investigators trying to figure out what caused the oily sheen on the water. officials say there is no impact on drinking water in the area. tom kierein is outside. what's it like out the? >> two weeks ago today, i was standing out there. there was 15, 20 inches of snow on the ground. it's all gone down. track the latest forecast with the nbc washington app when you're away from your tv running away on this saturday. right now we have a beautiful blue sky. a few clouds passing through right now. and all around the region we have temperatures that are hovering in the generally low to mid-20s or so right now. and the city camera is showing nice sunshine pouring down on the city. the temperatures hovering near 30 in town. just above freezing in parts of the region. later today, the next 12 hours, by noon time, the low 40s. midafternoon should be hovering in the mid 40s with a partly sunny sky. and out by early evening, 40

dan morehan is a physician. they would provide new options for addicts to shoot up safely and seek treatment. he said the plan would free up police resources by treating low-level drug users. everyone remembers their high school prom. >> not i. i was never invited. >> never invited. robert, you have work to do. recreate her prom. it is an american rite of passage. but there is one loudoun county high school planning to make changes. they are throwing a party with a message. instead of the fancy party, they are throwing a charity ball in the gym to benefit pediatric cancer. >> i think what we're doing here right now is going to continue on for many years. >> they will remember what their prom was about. they will remember what they did.

no reports of any hospitalization. important information if you are in the market for a new car. >> consumer reporter susan hogan dissolved there is a difference of those who buy new and those who buy used. take a listen. >> reporter: several viewers contacted us about complaints with a truck or car that broke down after driving it off the lot. most states have a lemon law that are designed to protect you. we found a loophole that could cost you thousands of dollars. >> i've been saving my whole life. >> he is not kidding. 17-year-old corbett saved more than $28,000. >> i do a lot of odd jobs around the neighborhood. >> he wants to take his landscaping business to a whole new level, but needed wheels. after searching the web, craigslist dealer lots. >> i've been searching for quite some time.

>> the search ended when he found this 2005 chevy silverado at a maryland dealership with 104,000 miles. >> i test-drove it and paid for it. paid all cash. >> $25,000. when he and his dad picked up the truck 10 days later, there was a problem. >> we turned the ignition. the low coolant warning came on on the dash. >> corbett tells news 4, the dealership added coolant and off they went. never expecting they would be at their mechanic 11 days later. he found big problems. like a lot of rust, plates missing, service plates painted over, lines rusted. and the list goes on. >> a blown head gasket. >> a $6,000 problem. the dealership repaired some of the issues, including the big ticket item. but the truck still had problems starting. they feel the truck is a lemon? won the dealership to refund their money.

but it is not that easy. maryland does have a lemon law. as news 4 learned, the law falls short when it comes to used cars. it only covers vehicles fewer than 24 months old and viewer than $20,000. all other cars must have a written warranty unless a car is older than six years, has more than 60,000 miles, and is being sold as is. >> whatever is covered, anything outside of that warranty coverage goes wrong, then the dealer is off the hook. >> unfortunately, yes. while they may be off the hook, this is coming into play. if you continue to sell vehicles that are in bad shape and you don't do anything to help consumers when that happens, you're not going to be in business very long.

>> as a consumer, i'm upset they don't stand behind their product. >> bring the car to a trusted mechanic first. get a carfax report. it will show you the history of the vehicle. most dealers will offer you that 30-day warranty from the purchase date. ask what's included. as for corbin's budding landscape business, it's been grounded. >> i feel like, you know, i'm very disappointed. i definitely would not have liked this to happen. >> we looked at d.c. and virginia's laws. d.c.'s lemon law does not cover used cars. in virginia, used cars are covered only in certain situations. and you have to hire your own lawyer. the government does not get involved. find more information on nbc washington app. search lemon law. susan hogan with good advice. the next story is a little gross for some.

overlooking bethesda and the distance. no umbrella today but you'll need the sunglasses. even with the bright overcast. it can put quite a glare down. you'll need the sunglasses for the rest of the day. temperatures are getting above freezing. shenandoah, 32. out of the mountains, still in the 20s. nearby suburbs near freezing now. near 30 degrees in fairfax county, northern virginia. prince george's county now just getting a little above freezing as well as southern maryland, chesapeake bay. if you're heading out to do a run, maybe a brisk walk, a great day for that. temperatures are getting okay to do that. layer up a little bit. we'll be in the low to mid-40s by early afternoon. we'll hover in the mid 40s between 2:00 and 4:00. a chill in the air. partly sunny skies. form team 4 radar scanning our sky. no snow anywhere in the

vicinity. if you're traveling up and down the atlantic seaboard, no travel problems. we're in sort of a quiet period. things will be getting more active the first part of next week. this saturday evening, hovering near 40 degrees going to a show, between 8:00 and 10:00, mid-30s by late evening under a clear sky. by dawn sunday, temperatures in much of the region should be in the upper 20s. during the day, another great day to get out. mid to upper 40s. starting off monday morning, upper 20s again. should make it into the mid-40s. coastal storm. low pressure system looks like it will be farther out to sea than it was looking the last couple of days. our chances for snow, any really significant snow are much lower the way it looks. monday night, tuesday, we will likely still get some snow as an

upper level disturbance comes over. enough moisture for a few passing snow showers. maybe briefly light to moderate snow from time to time. again, that's monday night and off and on during the day tuesday. it looks like light accumulations. nothing like blizzard 2016, which was just two weeks ago today we had that hit. mid-30s in the afternoon. some of the snow that does fall tuesday may melt off by late afternoon on tuesday. then colder air moving in on wednesday. wednesday morning, 30. seven-day outlook showing this cold pattern all the way into friday and next weekend. stay below freezing most of the time on thursday and friday after a few flurries wednesday afternoon. but then the coldest weather of the season so far may be moving in next weekend, next saturday, a week from today. the high may make it only into the 20s. next sunday, week from tomorrow, highs in the low to mid-20s. so frigid next weekend.
