it's 10:00 a.m. and we're waiting for mayor muriel bowser to give us an update. we hear she's on site. she's meeting with officials right now. tom sherwood is there as well and we'll bring you live coverage as soon as it begins. in the meantime we're talking signs of progress. all of 270 back open in maryland. ahead the massive effort under way to get the roads cleared and ready for you. it's going to tame some time. >> let's check in with "storm

team 4's" chuck bell. what happens next, chuck? >> well, the meltdown will begin a little bit this afternoon and each and every day. we're going to continue to watch the snow. as i see it going overnight is the refreezing of everything. for the next week or more, it's going to be filled with icy spots on the road. thank you, everybody, for sending me a great pictures. this is one of my favorites. christian bruce made the a great snow sculpture, powder to the people, he says, reminiscent of the president's speech of 1979. sort of retro. what do you need to know? as you head outside, take it easy, everybody. go slow. shovel in shifts if you need to. try to get as much done as you can today because with each day, it's going to pack down and be heavier to movement stay down from church if you need to.

it's going to take all day to clear this out. temperatures are not that much of an issue because the sun is out. rest of the day, noon, 27 degrees. a little breezy at times. all sunshine. the refreeze happens as soon as the sun goes down tonight. ice and deep snow everywhere on the roads. 270 may be reopened. getting onto 270 is still virtually impossible. all the neighborhoods are snowed in. it's extremely dangerous out there. my best estimation. there will be no chance for school on monday or tuesday. wednesday, thursday will be iffy calls at best. that's up to each individual district obviously. it's not up to me. kids, you cannot hold me out to dry on this one. i don't think you need to worry until wednesday at the very earlie earliest. >> all right, chuck. we'll keep everyone posted on that. right now i-270 is back open and we're going to check in with david culver who is out in the

storm team 4 x 4. david, what are you seeing? hey, there, eun. we've made our way into the commonwealth. we've made our way onto the road. it's snow covered and compact. show you from the back camera you can see two plows making the effort to clear off the dulles toe road as best as they can. one of the things we have noticed, you saw or pointed it out the clearing lanes. they probably had one lane clear that you could see blacktop completely but the shine from the sun made it difficult to see. as we made our way onto 495, we saup to three lanes clear and one spot in particular coming right into northern virginia. probably one of the best conditions we've seen so far as we come out to the dulles toll

road. the access road, that you're going see to the left in a little bit. that's clear. as people make twhar to the airport, there are no flights to be going to as of now, but you can see there were some patchy spots where it looks like it's pretty drivable. no real tough conditions to go other, but it's kind of hit or miss. they're making the effort as we continue to monitor it. we've had folks on facebook say, hey, can you check out what the roads are like. we'll check out the main conditions once we see the side streets and neighborhoods to see what folks have to be dealing with over the next few days. guys. >> david, we're going to check back in with you in a few momentings and see how things are going. some breaking news to let you know about. we're hearing dozens are in a shelter after a stairwell roof collapse, the overhang of an apartment complex. here you see the damage here. police were called early this

morning after the partial roof collapse. the problem appears to be the recent snowfall. the area got 30 inches of snow. firefighters found the roof of one building partially caved in here and a second roof in pretty bad shape. they've moved them out of the buildings. so far nobody was hurt. they're trying to clear the runways. here's a live look at reagan national airport. some airlines are already starting to scrap flights from monday because of current conditions. we had a report from dulles. 7,000 flights canceled there frmt right now there are no flights to or from dulles international,b.w bwi/marshall, reagan national. amtrak is on a modified

schedule. there will be no service between d.c., virginia, and destinations in the southeast. >> even throw are some amtrak trains running, mchl a.r.c. trains, they're canceled on the penn line. officials will decide about monday's service by 9:00 tonight. those will be posted online and we'll let you know. also a reminder that amtrak will not accept m.a.r.c. tickets today. frederick county public schools in maryland will be closed. they made that decision last night. university of maryland, townsend and anne arundel community are closed. more cancellations are likely to come in. we'll have those for you. you can find them on the bottom of your screen and the nbc washington app. >> we were saying this and chuck was saying it. there's likely no school. but until you hear from the

car. take frequent breaks while you're shoveling. don't overdo it. don't try to do it all at once. clear snow from your local hydrant and wear sunglasses. will be very important. what to expect on the roads. well, there are still many of them. snows that have been plowed may have turned over to ice. they'll eventually get to some of the neighborhoods by late today, maybe tomorrow. it is still dangerous to get out even though the cabin fever may be setting in and you want to get out. the best idea is stay cozy, stay warm, stay with nbc 4. >> got it. >> got it. thank you, tom. all the snow have got people going stir-crazy because you're stuck inside. we're telling you to stay inside. we caught some of you doing that and we're, of course, going to share them with you. >> plus, we're live on streets

desk. we even just got news that the redskins training facility has deflat deflated. the high winds and snow caused it to deflate. they'll reinflate it when the conditions improve. that could be a few days. now is a good time to remind everyone about roof safety. we've seen roof collapses already. you're going to want to look for signs of a distressed roof. if you think you're at risk, officials are saying it's haz d hazardous to try to clear the snow alone. you're going want to call a professional contractor to help with that. aaron, eun, back to you. >> thank you. you can head to a snow blizzard party. a snow wars themed snow fight will take place. don't forget, no metro service. dress warm and put on the big boots. there are other things do.

to the gas station. it's the only thing open right now in this area and people are desperate to get snacks and to get out of the house. the concern is you're walking along the giant snow banks. getting to the roads, the secondary roads and event europely. don't hesitate to call nine if you have an emergency at your home because it's going to take time for them to get to you. back to you. >> thanks, molette. coming up on 15 after the hour. we're about a week away from the iowa caucuses, the first major indicator of decision 2016. >> you're going iowa by the way.

if you didn't know, aaron is going to iowa. joining us to break it down, the moderator of "meet the press," chuck todd is joining us. >> i'm going to iowa to skip the snow. >> can you imagine that's what you'd be saying at this point in the game? >> i'll tell you i'm glad i was here for the blizzard. eight years ago i was in new hampshire and not available for the blizzard. not popular at home. we're going to give you a break from the blizzard coverage. we're going to spend an hour about the coverage. it's interesting. cruz and trump, it's nasty, personal, negative on the airways. clinton and sanders, it's just as competitive but not so negative. it's becoming personal. it's putting the rest of the party in a conundrum because a whole bunch of them are not sure what to to between cruz and

trump and you've got quote/unquote establishment types. that world is so overused it's lost all meaning. but basically for traditional republicans who have been around the block, they say they don't like trump, so we'll take cruz. trump's forceful personality has gotten to cruz. >> will they cancel each other out? >> that's the hope. have trump take out cruz early. if cruz wins iowa, i think it will be hard to stop him for the nomination. if trump beats cruz, i think there's this hope among people with rubio or jeb that, well, maybe trump will stumble later. of course, they've been hoping he would stumble later many times. >> as you think about iowa and the races there, do you get the sense that -- yesterday reuters reg sterp endoised marco rubio

and hillary clinton. >> right. >> to you think that could carry some weight? >> it could on either side. newspaper endorsements don't have the same impact on a republican electorate as they do on a democratic electorate. if anything, it's big help for clinton. if you read on marco rubio, it's not the best endorsement. but, look, if marco rubio can finish a strong third in iowa, maybe he can get momentum and become candidate c and if trump and cruz start bloodying each other up, maybe it will help him. for clinton, you'll hear idiot today. she's trying to make her experience dpumt and pragmatic argument. they're early to dream. i think she has a primary message in march. i don't know if it's going to work in iowa where bernie

what's going on? >> reporter: we're having a little technical problems with our camera. we're at the metro stop in northeast washington. they're loading up. they're working here. the mayor's walking into the mal management shed. she's about a hundred yards away. i drove all the way over here from southwest washington to get to this spot and the major roads are really pretty good but where there should be three lanes, there are one, one and a half, maybe two. we'll hear what the mayor has to say about the cleanup aspect of the blizzard of 2016. i'm going to put my phone up to the city's speaker so you guys can hear it. >> all right. >> walking carefully, of course, in the snow.

digging out washington, d.c. today is day one of our efforts to dig out from two feet of snow. it isn't forecasted to go above freezing today. i'm not sure if -- the director will come and give us a specific update about the weather forecast. our goal today continues to be -- to make the major roads passable and to do as much as we can on secondary roads and that work will continue for the coming days. we're very happy to report that a lot of new equipment arrived in washington, d.c., today that is being dispatched for this part of our snow recovery phase for this storm and that has always been our plan. we expect more than 400 pieces of equipment to arrive at rfk and other locations today including plows, bobcats, and

dump trucks. this will more than triple our snow removal equipment. we're asking residents to stay off the streets. the crews need access to the streets to clear them safely so that we can get d.c. back. first of all, we need you to not only keep your vehicles off the streets. we need you to keep yourself off the streets as well. we are moving into a different phase as well about our snow -- the declaration of an emergency in the district. we're still on rating under an emergency in the district. and we will have to for anybody who impedes our ability to get plows down the street, if you come out, you get yourself stuck on one of our streets, i have to tell you we will aggressively ticket yu and tow your vehicle.

it will not impede our operation. chief lanier will talk to you a little bit about that. please remember also that our snow emergency is in effect as it relates to parking on snow emergency routes. do not park on snow maemergency routes. you will be ticketed. you will be towed. the tickets are $250. do not park on snow emergency routes. today we're not only digging out but we're asking the district of columbia and d.c. residents to dig out as well. please help to clear the sidewalks. we can get back to normal in washington, d.c., when we have all our roads, sidewalks, bus stops, and transit stations. so please help us with the digout. a lot of volunteers have stepped up to the plate that volunteer for our d.c. residents, and they have already been dispatched to
