now, for some of you the snow could definitely pile up, abobu for others it will be mostly rain. let's start in the storm center. >> veronica and doug are there. since it's so warm now, when are we really going to see the impacts of the storm? >> probably won't be until tomorrow even though the storm system itself moving in across the area right now. we may start to see some rain showers, but temperatures right now still in the mid-40s. >> and this really is a tough forecast. it's all based on temperatures and who will be at what temperature when, but really your biggest impacts will be tomorrow early and especially late as you will see in a moment. >> that's when the colder air moves in. let's show you the radar now. nothing on the radar now in our region. we do expect to see things over the next couple hours start to develop but anything that falls later this evening, even into the early portion of the overnight will most likely be some rain. you can see the wider picture. here is the ongoing blizzard up there towards the boston area. that's one storm moving out. here is our storm system, very disorganized storm system, and actually this is a number of

storms together making their way our way. so who is going to see what and when? that's the big issue. there goes the blizzard. here comes our storm system making its way out towards the area and eventually out into the ocean. snow continuing during the afternoon tomorrow. again, tonight temperatures in the 40s right now. how will this impact you? v.j. is here with more on that. >> i think we will just see rain showers tonight. take a look at the temperatures for the evening. if you're going to be going out over the next few hours, up until 9:00, maybe 10:00, i think we're just fine. here is a look at the animation for you. yes, just rain showers mainly across the area with warm pavement. 37 to 41 degrees the air temps. the pavement temperature is little higher than that. here is your tuesday morning with moderate impacts on area roads, mainly snow by early tomorrow morning. around 7:00, 8:00 a.m. roads will become slick. as we make our way through the midday hour, it will start to approach more hazardous

conditions. roads will be more hazardous with several inches on roads tomorrow. >> we'll talk much more about it and we'll break down the forecast. again, a much tougher forecast even than the blizzard was. blizzard fairly easy to forecast. this one a lot tougher. we'll talk about the reasons why in a few minutes. >> all right, doug. montgomery county is gearing up for snow tonight. news4 crews just shot this video of plow trucks loading up on salt and sand at the depot on seven locks road in rockville. earlier today the montgomery county department of transportation tweeted its storm ak vation sactivation center wo activated at 4:00. >> virginia crews start with the main ones and we're told they've already hit most of those. adam tuss continues our team coverage live from leesburg. >> reporter: these road crews aren't taking this lightly at all.

take a look at the crews getting filled up here at the salt dome out in leesburg. it is heavy-duty work, and then swing it around and take a look at all the trucks that are already lined up waiting to get filled up. we've seen them getting filled up with sand. they're coming in here for salt, and they're getting their rigs all ready to go. this is really go time before this next operation. you know, doug was talking about snowfall totals. up here in leesburg, they're planning for at least three inches of snow. at least that's what road crews tell me and possibly more than that, but the rain, yeah, the rain is tricky. that could wash away the chemical that's already on the road. >> we applied the brine last week because we thought maybe some would come in over the weekend. we've deployed some additional trucks tonight because it just comes in as rain, it washes most of that brine operation away. so we're going to overcompensate that by bringing in additional trucks. >> reporter: now, listen, road crews are always taking lessons

elementary school volunteer and associated with the community choir. that press conference expected to begin in 20 minutes. jackie bensen is there and we'll bring you updates as soon as we learn them. >> all right, jim. we are learning more about that oily sheen on the potomac river. the first test results on the substance are back. the slick was first spotted a week ago just north of reagan national airport. it had spread all the way down to the wilson bridge, but it's mostly contained now. news4's mark segraves is live along the potomac where a news conference just wrapped up. mark, are they closer to figuring this out? >> reporter: well, a little bit closer. the preliminary, and again they stress the word preliminary, test results show that the oil they took out of the potomac river was petroleum-based that mostly had the characteristics of a degraded fuel oil, but, again, those are very preliminary test results. we can tell you here we still see the sheen of oil on the river here and back in the

wildlife refuge, and the smell is still very strong, and as you said, this was first reported on february 1st just above reagan national airport and an eight-mile stretch of the river, the sheen showed up on all the way down to the wilson bridge but most of the oil has been contained to a wild fowl sanctuary and in that sanctuary so far 30 wild canada geese have been removed and taken to delaware for decontamination. we can tell you also a duck was taken. so far they say those are the only wild animals that have been removed and they hope to be able to relocate them back in this area soon. you'll probably recall that last week we reported that a local utility had a mineral oil spill not too far from the site of this fuel spill. we asked the coast guard today if these test results exonerate that utility company. here is what they had to say. >> the spectrum that mineral oil has a chance to fall within the spectrum of the fuel oil, so

until we get the full comparison, dominion has been supportive of this. they've provided samples for us, so we'll be able to analyze that and hopefully make a good determination if it's a match, but right now we're just right now still continuing the investigation to try to identify that. >> reporter: so still no word on the source of this oil spill here, but the good news it is mostly contained. we have some bad news to report from the wildlife experts. one of those wild geese that was taken for decontamination has died. coming up at 5:00, you will hear more from the coast guard and from the wildlife experts who are still on scene here trying to save the geese. reporting live along the potomac river, mark segraves, news4. i'm julie carey in woodbridge, virginia, where there is a big contingent of washington gas employees on the

scene trying to pinpoint the cause of an apparent gas leak that caused an explosion yesterday afternoon in that house over there on the corner. railroad cents s residents first began to smell the odor of gas last week. then yesterday more reports of natural gas let prince william firefighters to go door to door. inside this home, levels so high they immediately evacuated the residents. just as they cleared the house, an explosion. coming up on news4 at 5:00, you will hear from the family who lives in this house. they believe they were just minutes away from either being seriously injured or possibly even killed. it's a plan that could put an end to the zika virus. how the fight against the quickly spreading illness now comes down to a decision right here in washington. cold, rain, and snow. we're going to see it all over the next few days. storm team4 is tracking the timing and how much snow could pile up. that's where we're calling this

this is a storm team4 weather alert. >> okay, guys. we're going to see rain showers first and then a mixture of rain and snow. then we'll move over to the all snow i think by tomorrow morning's rush. the warnings have been posted, the advisories as well in the pink. this is where most of the impact will be with some of the higher snowfall amounts. 10:00 p.m. until 6:00 a.m. wednesday that winter storm warning. prince george's county, anne arundel county, howard county, northern montgomery, and your advisory everywhere in the purple, the d.c. metro area and surrounding areas up until

midnight tuesday. the showers, they're trying to get organized right now. you can see some of the snow is well back to the west but that's going to start again. i think our first chance of seeing any rain showers right around 7:00, 8:00, and then the mix conditions. here are the roads impacted early tuesday morning, 70, 270, 695, 495, even out 66 we'll see this line drop down to the south as the day unfolds tomorrow. doug has more on that and the amounts of how much snow we're going to see around here in just a few. >> thanks, veronica. it sure wasn't the cruise they were hoping for. passenger aboard royal caribbean's "anthem of the seas" are headed back to port. the ship turned around and is going back to new jersey after rough going in the atlantic. it hit bad weather off the carolina coast. people were stuck in their cabins as the ship was tossed back and forth. their belongings flying around the cabin. the passengers were going to the bahamas. they had been using social media to broadcast video and pictures of the damage.

snow. which one you're likely to get depends on where you live and work. >> and that's right. you can always check out the radar on the nbc washington app. doug kammerer will join us again in about two minutes to update that forecast. but first, some new developments in the fight against the rapidly spreading virus. the obama administration is asking congress for nearly $2 billion to help fight the zika virus. the white house says the money would be used to expand mosquito control programs, speed up the development of a vaccine, and conduct new tests for the virus. it would also set aside money to support low-income pregnant women. on tuesday white house officials will brief congressional leaders on the zika response plan. right now police in prince william county are asking for help finding a woman they say may be in need of help. no one has talked with rose since thursday morning. we're told she was last seen near the comfort suites hotel in manassas. she has a tattoo across her knuckles that spells out hold fast. the government just

announced some new steps to protect you and your kids. the government wants to prevent waste and abuse within higher education. >> consumer reporter susan hogan is here with details about this plan. susan? >> that's right. the obama administration is calling it aggressive action to protect students and taxpayers. the department of education announced it's creating a student aid enforcement unit to respond more quickly and efficiently to allegations of illegal actions against colleges and universities. now, it's intended to strengthen the office of federal student aids enforcement and oversight. we're told the unit will be made up of four divisions including an investigations group and a barrower defense group. the government said today one of the nation's top enforcement attorneys, rob kay, you who see there, notably a former leader in the federal trade commission, will lead the enforcement unit. >> adding the investigations unit will allow us to take a more aggressive stance with respect to investigating

allegations against institutions and adding rob's relationship will position the department differently. >> now, the department of ed says it recently took a series of enforcement actions against three colleges. back to you. well, we know it's probably a little warm out there right now for snow, but i got a feeling that's all going to change. >> yeah. doug, when is it going to start dropping? >> well, i think the temperatures will start dropping a little bit tonight, and as the storm system moves in, it will help to bring in some slightly cooler air and that's all you'll need tonight. temperatures right now in the mi mid-40s right now. you can see the cloud cover across our area. we'll continue to see the clouds. temperatures at the airport sitting at 46 degrees. winds are out of the south, and that's ahead of the storm system. so as long as we have that southerly wind, as long as we have the clouds, temperatures

are not going anywhere very fosfos fast, and i think for most of the event it will be rain in most areas. everybody over the 40 degree mark. 47 in culpepper. 44 down towards huntington. a warm afternoon for sure. here is the advisories. winter storm warning in effect for the pink, anne arundel, northern, and frederick county, maryland. the bull's-eye will be up in this area, baltimore, howard county, maybe northern anne arundel for that winter storm between 10:00 to 6:00 a.m. the winter weather advisory 10:00 p.m. to midnight tomorrow night. that includes lower montgomery, p prince george's, county, prince william and everybody back towards the west. winter weather advisory in effect for just a few inches of snow. nothing on the radar right now. we're not seeing it just yet but it is fairly close. two systems. here is the big storm system. that's the blizzard up toward boston. that one not affecting our

weather. here is the big one for us. look how much moisture is here, but it's not very well defined, and the reason is this. we've got not just one, three different areas of low pressure right now all spinning around a central area, and it's where these areas of low pressure develop that really tell who is going to get it's most snow. that's why this is such a tough forecast, because we have to look at each one of these storms to make -- to see which one is going to give us the most snow. eventually the shift will happen offshore. we'll see an area of low pressure offshore and that's when everybody gets the snow tomorrow. but tonight look at the rain. around 11:00, d.c., brg frederi. by 7:00 a.m., this is the latest computer model giving us from d.c. and points to the north. fredericksburg down to most of southern maryland, you are rain, and you stay rain all day. fredericksburg, quantico, waldorf, you are rain with this storm.

we are not worried about you at all. it is everybody to the north. gaithersburg, leesburg, frederick. snow even around the 5:00 hour. look at d.c., the mixing right around the d.c. metro area and then tomorrow night everybody switching over, even down to the south you may get some of that snow, too, but we're not talking about a lot. let's talk about that snowfall forecast. 1 to 3 inches the bulk of the area. d.c., waldorf, fredericksburg i don't have you seeing much at all, maybe a coating. 3 to 6 frederick, baltimore over towards columbia, gaithersburg, maybe montgomery village. some areas maybe a little bit more. coming up in a couple minutes, we'll talk about that seven-day forecast because, guys, the snow moves out but the cold moves in, and we're talking the coldest air so far this year. we'll talk much more about that in a few minutes. >> thanks, doug. >> shivering already. thousands of restaurants make an unprecedented move. >> they're all part of the same chain that shut its doors but they're making it up in a big way by offering free food and that has social media hungry for more.

23ir9 first at 4:30. it's a storm team4 weather alert. >> veronica johnson is in the storm center with the forecast. give us the time line, v.j. >> tracking just some rain showers right now but it's a change that takes place overnight where we start to see more snow come into the area. from rain to mix by 11:00, midnight and snow a lot of locations after midnight. let me show you, we're tracking it all. showing you some of the moisture making its way up from the south. you can see around fredericksburg, shcharlottesvil. after 6:00, 7:00, just more rain showers. the change you will notice when we go from rain to snow at 11:00 p.m. to all snow early tomorrow morning. 37, 35 degrees, we'll start cooling down a bit more and that's why this is really a tough forecast for us. so just this evening rain. you got the green light there.

overnight a few slick roads mainly north. so moderate impacts on area roads. as we get into early tomorrow morning, still moderate impacts on area roads but they will be becoming more snow covered as we get into the midday hours and for tomorrow evening as well as wednesday morning, notice how we have the red there. that's when we see roads becoming more snow covered, the secondary roads, even some of the one that is maybe were already treated as there might be still some rain early part of the day. snow covered and hazardous for early wednesday morning. these impacts even though it's a system that comes into the area late tonight, it's with us through tuesday, and probably will still be impacting the area early wednesday. doug has more on the totals in a few minutes. a developing story in new england where people are being told to stay off the roads as a blizzard roars in. many schools are closed, some areas could get more than a foot of snow. police are reporting a lot of accidents, including a tractor-trailer that jackknifed and closed part of i-95.

it's always a good idea to be ready for snow, and we have a checklist in our nbc washington app to help you prepare. open up the app and search snow preps. and all of that snow could have an impact on voter turnout in new hampshire. that's where the candidates are preparing with just hours to go before the first primary in the presidential race. surprising number of voters have yet to make up their minds. steve handelsman is live in manchester with the latest. steve, what are you hearing there on the ground? >> reporter: well, first, what i'm seeing is know and it's on the ground, but this is new hampshire. people are used to it and they have super plows, et cetera, et cetera. might not affect turnout. this is nbc election headquarters in manchester. the turnout tomorrow here in new hampshire looks like it will be pretty strong, but even with the final push on, surprising number of voters here say they still can't decide which candidate or which party to support. it's not a classic push to get out the vote.

volunteers are still trying to win support for candidates. from new hampshirites who will vote. >> oh, my gosh, i never missing a year. >> reporter: that's for jeb bush. >> he has good moral standards. that is very, very important. >> reporter: but many others remain undecided. nbc's mark murray says voters here also waited in 2012. >> half of them according to the last election ended up not deciding until the very last few days. >> reporter: and what about the last day? >> the last day almost 20% made up their minds on that very last day. >> reporter: with donald trump far ahead in gop polling -- >> get out tomorrow and vote. so important. i love you all. >> reporter: jeb bush is dreaming of second place. >> i feel like we're going to have a good night tomorrow night, and i'm nin it for the long haul. >> reporter: marco rubio has a shot at that and so does ted cruz. john kasich is looking ahead so south carolina. >> we're confident we'll be eating gumbo and wearing flip-flops. >> reporter: but the cold reality of new hampshire this afternoon is hillary clinton,

i'm jim handly, just into the live desk, we're following this approaching storm. d.c. director of emergency management chris geld hart just wrapped up a news conference about the city's preparation for the coming snow. he says unlike january, the sciy is going all out for this storm to make sure the commutes are smooth and you should already see the trucks out on the roads this evening. >> knowing we're going to have potentially something at the tail end of this commute and definitely something during morning rush hour, we went ahead as a city and did a full deployment of our snow team. >> not taking any changes. >> no, sir. we'll make sure we have that full complement out there, over 200 pieces of equipment salting, sanding, making sure we have our brine out there is we can have decent roads for folks if they choose to commute in the morning. >> d.c. emergency management is also asking you pretreat your sidewalk to make it easier to clear after the snow ends.

i'll see you for news4 at 5:00. weather alert mode for sure. weather alert mode. you know, we already had one week a couple weeks ago where the entire week was weather alert mode. this may be another one not just because of the snow we have coming in overnight tonight and tomorrow but also because of the very cold air later this week. the coldest air we've seen so far this season. v.j. will have more on that in a minute. i'm talking about the storm right now. you can see the storm coming together across the area. very disorganized right no you though and that's the way it's going to play out here. a fairly disorganized storm, 1 to 3 inches. d.c. down to the south. to the north 3 to 6 inches. we'll do a couple zooms, warrenton, manassas, quantico. 1 to 3. fredericksburg, mostly rain. you may see a little snow. southern maryland, maybe a little snow, maybe a coating to an inch. that's about it. most of it should melt and i think the roads will be fine. this is the area of highest concern. 3 to 6 inches, gaithersburg, maybe columbia, frederick, around the bowie area towards

the latter part of the evening, early part of the snnight, more snow showers will start mixing in. look at the temperatures, into the 40s. the road temperatures are running a few degrees higher, more like 45. 47 right now. this is what we're expecting. areas in blue, leesburg, manassas, fairfax, d.c., bethesda, 1 to 3 inches of snow and it will be very slushy in this area because in this area again our temperatures will be high enough that at times we will start to see a lot of rain mixing in. for areas north and especially up through here where road impacts will be pretty high around gaithersburg, frederick, leesburg, even baltimore, 3 to over 6 inches of snowfall. again, road conditions here in the early morning pretty hazardous. as we get into the latter part of the evening, we'll start to see the line drop further south to quantico, waldorf, south of i-66. roads snow covered and slick, especially the secondary ones.

for high temperatures tomorrow, in the 30s. that's it. and you can see that we're going to rise to around 38 degrees in d.c., even areas likes pax river, manassas, culpepper, but after 6:00, 7:00 the temperatures will start to tumble fast. with the fact it will still be snowing, that means i think our worst conditions come late tomorrow from midday to late tomorrow. early tuesday morning, cancellations likely so we've got you in the red for school. wednesday delays likely with a few cancellations. by thursday we still could be looking at delays across the area. here is a look at the sky cast for tomorrow. there you can see some of the big flakes at 9:00 a.m. at 11:00 a.m. as well. as we get into tomorrow afternoon, just some mixture of rain showers throughout the area. so on your storm team four-day forecast, some flurries still with us with highs in the 30s, upper 30s. thursday, windchills will be very, very low. the arctic air moves in. windchills 5 to 15 degrees and

be on stand-by to wait for the rain to stop before putting down chemicals to treat the roads. in northeast d.c. inside one of the city's many salt domes, molette green, news4. that same storm system that headed our way surprised a lot of folks in kentucky. they expected a few snow showers but some areas got a lot more than that. now the temperatures are falling below freezing and officials are warning people about icy roads. overseas rescuers in taiwan are desperately trying to reach people who may still be trapped in debris after saturday's powerful earthquake. at least four people were rescued today from a collapsed high rise apartment building including an 8-year-old girl who had been trapped for more than 61 hours. the 6.4 magnitude quake left at least 38 people dead and injured more than a dozen -- dozens more we should say. we're working several developing stories in the newsroom including how a tragedy
