news4. and our crews have been traveling all over the area. >> from the accidents on the roads to the delays at the airports, we have every angle covered. the threat right now, freezing rain. this is a live look at the conditions in burke, virginia, from our storm team4 x 4. let's start with doug to tell us what we can expect. >> well, what we can expect right now, guys, is that freezing rain to come through, and anything that is out there is freezing across the area. the sun is now down. the sun, even though temperatures were in the mid-20s all day, the sun was able to help to melt the road surfaces but now we're seeing a lot of accidents being reported. this is how much snow we saw, a lot less through the north, inch and a half to the north of frederick, four inches in parts of montgomery county, bethesda, in towards d.c. up to nine inches though down to the south. down toward southern maryland, fredericksburg, spotsylvania county, 8 to 9 inches. that's where the bull's-eye was. the snow is out of here for the most part. still some snow along i-81,

hagerstown to winchester and martinsburg. in the d.c. metro area it's just areas of freezing rain. not a lot. most of it is on the light side and that will continue. a lot of drizzle across the too, and that's going to be the case through the night tonight. anything that does fall though will fall as rain and then freeze on contact. that's what freezing rain is, and that's why we still have that winter storm warning in effect for everybody here in the pink. winter weather advisory including montgomery county, howard county, and arn arundel county. we're going to be talking about delays. we already have school cancellations. the next part of this storm, guys, we get another batch of kind of severe weather early tomorrow morning. we'll break that down for you as well in just a minute. >> all right. thanks, doug. there was enough snow in southern maryland today to do anything from snowboarding to snow blowing. now some of the counties that have already blown through their snow budgets are hoping that mother nature will clear the snow so they don't have to. bureau chief tracee wilkins

this. tracee? >> reporter: hey, jim. we've seen it all today. what we're seeing right now is what started as rain, drizzle, a little sleet, has turned into freezing rain. just walking in this parking lot i was slipping and sliding. the roads are very drangerous. in prince george's the additional snow means additional money being spent for a county already some $5 million over its $1.8 million snow budget. >> there's really no dollar amount you can put on actually trying to ensure that the roadways are safe for the citizens. >> reporter: some drivers had problems on the roads when the snow first started. >> coming up the road and locked the brakes in and slid into the back of a district police officer. >> reporter: luckily, no one was hurt in this minor fender bender on branch avenue involving a pentagon police officer's cruiser. the officer was helping another vehicle when it happened. >> he wasn't in the car luckily when it hit him so he's good

but it will do. >> reporter: in residential areas, folks were already out with the shovels. >> i used to enjoy it as a kid, but now -- >> reporter: how would you describe it? is it heavy, is it light? how would you describe it? >> heavy. >> reporter: folks driving from southern maryland into charles county say so far so good on the primary roads. you came from solomon's island. how is it looking? >> the main roads are fine. slushy, wet, but for the most part the crews have done a great job of keeping them shoulder to shoulder, and it really wasn't that bad of a ride. >> reporter: while some are enjoying the snow totals in clinton, the prince george's department of public works is hoping overnight weather will clear residential streets before they have to. >> we're expecting all rain, so this will be hopefully a quick-moving storm after tonight. >> reporter: you're taking a look at the slick roads here, the freezing rain, and what it's looking like on roadways, and

this, but with all of the rain washing away that salt, they're really going to need time to take care of this. be careful if you're going out. i'm tracee wilkins. back to you in the studio. >> lots of challenges out there. a lighter snow and lots of plows helped vdot crews get a handle on the situation pretty quickly. now they're gearing up for what is coming next. bureau chief julie carey is in south riding, virginia, where conditions keep changing. julie, what's happening there now? >> reporter: they sure do. we're getting a momentary reprieve, but ten minutes ago the rain was really coming down. i just checked in with -- it's a shoveling assembly line outside the sterling business and there's a reason they're scooping off the entire parking lot instead of plowing it. >> the plow broke the last snow. >> reporter: there's also a reason rick isn't wearing a coat or a

here you're warm shoveling. >> reporter: breaking a sweat anyway? >> yeah. >> reporter: and you know what the top of your head looks like. no hats either? >> probably snow on it. >> reporter: just down the street at tart lumber, the snow supplies are ready but customers clearly heeding the warnings to stay at home. >> the last storm we sold hundreds of shovels, everybody was in here buying it but this storm everyone is staying off the roads and they're hunkered down for the holiday. >> reporter: today's three to four inches of snow that fell in most parts of the loudoun and fairfax county initially led to slippery conditions. this was the jaftermath of an accident. it appears one suv slid into the back of the other. both had to be towed away. but plows were everywhere, and soon began to scrape down to the pavement. on the main roads and even in the subdivisions. this plow driver had been at it

around 2:00, but he was glad to see yet another snowfall because for him snow equals money. >> i actually like it. i don't mind the snow. so it's money. money for me. >> reporter: back live now in south riding. i started to tell you i checked in with vdot and they tell me they are starting to see some icing in loudoun county and we can attest to that. we did a little experiment. i did left my umbrella out at the end of my live report at 5:00 and look what happened to the rain that fell on it since then. it's all turned to ice. this is heavy in my hand right now. now, consequently because of this icing, vdot is starting to shift away from the plowing. there are still a few plows in subdivisions for for the most part they're getting back on the roads and treating them again in case the ice does start to develop. their most important warning tonight, don't assume roads like this one that are wet right now are going to be that way in the morning. reporting live from south riding, i'm julie carey. back to you now in the

thanks, julie. it's shaping up to be a messy and long rush hour tomorrow morning. work continues tonight to get d.c.'s roads safe in spite of the snow and the ice now. drivers are not the only ones who may have something to worry about. mark segraves is in north d.c. with that part of the story. mark? >> reporter: hey, jim. you know, it's been raining in northeast d.c. for about 45 minutes. you can see behind me the rain roads like north capitol, pretty clear. walk over here and you can see the sidewalks. that's where we're going to have a big problem tomorrow morning. >> encouraging residents to be friendly and neighborly and clear their sidewalks and if there's a disabled resident or an elderly resident close to them, to help their neighbor. >> reporter: mayor bowser is not enforcing the requirement that residents clear their sidewalks, and no emergency was declared, so there are no parking restrictions like there was

that big storm had melted away before this storm. and of course at rfk stadium, there's still reminders of the last snowstorm. during that last snowstorm, residents went days without their trash being picked up. >> we slid back a day because of the holiday, and so we're on schedule to start trash and recycling collection tomorrow as we scheduled. >> reporter: now, the district is asking for volunteers to help clear off sidewalks for elderly and disabled residents, and if you know someone who needs their sidewalk clear, you can call 311 to either volunteer or get that person some help. doreen, back to you in the studio. >> all right, mark segraves in northeast d.c. thank you, mark. the snow has not had a major impact on metrorail service so far today. trains are running on a saturday schedule because of the holiday. metrobuses are operating on a severe snow plan though because of the slick roads. that means se

major corridors only. this weather is having an impact on air travel. it certainly did earlier. we just checked and most flights at our three airports are back to running on time now, but you can expect to be delayed if you're heading to philly or new york. in other words, north. according to flight aware, about 150 flights out of national were canceled, bwi marshall and dulles have also seen cancellations and delays but not as many. most of the main roads have been plowed and just look wet at the moment, but there could be some icy spots out there as the temperatures drop. transportation reporter adam tuss continues our team coverage. he is out in the storm team4 x 4 tracking conditions in fairfax county. last time we saw you, you were in burke. where are you now? >> reporter: well, we haven't gotten much farther, doreen, and it's because that in the last hour things have really changed out here. want to show you what the conditions are like back in the neighborhoods now. we passed a couple of accident

on the roads, but back in here everything is now starting to turn to ice, and, of course, that is a big problem. we had a lot of rain come through here and freezing rain. it was falling as rain, but then when it hits the ground, it freezes to the road. it rains and then stickso the ground, and that's sure what is happening here in this back subdivision in burke. now, the storm team4 x 4, the truck we're in, it handles all sorts of weather conditions really well. i mean, we were out in that blizzard with no problem. on this ice, it's having a little bit of trouble getting up and downhills. so you got to take it really carefully in these kinds of areas. so in just the last area, we have seen a definite change in road conditions whereas earlier it was mainly wet and the chemical the road crews had put down was really working. now we have an icy sheen sticking to the roads in these neighborhoods and possibly on the main roads. we'll look at some of the highways and secondary roads to s

losing our fundamental rights in this country. >> reporter: but not everyone is comfortable with this fight. >> scalia dies and one second after he's dead they're already starting to fight about politics. >> reporter: politics, but both sides agree on the stakes, a seat that could determine the high court's direction for decades to come. and republicans could be left with a tough choice here, either vote or leave the court in limbo for a year and hope voters don't hold it against them. vance, back to you. >> thanks, brian. the chief prosecutor in manhattan is not commenting right now on the new investigation of former governor ellioiot spitzer. the former governor has not been charged. sources familiar with the investigation tell nbc news that on saturday night spitzer and a woman in her mid-20s got a rom l at the plaza hotel. the woman accused spitzer of choking her during an argument. somehow or another she'id

wounds were not life threatening and the woman later caught a flight back to russia. a spokesperson for spitzer says the allegations against him are not true. back in 2008 spitzer resigned from the governor's office during a prostitution scandal. one of his alleged trysts took place at the mayflower hotel here in washington. back to our top story tonight, our weather, and there is a lot of concern about icing on snow-covered roadways. >> we have team coverage right now. doug and lauryn both. doug, what, what, what? what's going on out there now? >> just another weather alert day here, vance. we've seen a lot of them over the past couple days and right now the big concern is the icing. we are really seeing a lot of problems now. this is really becoming a major, major issue tonight. thank goodness most of us -- actually most of the roads were fairly clear today as many because of presidents day were offor

we have rain continuing to fall. it's freezing rain. hits the surface and it freezes. temperatures at 29 degrees right now. take a look at the -- what's going on here. we have snow in hagertown, back to portions of west virginia. take a look at the storm team4 x 4 just off the screen right there. you can soo he that trav-- see traveling through northern virginia. adam tuss talking about what happened in the last hour once the sun went down. everything went back to ice. show you what's going on in the d.c. metro area because it is coming down. you can see that freezing rain across our region. lauryn ricketts right here, right around our station just outside on the storm team4 weather deck, and lauryn, you just mentioned just since you went out over the last half hour, it's gotten a lot worse. >> this is what we use to cover up our monitor. this is just a thing i took off. look at the ice. you can see it sticking out right here. this is what's happened in the last 30 minutes. right there. so that is what we're dealing with. it is raining now hard here in northwest washington as doug just pointed out. re

on contact and freezing immediately. again, i just took -- i was fine about 30 minutes ago and i walked out and it is so slick. so tonight areas of ice and slick spots. there are spinouts everywhere and that was about an hour ago. so please be careful. we're also going to have a few slick spots tomorrow morning north and west of d.c. in the sheltered valleys but also a threat of heavy rain. tomorrow afternoon going to be a lot better but we're already starting to see school delays. i'm tired of it. when do we have better weather on the way? that's what i want to know. >> we know what's coming. thank goodness for that. the next 24 hours and really the next 12 to 15 hours are going to be a real problem. right now we've got the freezing rain. actually starting to see it expand again in coverage. watch out. the roads really starting to get bad. here is the freezing rain making its way all the way down i-95 to raleigh and here is the next storm for tomorrow. it pivots, rotates around and brings the moisture up towards our area.

rain overnight, we also have a flood watch in effect for tomorrow for upwards of an inch to an inch and a half of rain. here are the current temperatures. we have rain falling, 29 degrees in d.c. 27 gaithersburg. 26 in cull pupper. look at martinsburg, only 25. we're going to see this freezing rain for a while. we've come up a degree for two over the last hour and temperatures will continue to rise. watch what happens. a lot of the area under freezing rain between now and say, 10:00, 11:00 is the area i'm most concerned through. let's take it through midnight. you can still see the freezing rain around midnight and then changing over to plain rain as the temperatures start to rise and things start to melt. by tomorrow morning, still dealing with problems but watch what happens. 9:00 a.m., heavy rain back to the west and then very heavy rain around 10:00, 11:00 tomorrow morning. that could lead to some flooding. that's why we have flood watches in effect. guys, again, 12 to 15 hours left and then things are going to get a lot better.

we're taking a look at washington harbor, national harbor. you see the ferris wheel. it does not appear to be moving in these extreme weather conditions but it does make for a pretty scene. >> probably a good idea not to be moving. >> i wouldn't want to be on that ferris wheel right now. despite the storm today, people did flock to the lincoln memorial in honor of this presidents day. >> but it wasn't just another holiday.

rubenstein was there. the park service announced his $18 million gift to help restore that memorial. tom sherwood has our report. >> reporter: tourists in the snow at the lincoln memorial. one jogger unseasonably jogging by. but philanthropist david rubenstein was under the memorial describing the giant pylons holding it up. >> and because it was march, they had to build these pylons into the bedrock, and that was the only way they could make certain the lincoln memorial wouldn't sink. >> reporter: the $18 million gift will help give old abe a decent bath to restore marble panels, to replace the roof. and create a much larger education center for visiting tourists. >> 7 million people a year come. that's quite a few. >> reporter: but why the lincoln memorial? >> he made certain that the scourge of slavery was ended

there for motorists as freezing rain moves into the area. i'm adam tuss in the storm team4 x 4 driving around monitoring the conditions as they change in real time. >> reporter: and showcasing your patriotism this presidents day with the pat collins snow stick challenge. news4 at 6:30 starts now. as noted, snow is gone, freezing rain in. as anybody can tell you, that makes it awfully dicey to be on the roads. doug, is this going to last all night? >> it is going to last most of the night at least for the next six hours around the d.c. metro area. back to the west where the cold air will stay a little longer, it will most likely last into early tomorrow morning. i think by 7:00, 8:00 tomorrow morning we should be well above freezing in most of the area, but, again, the next few hours are going to be a big problem. take a look right along i-95 here around the beltway, right on down towards waldorf, along 301, king

fredericksburg. seeing that freezing rain back to the west, too. still snow in hagerstown but most of the area seeing the freezing rain. we have this little batch coming through right now and then you have a bigger watch just around the roanoke area. that, too, moving our way. so overnight tonight, some big problems with ice. we're seeing a lot of accidents, a lot of slow going out there on the roads. so by midnight tonight, we're talking about up to a tenth of an inch of ice inside the d.c. metro area. back to the north and west, up to a quarter of an inch. quarter of an inch is significant icing. we'll be dealing with a lot of problems through early tomorrow morning. i'll show what you to expect as far as school closures, what to expect because it's not ice anymore tomorrow. then it's just heavy rain. we have a flood watch, too. we have a lot to talk about. i have the forecast for new a minute. >> a little bit of everything. thank you, doug. tonight you're being urged by doug and others to stay off the roads. if it's absolutely necessary for you to go out, officials say,

is actually ice. transportation reporter adam tuss is in fairfax right now. he's monitoring conditions in the storm team4 x 4. what are you seeing, adam? >> reporter: it's absolutely right, doreen. don't come out here unless you absolutely need to. with the temperatures hovering around freezing, anything that's falling here is freezing when it hits the road. let's look out the windshield of the storm team4 x 4. you can see that sheen that's on the road. we've been going through pockets of rain, a little bit of rain has come down, then it's been heavier at times, and cars are adjusting to that speed and on the main roads and the secondary roads and the neighborhood roads. it's definitely gotten a little more slick out here over the last hour, hour and a half. we've seen a number of accidents. a couple of cars going into ditches. we've seen the police out here trying to assist people. so unless you absolutely need to be out tonight, laet the rain d its thing as the temperatures warm up and start to wash a lot of this away. we'll see if that has an

>> that was nothing but black. i'm just grateful and so thankful. >> a local company, d & a designs, provided all the furnishings and the decor for that home for free. first on 4 tonight, a private ambulance company is now taking applications for people interested in paramedic jobs in the district. that company, amr, was recently hired to do business in d.c. mayor muriel bowser says the service will help reduce delays in 911 responses and give d.c. firefighters and paramedics more time for much-needed training. amr will begin its service in the next 30 days responding to nonlife threatening 911 calls. they will pay the emts about $20 an hour. coming up tonight, a man found murdered. we'll tell what you we're learning about the victim's checkered past and

it's a peaceful scene, isn't it, in our front yard in northwest d.c. but it's kind of deceptive because it's getting icy out there. we've learned prince william county public schools will be closed tomorrow because of the snow and ice out there. the search for a man whose been missing, he lived in loudoun county, that search is now a murder investigation. his name is o osama el atara. his body was found in a pickup truck in upper marlboro. he had been shot. his family reported him missing last week. he's a former restaurant owner who was convicted in 2010 for scamming banks out of more than $50 million. but he served only four years of his sentence after working as an

in two high-profile cases. two harford county, maryland, deputies killed in the line of duty are being remembered. senior deputies patrick dailey and mark logsdon were shot in abingdon, maryland. a visitation is being held in joppa, maryland, tonight and tomorrow for deputy dailey. a visitation will be held thursday and friday for deputy logsdon. his funeral is set for saturday in bel air. next up, treacherous conditions on the road and in the air from that winter storm moving up the coast. i'm darcy spencer in montgomery county. will charges be filed in the crash that claimed the life of a university of maryland student yesterday afternoon?

news4 cameras were there as firefighters rushed to get a teenager out of a dodge viper today. it veered off the road and crashed into a wall in montgomery county. it happened over the weekend. tonight we're learning more about the teen who died in that crash. she was a student at the university of maryland. police are also revealing what led up to that crash on travilah road. a 21-year-old driver was behind the wheel. news4's darcy spencer talks to police about whether charges will be filed. >> reporter: this mangled metal was once a dodge viper sports car. police say the young driver lost control on travilah road in potomac sunday afternoon and slammed into a concrete barrier. his passenger, 18-year-old christina koutsoukos later tied from her injuries. police say the driver

charges. >> it could be a lot more serious than traffic charges. it depends what the nature of the investigation reveals, what the driver was doing at the time of the collision. >> reporter: the police are saying they believe that speed was a factor in this crash, but they're still trying to determine exactly how fast he was going. maria mckay was in her driveway when she witnessed the horrific crash. she called 911 and watched as rescuers worked for more than an hour to free koutsoukos from the wreckage. did you try to open the door? >> yeah, i tried to pull and it was -- it's impossible to open. >> reporter: mckay says the driver later crawled out through a window. police identified the driver as 22-year-old brandon bussard. he was taken to the hospital and is expected to survive. the loss of christina koutsoukos brought outpourings of grief on social media. residents on travilah road say drivers need to slow down. >> maybe speed bumps, maybe speed cameras would help he

it would be helpful. because we have many accidents happening. >> reporter: in gaithersburg, darcy spencer, news4. we are not the only ones who are coping with more winter weather. the same storm system brought snow to south carolina overnight -- north carolina. icy conditions led to slippery commutes, flight delays that are expected to continue through at least 8:00 tonight. >> and here at home, this is a look at conditions on the roads right now in fairfax. our storm team4 x 4 has been on the road all day. most of the main streets are clear, but there could be trouble on side streets that haven't been plowed yet, and, of course, the big concern right now and through the evening is with icing on the roadways. doug, where do we stand right now? sounds bad out there. >> it's really bad. and i think it's only going to get worse as we move through the next few hours. we have about a six-hour period right now between now and about

very bad before things start to improve. you can see that winter storm -- the winter storm continuing across the region and the freezing rain continuing. prince george's county seeing that rain. around charles county right down 301. some big issue there is. still seeing some snow back to the west but you can see what's happening also starting to see the changeover even up towards that region. look what's going on down here towards prince george's county as we move on through. a lot of this is freezing rain coming down now right along 301 around clinton, around waldorf, upper marlboro, back to bowie. we will continue to see this issue through the next few hours. it will be off and on. now, we do have a couple areas, here is one area coming through. look down to the south. that's another area. we could pick up a tenth of an inch, maybe a quarter of an inch of ice tonight. that's significant icing, and we will see a lot of problems on the roads. then we get to this guy. this is the big storm down to the south. we've already had tornadoes down to the south today and we're going to continue to watch as

we're not anticipating tornadoes or anything severe here, but i wouldn't be surprised to hear some thunder in our area from that storm. temperatures right now still in the 20s. 25 martinsburg, 27 gaithersburg. that's why the rain is falling. it's very warm aloft now. start to see that warmer air but still very cold at the surface. that's why the freezing rain is here. 9:00 tonight. notice, right around the i-95 corridor, northern virginia, most of maryland seeing that, even 10:30 continuing to see it. that's why i think this is going to be the hardest time here, and then right around 12:00 or 1:00 we start to see the rain moving on in. that will help, but i do expect for things to stay icy right on through the overnight hours and maybe even into early tomorrow morning. tomorrow morning a weather alert day, not just for ice but for rain tomorrow. high temperature of 54. very heavy rain early tomorrow morning between say 8:00 and 11:00. and then we can all breathe a little bit. 39 on thursday, 44 on friday, and then 60s saturday and sunday. 60s, finally.

his emotions get the best of him and he takes full responsibility for his actions this past weekend. the terps also fell a few spots in the ap poll this week. they're now ranked sixth overall dropping from number two. elsewhere in hockey, the capitals, they were back home practicing after a three-game road trip. the good news, brooks orpik inching closer to a return. the defenseman hasn't played since november 10th because of a lower body injury. he could suit up and play tomorrow night against the kings. the caps coming off a very tough loss on the road. carol maloney found out the guys were in a pretty good mood today. >> my snowblower is glassed up right now ready to go. >> true, but it broke down in the last storm. so it's not ready to go. it's gassed up but not ready to go. >> i cannot believe so the many fans came to watch caps practice. >> true. >> true. >> in a blizzard. >> true.
