back to normal. >> all the lines are restored except the silver line. >> as our region gets back on its feet. >> it's not going to be perfect. >> tonight what you can expect if you're trying to get out tomorrow. >> "news4 at 11" begins with breaking news. >> first up tonight, another day at home for federal workers. the office of personnel management just announced federal offices will be closed tomorrow. >> emergency and telework ready workers who are required to work should follow their agency's policies. but again, federal offices will be closed tomorrow. day two into our big dig-out. good evening, everything. i'm jim handly. >> and i'm doreen gentzler. all of the major districts in our area are closed again tomorrow. trying to give crews more time to clear neighborhood streets and school parking lots. >> we have team coverage in d.c., maryland and virginia. but we begin with chief meteorologist doug kammerer in the storm center. so doug, will this refreeze be an issue again tonight?

>> yeah, it is going to be an issue. it already. temperatures drop below freezing fairly quickly in many locations. right now most of you are in the 20s. take a lack at the numbers out there. 28 in leesburg. 23 manassas. 19 in frederick. but take a look at gaithersburg. it was 28 last hour. up two degrees to 30. 31 was the temperature in d.c. about three hours ago. now we're up to 36. that's some very good news. temperatures actually rising now as a result from cloud cover moving in. we we're still having the refreeze. so watch out early tomorrow morning. obviously very icy, very slippery. temperatures right around the 30-degree mark in most locations outside the beltway. tomorrow afternoon, you may actually take the umbrella. we may bring in a couple of showers. temperatures around 45. we'll talk about that next system to come in. and a couple more later this week. i'll mention those as well in my full forecast in a couple of minutes. >> doug, thank you. the storm team four-by-four has been out and about all night getting a feel for road

conditions across the area. >> shomari stone live across the area to show us how things look in montgomery county. shomari? >> hey, guy, how are you? i'm in bethesda right now on fairfax road. and take a logistic at this roadway. we are trying to maneuver through this thing. you can see snow covering the roadway here. we drove to germantown and saw roads just like this in storm team four-by-four. let's roll some video. take a look at this road in germantown. only one lane is open in both direction. plowed snow pushed into cars because there was so much of it on the secondary roads to neighborhoods. some cars are literally burden under the white powder. many drivers are concerned about sliding on the slushy roads once they refreeze, just like chief meteorologist doug kammerer just told you about. we saw some sidewalks in gaithersburg cleared. but then you look on the other side of the driveway, and snow covers the remaining sidewalk. on the local access road on 270, we saw some snow removal

equipment blowing away the snow. >> yeah, it's pretty bad. it's dangerous. you don't want to be driving out there in this. it's not something you want to be out in. i mean, i don't know how other people feel. but to me it's pretty dangerous. >> you're now looking at a live picture of this road here in bethesda. as you can see, snow son both sides of it. you have to be very careful when you're driving through here. keep in mind it is one lane. you could be coming to a stop sign like this one right here. all of the sudden another driver could be there and you have to be polite, patient and move out of the way. local leaders are still saying not to go out unless you have to. the best thing to do is to give crews time to clear the streets. live here in storm team four-by-four, i'm shomari stone. back to you in the studio, guys. >> thanks, shomari. if you can't drive, you will be able to get around on metro a little more easily tomorrow. the trains are going to start rung at 5:00 a.m. with service on all lines except for the silver line. regular fares will be in effect

tomorrow. and trains will arrive every 12 minutes. metrobus will be on a severe snow plan servicing only major corridors. and metro access service will be restored at noon. if you have been parked in a metro garage all weekend long you have until 9:30 tomorrow morning to get out of there without paying. just in tonight, vre tells us it will not operate tomorrow. mark's penn line will operate on a reduced s schedule. but there will be no service on the brunswick line to frederick or west virginia. amtrak says it will remain on a modified schedule tomorrow with about 80% of its normal runs between d.c. and new york city. here is a live desk, we just got an alert from d.c. police about a man who may have come here to our area to carry out a threat. this is who they're looking for. his name is adrian daigle. he is about 5'10", 200 pounds. he had been living in louisiana, and police want to talk to him about the threats that were

made. last time anyone saw daigle, he was driving an old erlin con town car. he's got louisiana plates yxx 278. investigators think he may be in our area. but if you actually see daigle, d.c. police are asking you to call them and warning folks not to go anywhere. >> chris, thank you. when plows come through your neighborhood and haul away all the snow, where does it all go? most is going to lot 7 at rfk stadium. some worry when it melts the chemicals and debris will flow into the anacostia river. crews are working to make sure that doesn't happen. in the district tonight, the main roads aren't perfect, but they are passable. because of that, local d.c. government will reopen on time tomorrow. but students and teachers, well, they get at least one more day off. d.c. public schools will open back up on wednesday. that's the plan right now. and trash patrioticup in the district will resume on thursday. tonight a warning from mayor

muriel bowser. >> make good decisions. and that means if you have a car that can't navigate snow, don't pull that car out. because if you do impede our operations to remove snow, if you abandon your car, you will have some costly fines. >> the mayor is urging everyone in the district to use metro if possible. and all metro stations inside the district will be open tomorrow. 48 hours after the snow stopped and plows in many cities and counties are just now starting to reach those side streets. it could be days before many of you can get out of your own neighborhoods. and that was our flash survey of the day today. is your street plowed? 58% of you, more than half say no. news4's darcy spencer live now in fairfax county, where one street was only half plowed. darcy? >> well, jim, that's right. it seems everywhere you go, everywhere you look, you see these huge piles of snow.

the plows are out there. but many residents are telling us tonight they haven't seen one on their street. jennifer brown can walk on her street for the first time in days. but it's a short walk on chestnut drive in annandale. the plow got to here and got stuck. >> this is the street, yes. it's under there somewhere. >> reporter: here are the tracks where a neighbor went door to door, checking on everyone. brown says she called, e-mailed and tweeted v-dot, but no one came until this happened. >> we had a plow come through after an ambulance, a fire department plow all got stuck after the police officer got stuck and they all had to be rescued. >> reporter: two davis snow stopped falling, anger is rising in some communities. residents feeling forgotten by transportation department. even homeowner associations. john cattrall lives on the drive where the emergency vehicles got

stuck. >> you go out and there is a world going on without you. you know, then you become a little more critical that you think our neighborhood somehow got forgotten. >> reporter: there are plenty of roads that are passable. the main road even better. and while some are snowed in, others are ready to get on with life after the blizzard. >> it was a pretty big storm. i understand if they haven't got to the whole street. i'm just out here digging out, trying to get to work tomorrow. >> reporter: and he is not only the one. and v-dot officials tell me tonight they are absolutely committed to getting to these residential streets in these subdivisions. but they say, you know, it is going to take several days. they are borrowing equipment from as far away as connecticut. and they say that will get the job done. back to you, doreen. >> already, dorothy spencer, thank you. we saw people trying to get out of their neighborhoods in prince george's county today. many weren't getting very far.

as of this afternoon, county plows had cleared less than half of the county roads. county executive baker says it's a lot of snow, and it's going to take time. >> right now we've got a ways to go. it's going to take us at least another probably three, four hours. another day to get to the streets. >> there were some signs of life. ápv they finished clearing out national harbor, and many shop there's should be open for business tomorrow. way for people snowed in there. but they can't give an exact time. they say it's a multi-day process. the county's government is closed again tomorrow. but the highway services special ops center is working around the clock to clear more roads. montgomery county schools still have to remove snow from about half their school buildings. some sad news to share tonight. if you have been to the white house in the past 35 years -- if

you have been to the house in the past 35 years, you may have seen a woman named concepcion, better known to many as connie. she is not seen here. this looks like video of the command center for montgomery county. maybe we should get back to story a little bit later. ms. vikiota was a fixture at anti-war protest. "the washington post" first reported and her attorney now confirms that she died at n street village today, a center for homeless women. the post says that concepcion was cleaved to be about 80 years old. well, we're a week away now from the iowa caucuses. and tonight democratic candidates began making their final pitch to voters. they all took part in a town hall style forum in des moines. >> trying to win our vote. leave me alone here. >> i'm not capable of doing q&a

in iowa from a seat. >> you have to have somebody who is a proven, proven fighter. somebody who has taken them on and won, and kept going, and will do that as president. that's why i hope you'll reconsider. >> we have another -- >> pushing her experience while bernie sanders said experience doesn't mean clinton will make the right decision. both campaigns even put out videos today explaining the caucus process in hopes of getting people to participate. meanwhile, things on the republican side are getting quite nasty. donald trump surging in iowa after increasing his attacks on ted cruz. but cruz is hoping to gain some momentum after an endorsement today from former texas governor rick perry. marco rubio hopes he'll get a bump from the des moines register, which endorsed him today. if you woke up with cabin fever today, you weren't the only one. after a long weekend of being cooped up inside, some of you are stepping out for the first

in dupont circumstance well that story. many of us have been spending way too much time with our friends and loved ones over the last few days. near the verizon center tonight, crowds grateful to be out and about after spending the better part of three days indoors. some were headed to the wizards game. >> been inside the house for the last couple of day, yeah. >> couldn't get out. >> yeah. >> reporter: others just wanted to good somewhere. anywhere that was not home. where they've been since friday. >> it's crazy being indoors after a while, you know. things start bothering. i don't know. out of no reason. but we made the blizzard happen. >> reporter: on seventh street northwest remained open through the blizzard of 2016. >> we're scrappy. we hustle. and so michael and i actually ran a little compass uber

getting the baristas to and from work each morning. >> business has been very steady. >> to avoid the cabin fever. i don't want to kill your roommates. >> reporter: the secret, staying open during a blizzard that caused 95% of d.c. businesses to temporarily close their door. >> we used to be infantry officers in the marines. so for us, this is no big deal. in 2010, we were out in quantico during that blizzard, like literally living in the trees. whatever, this one, snowmageddon, snowpocalypse, we're going to be open. >> love that attitude. live in dupont circle, jackie bensen. >> good stuff. cabin fever was the challenge for pat collins. snow stick challenge. nearly 2,000 of us showed us how you tried to beat boredom during the storm. today at 6:00, pat reveals his final four, in no particular order, here they are. toe in the snow. she was hilarious.

the snow swimmers with finish. cat burglar in training. and swizzle sticks snow stick. pat will reveal the winner tomorrow afternoon. tough to judge that contest. >> a lot of good stuff. we've seen and heard some incredible stories of neighbors banding together during the storm. but this is pretty remarkable. check it out. a plow hasn't touched this south writing neighborhood. but peppercorn alley is clean, down to the bone, down to that asphalt. a team of nearly a dozen people cleared the street for more than four hours yesterday after learning two women on the street are due to give birth this week. >> came out and doing our own little things, driveways. and then we heard a girl was pregnant. let's get them out. >> i felt so honored that they would do that for me and other people to help out. people are good. >> try go. and i also got this picture tonight in the e-mail from sloane in loudoun county. it shows a community chipping in

to clear the streets. >> beautiful. >> nice sunset. if you have seen something similar, send it to us with the #help your neighbors. >> hurrying to do that before the sun goes down and freezes up. it's harder to shovel after it gets all crusty. >> much harder. tomorrow it melts a little bit. and that melt willing make the snow just a little heavier too. if you didn't get it out just yet, it's going get heavier each day. just something to think about. you want to go down to the arctic? >> not really. >> well, we go up to the arctic from here. up to the arctic. this is the arctic. fine. it's our front lawn here. this is the time lapse. this is the storm coming through. my goodness, it looks like barrow, alaska that is northwest d.c. where we picked up over 20 inches of snow. the blizzard time lapse 10:00 p.m. friday to 10:00 p.m. on saturday. amazing. i want to thank the guys for keeping us able to drive in and out of our parking lot. those guys did a phenomenal job. yes, they really did.

it was wow. i mean, just some great work out there. hopefully if you're stuck in your house, hopefully your can see your area soon. 36 degrees right now. the temperature has come up. we were down to 31 a little earlier. now up to 36. gaithersburg was at 28 last hour. now up to 36 degrees. manassas at 23. 27 in leesburg. move the numbers are starting to come up. we've seen very cold temperatures early. but now with some cloud cover, temperatures are coming up. and i think that's going to mean very good news overnight tonight. nothing on the radar. we're not going to see anything. here is the temperatures tomorrow morning. again, most everybody below the freezing mark. but just barely. and i think we're going to warm up fairly quickly tomorrow. a little bit of a southwest wind. we've got the cloud cover moving on in. you can see the clouds coming in across the area. we may go back down just a bit. but the clouds act as a blanket to keep the warm air in. here is the storm that we're watching back to the west. it's not a very powerful storm.

but you notice the flow here. watch this. right in here. here comes the jet stream, right out of the south, right over towards our area half. what that is going to bring for us is a chance for shower. i don't think you'll need the umbrella tomorrow. we're talking about a quick sprinkle, if anything at all. but it would be in the form of rain if it did come down. by noon tomorrow, not much. just a few clouds. and more clouds during the day. here is a couple of sprinkles up to the north. a few more right around the city, around 5:00, 6:00. but it's not going to be much. what it is going to do, though, is bring nice mild air. in high temperatures around 45. look what happens on wednesday, though. that same front moves through. and maybe little bit of snow flurries early, snowshowers early down to the south and east. then that front shift ways down to the south and east, away from the area. as far as the snow outlook for the rest of the week goes, no change. no chance. tuesday, no school. no chance for that. we already know that. wednesday 70% chance. d.c. did say they would have schools thursday. 50% chance of no school or a

delay. we might see that on thursday. 40 degrees for your high on wednesday. and look at the temperatures thursday and friday. this is why we see a delay. temperatures are going to get colder. a refreeze each night. well might see a delay on friday morning because of that saturday and sunday, we get nice and mild. back into the mid- to upper 40s. well will be melting as we make our way into the weekend and early next week. high temperature next monday 55 degrees. that will melt some snow. >> a shower most of next week going to be on the warm side. be ready for that. >> thanks, doug. wizards back in action
