breezing in prince george's county, anne arundel. near the waters, upper 30s. reagan national how is in the low 30s. next 12 hours, by noontime, we should be in the mid-40s. mostly cloudy sky. might see a little sun trying to peek through. and then by around #:00 a.m., it may be hovering in the upper 40s. and by 8:00 p.m., low 40s. quite a chill in the air. but overall a pleasant day compared to what will be coming here by the end of the week. right now storm team 4 radar no rain, no snow anywhere in the vicinity. even though we've got the cloud cover hanging in. a look at the new timing on snow arrival hour my hour and my preliminary snow forecast, that's coming up in just a few minutes. and it might feel like you just dug out, but leaders around the region are asking you to get ready for more snow. and if you could put salt or kitty litter on the sidewalks, did so. we're expecting up to 3 inches as tom mentioned.

well, it was a nightmare on the parkway. traffic finally back to normal this morning after a death investigation lasted into the night. the baltimore-washington parkway was shut down after a man shot and killed himself inside his car. this was after he was pulled over by police. northbound lanes were completely closed off. southbound lanes were slowed significantly during the investigation. just had to take a detour. they shut the ramp down, so we're trying to get back up to pennsylvania. >> the man's identity has not been released yet. but again, the parkway was reopened. 9:05 on this sunday morning. and right now we are counting down to the super bowl. super bowl 50 just about nine hours right now. do you know who will win? some very unscientific picks for you coming up. and later in the newscast, alarming video of

we're following developing story in the district. two people shot the including a little boy. derrick ward is live along georgia avenue in northwest d.c. with the latest. >> reporter: good morning. we're here in the 5400 block of georgia avenue. nothing remarkable here now, but last night gunfire flew down the progress p you can s. you can see the bull head hoet the fragments hit the wooden structure. another pull lbullet hole here s glass. the business immediately next door, there is a bullet hole in the glass here. we understand that two people were injured. one was a toddler who was hit by

fragments. it was 10:25 when this happened. the other person hit was an adult male. police are still investigating the crime. again, a double shooting on georgia avenue. fortunately no life nettening injury, but unfortunately, a toddler was among those victims injured. we'll live in northwest. back to you. it's 9:09. and president barack obama wants help when it comes to clean energy. he announced saturday that he will ask the republican led congress to double spending on research and development by 2020. but that request probably won't be granted. the president's proposal is part of an initiative he announced at last year's u.n. climate conference in paris. conference is also set to get the spending blueprint for the budget year on tuesday. that is the same day of the first presidential primary race. we're counting dokounts cou super bowl of course and we can tell who you some of the

candidates will be routing for that. ted cruz, donald trump, marco rubio and john kasich all said that the panthers would win. jeb bush and chris christie said that the broncos would win. ben carson was undecided saying, quote, with certainty, it will either be denver or carolina. the easy way out. >> yeah, right. feels like everybody is picking a side in this one except for him. the young or veteran possibly playing in his final game. >> and jay gray live for us in santa clara for us. >> reporter: fans have been coming in throughout the week. it's reaching its peak now. the parties in san francisco giving way to the playing field. the weather will be perfect. k kickoff about 74 degrees. and you have the two teams here,

peyton manning in what is likely his last game. he is called the sheriff. and the young gun cam newton coming this to his first super bowl after dancing across the league almost unstoppable all season. the fans have made their picks. we've heard from the puppies and the otters and all the animals that have made their picks. the line, if you were a betting person, i'm not, and i would not encourage you to bet, but if you happen to do that, the line has been heavy on the panthers since the two teams won their way into the super bowl. we're starting to see some of the personnel show up here at the stadium. even seen a couple of fans along the stadium here before the sun comes up. that is just an example of the excitement that follows this game. and this is a special game. the 50th anniversary of the vbl. so it should just be a fantastic evening. they are getting ready to get things started here. and we'll keep watching it. for now, i'll throw it back to you. and jay talked about the gambling part of this.

five people died and ten others are recovering from a massive avalanche in the austrian alps. the rescue chief said all skiers had good equipment and most had air bag, but rescue crews were not able to save everyone. there had been avalanche warnings in the area. neighbors in prince william county came out to hear vdot's plan for the next big snowstorm in our area. many people we talked to said the agency did a good job plowing, but they say that the street plowing app needs to be improved and streets need to be plowed horn once. more than once. >> the vehicle tracking

indicating our street had been plowed, but not all of it. and there were issues with call wait times. >> vdot says it got a lot of complaints about the app and they are addressing those problems. you won't believe what we're about to show you. what you are seeing is a gaggle of cars parked on the ice. it was a frozen lake geneva that someone thought would be be okay to use as a parking lot during a competition in wisconsin. parking was scarce, so officials let people park on the lake. emergency crews had to carefully rig the cars up to tow trucks and pull them out. luckily no one was in the car when the ice broke through. >> that is a tricky situation there. i don't even know why they would park there. but apparently in michigan and wisconsin, that is a normal thing. >> looked like the ice was

pretty thin. >> let's take a live look outside at the conditions that we're dealing with. there is the potomac. and a little bit of cloud cover out there. but today won't be the worst day. >> we're coming off a clear chilly night. and the sun trying to poke its head out early today. hopefully it will stay for quite a while. >> trying but not going to win out. we have a huge coastal storm that thankfully well off the coast for us right now. we're just getting some clouds from that right now. and you've heard about the possibility of snow. that looks like the timing on that is coming in later on monday into tuesday. so no travel problems weather-wise early this morning as we did a look outside now, we do have temperatures that are beginning to get a little bit above freezing under that cloud cover. a live view from tower cam. you do need a coat, scarf, gloves and even sunglasses. even with overcast like this, it can be a bright overcast as we'll be into the rest of the afternoon with the sun trying to shine through that's overcast.

right now mid and upper 20s near 30 in the shenandoah valley. nearby suburbs, montgomery county near 30, low 30s in prince george's county, 30 in fairfax. the district just above freezing and above freezing near the bay waters. great morning to take a brisk washington or maybe do a run. by 11:00, ought to be around 40. by 2:00, 3:00, maybe hovering in the upper 40s for a couple of hours. still a bit of a chill in the air. but with that cloud cover, we'll just have very light wind. super bowl party forecast, if you're going out tonight, 6:00 to 8:00 p.m., no travel problems getting to the party. we'll be in the low 40s. and then by the end of the evening when you're heading back home after the game tonight, we'll be down to near 40 degrees by late this evening under a mostly cloudy sky. and then as we look at storm team 4 radar, don't have any rain or snow anywhere in the vicinity now, but here is the timing hour by hour on snow arriving monday at 4:00 p.m. the area in the pink and the

lavin dear color, that is the zone of some snow. that is coming into the mountains of west virginia by 4:00 on monday afternoon. and then after that, it gets closer shenandoah valley, panhandle of west virginia. by 7:00 p.m. monday and rain farther south of there, that will be moving toward rich honored. thaend up near fredericksburg, the rain changes to snow. this is at of 10:00 p.m. on monday. snow likely in the metro area most of northern virginia, shenandoah valley, nearby suburbs in maryland. snowing by then by 10:00 monday night. and then into tuesday morning, this is as of 5:00 achl, we'll have still some snow falling in the metro area, but much will begin to pull off north and east during the rersz of the day on tuesday. so most of the accumulating snow from 10:00 mop night through around 8:00 on tuesday morning, tuesday afternoon might get an additional sprinkle or maybe a few lingering flurries. so snow totals as it does move on through, enough to cause problems, maybe some

cancellations a delays on tuesday morning. metro area 1 to 3 inches. nearby suburbs in prince george's county, charles, anne arundel, fauquier and points west. and just north, central montgomery county, loudoun county, clark and northern shenandoah valley, could get 3 to 5 inches. higher amounts the higher elevations along the blue ridge. south mountain and pennsylvania border. mostly a wet sloppy snow. just enough to cause problems. so tomorrow we'll be in the mid-40s before that arrives and then mid-30s tuesday afternoon. so some will be melting off a little bit. and then it refreezes. more be problems wednesday morning with the refreeze of any of that wet snow. and then maybe briefly above freezing on wednesday afternoon with some blustery wind. maybe a passing flurry or snow shower on wednesday. and then thursday, friday and saturday, here comes the polar plunge. our coldest extended period of

well can back. news 4 your health, president obama's administration is moving forward to take a shot to fight cancer. the white house pledged $1 billion for research. this week joe biden will visit the duke school of medicine to discuss ways to use that money effectively. new developments about the spread of the zika virus. the president of colombia says the disease has infected more than 3,000 pregnant women there. it's been connected to microcephaly. the government is working to limit the spread.

you may have seen the pits from southern california in the last day or so. that sea lion pup. >> so sweet. but it brought new and serious focus to the plight of these mammals having a hard time finding food. morgan radford has the story. >> reporter: hungry and malnourished, she took a seat like every customer. >> we were surprised to see a really young sea lion pup that had actually spent the night in this booth at the restaurant. >> reporter: in desperate need of medical attention, the seaworld rescue team carried her away giving her what she needs and calling her marina. >> this pup weighed 20 pounds when we rescued it and it should be about 40 to 50 pounds out in the wild.

>> reporter: and she's not the only one. hundreds of sea lions along the california coast are searching for food, walking into stores and back yard patios. >> very cute and very, very nice. >> reporter: all trying to survive. waters are getting warmer because of el nino and that means the food that they need in cold water are getting pushed farther away leaving these pups stranded and starving. and they're looking for high ground and food. 2015 was the hottest year on record according to nasa and seaworld rescued 990 california sea lions just like marina. already this year, they rescued 46. this is why experts are hoping this isn't the new normal. morgan radford, nbc news, los angeles. >> i like the name marie that. perfect. rescue workers giving applause this morning. this is why.

are generally beginning to crime into the low and mid-30s throughout much of the area. and as we take a look outside, we have the cloud cover with us. and temperatures now getting above freezing around the bay, too, as well as much of northern virginia. nearby suburbs in maryland, north and west, just now in the upper 20s. over the next 12 hour, we'll have low 40s or so by noontime. might have a little sun trying to peek through the overcast. but should hit the mid and upper 40s by around 4:00. and by 8:00 p.m. about, back down it the low 40s. so a bit of a chill in the air. no travel problems here. the weather maker that may be giving us some snow on monday night into tuesday is way up here in the upper midwest. upper level disturbance here now in northern minnesota spreading snow into wisconsin. natur that will dive done arriving monday night into tuesday. a look at the preliminary snow forecast coming up. we're following a developing

story out of taiwan. it is race against time to save the missing days after a deadly pre-dawn earthquake. the 6.4 magnitude hit while millions were satisfieasleep. kelly cobiella has more on the extensive devastation. >> reporter: deep in the debris, rescuers hear a little boy crying. trapped for more than 12 hours, they finally pull him to safety. this young girl was brought out barefoot all day one after another, toddler, baby, children and their mothers, rescued from what was once home to hundreds. the pre-dawn earthquake brought this 17 apartment building to the ground. you can see it crumbling in this surveillance video. the walls fell and then the bed fell, this man says.

buildings are tilting, cars crushed, and cut in half. the 6.4 earthquake was felt for miles. it was shallow, causing more damage. we spoke to kate by phone and she told us she was jolted awake at 4:00 a.m. >> my 7-year-old was in a different room and you could hear her crying out for us. but it was shaking so violently, we couldn't get out of our beds to get to her. >> reporter: firefighters responded in minutes helping people climb out windows, using construction cranes. they rescued more than 300 so far. this woman was trapped with her two young sons. her 3-year-old has a head injury. she has broken bones. she held her son close as rescuers dug through layers of concrete to reach them. dozens are still missing.

isn't getting any bigger. they can keeping it contained. animal rescuers say they're working to track down and help a few more geese covered by oil. we're learning more about one the suspects in a teen's murder. according to the "washington post," natalie keepers stopped seeing her mental health counselor this year. keepers apparently the victim of bullying in high school. keepers is charged with helping to plan the murder of 13-year-old nicole lovell along with david eisenhauer. convicted domestic abusers could get their guns taken away if a new bill becomes law in maryland. senator raskin, a democrat, says he plans to introduce that bill this year. it would require courts to order

abusers to hand over their firearms to federally licensed arm dealers. the fight over new protected bike lanes in downtown d.c. continues. a packed house in shaw as ddot went over several options for a new north/south route on saturday. the routes would run on fifth, sixth or ninth streets. some churches are concerned because they say they use the lanes on those roads for parking. the bike lanes could mean some spaces would be lost. >> the concern is that the city is being made over for the convenience of newcomers. >> public street should be for public use and parking is part of that. i think a lot of this court order has an option where we could preserve a lot of the parking even on sundays. >> yesterday's meeting was just the beginning of several public meetings on the project. no action is expected until march. police say they have caught this driver. he slammed into the back of

another car in fells point in baltimore last night. that wasn't all. he then backed up the car and hit a woman walking on the sidewalk. she has a trafractured skull. this all started with a big fight and he's now facing charges. several people will be coming together tomorrow to mark one year since a woman died in fairfax county police department. made tasha mckenna was tased one year ago tomorrow. she was being treated for schizophrenia. she died. several groups are planning a peaceful rally outside the detention center. they will hold a vigil in the alexandria section of the county tomorrow night. a restart for a popular restaurant. coming up the action chipotle is taking tomorrow that will interrupt the lunch hour. plus it you know that the #rip twitter, what sparked the

accumulating snow. not a lot, but all it takes is this much to create havoc here. we may have problems on the tuesday morning commute. looking at storm team 4 radar now, don't have any rain or snow locally. there is a big coastal storm that has been giving us all these clouds. that is allowing wet snow and rain in the carolinas. that will track well east of us and move away later today this to monday morning. so the one giving us snow is an upper level disturbance spreading snow into minnesota, wisconsin, northern michigan. that is on a track on come our way late tomorrow afternoon and evening and into tuesday morning. so here is the timing on the arrival of that snow coming into the mountains. and into perhaps the western shenandoah valley. that is at 4:00 on monday afternoon. then as we get into the latter part of the day toward around 7 ouk p.m. on monday, that is when we'll see it begin to move into the shenandoah valley.

10:00 monday night, that's when it look like we'll have the first snowflakes falling in washington and nearby suburb. pink zone, a mix of rain with the wet snow. and then accumulating snow after that 10:00 p.m. all the way until the morning commute on tuesday. that's when we'll get the bulk of the accumulating snow and it pulls off to the north and east. by noontime, most of it is done. during the afternoon, might get additional sprinkle or a few wet snowflakes midafternoon on tuesday. and then it's all gone. leaving in it wake 1 to 3 inches metro area in the light blue zone and prince george's county, the district, southern montgomery, fairfax 1 to 3. higher amounts outside the beltway. and far southern maryland and parts of the northern neck and down toward fredericksburg maybe an inch. and a little more farther north. northern montgomery, howard, frederick. 5 inch amounts near the pennsylvania border.

higher elevations along the blue ridge. 3 inches in the valleys farther north and west. shenandoah valley, 1 to 3 inches there. temperatures right now are generally getting a little bit above freezing. it's in the low 30s in the metro area, mid-30s around the bay. you'll need a coat, scarf and gloves as we get through the rest of the day. maybe some sunglasses even with the high overcast, it will be pretty bright. but a good day to get some exercise. mid to upper 40s. overnight tonight, going to the super bowl party, it will be chilly and dry. by the time you're heading home, back down to near 40 under a mostly cloudy sky. mid-40s for before the rain and snow arrives. so a slushy sloppy mess. and then it ends on tuesday night as temperatures get below freezing. we could have some problems on wednesday morning with the frozen slush and snow, maybe a few flurries and snow showers wednesday afternoon. super cold after that, maybe the coldest extended period of the winter so far. thursday, friday, saturday this
