news we checked

out the virginia dominion website this morning. just over 400 are waiting for the lights to come back on. that's a very small number. that's mostly in arlington. aaron, the district is without 100. power companies say they're working to get you up and running as quickly as they can. breaking new this morning out of virginia where dozens of people are looking for a place to stay at a roof collapse at an parms complex in manassas. almost 70 people were displaced at the coverstone roof collapse this morning. "news4's" derrick ward joins us live from manassas with more and the fire alarm is still going off. >> reporter: indeed it is. that's what alerted a lot of people to this. what you're looking at now is a vestibule, overhang sort of

structure overhang stairway to this apartment. that's what collapsed. be aware it's o probably not safe to get on your roof. look for sagging roofs and hearing strange noises. we don't know if any of that happened but around midnight fire crews were alefted to this building 10926 coverstone and when they got here, this is what they found. families were evacuated and no one was injured. people who were taken out were taken to a nearby fire staigs. some are on school buses while they work to get more permanent housing for these folks until this building can be deemed structurally sound and get back in and at least get their belongings. we talked to some folks who were displaced including one woman who said there are some special

circumstances around this. it's not only inconvenient but possibly life changing for some of these residents. take a listen. >> i've been there for seven, going onto eight years, and that roof was ready to chance and no one has done anything about it. it's not right and it's not fair. there's a lot of people dwhoenlt have papers and they don't have any place to go. >> reporter: the building is not structurally sound. before they were let anything back in. the roads are icy.

metro wants to get service up and running as soon as possible. you might think metro is a mostly understood ground system. huh-uh. half of them use an outdoor statement. >> wiedefeld toad me yesterday the tracks will be checked again to make a decision on when thinged will be open rhee opened. but it's touch and go for sure. the snow has fallen and you want to know when a plow will clear your street. everything else, you can check your area's online snow app. it shows where it's been snowed and plowed and salted.
