flowers, lights candles to honor the justice. and that's where we find derrick ward this morning. a tough morning no question. >> reporter: well, indeed it is. it's a cold morning and when you take a look at this iconic shot of the supreme court stairs, so many decisions roll down off those stairs. the flag has been lowered and there are 234r0are flowers ther. it all started with an outpouring and vigil last night. of course as we've been hearing, 79-year-old justice scalia's death comes as a shock and there was that immediate outpouring of grief. and he judged from the originalist perspective, that's where one seeks to put one self in the mind of the original framers of the constitution when they made decisions. an he made a strong impression on the face of this court. he was known to have banter and a lot of

back and forth. and he also off the wench is known to wade right into controversy, as well. but now as we've been hearing, the focus changes and put as whole new weight on this presidential race because we don't know if the current president will appoint a replacement or if it will be the next president. so new perspective, but of course there is the drought p r outpouring of grief. derrick ward, news 4. we're working to learn the name of the man found dead inside a prince george's county home. someone called police to do a welfare check and when officers got to the home on armstrong lane, they found the man had been shot to death. police have not identified any suspects in his death. >> we're learning more about victims in the child abuse and pornography case involving a prince george's county teacher's aide.

police confirm there are 16 alleged victims. and they say a child was victimized at the lutheran church in bowie. deonte carraway is charged. the incidents happened at judge sylvania woods elementary school. we have much more on this case in our nbc washington app, including a statement from the carraway family. a maryland lawmaker wants to prevent tragedies like the one involving a mom and her little girl both killed in prince george's county. state senator muse says he will sponsor a domestic violence bill named after neshante davis and her daughter chloe. both shot to death in ft. washington. police say the little girl's father admitted to killing them after some sort of dispute over child support payments. muse we should tell you is the husband of pat lawson muse. we've been telling you it's dangerously cold out and you don't want to be outdoors for two long. tom is tracking a big change that could lead on so a megs city monday morning commute. two o

just days after rough seas made a cruise ship turn around, the luxury line sr is setting o again. 30-foot waves pounded the boat. anthem of the seas was damaged, but the ship has been cleared to set sale again. the ship was cleared by royal caribbean and the coast guard. two louisiana police officers and suspect injured during a shoot-out early saturday morning. list say t police say they were responding to reports of a man damaging property at an apartment complex in baton rouge. they say the suspect took off and led police on a two mile chase.suspect eventually stopped and got out of his

washington, near by suburbs. and then the purple zone, that is a winter wth advisory. the pink area is where we'll late tonight after midnight, wintry mix monday afternoon. 1 to 4 inches of snow much of the region and then a quarter of an inch of ice many locations to our north and west. on top of that snow. right now we're into the teens much of the region. and this is about 25 degrees warmer than it is in boston. boston 9 below zero this morning. their coldest temperature since 1957 there. we're on the edge of that very cold air mass. we're on the southern side of it. and a little bit of a breeze still with us, so windchills are in the single digits to near zero. but those winds will be settling down during the afternoon. there is the skrejefferson memo lit up by the february sun. it is a weather alert day because of the very cold weather. we'll stay just they're 20 degrees by noontime and then briefly touch low to mid-20s around 3 ouk and then holding

steady in the low 20s 6:00 to 9:00 p.m. as clouds close in in advance of a storm system that don't have any new near us now, but that system is way out here in the midwest. light snow in kentucky and then a break, a line of snow along the mississippi river up in to iowa, that main upper level disturbance coming just to our north and it will be close enough to tap a little bit of moisture and bring snow in. here is the hour by hour timing. snow arrives right into the metro area about 1:00 in the morning. maybe away 11:00 or so this evening in the shenandoah valley. and then it may snow lightly during the morning rush shower and then later in the morning by 9:00, 10:00 or so, more snow moves in and then it continues to snow much of the region all the way into around 4:00 or so in the afternoon. ed a then rain moves in after that around 6:00. then all rain and it gets slushy. but along the 95 corridor in the dark blue zone, 2 to 4 inches of

the mid teens. north and west, low to mid teens, as well. but it is climbing. 240r7k we we this morning we were sub 10 degrees in the metro area. so it's warmed bup about 10 degrees since then. winds have died down, but still gusting to around 15 miles per hour. and the windchills are in the subzero zone authorinorth and w us. snow likely in the morning and change to go a wintry mix in the afternoon. and then rain monday night into tuesday. i'll sort out the timing coming up. 9:32. and the nation remembering supreme court justice antonin scalia this morning. he passed away yesterday while on a trip in west texas.

>> pete williams is joining us. i'm curious, because you get a seat that a lot of don't court in action. what stands out to you about justice scalia? >> i think this still hard to believe because he's been the longest serving supreme court justice and he was a larger than life figure. he was an active member of the oral argument team, he was right in there oftentimes cracking jokes that would have the rest of the courtroom laughing along with him. also very vivid opinion writer. his opinions were so readable. his majority opinions and dissents which could get pretty personal and vitret rerevitreal. he was appear this debates and one of his closest friends was ruth bader ginsburg.

>> is it fair to say there is no other justice whose replacement would be i guess more profoundly fae court will take? >> two questions there. it's hard to predict what effect his replacement would have. and now, most supreme court decisions are not closely divided. they're not 5-4 decisions. but they tend to be 5-4 on the big cases. and we have a lot of controversial issues left. so now with eight justices, it raises the possibility of a 4-4 tie and if there is a tie, that means supreme court discussion in essence doesn't count. it leaves the lower court ruling standing. so as a practical matter, it would be bad news for the administration. lower courts have put the immigration policy, president's policy to let up to 5 million people here stay. that has been put on hold. and you have abortion restriction in texas was upheld by the lower courts.

if there is a tied vote, that would say. public sector unions would have a victor because they lower courts. so those are some of the issues that are now really uncertain. >> what about the impact of the mcdonnell case. >> that's a very good question because in fact justice scalia was one of the skeptics on the court about how far the government can go this prosecuting people for in essence fraud or corruption in office. he's written opinions that narrowed the reach of some of those statutes. so i think this may not be good news for the former governor. >> interesting to see. >> pete, thank you for so much to taking the time to stop in. and we know you will be joining chuck todd on "meet the press." and justice scalia leaves behind his wife and nine children. they have deep roots in northern virginia. >> that's right. his son is actually a catholic

standstill for hour. the effort to get this huge wreck off cleaned up right now interstate 78 outside harrisburg, pennsylvania is still shut down after a massive 50 car crash. take a look at some of these pictures of the cars and the trailers. the crash happened yesterday morning. police say that a fast moving

snow squall moved through the area. this caused a lot of problems, a huge pileup. three people have died, some first responders had to wa le t victims. the road will be closed until towing crews can remove the cars. >> we saw temperatures earlier this morning single digits in some areas but you're saying the windchill is what will get you. >> even though the winds will be blowing 5 to 10 miles per hour, it's enough to really drop the windchills down to the low single digits to around zero. like we said, kind of deceptive when we look at our cameras and see blue sky and we see sunshine pouring down. it is deceptive, still quite cold. and we do have several watches and warning areas on this storm team 4 map. the area in pink, that is the zone west of the 95 corridor

that may get most of the snow. the blue area closer to washington of 95, that is a winter storm watch. and the purple zone is an advisory for lower amounts. there still might be up to an inch or so, but the wintry mix will be a bit of a problem on monday as the snow will change over to sleet and freezing rain that may add on top of the snow ice. and then rain moves on in. so temperatures have warned nicely, 10 to 15 degrees from where we were earlier this morning. it's into the teens just about everywhere. windchills are generally around 5 to 5, 10 degrees or so as wind is diminishing. deceptive blue sky. hour by hour forecast on this weather alert day staying cold through the day, highs only reaching low to mid-20s

midafternoon, clouds close this overnight tonight through the evening hours i through the evening. so no travel problems weather-wise anywhere around the vicinity or our region here the day today and into tonight. right now storm team 4 radar not showing any snow here. there is snow it eastern kentucky and that is coming our way here tracking on in. and the timing on that is around 10:00, 11:00 tonight, it mos in the shenandoah valley. 1:00 a.m. monday, it moves in to the northern suburb. by dawn monday, it may break up a bit, but then later in the morning on monday, snow starts to fill this this again and continues to snow all the way until 3:00, 4:00. and then here comes the leading edge of rain changing that snow to some sleet and icing in the pink zone. that is by 6:00 p.m. north and west of us. the green zone all rain. that will be rain into the metro area between 6:00 to 9:00 p.m.

more than. stays rain all the way monday night into leaving before then that snow 2 to 4 inches west of the 95 cory door in the dark blue zone and lighter blue zone, washington, southern eastern suburb, height get an inch. so problem for the morning commute tomorrow and then the afternoon commute getting slushy on monday with temperatures in the mid-30s and the rain will be melting the snow. the rain ends tuesday afternoon in to the mid-50s by then and then end of the week, a bit kill chiller, but next saturday, hey get to near 60 degrees. two local chefs are fighting for the coveted title in top chef. and some say chef marjorie and kwame are our local favorites.

use the electric chair is being considered in the commonwealth of virginia. that chair would be used in cases when lethal injection drugs are not available. as the "washington post" reports, it is a measure that might be needed to put an inmate to death just next month. the legislation has passed the virginia house of delegates, but it still has to clear the senate. a suspect arrested in a hotel stabbing. the man stabbed his girlfriend and her two children to death. u.s. marshals and nypd detectives searched for michael sikes for four days and he's now charged with murder. he killed his girlfriend, their four month old daughter and her one-year-old half sister. and he also stabbed a 2-year-old who is in critical but stable condition. new this morning, an atv goes plunging in to an icy lake in michigan. one person has died. michigan state police said four people were in that vehicle or
