we have team coverage. let's begin with meteorologist chuck bell. >> good morning, everybody. yeah, road chemicals don't work very well below 20 degrees and nearly everybody is not just below, but way below 20. many neighborhoods in the outlying suburbs are down into the single numbers. so the ice impact this morning, it is dangerous out there. be careful, everybody. later on this afternoon, plenty of sunshine. there will be a lot of melting taking place. but there is a whole lot of ice to contend with here this morning. so by midday and into the afternoon, some slushiness. but by this evening, with the refreeze, things could get dangerous again. current temperatures, only 6 in fauquier county, 3 in prince william, 10 in montgomery, 3 in frederick county, maryland and only two out in martinsburg, west virginia. so the next 24 hour, temperatures single numbers and teens 7:00 a.m. by 7:00 tonight, things will be refreezing once again. here is at least a little bit of good news by early tomorrow

morning, wake up temperatures on your tuesday will be in the 20s to near 30 degrees. so road chemicals will remain at least somewhat effective overnight tonight into tomorrow. so that is shall weome welcome . today's highs mostly above freezing with plenty of sunshine. i'll have the travel impacts coming up in ten minutes. traffic impacts are extensive, tom kierein is out in them this morning. good morning, tom. >> reporter: yeah, we're on 395 now southbound and the main roads have been treated here in much of northern virginia. you can see 395 looking at our forward camera showing some patches of actual dry pavement. they got dried out by the sun yesterday. and in between the lanes you can see a little bit of the salt, as well that has been put down. so chemicals are doing their job even though temperatures are down into the teens on this monday morning. it is generally quite good on the major interstates and 66,

395, and the beltway in northern virginia. it's the side streets that are still a major problem. some have not even been plowed yet. hopefully later today we'll get some of the side streets plowed. but for now, 395 is looking good here in northern virginia. >> good to see that out of the front of the storm team 4 x 4. right now outer loop at telegraph road, crash just happened. overturned vehicle on the side of the roadway. we'll get more information about that one here in the next couple of minutes as things progress. east bound university at piney branch road, again, east bound lanes are shut down. these this is a water main break. you're fine westbound, but this will be a problem through much of the morning. and this is a lesser traveled road than any of the interstates and you can see that snow still packed on the roadway there. other issue northbound of the parkway shut down until noon, and it closes again tonight. we'll have more on that and travel times coming up.

another water main break to talk about, too. this one this alexandria. take a look at the mess here, king street at quaker lane. you can see quite a bit of water flowing. please have westbound king street blocked off here. virginia american water says a crew is on the way to look into this problem. looking live at the u.s. capitol for you now, lawmakers are pushing back votes until wednesday night at the earliest because of the note. all federal government government offices are closed today in the d.c. area. emergency and telework ready employees must follow your agency's policies. most state and local government offices are also closed today. keep an eye at the bottom of the screen for closures. all major school districts in our area are closed today. take a look, the whole map highlighted in red. most schools made that decision yesterday. some are even closed for tomorrow, as well. fairfax, montgomery, arlington and prince william county schools are all closed for

tuesday. as well as schools in loudoun, fauquier, manassas city and manassas park city. we'll post any new developments that come up on the nbc washington a. and we're keeping up to the minute with every closure on the bottom of your screen. 4 after the hour now. d.c. public school students can still get a meal today. ten different schools will open their doors for breakfast and lunch and the strict needs volunteers from 10:00 until 2:00 this afternoon. we have a list of the schools 00 the nbc washington app. i posted it on my facebook page, as well. search school meals. so we're working for you trying to bring attention to the side streets, the streets still snow covered right now. many of you telling thaws plows haven't even touched your neighborhood. know let green is live in bethesda thousand winow with a street conditions there. >> reporter: take a look at this street. it's slushy, we're just off rockville pike.

355 is drivable, it's slushy, but just 15 minutes ago on this very street, elsmere avenue, a big salt truck came through to treat this roadway. it's still covered in some slushiness, but that's a big improvement over what we saw just before that. this video showing you what the rubbing was doing. we also got the chance to catch up with a nurse walking on this very street in a white coat forced to walk along rockville pike to get to work at nih. >> well, it's difficult. i'm going to be in trouble because i went the way my husband said i shouldn't go. so i'm going to be in trouble. but, you know, there is no place else to walk besides the street because the snow is over your theses on the sidewalk. so i don't have any choice. >> reporter: and maureen says she won't be on rockville pike

for that long. but i wished her well and good luck of course. take a look at this pile and this pile. under this, we think it's a minivan and another minivan. but where is the sidewalk? how are these folks going to get here? they will have to do a lot of digging when they actually wake up and come out of their home. live this aboutin bethesda, bac. fire crews are trying to figure out what causedhyattsvil. the snow covering the 23rd place street made hard to get to the family this morning. they were able to rescue an infant and two adults inside. firefighters were. all of them are expected to be okay. we're told the blaze had something to do with natural gas. but it took crews a while to locate the meter also covered in snow. metro is gradually getting service up and running again. the stops on this map are the only ones operating today. there is limited underground service on the orange, red and green lines today. you'll be able to ride for free,

as well. trains are running every 20 to 25 minutes from 7:00 a.m. through midnight. metrobus is also free, it's running from noon to 5:00 on a lifeline services only. 22 routes own. cars parked in metro garages get free parking until tomorrow morning. and you won't be able to take marc and vre trains on get around. marc is stopping brunswick, camden line until tracks are cleared. amtrak trains will not accept the marc tickets. we are expecting a decision on tuesday service later tonight. digging out after the blizzard of 2016 continues today. this morning at 10:00, d.c. mayor muriel bowser will give us an update on the storm cleanup no matter where you try and go today, it will take you a while to get there. you heard the phrase, pack your patience. most of the d.c. sidewalks are buried under more than a foot of snow. especially those corners. i tried to climb through some of that stuff last night. wasn't pretty.

happy face. melissa mollet first 4 traffic. >> that is actually one of the most creepiest things i've seen. mlk junior highway headed inbound, got a couple of calls about ramps that aren't completely cleared here. very hard to see in the dark, so we will perhaps come back when we can can see what is really going on. outer loop at telegraph road, overturned vehicle on its side there. you can see response there on the scene. down town northwest water side drive lanes blocked because of icy conditions. travel time, you're good to go, but please if you can stay home. it's really not worth it. lots of roads still quite nasty. and shoveling isn't the only thing you have to worry about as we dig out. the potential problems the snow could cause with your home. plus as crews work to clear road, we're dealing with a fairly big closure right now. the highway you will need to avoid this morning as well as tonight. your time is 6:13.

a busy morning for you as our region digs out after the blizzard of 2016. the main concern for many of you this morning, how are the roads. our crews are blanketed across the region to help you prepare if you are planning to get behind the wheel in the day ahead. and you cannot drive on parts of the george washington memorial parkway. the northbound lanes are closed from spout run to interstate 495. national park service says it

will reopen the authority bound lanes at noon and then close them again at 8:00 tonight to continue the plowing and the clearing of snow. now, our area national parks are also closed today. crews working hard to clear the sidewalks and trails. even the national zoo is closed today. the blizzard left quite a mess. take a look at this video, the crews are working hard to clear the roads in prince george's county. many of the main roads are plowed, but just passable barely in some places. crews say they have hit about 75% of the main roads, but it will take a few days if not longer before all are cleared. they expect to work on the side streets today. 17 after the hour right now. we'll get an update on driving complains in virginia. >> vdot on the phone for us this morning. helen, good morning to you. give us an update on the road conditions. p. >> good morning. basically what we're looking at is the interstates are mostly

clear. we've listed hov restrictions based on the federal government being closed. the passeng major routes are in moderate condition and what we're tackling are the 16,000 neighborhood streets that we're trying to clear. we had a refreeze overnight, so we're working as hard as we can, we have all of our resources deployed for us, about 4,000 pieces of equipment that are out and about. so we just ask residents to be patient with a storm this size. if you are able to get out and get on a highway, be aware that some of the lanes could be partially blocked by snow. if you're into an intersection that you'll have some side obstructions because of the snow piles in the corners. and always look out for a low of

slow moving equipment like loaders. >> since you mentioned the neighborhoods that you will try to get into today, we saw the trucks, the big plows and earth movers on the interstates, and the long lines of trucks on the interstates. are those same constructs going to be moves in to neighborhoods, are you going to have tons of trucks trying to get down neighborhood streets? >> well,what will happen, you look at some of the neighborhood streets and they're very narrow. so you can't put a large piece of equipment down there. however, you have a smaller pickup truck that can fit in there, but it doesn'tforeer for it about so that what we're looking at is for loaders to come in and remove as much of the snow as we can to plow a little bit further. it's simply a question of where do you put all of the snow. you're pushing along and the snow just continues to

accumulate and imagine what that is like for 17,000 lane miles of roads in northern virginia. so we're really just trying to work as diligently as we can and use the resources as best we can and with the larger scale equipment, items ju's just movi around as much as we can. >> and that is a huge job. i can't imagine where all that snow would go. helen, thanks so much for joining us. we should note the storm has been deadly over the weekend claiming several lives. the u.s. capitol police officer died while shoveling snow outside his home in delaware on saturday. 44-year-old vernon alston died of a heart attack. d.c. police say an 82-year-old man also died shoveling snow here in the district. virginia is reporting five storm related deaths and two people died in maryland. investigators in baltimore, laurel and carroll county are trying to figure out if three sunday deaths are storm related.

as it starts to warm up, the next big concern dealing with possible flooding from rain and melting snow. we just talked about the shear amount of snow, that will have to go shr wans it melts. that has first responder this is montgomery county warning neighbors to get ready now so water doesn't end up inside your home. >> when you get a chanceoff t o the next day and a half, work on your downspouts. when the water comes off the roof, make sure it gets away from the house so it doesn't flood back into the house. >> when it rains, the snow will get heavier making it harder to shovel out. so you have to think about that, as well. and it's hard to even think about driving outside right now. >> but just one day, you can check out the latest car models. blizzard delayed the opening of the auto show which will remain closed today, but it will reopen tomorrow -- or open for the first time tomorrow at noon. the annual car show at the washington convention center. and it will run through sunday.

tracking going forward. came no problem. tomorrow plenty of melt willing into the 40s tomorrow. late in the day tomorrow, lance for light rain which could, could, mix with a little late snow late tuesday night into the pre-dawn hours of wednesday morning. wednesday morning temperatures hovering just above freezing. still a lot of iciness to deal with wednesday. and thursday snow chances, a small one at this point this time, but we're keeping an eye on it. oh, it is cold. 2 in martinsburg, 3 in manassas, 5 in bristow, 7 in warrington, a pa palmy 12 at joint base andrews and 20 at annapolis. sunshine today, nothing to worry about. clouds come back in overnight tonight. today mid-30s across much of the area. tomorrow, 2:00 tomorrow afternoon, there is that second half of the day rain chance. here is 8:00 tomorrow night. and temperatures by 8:00 tomorrow will be right around 35, 36 degrees. so you could get a rain/snow mix. can't really get much of an be

accumulation at that temperature. and then as we get into about 1:00 wednesday morning, those rain chances moving in to southern maryland and again a rain/snow mix is also possible down there. so keep that in mind. for tomorrow, there come the clouds. there is the rain chances second part of the day for tomorrow. "7-day forecast," it's monday, that means you're already thinking about the weekend and i don't blame you. i know i am. here is the rain/snow chances tuesday, wednesday, thursday. no big storm, just nuance level events. here is melissa now. outer loop at telegraph road, right side, overturned vehicle blocking the right side of the roadway. just proves that it is slick. taking a look at this in gaithersburg, 124 at air park road,s slick through this area. you can tell it's been plowed, but still very nasty through there. and a lot of roads look like

bethesda with a look at how the cleanup process is going there. >> reporter: i'm standing on a pile of about 6 feet, maybe more of snow. this is the sidewalk along rockville pike 355. the side streets here have a ways to go. cars and people are trying to walk to get to work. i can tell you that this particular side street, elsmere avenue, where i'm standing looks a lot better. that's because a big old salt truck rolled through. we've got video of that. and that salt truck was treating this roadway. and that was good news. it looks a whole lot better now than before. still the folks in this neighborhood, their cars, the seed wal sidewalks, very much snowed in. >> we shoveled a lot yesterday. but where people didn't shovel their walks, it's over my knee

to get down the street on get to work. >> reporter: and there you can see this gentleman walking along rockville pike. cars are coming down the road. it's not very safe. keep going, sir. just be careful. be careful. okay. this is an example of what we're seeing. another person coming in the opposite direction. the side streets are still tough going and very dangerous this morning. do not come out of your house if you don't have to. back to you. 6:35 your time. some of you made the day for a group of fairfax county firefighters. they told us neighbors helped to dig them out when they found their truck stuck. the crew was helping a sick child get to an ambulance and then they discovered the truck wouldn't move. it took plenty of shoveling to get the fire truck free. >> we went in about as far as we could go and got stuck ourselves. we were lucky the house wasn't

very far, so where he wae walke. >> they happened to have an nbc news crew traveling with them. and they said they had to help a lot of people get through the snow. limited flights are coming in and out of reagan. dulles and reagan have at least one runway open. crews have a lot of cleaning up to do. take a look at this mess in dulles. they're working to clear runways and get more planes back on schedule. flightaware reports more than 12,000 flights have been canceled nationwide since friday. amtrak is running on a modified schedule. there is reduced service between d.c. and virginia. railroad crews are working to clear the tracks. trips to the southeast and midwest are impacted or canceled because of the cleanup efforts. check the schedule. and proof you want to be careful. take a look at that. the trouble emergency equipment has been having throughout the show storm. >> the the cold is the issue right now.

roads are hazardous for everyone right now. take a look at this situation. the national guard had to tow and arlington county ambulance from the snow. look at that. looks like they had to chain it up. and they had to pull out a fire truck and it looks like the national guard truck is struggling, as well. do you know how heavy those trucks are? and now we're getting a coating of ice on top of the all the

packed snow. so do take it easy out there. you don't want to run in to that mess. >> and chuck has been telling us about the fact that there is this ice issue that we'll have even after the sun comes up. >> yes, absolutely. we need to get to about lunchtime today, and then we can start really melting down some of the snow piles and ice that are up against the roadway surfaces. school outlook this week, everything is closed today and i've updated my chances tomorrow. i had it 90% chance. i've moved it up. 99% chance no school for anybody tomorrow. still an 80% chance of school cancellations for most of the districts on wednesday. and even thursday, pretty substantial. at least a 40% chance for no school on thursday, as well. highs today, we should get above freezing with fair. s of sunshine. there is another chance or two for rain/snow mixes coming our way. more about that in ten minutes. good morning. taking a look still have an issue in silver spring eastbound university still shut down at piney branch road that is the

water main break where derrick ward is for us this morning. westbound lanes are okay. eastbound they're pushing you on to piney branch to get around that. beltway at 50, you can see the main lanes are okay but let me tell you, my route in was not good coming down 270 to the beltway and river road. still has a lot of problems on the sides of the roadways. big look at things, light volume of course because hopefully people are staying off the roadways. travel times looking good in maryland and virginia. again lots of folks staying home as they should. well, you will find a whole range of conditions on the roads if you're heading out of the door this morning. our crews are spread out throughout the region to give you a firsthand look at how things are where you live. >> the trouble spots we're finding and when you could see plows on your street, just ahead.

chopper 4 just got over this problem eastbound university shut down at piney branch road. we will take a look from above. a major road here shut down because of the water main break. 6:46. let's head to montgomery county where there is a water main break. derrick ward is there live. >> reporter: well, we can tell you that there is a definite road closure here. eastbound university, you're being diverted at piney branch. we don't see any water in the street, but there are some vehicles pulling in and there is a wssc vehicle here. it looks like held probably have to move snow before they can get to the break. but they know that there is a break here and definitely a street closure. so if you are venturing out, that's something that you will have to deal with. saving grace being federal government, schools and lots of businesses are closed, so traffic is lighter. but you also have one lane,

in snow. so these are some of the tough conditions firefighters are dealing with. and for the information you need to know if you plan to drive today, bob rager is with the maryland state highwrghway administration. >> bob, you still have -- everybody is still on the roads and still working, right? >> we still have a lot of work to do. even though a lot of lanes are clear, you can expect us out there for the next couple of days. and one thing we're looking at, traffic is light with everything closed, but what that does, that tends to give people a lot of room to go much faster than they should be going actually for the conditions. because with temperatures down in the teens overnight, salt really doesn't do anything. so you havended a just speeds accordingly. >> so is that your message again take to stay off the roads? >> if at all possible. it certainly helps. again, we have a lot of lanes clear.

across the northern plains. tomorrow another refreeze tonight, but not as cold p. 20s to near 30 tomorrow morning. and then clouds back, a chance for light rain tomorrow afternoon. and mostly rain tomorrow evening, but that could mix in at times with some wet snowflakes. so keep that in mind tomorrow evening, not looking for a big storm, just a little nuisance level event tuesday night into wednesday. and another snow chance coming up on thursday, as well. "7-day forecast," a lot of healthing today and tomorrow. watching for a little rain/snow chances wednesday, thursday. and then big improvements by the weekend. tom, how are the roads? >> reporter: we are battling two major problems here in alexandria. we're live in the storm team 4 x 4 on king street. still in the process of removing deep snow here on king street in addition a major water main break at the intersection of king and north quaker lane. we are just right near that intersection now. king street is closed. there is high water and all the

streets surrounding that intersection of king street and north quaker lane where the water main break continues to flow deep water through the streets. and down the sidewalks. can't get into the gutters, so it's not draining anywhere because of all the high snow we have along the roadways. what is happening right now, melissa? >> another water main break, chopper 4 over this one this in silver spring eastbound university at piney branch road. again, eastbound lanes are all blocked. westbound lanes are open, they're making you turn on to piney branch to avoid this. king street at quaker lane, tom is there because of the water main break. big look at things, light volume. we see little patches where perhaps plows are working. 66 at compton road, do have some volume. remember, you don't have full lanes on any of the highways today. northbound gw parkway shut down between spout run and the beltway until noon.

water side drive between mass ave, shut down there as well. and white's ferry again closed today. 6:54. want to get one last check with molette green. >> she's been keeping you kryou updated on the side street conditions in bethesda. >> reporter: we're right along rockville pike. people are taking their chances because they can't get out of the neighborhood with their cars, so they're walking along busy rockville pike. you see me, i'm standing on top of about 6 to 7 feet of snow, this is the sidewalk that they would be using. but because it's snow covered, people are taking their chances and endangering their lives. that is the latest from bethesda along rockville pike. >> the blizzard of 2016 is forcing lawmakers to put off any votes until wednesday evening at the earliest. all federal government government offices are closed today, emergency and telework-ready employees must

down there westbound lanes are open, a water main break. another one quaker and king. it's nasty, cold. stay off the roads if you possibly can. it's just not a good idea today. >> and you heard the mdot guy, as well. keep your speeds down. there is a lot of ice on the roads. temperatures in the single numbers and teens this morning. over on max 1, we have your "7-day forecast" here. and there you see it, melting today and tomorrow. chance of a rain/snow mix tuesday night into wednesday. and then another chance for some light snow on thursday. no big storms. this is not going to be a repeat of the blizzard, but there are chances for nuisance levels. a coating or trace of snow the next tuesday, wednesday, thursday. again, nothing big, but we're watching it very carefully because everyone is a little weather weary. >> we're getting above freezing later this afternoon. >> yes, a lot of melting. and tonight will not be as cold, so road chemicals will remain
