the storm center. >> guys, i experienced this firsthand just to try to get to dinner tonight. the roads, really still a mess across the region. why you have so much snow and the ice is out there, too. look at these temperatures. ice everywhere. 28 in rockville, down to 23 in gaithersburg. buoy not reporting but both of those numbers into the mid 20s. a very cold night. tough right on through the morning. very slick roads and sidewalks when you get out and walk out the front door. lots of ice. take your time. pack your patience. i expected it to be very similar to what we saw earlier this morning for that rush. again, expected the ice. we will see sunshine, though. that will help temperatures to get up into the 40s. that means more melting and then a refreeze tomorrow night. we'll have more on that in just a minute. >> boy, i'll tell you, trying to come through the city, it is just gridlock. >> even virginia governor got

stuck in our traffic today. >> that's right. and, as it turns out, one of the worst back-ups tonight was in the commonwealth. megan, what the heck happened there? >> yeah, chris, well, fairfax county police say the problem was over here. the parkway and the 95 were both backed up. police say part of the problem? well, you guessed it. all of this snow, which meant that the travelers, the drivers, were in this parking lot and stuck with nowhere else to go. >> this is not how drivers returning from work wanted to spend the end of their day. frustrating, sitting inside the parking garage with nowhere to go. >> it's just a stream of cars and i was parked and i couldn't even back out. >> christopher and ohs were trapped. the parkway was backed up and so was 95. fairfax county police say an accident was to blame. but so was this.

mounds of snow blocking much of the roadway forcing traffic to a standstill. >> i lad to take care of some business, so i walked all the way to home depot and took care of my stuff because nothing was moving. >> meanwhile, met ro police tried to cycle the traffic lights as much as possible. but when road conditions right-hand turn up to par, drooichers are starting to realize they need to brace themselves for a chaking commute. >> hopefully, we'll be able to get some more ice and snow removed so we won't have this again. >> you can see many folk left their cars here overnight because they were tired of waiting. metro says they will not be ticketed or towed. back to you. >> another spot that was a big mess today. river road in month gom ri county. well, tonight, chopper four caught some great big trucks clearing the snow from river road. it's a welcome sign for people who can't wait to get the lanes and the shoulders cleared of all

of that snow. news 4's shomari stone got to ride with another massive truck clearing our roads tonight. he's live in northwest d.c. with that. hey, shomari. >> before i tell you about that, let me tell you that i talked to a lot of drivers tonight and they are very concerned about the row freeze. especially those who live in neighborhoods like this one where there is still snow on the roadway. some of them are going to have to come out, take a shovel like this one and remove the snow. but here's the problem. you see this right here? this is a big chunk of ice. how are you going to break this up? well, in d.c. and maryland, they have special equipment that they got from out of state to help them deal with big chunks. you're looking at one of two gigantic snow blower machines in maryland. connecticut let us borrow four of them with a crew to help remove snow on highways and main roads. it doesn't just plow. no.

this thing grinds the icy chunks of snow and shoots it over mounds and sidewalkst. >> oh, yes, pretty significant. i know, from what i heard, they take that snow out so fast, it's a lot better. >> we drove 270 south from germantown down to rockville. the machines cleared the roadway. but, be careful at some exits. take a look here. this entrance lane from the beltway abruptly ends and could cause an accident. >> i'm driving and i've got to take, like, precautions. i've got to slow down, watch the other cars coming in from the opposite lane. >> tonight, the evening rush hour extended passed 8:00. look at all of these drivers. >> right now here, i'm walking on what's supposed to be a sidewalk, snow covers it. let me walk right off. as you can see, this is what a lot of folks are going to have to deal with tomorrow. >> the sidewalks get really slippery in the morning. >> he and drivers need to be

extra careful tomorrow morning. >> this whole street is a hill. so when i'm walking down it tomorrow morning, i just don't want it to be slippery. >> back out here live, this driver is really going to have to shovel all of this snow to get access to the car. tonight, i also talked to some federal workers. many of them plan on going to work three hours late. they're happy about that. however, there are some who say i'm not going to risk it. they say they're going to tele work. live here in northwest d.c., shomari stone, news 4. >> shomari, you oov got to finish that job, man. get that car shovelled out. well, a week ago tonight, an inch of ice and snow brought our region to a grinding halt. now we're dealing with icy roads again. but this time, the danger depends on how well they plowed the streets since the blizzard. >> well, chris, wed're in a parking lot with those big piles of snow that have been piled up

everywhere. some parts of this parking lot are dry, very safe. and then take a look over here. right in front of me. you can see. and i'm going to put my boot out here trying to stay up right. that is just a sheer glaze of ice, as slippery as possible lid can be. and to your eye, it just looks wet. that's what makes it so dangerous. now, the roads, where they've been cleared, we've been driving arnold. they're fine. but what doug talked about earlier, things fall down in the morning. anything that looks wet, you can just assume that what you're looking at is a really dangerous sheet of ice. live in rockville, news 4. >> oh, good porning. that shows it really well. thaing, jackie. wake up with storm team 4 meteorologist for up to the minute nfx on the traffic and black ice situation outside. it all starts at 4:26 tomorrow morning. >> tonight, d.c.'s snow

emergency is officially over. here are the final numbers. it lasted 129 hours. and since the blizzard blew in last friday, 690 cars and trucks have been towed in the district. more than a third were moved to the side streets and hit with a fine. the rest of them were impounded. neerply 5500 parking tickets were issued. those added up to nearly $1.4 million in fines. >> the storm that brought us the blizzard of 2016 is now responsible for 50 deaths, nationwide. four of those in maryland. the most recent, an 84-year-old hietsville woman with dementia. investigators confirmed she died of hoip therm ya. the causes range fromhearted attacks caused by shoveling snow to hypothermia and car accidents.

>> only on news four, the family of the tenth victim killed by a defective takada air bag sat down with me. ruptured three days before christmas. his family is still struggling to cope with his death, especially with the knowledge that an air bag, which is meant to save his life, is what federal regulators say killed him. >> this is crazy. you know what, why didn't they contact us? this could have been prevented. his death could have been prevented. >> knight's air bag deployed and ruptured with such force, investigators say a large metal shard severed his spinal cord.

one district official told the news 4 iteam, he'd recommend crossing state lines for now. as tisha thompson shows us, there's no guarantee that someone's checking up on the artist you trust, even though the government promszed toe start doing so years ago. >> it was inside this dark basement. where the news 4 iteam first uncovered the problem. an underground shop run out of the house. young women, some minors, lined up to get tattoos or body piercings. >> reporter: this shop was shut down after we did this story. the city promised a crackdown. d.c. council passed a law in 2012 requiring the health department to start issuing licenses specifically for body artists. that was in september, 2013. but the news 4 iteam discovered more than two years later, not one body artist license has been

issued. >> it just ranges that the bureaucracy is that slow, that there is a lack of urgency. terry lynch is a d.c. parent who knees about the risk when his teenage daughter got a tattoo without his knowledge. >> are the needles sanitized? what's the follow-up care. you can imagine any parents' concerns about the health risks. >> under the new regulations, body artists right-hand turn supposed to perform any procedures on anyone under 18. but no one is checking. we found every state in the nation exempt for nevada and d.c. have regulations for the industry. >> it's time toe step up and take action and regulate it for the interest of everyone. particularly for the minors and the kids. >> d.c.'s director wouldn't talk about the hold up. but said in a lengthy e-mail, proposed rules undergo several

layers of review before becoming final regulations. and that currently, d.o.h. is in the process of reviewing almost 1,000 comments on a third veterans administration of the rules. >> there's no excuse for it to still be out there. >> council member alexander who heads the committee on health and human services says these rules should have been decided in 2014. >> what's a real dedsline for you? >> well, realistically, i realize that this is a change in administration and there are literally hundreds of regs that they have to go through, but i guarantee you, this is one of their priorities. >> but the health department couldn't give a time line of when you'll be able to walk into a licensed tattoo or piercing shop in the distriblgt. once those regulations are finalized, illegal shops could face three months of jail time and a $2500 fine. >> the health department's

34 degrees the current temperature outside right now. d.c., the only area above freezing. that's because, chris, of the river. it's a pop quiz. that's most likely because of the river. you didn't know that was coming. >> the only areas above freezing are at the river. 25 in leesburg, 18 in frederick. so just about everybody below freezing and the numbers will continue to go down tonight in many areas. we've got snoe cover and that allows for pretty efficient cooling. take a look at the numbers here. this is future temperatures as we move on through the overnight hours through 7:00 a.m. tomorrow morning. 18 gaithersburg, 17, nonasis. so, again, a very cold start. that means everything will stay ice all the way early through tomorrow morning. here we are at 10:00 a.m., still

well below freezing. i think we'll have problems right up through 10:00. once it does, we go right back down. by friday morning, we're having more problems. is, tonight, freezing quickly. we've already seen that. tomorrow morning, in the red, for sure. friday morning, more of the same. friday morning, might as well be just like tomorrow morning. although i think tomorrow morning, we'll still be dealing with more of that snow on many of those roads, especially the side roads. more icy patches early in the morning in the city, around 25, as i mentioned earlier. so the evening commute should be better than the morning commute. i would expect that tomorrow. pack your patience. you will need them. friday, going to be a cold day. we'll see rather windy conditions. with that, windchills in the low 20s only friday morning. noon, 25-30.
