this morning using everything from hand tools to heavy equipment to clear snow and ice. i'm barbara harris with the improving conditions and things still causing problems. temperatures in many spots now above freezing. in my updated forecast, just how farm we'll get today and how many ice you'll be dealing with tomorrow morning. i'm pat lawson muse with a problem on metro that had nothing to do with the snow. a man injured in a fight on the red line train. "news4 midday" begins now. we begin with the latest on the huge cleanup effort taking place across our area from the weekend snow. more people getting out today.

roadways packed in many spots. today's cold commute was delayed for federal workers by three hours. a few more school systems opened today but were also delayed. the reason those icy roads out there we start our coverage with a look whether we are warming up or not. >> we are going to warm up into the mid to upper 30s today. some spots warming into the low 40s. you can see just about everybody now at or above freezing. that includes washington. up to 34. here is a look at the high temperature today in your neighborhood. 39 for a high in the district. 40 in leesburg with a mix of clouds and sunshine. we will have some additional melting today. unfortunately, refreeze again tonight. coming up in about ten minutes what kind of temperatures you'll be waking up to tomorrow morning. thanks, amelia. right now water is rushing down calvert street in northwest d.c. a 12-inch pipe broke around 1:30 and the water has been running

ever since. it's happening between rock creek parkway and connecticut avenue. crews are having a tough time finding the break because of the snow. once they shut the water off repair work can again. meghan mcgrath is tracking the cleanup effort. >> reporter: good morning. you can see that there is still a lot of snow around but not as much as there used to be. if 2 you look down the road you see we have cars socked in. this is massachusetts avenue. you can see that this morning, it's in very good shape. a lot of progress has been made overnight clearing roads and sidewalks in the district. road crews had serious work to do overnight. on nebraska avenue and northwest, huge mountains of piled snow blocked travel lanes. cars had to drive on the wrong side of the road to get around them. front-end loaders and big trucks were needed to haul it all away.

snow still gobbles up lanes here and there. including a short stretch of independence avenue. by and large main roads are now in good shape. >> considering the magnitude of the snowstorm, i actually think d.c. did pretty well. >> sidewalks are a mixed bag. some are clear, others are not. people opt to walk in the street. then there's the ice. >> it was refreezing over and over. it would be nice one day, melt then all freeze back over. >> this is not great. this is bad. very slippery. i took this with me. >> reporter: you can see in the last couple of minutes we had a bobcat arrive on the screen. they are trying to widen the roadway to get curb-to-curb if possible. still a lot of work going on. a lot of work yet to be done. the one thing i can say is that

the warmer temperatures are helping out. we are starting to see things melt. back to you in the studio. >> thank you, megan. it was another rough commute on metro this morning. many of you tweeted about waiting 30 minutes for a train and overflowing platforms. riders tweeted pictures of snow covering the curb at bus stops. today metro upgraded bus service to light. detours will continue in hilly areas and narrow streets. >> some school districts are back open but several others will be closed through the end of the week. fairfax, prince william, loudoun in virginia all announced they will be closed tomorrow. maryland, washington county schools say they will be closed, as well. jefferson and morgan county schools in west virginia will be closed tomorrow. you can see the full list of closures on our website. at the live desk. just as things start to get back

to normal on metro after the snow, a fight on a red line train. the ripple effect delays in both directions. this happened just before 9:00 a.m. metro says a man bound for shady grove stop got out at gallery place to report the brawl. we are told he was treated for injuries, lacerations to his head. more than two dozen students were taken off the train and six were arrested. back to you. right now metro board of supervisors is meeting to select a new chairman. if confirmed, evans tells "the washington post" he will push for more money from the government. they may vote to make jim corcoran the vice chair. he is president of the northern virginia chamber of congress. he was seen as the front-runner until "the post" reported he wouldn't consider the job. the weather and cleanup still a concern. later in the broadcast, a look who is giving out tickets for

a teenager in australia accused of plotting a terrorist attack by using a kangaroo to carry the explosives. that 19-year-old allegedly talked about packing a kangaroo with c-4 and setting it loose. he denied the charges in court this morning. the teen is accused of communicating with a teenager connected to isis overseas. number one, it's my face, me when i was little. why would i want a white child to play me? i'm a black american and proud to be a black american. >> michael jackson fans are lighting up twitter. according to e! online they are not happy joseph feinnes will play the king of pop. he said why would i want a white child to play me? that was recorded in 1993. he made the comments after rumors that a white child would

that's the sound of a giant snow blower at work. you're watching one of the four in our area cleared snow in germantown last night. they are on loan from connecticut. two are in the district and two in maryland. they move quickly and break up any ice chunks as they go. tomorrow morning we'll have temperatures below freezing once again. it won't be as cold as it was this morning.

lows tomorrow generally in the upper 20s to low 30s. 30 in washington, 27 in gaithersburg and 27 in manassas as skies become mostly cloudy. walking around tomorrow during the morning hours, still dealing with icy spots and slush. temperature around 30. a mix of clouds and sun. we'll have increasing sunshine as we work into the afternoon hours. with that, we'll be dealing with puddles and breezy conditions tomorrow later in the day. coming up, i'll let you know how cold it will feel when we factor in the winds tomorrow afternoon. high temperature 39. in just a few minutes, a former top chef contestant will announce he is suing his d.c. landlord for $3 million. timothy dean owns td burger on k street northeast. he claims the landlord is discriminating against him because he is african-american. the lawsuit says as the neighborhood gentrified, the

how is it looking out there? i can see how it's looking. they haven't made a whole lot of progress. >> reporter: montgomery county residents got extra time because of all of this snow that fell here. as of 10:00 a.m. this morning, the county started accepting your complaints. five days after the blizzard snow-covered sidewalks dot side streets and neighborhood. >> this is a problem. clear the sidewalks and the plows come along then you've got this stuff which is many possible to clear. it's all ice and rock. what can do you? >> reporter: as he drops his kids off at a friend's house on a snow-covered sidewalk, reshoveling all this snow. >> i'm going to put a complaint to the county in just to say i complained and maybe put up a sign later and say we are trying to remove this. they've been good about walking

out into the street. >> reporter: today is the day montgomery county begins accepting complaints about unshoveled sidewalks. this is one of the worst we've seen. i'm going to give it a try walking on this snow-covered sidewalk. i had to put my leg over that big old trunk there. this is tricky and really dangerous. and falling is a real probability. >> well, we did it on sunday. luckily we weren't working so we shoveled the sidewalk and driveway because we knew it was going to freeze. >> reporter: ice cover s angelas sidewalk. >> it's challenging. the stores are out of salt, as well. >> reporter: to report an unshoveled sidewalk, go to

nbcwashington.com and search mc 311. those in violation will get a letter. back to you. >> are homeowners reresponsible for reshoveling if they shoveled once and the plow goes by and covers their sidewalks again? >> reporter: you know what? that is right. you have to. if a snowplow redeposits the snow. this is not just snow, it's ice. you get another 24 hours, but you have to clean it all up. it's a big job here. >> it certainly is. right now, some cools are open in our area to serve students lunch. schools are open until 1:00 or 2:00 this afternoon. the list is too long to show you. you can find it on the nbc washington app. the school districts are making sure everyone on their free and reduced meal program will have a healthy meal today. highs tomorrow once again

around 40. with blustery conditions, it will feel cooler. especially during the midday and afternoon and evening hours. here is the feels-like temperature. only feeling about 29 degrees in washington. as we head into the afternoon hours, it doesn't get berth. 2:00 feeling only about 24 in gaithersburg. look how cold it will feel during the evening hours. feeling about 27 in culpeper. by 10:00 p.m., just about everybody feeling temperatures are in the teens. if you have dinner plans tomorrow, plan for bustery conditions. temperatures in the 20s and 30s. we'll be dealing with another refreeze. in about 10 minutes, a look at the next seven days and talking about when we'll see the majority of this snow melting across the area. we'll continue to track refreeze conditions on into the weekend. melting during the day. freezing at night. a lot of the snow will be melted by monday and tuesday. wait until you see temperatures

those days. our next chance of rain comes next wednesday. the iowa caucuses are just four days away. the last big event before they begin comes tonight. we are waiting to see whether donald trump's absence in iowa will impact him there he has a problem with fox news. moderate oor megyn kelly, in p particular. there's been a change in the polls. donald trump is ahead of ted cruz among likely caucus goers. that is a new poll according to marist, "wall street journal" and nbc news. among likely new hampshire voters, trump has a nearly 20 point lead. hillary clinton and bernie sanders just three points in iowa with martin o'malley a distant 3%. sanders is the favorite in new hampshire. for more on these new poll numbers and the debate tonight.

let's turn to our political writer for nbc news. trump is going into iowa with bigger poll numbers. in iowa, poll numbers translate to people going to the polls. >> it is such a cliche but it comes down on the republican and democratic side to turnout. whether or not his supporters decide yes, it might be snowing, it might be cold but i'm going to take myself or go with my family or go with a friend to a caucus site at a specific time and express my support for donald trump. people who have caucused before, ted cruz has a little bit of a narrow advantage. he's the second place person in iowa. if you look at people who never caucused before, donald trump has a double-digit advantage. how many of those new caucus goers he can turn into people who will vote for him will make a difference in iowa monday night. >> he is not going to show up

for the debate. how might that impact him in iowa? how do you think it will impact the debate? >> this is going to be a big gamble for donald trump. traditionally a front-runner skipping a fox news debate will turn voters off but donald trump turned all the rules on their head. he is making a gamble this shows him in a position of strength. without donald trump on stage, all the candidates are going to aim their fire at each other. marco rubio and ted cruz are going to be in the crosshairs. donald trump's gamble is ted cruz will have more incoming damage by being the effective front-runner on the stage tonight than he will take heat for not showing up. >> democratic side very close race in new hampshire. bernie sanders is asking for more debates. >> bernie sanders decided -- he pushed along the way -- saying he wanted to spend more time debating his opponent on stage.

couch is on a plane heading home right now. after killing four people in a drunk driving case he got ten years probation. he fled the country when a picture surfaced of him at a party where alcohol was present. couch is expected to land at noon. once he do he will be transferred to a juvenile center. thank you. the district made a lot of money handing out parking tickets during the blizzard. nearly 5,500 tickets were issued to cars parked on emergency routes. that added up to $1.4 million in fines. since frishgs 690 cars and trucks were towed. the rest of them were impounded. a development in the zika virus story. there could be as many as 4 million cases of it in the americas over the next year. right now, there are reported cases in virginia, minnesota and

california. the virus spread through people through mosquito bites. >> none of the mosquitos here have been affected with the virus. travelers coming from abroad who are actively infected and get bitten by one can transmit the virus to other people. that's how it can spread. >> right now there are travel bans in some south american and caribbean countries where the virus is more widespread. big news from the maker of barb barbie. >> the changes being made to the (donkey sound) (elephant sound) there's a big difference between making noise, (tapping sound) and making sense. warming today? >> yes. that means more melting. high temperatures today around 40 with partly cloudy skies. tomorrow a high of 39, but with breezy conditions, especially during the second half of the day. it's only going to feel like temperatures are in the upper 20s. you want to bundle up tomorrow. we'll have diminishing clouds throughout the day. mostly sunny skies. saturday and sunday, mott only mostly sunny skies but warming temperatures. a lot of snow melt going on. 44 for a high on saturday. sunday a high of 50. near and around 60 monday and tuesday with those kinds of temperatures, i think that will help melt the majority of the snow pack. >> that's good news. america's most iconic doll barbie is finally getting a dramatic makeover after 57 years. >> barbie will look more like real girls and women we hear. >> you'll see the transformation on this week's cover of "time." tall, petite and curvy.

many are trying hard. megan mcgrath is live with how the cleanup is going here in d.c. good morning, megan. >> good morning. the cleanup is ongoing. you can see behind me here the crews we have here at the intersection of constitution and massachusetts. they showed up i would say within the last hour or so. they really made quite a bit of progress in that time there. right there along the curve trying to get ♪ out of the roadway on to the area beside the sidewalk. the sidewalk is clear in that section now. take a look at the video. we have seen people out and about all morning long. continuing to cleanup after this historic snowfall. this is a big job. we are here days later and there are sidewalks that need to be shoveled and we also had a situation with pretty cold temperatures overnight. we had warmer temperatures during the day which melted things. then last night we had the

refreeze which caused slippery conditions this morning. >> it's icy in spots. take it slow to make sure not to fall down. >> the roads themselves are actually looking pretty good. the major roads. some of the side streets, as you would imagine, still have work that needs to be done. a lot of cars. that's the problem. the cars parked along the curb. it's difficult for the plows to plow curb-to-curb. those are some of the challenges that are going to continue. good news we are going to get warm temperatures as we've been hearing. so that's going to help melt some of this snow. what crews like that can't actually dig away, we are going to wait for mother nature to give us a helping hand. definitely we are seeing progress. things aren't perfect, a lot of progress made overnight. back to you. >> all right. also signs of progress in arlington county. trash and recycling services

resumed today. the road crews are working on the snow cleanup there. the county says all roads are passable. that could mean that just one lane might be cleared. now the focus is on widening roads and hauling away as much snow as possible. if your street was missed, call the county. today we are looking at high temperatures around 40. tomorrow as well. we'll continue to have melting during the day. refreezing overnight. walking around will be tough on sidewalks that continue to remain icy. local skiing looking good. not too cold. plenlty of sunshine and winds not an issue. we are looking at dry weather for days. i'll probably be dealing with a lot of salt. getting the car washed probably

a good idea for the weekend. i'll let you know what kind of temperatures you can expect throughout the day. a quarter of all americans have some kind of tattoo. if you are thinking of getting ink, one district official told the i-team he recommended crossing state lines for now. there is no guarantee someone is checking up on the artist you trust. >> it was inside this dark basement where the news4 i team uncovered the problem. an underground shop run out of a house in northwest d.c. young women, some minors lined up to get tattoos or body piercings, tongues, ears, belly buttons and more intimate places. the shop was shut down after we did the story. the city promised to crack down. d.c. council passed a law in 2012 requiring the health

department to start issuing licensees specifically for body artists. the news4 i team discovered more than two years later not one body artist license has been issued. >> outrageous that bureaucracy is that slow. >> reporter: terry lynch is a d.c. parent who knows about the risk when his daughter got a tattoo without his knowledge. >> like a medical procedure. are the needles sanitized? you can imagine any parents' concern about the health risks. >> reporter: under the new regulations, body artists aren't supposed to perform any procedures under anyone under 18 and should be trained and follow rules like single-use needles and gloves. but no one is checking. we found every state in the nation except for nevada and d.c. have regulations for the industry. >> it's time to take action for

anyone. >> the health director wouldn't talk to the i-team on camera about the hold-up but said in a lengthy e-mail, proposed rules undergo several layers of review before becoming final regulations. that currently doh is in the process of reviewing almost 1,000 comments on a third version of the rules. >> there is no excuse for it to still be out there. >> reporter: this council member who heads the committee on health and human services says these rules should have been decided in 2014. what is a real deadline for you? >> realistically, i realize this has been a change in administration and there are probably hundreds of regs they have to go through. i can guarantee you this is one of their priorities. >> reporter: the health department couldn't give the i-team a timeline when you will be able to walk into a licensed tattoo or piercing shop in the district. >> move on it. get it done. >> one those regulations are

temperatures are moving slowly, above freezing after a very cold morning. let's check in with amelia. can we expect the melt again refreezing tonight and tomorrow morning? >> unfortunately, yes. it's not going to be as bad as it was this morning. temperatures are going to get as cold this morning. we are talking about temperatures starting off in the teens. tomorrow morning we'll be in the upper 20s and low 30s. 30 in washington, d.c., 27 in gaithersburg and 31 in annapolis. we'll slowly warm in the upper 30s.

noon we'll hit our high of 39. at that point it's breezy and remains blustery into the afternoon and evening hours. when you factor in the winds, it will only feel like temperatures are in the 20s throughout the day tomorrow. as we get into the afternoon, we will have plenty of sunshine. tomorrow night we'll deal with another refreeze by 7:00, attempt of 31. prince george's county police are offering a $2,500 reward to track down a blizzard bandit. he walked into several 7-eleven stores and a restaurant and did it at the height of the storm. this surveillance video you can see him carrying a gun and pointing it at terrified employees. then he flees with cash. one man spoke with news4 pat collins who says his niece, mother and grandmother were victims. >> where's the money, money, money. >> reporter: they didn't speak english? >> they were scared. they didn't know what to do.

four by four is on the road where we are seeing heavy equipment moving snow out there. amelia, you are in the four by four all morning. did you see a lot of icy roads still? >> what we were noticing this morning, the secondary roads, the neighborhoods and especially the on and off ramps had a lot of icy spots on it. we were noticing, and you can see it, there was a lot of salt down on the roads. when we were out there early it was hard to determine are we seeing ice, salt or snow? a lot was a lot of salt on top of the roads. crews definitely out there doing their job trying to treat the roads. we have so much snow to deal with. tomorrow, your hour by hour forecast. we start off once again with icy spots. not as bad as this morning. temperatures aren't going to be as cold. nonetheless, they'll be there. what we are noticing two lane roads down to one lane. that makes the morning commute

longer. high tomorrow 39. we hit that at about noon. temperatures for the most part finally above freezing. it's obviously not ideal for a child to grow up in foster care, even in the best of circumstances. foster homes are considered temporary and often kids do have to move around quite a bit. this week's wednesday's child on a lovely teenager thinking about her future. we visited the red door spot with her interest in the beauty industry. this red door spa has a bright and beautiful new look. i hear you're into beauty. we'll have fun today. hi, marissa. i want you to meet brianna. she would like to be a massage therapist one day. they showed the quiet area where clients can relax. >> this is beautiful. this is where people lounge around and wait for their appointments? she scheduled brianna for beauty
