now at 11, more than 24 hours of rain and snow for some of us is already under way. the showers moving in across our area, changing to snow overnight. we've got the latest numbers on a very tricky forecast. >> plus, one man connected to

dozens of child porn videos, some of them shot at a local elementary school. tonight how it's all connected to anonymous messaging apps. what you need to know. and a bizarre story out of maryland. what police say happened before this man bit off a woman's finger. >> news4 begins now with storm team 4. >> and off the top tonight, that weather alert. the rain is coming down for some of you right now. you can expect that to change over to snow overnight. >> road crews and school districts are waiting to see when the change happens. but it's still way too warm for anything to stick to the ground. >> our team son it tonight, starting with chief meteorologist doug kammerer in the storm center. >> that also makes it harder for the snow to stick. once the snow comes down, it melts on contact with the warm erode temperatures and two, the water that is on the ground. i'm not expecting much from this as we move through the day tomorrow. but let's show you what is

happening. storm team radar tracking the rain and the snow. overnight we'll see the snow actually come down from the mountains. these are higher elevation snows that are occurring right now back towards i-81, towards catoctin mountain and in and along the blue ridge. but everybody else at the surface seeing rain. that is going to continue for the next two to three hours. and then we'll start to see the changeover. leesburg seeing the rain up towards montgomery county. along through 70 seeing some rain. it is coming down fairly moderately. look at the storm. and again, it's a huge system. but the pieces of energy are fairly small. and they're also extremely disorganized. i just do not see this thing coming together to be a big storm front. now we still have winter storm warnings to the north. i've doubt we've reached those totals. win it weather advisory from d.c. off towards the west. again, this will be during the morning rush. we'll talk about how much more you can expect in your area.

i have updated the snowfall. a lot of new information has just come in. i'll give to it you in just a minute. >> thank you, doug. our team coverage continues now with shomari stone. he is live along i-270 in montgomery county. the forecast is tough for road crews and schools to decide what to do too, isn't it? >> yes, you're right, doreen. in fact, we talked to a department of transportation official in montgomery county. and he tells us that this rain really makes it a challenge because we couldn't pretreat the roads because they say what would be used is going to be washed away, pointless due to the rain which would then as doug just told you turn into snow. officials are concerned about tomorrow morning's commute in montgomery, especially on 270 leading into the beltway. >> i'm not happy to be here. >> reporter: susan gallagher is sick and tired of snow in montgomery county. >> i'm just worried about the safety of getting around. and my husband having to get to work in the morning. >> salt trucks in gaithersburg are preparing tonight.

the mix of rain and snow is expected to hit the d.c. area and possibly cause a traffic mess tomorrow morning and for tomorrow evening's commute. talk about bad timing. have you pretreated the roads thus far? >> the storm is predicted to start as rain. so the salt brian solution wouldn't be really effective in rain. because it will just dilute it. >> reporter: richard dorsey is the department of transportation chief in the county. >> the roads may be treacherous, but montgomery county is prepared to treat the roads as mother nature delivers. >> this is what crews are going to use to treat the roads tomorrow. i'm in one of montgomery county's largest salt domes. take a look. 17,000 tons of salt. enough to fill half a football field at 30 feet high. but what about schools, closures, delays? montgomery county school officials tell me they'll make the decision by 5:00 tomorrow morning. >> we're doing assessment now whether schools will be open or closed tomorrow or delayed. if there are a lot of factors

administration is also suspending its mobility service for people with disabilities until at least noon tomorrow. and you can get the latest forecast when you wake up with chuck bell and traffic conditions with first 4 traffic's melissa mollet, all on news4 today starting at 4:26. new reaction tonight to the horrifying allegations of child pornography recorded at a local elementary school. police say they're looking for more victims, but they've already found several videos of children as young as 9. police say all of them orchestrated by 22-year-old deonte carraway. news4's jackie bensen is at sylvania woods elementary in glenarden, just one of the places where caraway had access to children. jackie? >> reporter: doreen, even the court documents in this case are so graphic, so sickening, we can't even show them on tv. >> we are concerned that other people may be involved. we are concerned that children may be touched by this.

>> reporter: interim police chief said that as the magnitude of the evidence against 22-year-old deonte carraway became clear, getting him behind bars was urgent to protect the community. carraway, a volunteer near his home in glenarden is charged with making some 40 pornographic video, some of which according to court documents he recorded during school hours in the rest room. court documents claim he is seen molesting a child in one video. police say in the others he can be heard directing the victim. it came to light just last thursday when the uncle of a 9-year-old saw a zurich image on his nephew's phone. >> they saw a nude photo on a child's phone on the application kik. and the student advised they forwarded the image to mr. carraway. >> reporter: the case quickly grew to 10 victims, ages 9 to 13. carraway worked with a community choir that rehearsed at the

glenarden community center and was involved in activities at the aquatic center across the street. reaction there was one of shock and sadness for the children and their families. >> people always say i can't believe something like this in my neighborhood. but these things always happen there is always somebody who you would not expect it to be. >> reporter: this case is within of the worst of its type in this area in recent memory. police say the investigation could take months. carraway remains jailed on a $1 million bond. live in prince george's county, jackie bensen, news4. back to you. >> thank you, jackie. just last week we reported about the growing dangers of anonymous social media apps like kik and yik yak. they are popular among predators and parents need to be aware if their children are using the app. >> monitoring their cell phone and what apps they download with. you have to have that courageous conversation with your kids. you to talk to them and find out what is going on in their lives,

who they're talking to. >> many of the apps say they aren't for preteens, but there is nothing to stop preteens from using them. we have a parents' guide to kik and other anonymous apps online right now. you can check it out at our website or the nbc washington app and search kik, k-i-k. one year since the death of a fairfax county jail inmate. several activists groups organized this vigil tonight for natasha mckenna. she died in february after being tasered by sheriff's deputies at the jail. mckenna was being treated for schizophrenia. the deputies say she was being combative while they were trying to transfer her. the commonwealth ruled the death an accident. tasers are now banned inside the jail. a maryland man facing charges for biting off the tip of a woman's finger. anne arundel county police arrested 26-year-old justin brown on sunday. a woman called police after the assault. she says she was trying to break

up a fight. she says brown bit her left ring finger. brown is facing assault and disorderly conduct charges. he was released after posting bond. it's been maligned as too big and too old. former d.c. mayor vincent gray wanted to close it tomorrow. mayor muriel bowser announced how she will close the d.c. general homeless shelter. the mayor is expected to detail a plan to replace the shelter with smaller short-term facilities across the district. she'll outline locations for those facilities and announce a measure to shutter d.c. general. hundreds of people continue to rely on the shelter for housing, especially during these winter months. snow is still falling across parts of massachusetts. and there is a real danger of flooding.

the winds especially have caused a lot of problems in some areas where there are more downed trees and power lines. some of the waves are swamped roads at the coast and made it impossible to pass. in other areas inland it was the bitter cold temperatures bringing freezing rain and snow. transportation officials have lowered the speed limit of 40 miles per hour on one stretch of the massachusetts turnpike. more than 150 flights in and out of boston were canceled today, with more delays likely on tuesday. at the live desk, i'm chris lawrence. the latest information just in. i'll let you know what it means to your tuesday, plus what is coming in next. want a break from thinking about all the snow? how about a trip to rio? ♪ wendy reiger takes us for an upclose look at the olympic village there. the problems it's still facing and how it's already preparing for life after the games. and that mystery spill on the potomac. what testress vealed about the oil that is still coating and

officials are starting to learn more about that oil slick on the potomac just north of reagan national airport. the first test results came back today, and the substance apparently contains fuel oil it's still not clear where it came from. since it was first reported a week ago, state and local agencies have been working to contain it, clean it up, and rescue wildlife in the area. so far more than 30 oil covered canada geese have been rescued and taken to a facility in delaware for decontamination. one of them has died.

mark your calendars. six months from today, nbc takes you down to rio de janeiro. that's when 10,000 athletes and two million spectators from all over the world head to its sunny coastline to celebrate the olympic games. our own wendy reiger went down to rio to soak in all the city is doing now to get ready. >> reporter: start swaying your hips because rio is not about standing still. and since it was anointed with the 2016 summer games seven years ago, it has been in motion, preparing for its close-up. >> it's going to be a real party. it's going to be amazing atmosphere. >> reporter: the olympic park will sparkle like a carnivale karaoke when completed and a venue that allows it to live beyond thor? games. it's called nomadic architecture because it's designed to move on. they call this the future arena because it's about more than the olympics. after the games are done, this

lilg will become four different schools for the local community. the opening and closing ceremonies will be across town at the iconic stadium which hosted the 2014 world cup. beach volleyball and the samba that rocks carnivale will be the start and finish lines for the marathon. 150 kilometers of new transportation is being built to fer try two million spectators around this vast outstretching city. >> lots of things to do. lots of testing to be done. it's all going good so far. >> reporter: rio's biggest pr problem has been guanabara bay which absorbs raw sewage from the hillside slums and has islands of garbage that the olympic sailing teams are running into during practice. rio has been in rampant cleanup mode. he says it will not be a problem come august.

rio is adept at grand parties. it throws latin america's biggest carnivale every year, and the city is still the city's most popular tourist attraction. with christ the redeemer constantly blessing the residents below, rio exudes a confident rhythm that tells you it's all good. >> wow, spectacular scenery there. the torch will be lit 179 days from now. and wendy is helping us count down. look for her stories all week long on news4 and nbcwashington.com. >> can't wait. we got to get through the more winter weather around here first. >> and that's for sure. we're going to wake up tomorrow morning. and some of luis be seeing snow. some of us may see snow for a few hours tomorrow, and it may not do anything at all. it may not accumulate at all. we've seen that happen at the airport. we had one snow where it was six hours of snow at the airport. didn't accumulate at all because temperatures remained above freezing. i think that's what is going to

happen with this one. i am not impressed with this storm at all. that's good news for you if you didn't want a whole lot. let's show you what is going on right now at the airport. temperatures well above freezing. 39 degrees right now. close to 40. and we are still dealing with some light rain across the region. winds out of the southeast right now at 7 miles per hour. here is the advisories. again, winter weather advisory went into effect at 10:00 all the way through midnight tomorrow. that's a little bit late i think. but it's all good. around the d.c. metro area, prince george's, lower montgomery, and points to the west. now winter storm warning in effect for northern montgomery, howard county, towards indianapolis, the frederick, maryland and points to the north and east. this is the area that will see the most snow. will they hit the winter storm advisory criteria? maybe not. we have the snow now, already starting to see the changeover. d.c. the changeover comes around 1:00. here is snow going on right now. down around the leesburg area. back towards bluemont.

you'll see it towards mt. airy fairly soon and over towards jefferson county. especially along the blue ridge. any areas of elevation, you are going to start off with snow. but most of us seeing the rain changing over to snow. we'll continue to see that right on through the night tonight. take a look at the storm. it's very disorganized. actually, it's just a couple of pieces of energy here. you've got one piece of energy that is moving through right now. you've got this next piece of energy way back off to the west. this one is going to be moving our way. and i think right now the heaviest of this may stay just to the north. that's why the bulls-eye is up there around howard county, around columbia, maryland, around baltimore. and take a look at the numbers. we're so warm. 37 manassas. 36 in gaithersburg. now as the snow comes down, it will bring the temperatures down a little bit. but i think most areas remain buena vista freezing. because of that, i'm not expecting too many problems on the road. especially the main roads, unless we get some really heavy snow. that could happen with some banding that is developing. but here is the brand-new

computer model, 3:00 a.m. notice d.c. still dealing with the rain-snow line around the d.c. metro area with snow up to the north and east. buy early tomorrow morning, d.c., rain-snow line. south all rain. to the north it's all snow. frederick, hagerstown, back towards the leesburg and ashburn region. those are the areas that have the best chance for snow. again, more snow to the north during the late morning hours of d.c., maybe going back over to rain. and continuing to watch this play out during the day tomorrow. so new snowfall map. what are we expecting? i've lowered it down to one to two. i think that's extremely generous for areas like d.c. maybe downtown not getting much at all out of this. i'm not expecting much there. fairfax maybe an inch, 2a at the very most. 2 to 5 towards frederick, mt. airy, columbia. would not be surprised to see some areas a little above this but they would be few and far between. not a lot going on tomorrow. an impact forecast on the
