welcome back. we want to talk about the forecast because a lot of people are wondering with that s word. >> that's right. because first weekend of february has been nice and quiet. things will shift. >> a little bit. cold and possibly some snow. tom kierein here with that. >> and that's why angie is wearing white today because she hu loves the snow. >> it's really because she's an angel. >> that too of course. you can barely see the halo. as we're starting off early this morning, we have a clear sky. if you're about to head out the door, maybe heading out early, you'll be having no travel problems weather-wise. dry pavement there at union station, live view from capitol hill camera. flag there in the foreground barely moving. morning patchy ice around from the snow felt yesterday. chilly afternoon, but snow looking likely late monday and into tuesday.

temperatures right now are subfreezing. 20s for the mountains all the way to the bay. near 30 in washington. and right on the waters, reagan national at 32. over the next 12 hours, by noontime, it should be in the mid-40s with partly sunny sky. and then going mostly cloudy, high clouds in the afternoon, but should be getting into the upper 40s by around 3:00, 4:00. so great day to get out and get some exercise. going to a super bowl party tonight, between 6:00 and 8:00, it will be chilly and dry in the mid-40s. and then late in the evening after the game ends, by late evening, it will be back done to around 40 degrees. but good driving weather. no travel problems. we'll stay above freezing through the evening. so any of the melting today, maybe just a patchy area where it's a little wet. right now radar not showing any rain or snow in the vicinity.

hey there. welcome to reporter's notebook. i'm wendy rieger. vincent gray wants to get back into politics. wants to run for the ward 7 seat on the council. guys, is this adding some excitement to city politics? >> oh, yeah. >> we're not surprised. >> oh, no. >> he has it in his blood. >> he had been hinting at it all along saying he would get back in some way in public service. i think the question was would it be at large seat held by vincent orange or the ward 7 seat that the former mayor used to have that yvette alexander holds now. so i you saw signs as i was coming into the station yvette alexander already has her signs up that she's running again. so i think for the former mayor, obviously he will run on i've been wrong. and the progress that the city was making, i was at the helm of

that progress. so put me back on the council and i can make sure and i can hold the mayor who took my place accountable to to things the way it should be done. but i think on the flip side, wendy, he's still going to have to answer to this audit that came out showing that there is like $800,000 of undocumented funds that he had during the 2010 campaign. and folks will still say but you were the candidate and you should have really known what was going on. so i think once you get into the nitty-gritty of a campaign, that will bubble up. >> see, i don't know if that will play in ward 7. if i were his opponent, i would be hammering away at that. but we have to look at the polls. i think he can put an organization together. he can raise theness funds.

is his favorite abilities higher or lower than the incumbent. if it's low, then it's extremely difficult to unseat someone as popular as the incumbent ward 7. and then here is the real test, too. who will the mayor endorse. >> aren't they sort of aligned? >> yeah, that is the question and you just answered it. >> and elijah cummings will stay in the house of representatives. >> can i say i told you guys to keep the tape on that. >> what will this do for van hollen and the wards? >> it will give him a boost because he was considered a really sharp favorite, there is a large african-american population in maryland. there was some thought that the vote might be split, but

cummings has become such a national figure on the oversight committee. just this week on the flint water crisis, he was a pivotal figure denouncing the people if michigan for what they have done. the fact remains, though, his reasoning for not moving ahead, some people are wondering about, he's still a minority in the house. democrats don't look like they will take over for a long time. being a minority in the house is no fun. being a minority in the senate, you have a lot of perks. >> let me go back to something that i pretty much know for a fact. he's got a large staff. >> he's a ranking guy. most important number two, he's 65 years old. you do not want to be a 65-year-old freshman senator. because by the time you get any

seniority, you're pretty much up there in age. >> yeah, but wait a minute, ted cruz did not operate -- nobody operates that way anymore. i agree with you, everything being what it normally has been, you got to wait your turn. but the senators these days are not shy. they move right ahead. and what they don't have in seniori seniority, they make up for in committee assignments. but again, there are people who are constitutionally and temperament all temperamentally suited for the loss. >> it's not a foregone con krugs that he would have won the democratic nomination. our polls show that he would be leading the pack between edwards and van hollen, but van hollen has the endorsement of the naacp president. in baltimore, we know he has a large ward. he used to be the money man in the democratic party, so he has a lot of donors on his side. plus cummings has said where can i best help my constituents.

and i think he realizes it's in the house. he knows the seat is right there for him. and does he want to go for the rough and tumble of risking losing his house seat and not winning senate seat. >> let me make one concern statement here about the naacp president having served on the board for 14 years. her endorsement is as an individual. because naacp officials cannot endorse candidates. so i want to make that clear. because i did talk with van hollen this week and he made sure that people understood that. >> what do you think cummings will endorse? >> that's a good question. >> i asked van hollen are you going to seek cummings' endorsement and he said immediately. >> well, draw. >> especially with baltimore in play. you look and see whoever can grab baltimore, edwards or van

holl hollen. i think he'll stay out of it. >> but who do you think will grab baltimore? >> van hollen has already put like a million into advertising. and if you look at there after september the numbers in the bank, van hole p p has 4 million, donna edwards has less than 400,000. so she'll be running uphill in terms of getting name recognition out there because herself is in prince george's county and anne arundel. >> i guarantee you one thing. i'm not ken denigrating the republican. i don't think we're really certain where that is going yet. if a democrat win, they will be a player in the senate because they will be showcased by the party. so if it's van holelen or edwards, they will not be a shrinking violet. >> all right. when we come back, paying people not to commit crimes. where do we sign up for that?

we're trying to get more progressive these days about the criminal justice system and the d.c. council just passed a bill that would pay former criminals a stipend to encourage then not to commit another crime. they're following a program from richmond, california that says it's cheaper than dealing with the recidivism rate. >> do we have any results on how this is turning out? $9,000? i mean how long would that last? >> that's over a year and they also put them through classes. and i think it's putting

attention on people and guiding them back out into the real world an encouraging them to the straight and narrow and maybe they have more oversight. >> so this is part of an anti-recidivism package. >> i think the thing that is interesting number one is that the council vote order thrdereds unanimously. one argument, at least they're thinking outside of the box. we're talking about whether or not it's successful, those for it in richmond would say the numbers went down in terms of homicides and gun violence in ten years about 70%. but others would say is that because of this program or is that because of better policing. i think the bigger issue here is the way it sounds. if you're going to sell this, i don't think you can sell it by saying we'll pay criminals not to be criminals. >> they have lld sord it because

that's why you have a unanimous vote. the public won't even have a chance to vote on it. in but the mayor has to approve it. >> but i think the mayor has the same statistics, it worked in richmond. and no one is getting rich off of this. but if you have to meet with your probation officer, if you ha have. >> i still think the program is somewhat complicated. because if you look at the richmond system that they're modeling, those who were in this system, they also went to them and said we want you to look out for other potential criminals. and if you see some of this activity, let us know. but not the police. so on the flip side, some of those that said, well, wait a minute, i don't want to be seen as a former convict snitching, but the point is when you read

it, they brought them into the program and the reality in this situation is that it has worked. and if these folk go as stray, let's say they want to take advantage of this, they're out. so i think that has been the success. it's very progressive. >> it is. >> and you nknow look at it and go umm. >> that's my argument. that will be hard to say are you going to set aside that amount of money and the mayor will sign off on it and where is the money coming from. are you going to cut a program to get money to keep criminals there doing whatever they could potentially do? that's what i'm talking about in terms of selling it. >> i think the key thing is the counseling. trying to make sure that they get the education and the help that they need to not commit

another crime. but i guess it's too late to strike the money. >> it costs nor lock them up. >> exactly. and speaking of that, what about this 14-year-old girl that goes on this kik site. parents messaging with these teens. we know how to get around our parents. why is it that technology give as vast and sophisticated as it is, why don't parents have the ability to put locks to keep their kids from going on these sites? >> 13-year-olds are smarter about the technology than parptds arparptd parents are. and parents are a responsibility to make sure their children have a sense of self worth before . e the young lady was bullied. >> she had a liver transplant,

lymphoma. you're right. and here is an 18-year-old allegedly paying attention to her. that's a tough one. >> and i think as these things start to happen more often and hopefully they won't, we know that the way technology works, folks can find a way to create these blocks. and to joe's point, having a 10 and 12-year-old and they do know more than i know on this technology, you do have to take more control and know what your kids are on and what they're doing. i can tell that you firsthand. >> short of taking away their iphone, because the internet itself, first of all, the people who created it don't want many regular rations at all. it's a free speech issue and other things. so it would have to be the parent taking the instrument away from the child.

>> or why don't you do something like we have locks on television programs. you can put a lock on it so they can't get into the internet. the phone they use to call home, they can't search. they can't do anything on that phone without you putting your password in. >> but would that hurt in some way sales. because again, these children know everything that is out there. so if they walk into a store and they know on this one, this can be locked and i don't want that one. so there could be an economic side to this whether or not that kind of -- >> and peer pressure, too. you may do the right thing by your child, but that that doesn't mean -- >> and then you get on their phone. right. >> i think it boils down to that the reality is that's what parents is about. i always say give your child

kel kel >> calle kelly koeb i can't has more. >> reporter: deep in the debris, rescuers hear a little boy crying. trapped for more than 12 hours, they finally pull him to safety. . this young girl was produce the out barefoot all day one after another, toddler, baby, children and their mothers, rescued from what was once home to hundreds. the pre-dawn earthquake brought this 17 apartment building to the ground. you can see it crumb bliling ins surveillance video. the walls fell and then the bed fep, this man says. billions are tilting, cars crushed, and cut in half. the 6.4 earthquake was felt for miles. it was shallow, causing more damage. we spoke to kate by phone and she told us she was jolted awake

at 4:00 a.m. >> my 7-year-old was in a different room and you could hear her crying out for us. but it was shaking so violently, we couldn't get out of our beds to get to her. >> reporter: firefighters responded in minutes helping people climb out windows, using construction cranes. they rescued more than 300 so far. this woman was trapped with her two young sons. her 3-year-old has a head injury. is he has broken bones. she held her son close as rescuers dug through layers of concrete to reach them. dozens are still missing. their anguished families waiting and praying while hundreds of soldiers and firefighters try to find them checking air pockets, searching for more signs of life. kelly cobiella, nbc news. right now investigators are looking at -- that is not

informative. it's 6:35. police are asking for your help right now to find this missing boy. he went missing in woodbridge last night. he's 16 and prince william county police say he could be in danger. he was last seen on marsh overlook drive wearing a red wind breaker and camo pants. the sheen in the water isn't getting any bigger. coast guard is keeping it contained. animal rescuers are working to help down a few more oiled geese in that area. tomorrow the coast guard and multiple area agencies will trace storm drains in an attempt to find the source. we're learning more about one of the suspects in the

blacksburg teen murder. natalie keepers stopped seeing her mental health counselor this year. keepers was the victim of bullying and self harm throughout high school. she began seeing a counselor after starting at virginia tech, but that ended four months in to her freshman year. keepers is charged with helping to plan the murder of nicole lovele along with david eisenhauer. convicted domestic abusers could get their guns taken away if a new bill becomes law in maryland. senator raskin says that he plans to introduce the bill this year. now, it would require courts to order abusers to hand over their firearms to federally licensed arm dealers. more than a dozen states have recently strengthened laws to keep firearm out of hands of domestic abusers. the night over bike lanes continues. a packed house in the shaw neighborhood as ddot went over several hours for a north south

route on saturday. it would run between new york and pennsylvania avenues. some churches are concerned about the rule because they use a lane on some of the roads for parking. now, bike lanes could mean spaces would be lost. >> the concern is that the city is being made over for the convenience of newcomers. >> public street should be for public use and certainly bikers are part of that. i think a lot of this corridor has an option where we can preserve a lot of the parking even on sundays. >> at saturday's meeting was just the beginning of several public meetings. no action is expected until at least march. a dramatic hit and run. you have to see this video. it happened in baltimore in fells point. police said a man facing charges right now for this. look at this minivan there. baltimore place saying there was a big fight and the map in that car tried to drive off. first the man slammed in to the back of another and then reversed, hit a woman on the

sidewalk. she's in the hospital with skull and rib fractures. after that the car zoomed back up the street and took off. if you can't find an open chipotle for lunch tomorrow, you won't be alone. all are closed until 3:00 in the afternoon. the company is holding meetings with their employees to discuss how the restaurant will rebound from the recent e. coli and neurovirus outbreaks. more than 500 people you'll remember got sick during those two outbreaks. it's 6:38. twitter says either tit's ng any changes. buzz feed says they would be rearranging their time line. right now tweets are posted in chronological order. the report caused a lot of backlash and #rip twitter was the number one trending thing all day. >> i saw it in my feed all day. so a special ceremony honoring what would have been president ronald reagan's 105th birthday in california.

nominee, maybe i'll be on the road the whole time. >> let's get right into it. there was an agenda against marco rubio last night. >> reporter: there sure was. and, boy, that was a pasting. what was surprising to me is it was the most obvious telegraphing of what was going to happen in a debate over sort of a three day run up. everybody knew marco rubio was going to be a target and he seemed completely unprepared for the onslaught. >> it seems like he was prepared in the sense that he didn't want to go directly after other gop candidates. he wanted to do what he did in past debates which has worked and target president obama. but that didn't prove to be the case. to we think this will hurt him? >> reporter: i think it could hurt him. i thought they came up with a new argument on trying to deal with this comparison to president obama and that's what their campaign is concerned about, this idea that republicans are hitting him like

he's just like obama, first term senator, not ready, et cetera. and he tried to keep claiming, no, president obama knows what he's doing. it's the no like he was unprepared for the job. it was just an odd construction. and christie just ate his lunch. and so i do think it will stop his surge. this is a very, very fluid race right now here in new hampshire. about the only thing we think we know is that donald trump is ahead. but other than that, that's it. >> and of course the question about rubio is if he took that kind of bashing from his own gop field, what will it be like if he was the nominee and the democrats came after him that way. now, you tweeted out last night that christie, kasich and bush all had their best nights. you feel that way? >> reporter: i do. the three governors did extremely well last night. the question is can they afford to all do well. there is not enough support to go around for the three of them. one of them needs to

consolidate, surge if they want to be that chief challenger to cruz, trump or even rubio. but i thought they all did very well. if you were an alien and you came down and you hadn't seen the polls, and you watched that debate, you probably wouldn't believe that trump, cruz and rubio were the top three but i thought all three of them frankly were not that great. i thought kasich, christie and bush looked like the three candidates in charge of this race. >> and it was definitely what they're calling the revenge of the governors. and i want to talk about trump because the wild card was back in the game, back on the stage this time. he actually took on the audience at one point. that didn't sit too well. >> well, it didn't sit too well with the audience, but that might be okay. that's the trump brand. he's not the most popular guy in republican circles. he sort of embraces that. so i don't know if that necessarily hurt him there per

this young girl was produce the out barefoot all day one after another, toddler, baby, children and their mothers, rescued from what was once home to hundreds. the pre-dawn earthquake brought this 17 apartment building to the ground. you can see it crumbling in this surveillance video. the walls fell and then the bed fell, this man says. buildings are tilting, cars crushed, and cut in half. the 6.4 earthquake was felt for miles. it was shallow, causing more damage. we spoke to kate by phone and she told us she was jolted awake at 4:00 a.m. >> my 7-year-old was in a different room and you could hear her crying out for us. but it was shaking so violently, we couldn't get out of our beds to get to her. >> reporter: firefighters responded in minutes helping people climb out windows, using

construction cranes. they rescued more than 300 so far. this woman was trapped with her two young sons. her 3-year-old has a head injury. she has broken bones. she held her son close as rescuers dug through layers of concrete to reach them. dozens are still missing. their anguished families waiting and praying while hundreds of soldiers and firefighters try to find them checking air pockets, searching for more signs of life. kelly cobiella, nbc news. crews are working to remove the crane that fell in new york city during high wind. one person died. we're told the crane is being cut into piece so it can be tow away. it could be days before we learn why it collapsed. also right now, a teen is missing and police are asking for your help. take a look at your screen.
