going into tonight. flood watches have been issued for the d.c. metro area northbound in the pennsylvania border. and westbound out to the panhandle of west virginia. so, all of metro washington now included in the flood watch. temperatures this more than, out the door, not terribly cold. upper 30s to low 40s. radar shows light rain out there for now. we will have heavier rain coming our way this afternoon. heavier rain moves in late morning to lunchtime. continues through the afternoon. morning commute will be wet. the afternoon commute will be badly impacted by heavy rain and low visibility. speaking of the commute, here's kim mccorporal mimick with the . a single right lane is getting you by the crash scene. we also have that crash still out there northbound kenilworth avenue shutting down the ramp to westbound route 50. hopefully, they will get that cleared out shortly.

to go to the parking lot to mourn. 5:03 this morning in a deadly hit and 31 fairfax county last year. police will sent us this picture. they say the white suv you see here is the suspect's car. the 59-year-old was killed on a crash on franconia road last november. we now know the name of a man shot and killed by a d.c. police officer. police say the 36-year-old peter john ran from police on monday morning. officers say they got in a struggle with john who took out what appeared to be a real gun. officers shot and killed him. they later found out that weapon was a bb gun. it's now 5:05. happening today, a judge will decide whether to take a sex assault case to trial against bill cosby.

the comedian will be back in a philadelphia courtroom. prosecutors accused him of drugging and sexually assaulting a woman in his pennsylvania home in 2004. also today, maryland residents could hear a change in tone from governor larry hogan. he's set to deliver his second state of the state address at noon today. lawmakers on both sides of the aisle tell the washington times that many of his statements were foo partisan last year. check the nbc washington app for an update on governor hogan's legislative plans for the year ahead. today, we're learning more about which students in the district will spend time in the classroom. mayor muriel baxter will announce which students will spend time in the classroom. it will help stupids in reading and math and allow student morse time to explore art and music. new hampshire is going to have to decide who can go toe to

trying to come to grips with such a violent logs of a young teacher. a second grade teacher just in her first year in the classroom. after graduating from an elementary school, a local girl with so many ties. the parents of the students here say neshante davis cared so much for her students. police believe davis was on her way to drop her daughter chloe off at day care, just 2 years old. and then head off to work and school. when they found her next to her car in that townhouse community. her 2-year-old daughter inside that car found shot. witnesses describe hearing yelling and multiple gunshots. davis' sister, family members, clergy, people who love this family came together at that emotional prayer service last night. no doubt a very difficult day when school starts here at

bradbury elementary heights elementary where davis had so much promise. that's latest. back to you. >> thank you. and concerns over accessible health care in the county to the state capitol. he wants lawmakers to know more money is needed especially where dimensions held care is closing a hospital. baker says he understands it was a business decision to make laurel regional hospital into an outpatient ambulatory care facility. but said he's committed to making sure residents get state-of-the-art care. public marijuana use will likely be legal in the district. right now, you can only grow and smoke marijuana at home. the majority of the d.c. council wants to allow some public use, but they're struggling with how to do that. they're also trying to avoid interference from the federal government. >> i think we're still in limbo land a bit. the reality is that congress has

student's killing. they say gerald williams was stabbed in the groin on monday. he went to morgan state. the attack happened during a fight after the school beat its rival that night. >> it would appear that this was targeted, that they didn't know each other, apparently. >> according to police, the fight involved 16 to 20 people. morgan state is offering counseling for students. the university president gave the family condolences. there is growing concern about the zika virus with two new case where is the virus was sexually transmited. until now, it's widely believed you can only get that virus from a mosquito bite. the centers for disease control is trying to figure out how long the virus can remain active inside a person's system. zika is believed to cause severe birth defects. currently, there's no cure for

that virus. i want to break this down more for you. four things to know about zika. this is not a new virus. in years past there have been outbreaks in south africa and asia. once infected, he or she is likely to be protected from future infections. one in five people infected with zika will actually get sick. the virus itself is not deadly. symptoms include a fever or crash or joint pain. symptoms begin two to seven days after being bitten by an infected mosquito. joseph sharkey is accused of verbally assaulting a passenger on a jetblue flight from reagan national to jacksonville. that was on sunday. prosecutors say he also fought with flight attendants and tried to open an exit door during the flight. new this morning on the consumer watch. the consumer financial protection bureau is concerned

reputation after being acquitted. he was acquitted in a trial last week. the testimony of another student helped his case. a 10-year-old boy testified in ware's defense. his mother tells news4 in a statement, my son spoke because he said that his classmate was telling a story and that mr. ware was a good teacher and treated them all with kindness and respect." ware said as an openly gay man he remains troubled with what calls a sense of homophobia. >> other people have been telling me, hey, your orientation is in question here. it's not about what happened or was believed to have happened. 5:35 now, the silver spring transit center is up and running but now montgomery county needs more than $1 million to pay for legal fees. the project went over budget and now it's going to cost another $1.6 million. the additional money is going to be used to hire experts to
