is, get out there and shovel it out. and it will be quite a bit of a bright sky, you will get quite a kick of snow off the snow. so wear sunglasses to avoid the snow blindness as we'll be dealing with digging out here on day three. a lot of the main roads are down to pavement at this point, but in so many cases, only one lane is open in both directions. i went down some streets that once were two cway streets but are now one way. this is what our 4 x 4 saw last night. plows are pushing snow into cars that are still buried on the side of the road. montgomery county emergency officials are trying to get help to people still snowed in their neighborhoods. they say the cleanup process will take days. highway services special operations center is working around the clock to clear roads now. machinery county schools are working it to remove snow from about half of their buildings. the d.c. government is open today, but students and teachers

get one more day off. d.c. public schools are planning to open back up tomorrow. trucks are being brought into haul the snow away. mayor bowser is urging everyone to use metro if possible. we're expecting another update from her at noon today. trash pickup in the district is expected to resume on thursday. metro is almost back to complete service. trains will start running in less than half an hour at 5:00 a.m. there is service on all lanes except the silver line. regular fares are in effect and trains will arrive every 12 minutes. metrobus stops through only major corridors. metro access starts at foon today, but some locations may be up available p. if you've parked in a metro garage through the storm, you have until 9:30 this morning to get your car out without paying. vre is still work to go restore service and will not be operating today. you will be able to take marc's penn line on a rae duesed s schedule. there is no service on the brunswick line to frederick or

west virginia. amtrak on a modified schedule today with about 80% of its normal runs between d.c. and new york. let's check in with chuck bell to find out more about the forecast and whether or not the weather will help us get things cleared up. >> we will clear it up eventually. it's just going to take a little time. the old joke, you know, the d.c. snow removal plan is called spring and that may be the case here the next couple of days. slippery and slushy outside today and late day rain showers are coming our mind. so there could be iciness late today into early tomorrow. cold finish to the week, but fortunately no more big storms in the forecast. yesterday we were tracking a little chance for snow tomorrow into thursday, and that looks like it will stay out to sea freezing rain in the mountains. could be just cold enough, 25 in martinsburg, 19 thousand in frederick, a little light rain coming in there, that's the reason for the freezing rain advisory. your commute today if you're headed off to work, icy and

slippery in many spots this morning. there will be rain showers this evening, but again with temperatures this cold, we'll be watching out for any icy chances. here is more on traffic now. i'd love to tell everybody no school for the rest of the week, but i don't think that's the case before northbound gw parkway, shut down with spout run and the beltway extended to 4:00 a.m. this morning because of the snow removal still under way will as they try to get all the loaders in there and get it out of the way. big look at the beltway, right now nice and green. hopefully it stays like this so folks still let them get the right lanes reopened once again. beltway at river road, just fine here on the outer room. that right rain has reopened since yesterday morning. inner loop, they are trying to get the final right lane there opened, as well. had the front he saend loaders i trove by just a few minutes ago. a developing story in d.c.

now. d.c. police think man may be trying to carry out a threat in our area. they say adrian daig chle could here and he was last seen driving a lincoln town car with the license place yxx 278. if you see him, do not approach him, call 911 instead. the death toll from blizzard 2016 continues to rise. 42 people have died from this storm. they died from car accidents, carbon monoxide poisoning and ha heart attacks. about a dozen tidied from shoveling snow. it's been a couple days since the snow stopped falling and now anger is rising in a fairfax county community. residents are feeling forgotten by transportation departments. >> people in this neighborhood feel like there is a world going

on without you. then you become a little more critical. >> those neighbors live in one community that they say they have called and e-mailed and tweeted vdot, but no one came until this happened. >> we had a plow come through after an branambulance, a pumpe truck and police officer got stuck and all had to be rescued by humvee. vdot tell us the statewide call center number was down yesterday and they're working to fix the problem and has about 60% of the affected roads cleared. a lot of you having a tough time trying to get through neighborho neighborhood roads in prince george's county, too. the county executive says it's a big storm and the clear williin take time. and people in new york city's biggest borough are clearing their own streets and

they aren't happy about it. resident misque queens in queen out because they say the plows have not been through their area. close 30 inches fell and they are upset because they say the street should have been cleared in time for monday's commute. mayor de blasio says queens faces challenges because of the narrow streets. >> and authorize rnorristown, p, many spent yesterday digging their cars out. borough leaders have come under fire for what some say was a, quote, snow response failure. >> more relief on the way to d.c. this morning from central indiana. take a look at that machine. it is a mega snow melter on its way by special request from the department of homeland security. it can melt 60 tons of snow per hour.

weather will cooperate with our cleanup efforts today. >> yes, indeed, weather getting a little bit more cooperative with time. it will take a few more days, though, to eat up all the snow pack that is out there. so your school outlook, nobody is going today. tomorrow things will be improving enough during the course of the day where even though it's not likely, i think a 70% chance no school tomorrow. and at least a 50% chance of no school lingering on into thursday. but by the time we get into wednesday and especially thursday/friday, might be back down to just a two hour delay. so start thinking about getting that homework assignment done. 21 in frederick maryland, 34 in manassas. so a big range of temperatures. next thing we're keeping a close eye on happens between noon today and 8:00 tonight, rain showers moving in overnight temperatures could be cold enough to have some icing possible. we'll talk more about that with future weather and give you the "7-day forecast" in ten minutes. we have two for tuesday here. two issues. in alexandria, first of all, the

water main break where tom kierein was for us yesterday, king street at quaker lane, just south of the intersection, that water main break now pushing people on to westbound king being diverted i should say on to north quaker lane there this morning. route 1 northbound there at queen street, all lanes blocked because of snow removal. that should be out of the way here in just a little bit. northbound gw parkway, shut down between spout run and the beltway until 6:00 a.m. again, could get nice and slick today. the blizzard of 2016 is making travel just about impossible for a lot of you on the roadways. but who about the skies? the trouble you might encounter if you're trying to get this and out of our area. and the clog is ticking. what presidential hopefuls on both sides are doing as the countdown to iowa inches closer.

let's give you another look at the roads. this is the beltway at branch avenue in maryland. as we mentioned at the top of the broadcast, federal workers are allowed to stay home again today, but a lot of you are probably getting ready to head into the office. one of the biggest concerns is the refreeze of all that melting snow. chuck will have a closer look at that as well as the next 7 days at 4:51. 4:45 is your time right now. a quick break from extended weather coverage. we are days away from the first primary vote in decision 2016. president hopefuls are in iowa this morning and we say good morning to edward lawrence. very important next few days. >> reporter: in fact in iowa, the first contest as you said on monday. all the candidates want to show why this sey should win. and democratic candidates met

last night for a town hall meeting to make their final pitch on why they should be the one. they highlighted their differences. senator bernie sanders saying he's the one to be able to establish or challenge the establishment and he says hillary clinton is part of those ideals. >> and speaking of that town hall, what did hillary say in response? >> reporter: hillary clinton will did come back and say that she is the one with the experience. in terms of the nastiness actually, hillary clinton was not as nasty in this one to bernie sanders. in fact she highlighted that, how their race has really stayed about the issues. she talked about how she has the dedication and how she was talking to some of the young folks in the audience really saying that at their age, she really tried to make a difference. >> i think we are touching a thefsh with the american people who understand that establishment politics is just not good enough. we need bold changes, we need a political revolution. >> reporter: and clinton says that she will challenge people

to make people better when she's president. she says that she referenced donald trump without using his name, at one point clinton saying that it's a great country despite one of the republicans was saying. >> and on the gop side it seemed like a bottle between donald trump and ted cruz. anyone else getting traction ahead of iowa? really really not. donald trump is solidifying his lead. the latest polls showing he is pulling ahead of ted cruz. but that race is really getting nasty. senator ted cruz releasing his second attack ad in iowa on, quote, new york values that donald trump has. trump now calling cruz his man from canada. >> already. edward, thank you. as you've expect, nearly all of the candidates are on the trail in iowa today. ted cruz plans to make seven stops. hillary clinton, bernie sanders and donald trump are all planning rallies, as well. jeb bush is in nevada. he has a campaign rally scheduled for tonight. and we are covering the countdown to iowa for you tonight right from des moines.

i will be there next week. be sure to follow me on twitter and download our nbc washington app. we'll have coverage from iowa right here monday morning starting at 5:00 a.m. digging out from blizzard 2016 will take time. maybe a lot of it. did vdot says they just don't have the equipment to deal with this much snow. many of the neighborhood streets in fairfax county are still buried. some residents had to end up digging out a plow that became stuck. others said most neighborhoods ban band together and dig out. for thousands in the northeast, the travel nightmare is far from over. 13,000 flights have been canceled since the blizzard started on friday. from laguardia to reagan national, runways will slowly being cleared of snow. parking lots are taking a little longer to clear which means airport employees and peoples are having a hard time getting in to the terminals. snow cleanup crews are working around the clock. >> they're pushing and hauling

snow there sun up to sun down. flightaware shows the most cancellations at dulles this morning in our area. this morning d.c. remains under a snow emergency, that means no parking on snow emergency roads or you will get a $250 fine. and a $100 towing fee. the district has already issued nearly 3,000 tickets and towed more than 500 cars. many of those can be seen here at the blue plane impound lot. that lot the was closed yesterday, so the district waiving the storage fee. if your car is due for an inspection but buried under snow, the dmv is relaxing some of the rules because the epic snowstorm. it will waive the $20 late inspection fee for any vehicle inspection that expires between january 23 and february 1. so if you do have a learner's

permit and your test was scheduled during the storm, your permits will be extended, as well. road test cancellation fees will also be waived. parking photo, moving violations due to double between january 25th and 31st will now take effect on february 1st. a little leeway here. i've been in one of those category this is there somewhere i'm sure. it's getting harder and harder to sit inside. so be cabin fever breaking out everywhere. we caught up with people at gallery place last night, some headed to the wizards game, others just happy to be out after days stuck inside. >> it's crazy being indoors after a while. things start bothering you out of no reason. but we made the blizzard happen. >> avoid the cabin fever, you don't want to kill your roommate. >> i think the first guy said a little too much. see the way his wife or girlfriend was looking at him? most businesses in the district will begin reopening today.

finish the week. most areas today are at or just below freezing. north and west of town, 34 in manassas, but 21 in frederick. so it really depends where you live as to how slippery it is this morning. temperatures this afternoon, look at that back up into the 40s once again. a lot of clouds coming in and there will be a chance for some rain, as well. so getting around today, still tough for walk. a lot of ice on the road. flight plans are getting back to normal, but with 13,000 flights canceled, a lot of people did displaced. freezing rain advisory until 11:00 this morning for northern maryland and eastern west virginia as this ripple of moisture comes on in. this is the band out here across ohio that i think will bring us our next chance for some rain showers. that moves in here during the late half of the afternoon. so here is future weather. clouds thicken up this morning into early this afternoon. by 6:00 tonight, a chance for a couple of light rain showers moving on through. that continues up to about midnight, 2:00, 3:00 in the morning. by early tomorrow, still cloudy, but the rain will be coming to

an end. we will clear out tomorrow, but that's when the colder air starts to settle back in. so 45 today, 43 relatively early tomorrow, but then highs back in the 30s on thursday and friday, more important than that, overnight low temperatures thursday, friday, saturday morning way below freezing once again. that will refreeze everything pretty solid. so whatever melting we can get done in the next couple days will be important because we have a couple more hard refreezes to come later on. how is all this this affecting metro? that is melissa mollet's department. silver line is not running today. orange line, we only have -- we do not have service i should say between deenin a and boston. otherwise service just about every 12 minutes today. and again they open here on time at 5:00 a.m. marc, we have limited service. so check ahead of time. i want to call it the s schedule, but it's really not because we do have other routes eliminated today.

so please do check. manassas and frederickburg vre, we are closed today. and norbeck road at muncaster mill, that was pretty nasty yesterday. looking better today. and gw parkway still shut down between spout run and the beltway because they are trying to do the snow removal. was supposed to wrap up until 4:00, but it will last until 6:00. we're following a developing story out of california, the municipality for thr manhunt for three inmates continues and we're learning new details on how authorities think the trio managed to escape. and what metro is doing to make sure they open today as scheduled.

a lot of places are near freezing right now and that's something we're keeping a close eye on for the dreaded refreeze. chuck bell will have a closer look at thand the next 24 hoursn just minutes. in california, police are asking the public to help them find three escaped inmates. more than 30 search warrants have been served since the manhunt began last friday. officials say they cut through steel bars and plumbing ducts before climbing on to the roof and rappelling down several stories. an expert thinks the men had help there inside the jail but police aren't ready to say that yet. >> so far there is nothing that

indicates that we have concrete that says there was specific assistance from nip insianyone the jail. >> jail giofficials did not realize the inmates were missing until 16 hours after they were last scene because an evening head count was delayed by an assault on the guard. so once the snow is loaded up and moved out, where do the trucks take it? here is your answer. d.c. crews are dumping the snow in lot 7 near rfk stadium. there is concern that debris and chemicals will go in to our water ways once it melts. district environmental leaders say it will go through mesh screens and into a catch basin area and not directly into the anacostia river. it's taken a massive evident to get metro back up and running. special equipment had to make multiple passes to push the snow away from all three rails. horn half of the metro system is
