. right now the water is finally shut off at this huge water main break in bowie. happening just in the past hour. i'm barbara harrison with what is next for crews on the scene. i'm tracking anyain and snow showers pushing out of the metro area but increasing winds. how it will impact temperatures the rest of the day in the updated forecast. i'm aaron gilchrist with a story breaking out of china. four mine workers rescued after 36 days. we'll tell you how the survivors were finally found. news 4 midday starts right now. but first, a new mess in the middle of the snow cleanup with an incredible picture. a broken water main just stopped

gushing in prince george's county. we're live in bowie with what's holding up the repairs. megan? >> good morning, barbara. within the last half hour or so, they got to the valves and shut it off. it's a large one. 24 inches. you can see behind me here that the crews are looking down into the hole. they're pumping the water out. we have heavy equipment on the scene. they'll start to dig down and take a closer look and figure out what they need to make the repair. look at the video from earlier this morning. this is before they shut down the valves. you can see the water shooting up out of the middle of the street. this is mitchellville road. going up into the air and flooding the street. that was the case for several hours this morning. it was kind of a tricky situation, closing down the valves, because they're down in the ground and they can't be seen because of the snow and the ice on top of them. it took a while to locate those

valves and actually shut them off. we spoke to a woman who lives in the area and she says it was a sight to see this morning. >> oh, my god. i woke up like 5:00 this morning and i looked across the street. i am thinking, what in the world. it looked like a snow blizzard, just white water up, up, up. i kept watching and watching. >> reporter: mitchellville road is closed in bowie on the southbound side. the northbound lanes, they are all open. although you are going to see some activity perhaps a little bit of a distraction as you pass by the area. southbound is going to be closed for a while. ver just starting to get down to this pipe. they have to figure out what to do and how to fix it. there is no disruption to the water service in the area. the neighbors all have water. their pressure is normal. the only thing we've heard from some of the people who live here is that there's a slight discoloration to their water.

some of the houses, not all of them. wsse says that once everything is shut down, flush out your pipes. don't wash laundry with any of this discolored water, because it could stain things. but they hope that that discoloration goes away soon. you need to run your pipes for a little while and wait for it to go clear. at this point, they've shut down the water which is causing the discoloration. the repair work ongoing. it's going to be several hours to fix. back to you all. >> and here's the latest on storm team 4 radar tracking rain and snow showers moving southeast through the area. you can see rain showers now impacting mainly southern maryland. but i'm keeping a close eye on this light snow activity up in parts of loudon and fredericks county. this could move over the next couple of hours. aside from that, getting in on some sunshine. more importantly, increasing

wind. here's the latest on cloud cover. where you're seeing these areas, areas of black, that is the sunshine. kind of a mix of clouds and sun. temperatures currently in the upper 30s. 38 in washington. as we work into the afternoon and evening hours, the main focus on breezy to windy conditions. i'll let you know how that will impact temperatures for the rest of the day in ten minutes, aaron. >> we'll see you then, amelia. thank you. if you were on the roads this morning, it felt like a normal rush hour almost for the first time since the blizzard. one reason, federal employees reported to work on time today. more schools also opened today. but a lot of students had a full week off because of snow cleanup. crews are working around the clock to clear parking lots in loudon county. one of the hardest hit areas. they deployed 90 pieces of equipment and added 40 more contract trucks to help out. county officials hope students can head back to class on monday. right now, metro returns to a regular schedule today.

you could still run into delays. metro says there will be few of the eight-car trains in service. yellow lines will resume today also. if you use metrobus, only a few routes still have detours now. good morning everyone. i'm erika gonzalez from the live desk. trapped for 36 days. but today they're free. chinese state media is reporting four miners have just been rescued after being trapped underground for more than a month. it's in the schenn dong province. it collapsed christmas day. one person died and more than a dozen still missing. barbara, aaron, back to you. >> erika, thank you. lawmakers in virginia today will announce a major compromise on gun laws. this includes concessions from both democrats and republicans. one measure will stop people from carrying a firearm if they're under a permanent

he was an original member of the 1960s rock band and then went on to start the group jefferson star ship. he died in the hospital after suffering a heart attack earlier this week. do you remember the pope-mobile? of course you do. that cool fiat the pope used on his trip to washington. now, you can buy it. one of the tiny black fiats is going up for auction today in philadelphia. the fiat 500l normally costs less than $20,000. it will be interesting to see how much that car makes at auction. and godzilla fans listen up. not quite. two monitor lizards were caught on camera taking it to the streets. a full turf war. they didn't care at all about the traffic. we don't know where it was filmed but more than 100,000 of you checked out that video on youtube. at least they stayed away from the beltway. they did finally take that brawl to the sidewalk. probably a good idea. we're back n

miles in gaithersburg to 30 miles in leesburg. it's going to make it feel cold outside. so for the rest of today, temperatures will squlgenerally in the 30s. it will feel more like 20. 1:00, winds i, around 39. feeling like in the low 20s. an investigation under way to determine whether hundreds of maryland homes are lead-free. letters about the investigation were sent out to nearly 400 homes across the state. according to the "washington post," the maryland department of environment is working with the epa to figure out the validity of hundreds of lead-free certificates between 2010 and 2014. they came from a private inspector. that inspector's work came into question after a resident complained 234 in 2014. >>th republican candidates for president are back on the campaign trail before the iowa caucuses. after the break, what was said about the missing donald trup

making repairs. barbara, back to you. >> thanks, erika. for days now, people across the area have been shoveling out. hoping once the snow is out of way, everybody can get back tie normal routine. we're in georgetown with progress residents and workers are making there. mow let? >> reporter: we've been watching the trucks go at it against car traffic an the pedestrians, the delivery workers. they're trying to work really hard, barbara to get the giant snow piles that are blocking the streets and the sidewalks out of here. small scoops. big scoops. all happening just steps away from each other at the corner of 31st and n in georgetown. >> little. big. >> it's taken this guy nearly a week to clear off the front stoop and sidewalk.

>> not until now. >> the district hired contractors with big trucks to load up and carry away large piles of snow to get the job done in neighborhoods like this one in a matter of hours. relief to a dedicated delivery guy working to get packages to doorsteps on time. >> it was a little slippery. i haven't fallen, knock on wood. it's been okay. the sidewalk is pretty good. >> reporter: progress on this street but not everywhere. >> i'm wondering when they're going to do our block. they're doing the block next to us. >> reporter: we met richard. he has been at this spot for the last three days in georgetown working to remove the snow. 12-hour shichts. -- shifts. he can't wait for it to be over. >> we got reports about mail service mostly from the montgomery county area and the postal service responded saying they are approaching normal

levels and attempting to make deliveries wherever it is safe. so we're getting there, barbara. we're getting there. reporting live from georgetown, mole et green, news 4. the montgomery counties, the nonemergency call center there is going back to normal hours today. you can call 311 between 7:00 and 7:00 monday through friday. the call center had been working around the clock to try to help out folks dealing with the blizzard. 311 should only be used to get county information. it's not for emergencies. you can go to our nbc washington app on how to report a pothole in your neighborhood. we'll be doing that a lot in the next coming weeks. with all the warm and the cold and the temperatures. it can turn into nasty potholes. we've posted the contacts information for you. for d.c. and prince george's county, montgomery county and fairfax counties. just open up the app and search potholes.

and as far as the weather is concerned today, we've had a little bit of everything. clouds, sun, snow, rain, wind and really the focus heading on into the afternoon hours will be strong blustery winds. right now, it's feeling about 30 degrees outside as the winds are starting to increase. 1:00 temperatures will feel like they're in the 20s. from 23 in gaithersburg to 20 degrees in hagerstown. heading into the early evening hours, it starts to feel quite chilly. feeling about 25 in manassas. 24 degrees in the district. if you have plans late tonight, bundle up by 9:00 p.m. just about everywhere feeling like the teens. i'll have a look at what kind of temps you can expect over the weekend, aaron, in ten minutes. thank you, amelia. firefighters will be rewarded for their bravery coming up. p.e.t.a. is awarding them after they rescued this dog from a lake. this is in fairfax station. you can hear some of the -- that's milo.

very large st. bernard. will be reunited later today with his heroes. despite the 8-degree windchill, they jumped into that lake last friday and they pulled milo to safety. doing good today. the latest now on the ongoing federal land standoff in oregon. the fbi has released video from the scene of tuesday's fatal shooting of one of the okay piers. lavoy finicum can be seen running over someone after crashing through a barricade. initially, he gets out of the vehicle with his hands in the air surrounded by troopers. then he reaches for his jacket. we've stopped the video just before he's shot and killed. the fbi is saying that he had a gun in that pocket. the group's leaders are in custody and just a handful of armed protesters remain at the remote wildlife refuge. a woman who taught english as a second language at the jail has -- the orange county sheriff's office arrested

44-year-old woman. she gave them maps and tools to help them get away. the three men who are considered to be armed and dangerous, may have fled in a white van. they think the men may be living in that van. a trial board will determine the fate of a d.c. firefighter who wanted to retire after a botched emergency response. that fire lieutenant worked out of this station in tenially town. last march a 911 call came in about a choking toddler. after an internal review, it was discovered that the lieutenant did not tell dispatchers the status of his medical units. paramedics more than a mile away had to respond and the 18-month-old later died. now a trial board will either discipline or clear that firefighter before he can retire from the department. he's expected to appeal this latest decision. >> the only budget that ted ever voted for is a budget that rand paul sponsored that brags about cutting defense spending. >> a lively final debate before

new today, nissan is recalling thousands of cars for the third time because of that hood can fly open when the car is moving. it affects altima models from 2013 to 2015. that affects close to 850,000 vehicles. nissan wrote that paint can flake off over time leading to rusting of the exposed metal causing the hood latch to stay open. owners should receive notification in february to get the problem fixed. this morning, a rally in support of steven avery and brendan daffy is taking place in wisconsin. they want new trials for them whose stories were featured in the dock u series making a murderer. "dateline" takes another look at this case. >> making a murderer has thrust the steven avery case back into the news putting this small wisconsin town into the center of a media firestorm.

a break this morning for drivers slapped with tickets for parking on snow emergency routes in the district. the city will forgive more than 2800 tickets costing $250 each that were given out on friday.

that was the first day of the blizzard. that's about $700,000 in fines the city will not be getting. now, tickets handed out on the other five days of the snow emergency do have to be paid. here's the latest on storm team 4 radar. tracking some light rain and snow showers moving through the area, mainly in southern maryland and northern neck right now. a system moving through allowing streamers to come off of lake erie down into our area. here's a closer look. a great day to have the nbc washington app. you can get the radar there in the palm of your hand. you can see st. mary's county seeing the most rain and light snow in parts of loudon, northern montgomery county. if you're in the district, maybe flurries or a sprinkle as we head into the early afternoon hours. but we're really talking about winds this afternoon. temperatures around 44. but feeling more like upper 20s with the winds. 44 tomorrow and 50 on sunday. a lot of melting going on this weekend. wells fargo and bank of america are working to integrate

i'm live in bowie where crews are digging up a broken 24-inch water main. you can see that work happening behind me on mitchellville road in bowie. they cut the water to this large water main about 45 minutes or so ago. and take a look at, though, what it looked like earlier this morning when that water was just gushing from this broken pipe. it was really quite a sight to see. now, a little while ago, they finished turning off the valves that were feeding that line and in doing so, we just learned from wssc that one of those

valves shutting it off affected a pipe that feeds water to a town house development on the other side of mitchellville road. while initially we had nobody impacted with a loss of service, we now have learned that about as many as 50 residences or so, that they may now be without water because they had to shut all of these pipes down in order to get this water from -- to stop it from flowing through this broken main. it's been a tough job out here because of all the snow. it was difficult to turn those valves off. >> the snow is on the ground. our valves are buried under the snow. the snow at this point is packed down and hard and there's some ice on top of it. it's not a quick, hey we need the valve one block down on this street. >> reporter: so the work is under way but it takes hours to repair a water main of this size. so we are expecting there to be

a traffic impact for quite some time. the southbound lanes on mitchellvle road are closed entirely as excalibur road and keep that in mind for the next several hours. that's going to be a trouble spot here. reporting live in bowie, megan mcgrath, news 4. right now, we're talking about winds increasing. we'll stay blustery in the afternoon. the winds diminish late tonight. we'll have a mix of clouds and sun this afternoon. can't rule out another shower. might be rain or snow in the d.c. metro area. really nothing going to stick to the ground. if it does, it's only momentarily with surface temperatures well above freezing. tomorrow winds not an issue. a high of 44. mix of clouds and sun. warmer on sunday with a high of 50 on monday. chance of rain late in the day but mild. a high temperature of 63. most of the snow should melt across the area on monday or tuesday. if you're dining out tonight, bundle up. it will be blustery. temperatures feel like the teens and 20s and icy spots developing

late tonight. thanks, amelia. today, police officers in montgomery county are honoring a fallen hero. officers invite you to help by donating blood in honor of officer noah lee aught a. that happens at the safety headquarters inga gaithersburg. he was hit by a drunken -- a treehouse in a capitol hill neighborhood has to come down. that's the word from the district's public space committee. that treehouse was built in an alley in archibald walk last august. the homeowners got temporary permits for the treehouse, but yesterday a permanent permit was denied. the treehouse hangs over into a public space by about 2 feet. neighbors complained about this. it's unclear when the homeowners will have to take down that treehouse. now to a developing story. the world health organization is now predicting 3 to 4 million people in brazil could be infected this year with the zika virus spreading unchecked

through latin america and the caribbean. while it generally brings only mild symptoms to most, it's been linked to terrible defects in unborn baby. nbc's tom costello has more on the latest developments. >> reporter: world health experts call it a rapidly exploding crisis south of the u.s. border and a tiny mosquito carrying the zika virus is thought to be responsible. 4200 babies born with microcephaly, abnormally small heads and brants. on thursday, we were with a new mom in brazil. she took a newborn to the hospital born with microcephaly. >> the level of uncertainty is high. >> with travel advisories now in effect, the uncertainty extends to the u.s. experts believe the risk of a similar large-scale outbreak here it low. largely because very few americans live in the kind of mosquito breeding grounds we see in brazil, surrounded by trash

and stagnant water. >> people typically have air conditioning and good screens that limit their exposure. >> so far the cdc is aware of 31 cases of zika infection in the u.s. another 19 in puerto rico and one in the u.s. virgin islands. all of the victims contracted the virus while traveling abroad. we don't know how many involve pregnant women. this morning, health departments across the country are under orders to report any suspected zika cases to the cdc. while women who are pregnant or could become pregnant are urged to avoid traveling to zika hot zones. >> our last hurrah before we had the baby in june. >> they had their tickets to mexico next month. now they canceled. >> we probably couldn't live with ourselves if something ever did happen. >> pretty frightening, isn't it? >> it is. >> tom costello reporting there. president obama is asked about th

the belongings of an anti-war activist who camped outside the white house for years remains in limbo. he died and her iconic camp left behind. the park service is required to remove her things if they're not occupied. they've been taking photos and remarking about her legacy. >> she's always been gracious and she's always very interested in the kids. >> connie, as she was called, her attorney says that next week they will decide whether to keep the encampment going or to donate the items to a museum or history project. the president, barack obama, is commenting on the so-called oscars so white controversy. the fallout grew after there were no actors of color nominated for academy awards for a second year in a row. during a recent interview with kabc mr. obama says he thinks

right now the arlington board of supervisors is looking into another way of getting folks across the potomac river. they kicked in $35,000 for a study to explore the possibility of a georgetown to rosalyn gondola. they hope it eases traffic on the bridge. that's what you see here and allow folks to get access across the potomac more easily. board members want to collaborate with other governments in the region on this possibility. temperatures right now mainly in the upper 30s. 38 degrees in washington. we'll see near steady or slowly falling temperatures into the afternoon. when you factor in the wind, it will feel likes the 20s. it will be breezy to windy this afternoon and evening.

now, as we look to the weekend, winds not an issue. looking like a pretty nice weekend. if you plan to go out and do walking, it will be tough in spots. great weekend to hit the slopes. generally nice both days. not a bad weekend to wash the salt off your car. currently in washington, a temperature of 38 degrees with a mix of clouds and sun. by 5:00, a temperature around 35. 8:00, we're dry. but a temperature at that point below freezing, barbara. >> thanks amelia. a major investigation under way into how tickets are sold for hot concerts and sporting events. nbc's jacob ras cone reports that investigators are fighting what they call a fixed game. >> it's a worldwide problem for so many of the hottest events. why is it often so difficult to get tickets at face value? >> we're releasing today a report. >> now a three-year investigation by the new york state attorney general reveals nightmare scenarios for many concerts. tickets are never available to begin with. >> artists, promoters, venue

operators will hold back large numbers of tickets that never make it to the regular market. >> some shows this 70% of shows earmarked for pre-sale events. the report also found that one ticket broker using a high tech purchasing technique called a bot can immediately scoop up tickets for resale. in one example, someone bought more than 1,000 tickets in a minute at madison square garden last year. it's a dilemma that has artists calling foul and many fans steaming. >> so frustrating. heartbreaking. when you know that they're going to purposely just make it three, four times the price. >> it's a nationwide problem. it's everywhere. i can't think of a state where it's not a problem. it happens at every major concert venue. >> your best shot to land the must-have tickets, register for fan clubs to get early access or look for single seats. but even then, there's no guarantee leaving so many fans

we're waiting for president obama to talk about a new federal rule that would collect salary information from companies to propose an effort to close the gender pay gap. only companies with more than 100 employees would have to comply. the data would include gender, race and ethnicity. today also marks the 7th anniversary of the signing of the lily ledbetter fair play act. breaking news. it's over. the state of emergency in maryland is now over. governor larry hogan making the announcement just minutes ago. one week ago we were all bracing for the blizzard of 2016. hogan says that while the entire state was impacted, quote, we responded effectively and efficiently. back to you.

>> thank you, erika. right now if you're in prince george's county. you could be facing a fine if your sidewalk is still covered in snow. the county will put its sidewalk clearing law into action today. if you haven't shoveled yet, you could face up to a $100 fine. the law says you have to remove snow and ice 48 hours after 2 or more information f inches have fallen. so much snow has fallen, the county gave residents a few extra days to clean up. amelia? aaron, the latest on storm team 4 radar. generally light rain and snow showers moving southeast through the area. you can see it in montgomery, loudon and fairfax county trying to push into the district. don't be surprised if you see rain or snow on into the early afternoon hours. it's really not going to stick, maybe a quick coating that quickly melts. looking at the cloud cover, white areas of clouds, you can see we're looking at a cloud/sun mix for the afternoon hours. temperatures in the mid to upper 30s.

they veered left nearly hitting an agent. finicum emerged from the truck with his hands in the air. the fbi says on at least two occasions he reached for his jacket pocket. he was shot and killed. authorities say there was a semiautomatic handgun in that pocket. they wanted to lay out an honest unfiltered view of what happened. in all, 11 people tied with the occupation have now been arrested many are scheduled to appear in federal court later today. in oregon, joe fryer, nbc news. right now, the so-called affluenza teen is in court. ethan couch was in handcuffs when he arrived at the dallas-ft. worth airport yesterday afternoon. he killed four people in a drunk driving crash in 2013 after he allegedly violated probation last month, he and his mother took off to mexico. tanya couch came back to texas a few weeks ago. she's now free on bond. now, the countdown to iowa. the caucuses are set for monday.
