temperatures on the left side of your screen, they are well below freezing this morning. and that is making for a slick commute for a lot of people. good morning, every. it is 5:00 a.m. right now. i'm aaron gilchrist. in and i'm eun yang. we have complete team coverage and we want to start with chuck bell because it is a storm team 4 weather alert day. some ice we're dealing with. >> it's very cold outside this morning. temperatures are in the teens and 20s. school outlook is looking better and better as we get into next week. weather headlines for take,oday lot of kids still out or facing a big delay. big ice issues early this morning. we'll be above freezing later on this afternoon, so just back to slushy. and it won't be as cold tonight and tomorrow morning. here is the way current temperatures look. teens and 20s outside the door. by 7:00 a.m., teens and 20s still. by 11:00 this morning, find your

hometown, notice most are above freezing. would i later on this afternoon, highs upper 30s to near 40 degrees. when do we drop back below freezing tonight? probably not until after about 9:00, 10:00. but by tomorrow morning, back into the upper 20s and low 30s. that's a ten degree improvement over this morning, so road chemicals will be more effective friday morning than they are this morning. let's see how the roads are holding up. right now 395 north, the ramp to king street, report of a brand new crash. not seeing anything on camera. but it does not mean it's not there. northbound bw parkway at 197 a crash there.

in ners washingtsouth here rout north, only one lane is open again because of snow removal. a live look at 66 coming up. 5:02. and clean skrup from the blizzas not quite hill and government agencies are opening three hours late once again today. we should let you know certain federal employees have the option of work there home of course they can take the day off, as well. but employees need to work out how they will compensate for it with their employers. we're putting all the delays and closures online for you. you can check the nbc washington app to see if your child's school is open or closed today. more schools are reopening. everything in yellow is on a two or three hour delay today. the schools in red are closed. if you see purple on this map, that means students have a scheduled day off. just about 5:03 now. melissa and chuck mentioned the cold temperatures and the

potential slick streets. a deep refreeze is our big concern as many of you head out today. here is a look at the drive on 270 thousand headed south to rockville. you can see it's pretty much clear until you get to an exit. some entrance lanes just abruptly he said and thend and cause an accident. right now we have a potential problem on the roads. ma molette green is live with more. >> reporter: take a look. see all that water. a water main break at calvert and 28th street, close to connecticut area. water gushing all the way down the street. and as the morning rush rolls on, this could be a big problem. i just got off the phone with dt water and they tell me they have had crews here all night and we see the crews here on the scene. the problem is the crews have not been able to shut off the water because of the snow. the snow that is on top of the valve. first they have to dig the snow

out before they can get down there and be able to shut the water off. and that is what the story is this morning so far. now, we are right on the street where there are two big hotels and so far no word about any water problems inside the hotels, but of course this will be a big issue throughout the morning rush. back to you. and we bet a lot of you will be happy when you see this video. chopper 4 caught plows near the intersection of river road and little falls parkway in bethesda. they're working to clear all four lanes of that busy section. montgomery county officials tell us all neighborhood streets should be at least drivable by this morning. you are looking at one of four giant snow blower this is our area. this one is in fer than toin ge. residents tell us they think they're working. >> appreciative.

i know from what i heard, they take that snow out so fast, it's a lot better. >> so what is so special about these snow blowers? they pick up the snow, grind up any chunky ice and shoot the powder off to the side of the street. metro says it is upgrading bus service to light instead of moderate. many of you had a tough commute on the bus yesterday. some people told us they wait up to 45 minutes for a bus. detours will continue today in hilly areas and narrow streets. if you're taking metrorail, consider leaving earlier than normal. metro says cars will be crowded again today, so if you can catch a train before the 7:30 a.m. rush. the platform will be crowded. marc and vre returning to full service. coming up on 6 after the hour. you might notice road improvements in the district this morning. many of us saw plows on our way into work today. i saw quite a few actually.

megan mcgrath is in northwest washington live for us. drivers still need to be a wwaw though. >> reporter: yeah, this area struck me when i made my drive in. i'm at the intersection of nebraska and foxhall road and you can see this literal mountain of snow right here in the middle of the traffic lanes here. an as people have been coming up foxhall road to it take the right hand turn on to nebraska, they can't get by. all of the lanes are blocked by this mound of snow. and so what they're having to do is they actually have to cross the yellow line, get around this spot going the wrong way on the other side of the roadway. so certainly not a great situation. we have very light traffic right now because it's so early in the morning. but you can imagine if they don't make haste and get rid of

or the bus. >> easier to park. and i amended high schedule if that. otherwise when you get here later, there are no spots. and as you can see, definitely not the going to be any spots. and in virginia, the governor says snow removal takes time because the snow has to be picked up and moved somewhere else. right now a live look at reagan international airport. there aren't many delays and cancellations at this point. so far will is only one delay at reagan national, two delays out of dulles. bwi marshall is reporting just one delay. we'll keep checking on these flights for you. remember it's always best to check your open airline before you head out. the jersey shore has taken a beating because of severe flooding there following last weekend's blizzard. some in that area have not yet rebounded from hurg is ricane s. water rushed into the firehouse that was flooded back in 2012.

>> to come back with the same issues that started it with nothing being done, you know, it's frustrating. >> the firefighters along the jersey shore also had to wrestle with a house fire. even equipment that had been damaged by sandy also took a hit during this latest storm. d.c. snow emergency is officially over and we have the final thumbs for you. it lasted 129 hours. since last friday, 690 cars and trucks have been towed, more than a third of those were moved to side streets at the owner's expense, the rest impounded. nearly 5500 parking tickets were issued to cars parked on emergency routes. and those added to up to nearly $1.4 million in fines. in howard county, there is at least one person who is having a whole lot of fun with his days off. ♪ just take those records off

this detention for bringing toilet paper into the hallway now. got to be careful there, mr. principal. outside today, it will be another moderate impact on your plans. so we are in weather alert mode here for you this morning. i'll be tweeting out hourly temperatures and updates for when you should expect to be above freezing today and fall back below freezing again tonight. so be ready for an icy morning and a slushy afternoon. we're in the upper teens and low 20s around the area now. dulles down to 13, maenassas at 12, brandywine 21, going to go outside for a jog or walk or anything early this morning, watch out for the ice between now and about 10:00, 11:00 tomorrow. by 11:00, most areas should be getting near or above the freezing mark and afternoon highs today, everyone above freezing, most areas in the upper 30s to near 40 degrees. milder a little farther down to the south. 45 in fredericksburg today. next thing we need to watch out

for is the possibility of more ice coming our way for tonight. most areas dropping back down near or below freezing between about 8:00 and 10:00 tonight. so early evening plans not as much of an issue, we will face more ice again tomorrow. tomorrow won't be as cold. more clouds coming in late away and overnight tonight. this little area of flurries in ohio, part of a very weak weather system that which for the most part will be a miss, but it might bring the risk of a few flurries in here late tonight. so here come the clouds in mid to late afternoon. mostly cloudy this evening. and maybe, maybe a conversational flurry or two. no accumulations are expected out of any of this. tomorrow morning temperatures will start off below freezing, but upper 20s to near 30 tomorrow. so not too bad. tomorrow afternoon highs mid to upper 30s again, but it will be breezy and cold. saturday and sunday both look dry, 40s on saturday, 50 on

"7-day forecast" at 5:41 has 60s in it. approaching 234 on i-95, we have a crash. not seeing it on camera but we know it's there. inbound 4 at suitland parkway, crash blocking the right side. and we have gotten a little bit yellow as you head inbound. convince achard road a crash there, and eastbound 50, ramp to 66, also an accident. northbound bw parkway at 197, a crash on the right side. they're warning in the southbound lanes we have icy conditions. so be careful of that black ice today. most asian stock markets edged higher today after the fed issued a note of caution.

today. five people have been arrested in connection with a brazen california jail escape, but the three inmates who actually broke out of jail are still on the loose this morning. the orange county sheriff expects more arrests in the coming days. the jail is also revising its internal procedures. the team of inmates escaped last friday. officials say they cut through steel bars and plumbing ducts before climbing on to the roof and rappelling several stories down with a rope. happening today, an area man known us a the kush god will be heading back to court. he insists what he does is legal. cunningham hands out marijuana laced brownies but only asks for donations. today the "washington post" new office officially opens. the paper will now call 1301 k-street theft home. john kerry, larry hogan expected

chuck bell because this is one reason it's a weather alert day. >> you bet you. good morning, everybody. thursday off to an icy cold start. 26 in washington, far and away one of the warm spots. you don't have to go far before temperatures drop some ten degrees colder than that. 16 thin leesburg, 15 in damascu 9 in frederick, maryland. so it is a cold start. so today an icy cold start, partly cloudy, temperatures above freezing by noon. and we'll spend most of the afternoon not far above freezing, but above freezing nonetheless. temperatures reaching the upper 30s today. clouds will increase a little bit late tonight, could have a few flurries. so it's ice ice baby everywhere this morning. it's a good song. more icy starts tomorrow morning, but a big warm-up next week.

>> i love the snow when it's coming down, but when it's hanging around, it's getting dirty and the roadways, by least favorite thing. 95 north at 234, you can see in the express lanes we have a crash blocking left side. outer loop ramp to westbound 50, only one lane open there. and then we're getting a warning from some drivers, a couple of spinouts there. icy on 50 near the beltway. so a warning for you. 270 at shady grove road, we do have plows working along that section of the roadway. so beware if you're headed out sometime soon on 270, you may encounter some plows. inbound 4 at suitland parkway, still have the crash blocking the right side of the roadway. and convince or chand at clopper, a crash right there. we'll have travel times this ten minutes. we're working to get to you work and school safely today. we have team coverage of the icy conditions. megan mcgrath will update you on the dangerous snow walls.

but we begin with molette green and a water main break that could have some serious impacts on your morning. >> reporter: water water everywhere at calvert and 28th. close to connecticut avenue. look at that, it's just coming out there. d.c. water has been on the scene working to try to shut the water off. the rob for them has been of course the snow that they have had to remove from on top of the valves. trying to get to it. we're dealing with a 12 inch main that is the problem as you see the water flowing in to the streets. it's not freezing over yet, but we have seen some cars come down going a bit too fast, splashing the water. it hasn't frozen over yet, but of course this is a big concern as the morning rush moves along. d.c. water can't tell us just yet how many customers are impacted by this, but of course

this is going to go on for quite some time as crews continue to work to try to shut the water off in this area. two big hotels right here on this street. so this could be a big, big problem as the morning's the la. back to you. 5:33. if you haven't shoveled your sidewalk, you better get started. montgomery county will start taking complaints at 10:00 this morning. recycling and trash collection will start today. ride-on bus system is on a normal schedule. and if you parked in a county garage or parking lot, that free parking ends this morning at 9:00. megan mcgrath in northwest washington. how are the roads where are you? >> reporter: you can see behind me that we have a police officer on the corner of nebraska avenue and rockwood parkway. he just arrived a little while ago. and speaking to him, he's waiting for one of the front end loaders to arrive and other

equipment here so they can begin to tackett these huge mounds of snow. if you look across here, you can see one of those mounds right there at the corner. and we've got several up and down nebraska avenue here. and the problem is some of them are so large that they're actually in the lanes of traffic. so as cars are coming and making turns, they actually have to cross over this yellow line on to the other side of the street to get around these piles. right now not a huge issue just because we have very light traffic. but of course as soon as rush hour begins to pick up, that is just not going to be something that you will be able to safely do. travel on the wrong side of the road to get around a pile of snow. we are expecting heavy equipment to move into the area to begin to scoop up the snow and then it will be loaded up in to a truck and hauled away. but it will take some time. there has been tremendous he progress made overnight, but we still have some spots that are going to be difficult for folks as they make their way into work this morning. also be aware of the ice. we're seeing a lot of slick

spots, as well. back to you. arlington county is slowly trying to get back to business as normal. trash and recycling services resume today and road crews are starting their final phase of the snow cleanup. right now the county says all roads are passable, but that could mean just one clear lane. now the focus is on widening the roads and hauling away all the snow. if your street was missed, call the county. what i will many roads have been cleared of snow, some have just one lane even for two way traffic. others still have lanes that are narrow or disappear. as for sidewalks, they're definitely not the ready for students. many parents are now feeling the pressure as they are forced to stay home once again. >> our fifth day in a row with no school, and parents have to get back to work.

>> schools in fairfax county are closed again today and tomorrow. well, did your road make the snow clearing deadline in officials in prince george's county said all streets would be passable by 9:00 last night. yesterday some residents were seeing snowplows for the first time since the blizzard started. beltsville residents are happy but also angry that it took so long. one resident had a suggestion. >> if you assign one small plow to each development, just have them constantly plow, you don't allow the snow to get so deep that a regular plow can't handle it. >> now, if you're waking up this morning to a snow covered road, send us your pictures. tweet them #snowstuck or you can e-mail us at i s

see@nbcwashington.com. park service says it's working around the clock to clear snow. major park roadways like rock creek and george washington parkways should be cleared now. but be careful, there may be patches of black ice out there. we are not the only ones snowed in during the blizzard. even president obama had to deal with d.c. snow. and it doesn't it seem to bother him that much. and he didn't mind taking a bit of a jab at calling us a bit weak. >> well, i got to say as a guy from chicago, we're used to snow. people here still have some problems, but hopefully we're making shall improvements. the federal government is open today. schools reopened. so that's a good sign. even. >> the president says it's the first time in his presidency that he was ever stuck in traffic. he did stop short of criticizing any officials. >> when there are blizzard

mosquito we know the cause of the massive fire earlier this month. investigators say an aerosol can unexpectedly started spraying and the spray hit an open flame on the stove and started the fire. five were injured, including a firefighter. it is now 5:41. time for weather and traffic on the 1s. a lot of the snow has been cleared, but some of it is now freezing over. >> chuck bell will let us know when things will start to thaw. >> that's right. i ice everywhere, slow down and take it easy. temperatures are in the teens and low 20s now. 22 fredericksburg, 12 in winchester and only 10 in front royal. bus stop weather for the kids that to have to question to school, a lot of slipperiness.

it will stay cold today, temperatures gradually climbing up only into the upper 30s today. school likely to have more delays tomorrow, but by monday, we should be 90% back to normal. that will seem strange by comparison. melissa know with new traffic troubles. this in montgomery county, brand new crash seven locks road at tuckerman lane. please be careful of the black ice out there this morning. we're seeing a couple different crashes that could be related to that. 95 north at 234, again these are the express lanes here. left side of the roadway blocked there. outer loop the ramp to westbound 50, one lane open there. icy conditions reported on 50 here this morning. and then culpeper here this morning, we also have a crash northbound 29 at kelly's ford road. within lane getting by. 66 inbound, 95 north bound, looking okay. he's being called the

if you are just waking up and getting ready for work, be warned. >> whether you're walking or driving, you will likely encounter some slippery conditions. that's because of below freezing temperatures. they're refreezing a lot of what melted from the blizzard of 2016. amelia segal is out on the road for us, but first let's check in with chuck bell and made that l mollet. we should get above freezing by 11:00 and have more melting later on this afternoon. 7 day broadcast in five minute wills. and we have a couple of crashes around town again be careful of the black ice. no word on what caused this

problem, but still, seven lok l at tuckerman, a problem. and a few other problems, as well. chopper headed over to beltway at 60. and right now in the storm team 4 x 4 on new hampshire avenue, heading southbound right by colesville road, take a look outside, you can see there are plows in the street trying to move the snow in front of us. we see a truck stopped here. there is complete ice right there on the right hand side of that lane. you can see a large bring fwad here brigade of knsnowplow removal. a few issues. people are walking in the road tw trying on get to the bus stop. and it's hard to see on account

co coming traffic because of snow piled so high. it's 5:48. a lot of you are gearing up for another tough day of commuting. some of you may still have last night's commute on your mind. you probably heard a lot of more than s honking. fairfax county police say an extent on the franconia spring field parkway started a major backup. people couldn't get out of the metro garage nearby. >> just a stream of cars and i was parked head in, so i couldn't even bag out. >> metro says it will not ticket you or tow your car if you left it parked in that garage overnight. it is 5:48. the blizzard of 2016 is responsible for 50 deaths nationwide, four of those in maryland, four people also died in northern virginia. and another eight in other parts of the common wealth. causes range from heart attacks

caused by shoveling to hypothermia and car accidents. a memorial fund has been set up for a u.s. capitol police officer who died while shoveling show. 44-year-old vernon alston was helping neighbors in delaware shovel during the storm saturday when he had a heart attack. friends are started and online campaign for raise money for his wife and four children. alston attended howard university and was a capitol police officer for 19 years. prince george's county police are thousand offering a $2500 reward in the case of a blizzard bandit. police tell us that a man took advantage of the weekend storm to pull off at least five armed robberies. they happened in beltsville and college park from friday through sunday. a restaurant and seven 7-eleven stores were major targets. the robber was caught on camera holding employees at gunpoint and stealing money. >> i certainly think he took advantage of the snow and some of the issues with getting around in the community to prey on the community and take advantage of us during the state
