inside. she's concerned the district has no way to regulate the club. current law bans smoking anywhere outside of private homes. today the council will also vote on a new crime bill. the near act aims to combat the spike in crime. this is a different crime bill than the one the mayor proposed in august. the they're act establishes a program to keep criminals from rio fending with life planning programs. it also requires the police to examine policing practices nationwide. right now, all lanes on university boulevard in silver spring are back open just in time for the morning rush. crews will close two eastbound lanes at 9:00 a.m. to continue repaving the road there. it took hours for repair crews to dig a hole in the road to fix a water main break yesterday morning. the repaving work will continue through friday. so a reston man will appear in court tomorrow after authorities say he attacked a passenger and flight attendants.

prosecutors say joseph sharkey put a passenger in a headlock and fought with two flight attend taants and tried to exite exit door. the nation's largest police union was attackhacked. the security breach could affect more than 325,000 members across the country. it's believed the attack came from overseas. fop's president posted this message on facebook. >> this data includes contracts, other fop documents, as well as member information. most of the information was available on public websites. however, the member information was not. >> the security breach is under investigation right now. access to the union's website has been shut down. attention if you live in the district, you have until midnight tonight to sign up for

welcome back at 4:45. game changing results from the iowa caucuses. hillary clinton squeaked out a win less than hours ago against bernie sanders. clinton's campaign says there is no way for sanders to pull ahead this the delegate count. and martin o'malley dropped out. on the republican side, ted cruz took the win. donald trump and marco rubio followed closely enough. it is a three man race going into new hampshire next week. aaron gilchrist reports live from des moines in about 15 minutes. and you may be dodging piles of snow as well as potholes how in the district. trash pickup and mail deliveries are starting to get back to normal. letter carriers are working through the backlog. megan mcgrath now with us. >> reporter: well, good morning. you can see behind me here the

latest water main break that wssc is dealing with. we are on bonifant street. this broke overnight just prior to the intersection at georgia avenue. so it's closed at that intersection. fortunately the water is not gurgling from the ground, we don't have an impact to rush shower, but certainly some repair work is going to have to happen here at the top of this street here. now, this is the time of the year for water main breaks. fluctuations in temperatures. when the temperatures swing from cold to warm and back again, that just is not good for water main. it causes them to break, increases the risk of situations like this. this very area on sunday, we had another water main break. and now another problem this morning. university boulevard on sunday, a water main break there.

that caused big problems during yesterday's rush hour. fortunately in that situation, all the rains will be open for are your hour, although they are going to close some of the lanes at 9:00 a.m. to do some repaving work in that area. but 'tis the season. so we'll keep an eye on it. back to you. thanks, megan. and this just in, we're hearing from loudoun county schools, they are on a two hour delay. new details this morning in what went wrong with maryland's response to the baltimore riots. the new report says inexperience and confusion played a huge part. the maryland emergency management agency issued that report. it says employees at the operations center received so little information from officials that they relied on television coverage for information. the report also says national emergency response guidelines were ignored. college of william and mary says a student with the zika

virus poses no risk to other students. it's virginia's second confirmed case of zika. >> we are aware of this, we are monitoring it. that our conversations with our own health and wellness team as well as the cdc show that there is no health risk here on campus or in the community. >> the world health organization has named the mosquito-born virus an international public health emergency. the virus could cause birth defects, but the link has not been proven. 4:48. a d.c. fire lieutenant is on paid administrative leave after he was charged for having child porn. prosecutors say earl walker received child pornography at his pennsylvania home. they say this happened between 10 20 11 and 2012. walker served the city for more than two deck asd. if convicted, key go to prison for up to 30 years. a charles count i grandmother is fighting for mental health reform in maryland.

a 3-year-old was found dead on a play ground last may. police say his mother pushed him on a swing there for nearly two days. investigators say he died of hypothermia and dehydration. the child's grandmother is urging maryland state lawmakers to pass a law to make it easier for parents or close relatives to take supervisory control over adults that suffer from mental illness. 4:49 now. virginia's new congressional map will be used for the 2016 elections. the u.s. supreme court has denied a request from the state's congressional republicans to block it. kms are praising the decision. the new map hooves more than 1 million voters into different districts. in march republicans will also ask the high court to reverse a decision that says lawmakers illegally packed too many black voters in to the third congressional district. vincent gray's campaign committee could face some fines. the finance office has released and audit of his 2010 campaign.

they found that the committee was not in substantial compliance and failed to report thousands of dollar it is this money received and spent. this is separate from the federal investigation over a gray shadow campaign. gray was never charged in that case. pope francis is taking on a new role. movie star. he's pretty much already a rock star. he will make his acting debut in the movie "beyond the sun" filming in italy this year. the eye ri the movie is designed to teach children about jesus and his message. pope francis asked them to make the movie and he plans to play himself. how about that. the question is, is he going to show up for the red carpet in a pope rlimo. >> probably in the fiat. let's check in now with chuck bell.

have any say in tolls on roads. the panel didn't take any action yesterday. the measure won't impact the tolling plan for 66 in northern virginia. today the network for public education is ranking your state's school. and the grades may surprise you. virginia and d.c. got ds. maryland and west virginia got cs. other it's based on testing, teaching, resistance to privatization, school finance, how taxpayer money is used and your child's chance for success. we will hear more about these test scores later today at the national press club. more students in virginia could be heading back to school before labor day this summer. the republican controlled house voted to approve a measure yesterday that would allow local boards to set their open calendars. now, this could mean starting class before the september ol day. the bill now moves to the senate. bill cosby will be back in court taoday to face criminal charges trying to get his case
