first at 4, some big developments in a long-awaited transportation project. we just learned that the d.c. streetcar is going to start running on h street in northeast next saturday. mayor muriel bowser announced the district will launch the street cars on the morning of february 27th with a grand opening ceremony at 13th and h streets. the project cost $200 million and between the safety and equipment problems, it's been delayed for years. cars will run along h street from union station to benning road. no word yet on the cost to ride, but at first it's going to be free. our streets are plagued with potholes and we know you've been swerving all over the place to avoid them. >> it's like an obstacle course out there. tom sherwood joining us from rock creek park talking with the park service about their effort to patch those potholes. tom? >> reporter: guys, this is the season for potholes and they're bad all around the region, including rock creek park.

now, park service crews here are working around the clock to repair hundreds of potholes on beach drive. it's more than six miles long. it carries 12 million vehicles a year. the park service wants you to be alert and cautious. >> potholes are going to develop. they're going to grow, but we're out every day. the potholes behind us were just repaired. we hit them yesterday. we hit them again today. >> reporter: now, potholes are a problem every day, but coming up on news4 at 5:00 and 6:00, we'll tell you how this beach drive is going to be a commuting problem for years to come. i'm tom sherwood in rock creek park. erika, back to you. >> thanks, tom. we want to show you a live look from our storm team4 x 4 out on pothole patrol. we are at 6th street in northwest trying to help you avoid and report some of the potholes. you can tweet us

and follow along to see where drivers are running into trouble. the evening commute will be a lot smoother on macarthur boulevard. a pipe burst this morning and shut the street down for the entire morning rush. drivers had to turn around near reservoir road. that pipe is more than 100 years old. first at 4, there has been a lot of reaction to what pope francis said on a flight home from mexico. he said women in certain countries could use contraception to avoid getting the zika virus and passing it along to their babies. he also answered questions about donald trump's immigration views. he says anyone who wants to build a wall along the border with mexico is, quote, not a christian. today trump responded at a rally in south carolina. >> for a religious leader to question a person's faith is

disgraceful. if and when the vatican is attacked by isis, which as everyone knows is isis' ultimate trophy, i can promise you that the pope would have only wished and prayed that donald trump would have been president. >> on the campaign trail, democratic candidates are working to win over minority voters before this saturday's caucus in nevada. bernie sanders met with some civil rights leaders at the national urban league right here in d.c. he says he understands the struggles of the african-american community and it's, quote, unacceptable that 35% of black children are in poverty. hillary clinton has been complaining on the south side of chicago where she's talking about police violence. tonight clinton and sanders will face off at a town hall in las vegas that will hair on msnbc. president barack obama tweeted today about his upcoming trip to cuba. the president announced he will be taking a trip in march. he would be the first sitting u.s. president to visit cuba in

the president says even though relations have thawed, there are some differences still. nbc's brian moore will look at some of the agenda on the president's historic trip in about ten minutes. jackie bensen is on her way to breaking news in the district. two people are dead after a shooting in northeast. this happened just before 1:00 this afternoon on 58th street. that's not far from the d.c./maryland line. both men were found shot in a home there. police do have a description of a person who was seen running from that scene. as soon as jackie gathers more information, we'll bring that to you live. demolition day in the district where crews are about to start tearing down buildings to make way for a new sports complex. >> this is on the former st. elizabeth's campus. the sports complex is just one part of a much bigger plan to redevelop that whole area. >> mark segraves is live at st. elizabeth's with more of the details. what are you hearing, mark? >> reporter: behind me is buil

facility, and soon not just any crew, the mayor, mayor muriel bowser will jump into that hydraulic excavator, and she will begin the demolition herself tearing down this building, making way for a new training facility for the washington wizards. it's a $56 million project that hopes to be open by 2018. it will not only play home to the training facility for the wizards but the home games for the women's team, the washington mystics. meanwhile, a bigger project on this property. you can take a look now behind me and see a lot of these old historic buildings still here on the campus of st. elizabeth's here east campus. those buildings will be made into residential and mixed use. again, they're to come online in 2018. coming up at 5:00, we'll take you inside building 119 and we'll introduce to you a local guy who is going to help with the construction. chris, back to you. >> thanks a lot, mark. storm team4 is tracking

d.c. police have arrested two people connected to shooting that toddler inside a barbershop. the two men are terrance atchinson and barry ploomfield. they're looking for a third suspect but here is a look at his picture. his name is anthony chambers. the toddler and his dad were

in wrenn's barbershop. both of them did survive. i'm tracee wilkins in glan arden. tonight the prince george's county school board will review a number of policies after volunteer here at this elementary school was charged with a number of counts involving child pornography and sexual child abuse. this all stems from deonte carraway who was a volunteer at the judge woods elementary school in glenarden. he's accused of sexually molesting children at this school and multiple other locations as well. so far 17 victims have been identified. one school board member tells us after hearing about the charges, it was important to him that the board immediately review its policies on hiring volunteers to work within the school system, background searches, and it's policies for rompingeporting ab within

becoming the first sitting president to visit these streets in 88 years. he's hoping to open a diplomatic door that can't be closed. >> our objective here is to do as much as we can with the time we have remaining to make this an inrevirsable policy and the indications to date are the american people support that. >> reporter: on the streets of miami, reaction was mixed. >> he needs to push on human rights and i think this is a great opportunity to do that. >> i don't know if him actually going to cuba is going to fix anything. >> reporter: well, the president will travel with lawmakers from both parties. these members of florida's cuban-american delegation are fiercely opposed. >> it's not a surprise he's going to cuba. it's not a surprise that he's going to go bow down to an anti-american terrorist. >> reporter: cuban-americans ted cruz and marco rubio both criticized the president's call. >> my problem is it asks nothing of the cuban government. they're as repressive today as they have ever been. >> in addition to sitting down

on transportation and the environment. the committee heard from people about what the did he got right and what could be improved. one person talked about their experience during the blizzard, about when a business plowed its parking lot leaving a giant pile of snow on the sidewalk. >> fortunately, the bid came out and shoveled a way through the sidewalks so the kids didn't need to walk on the streets. that's a perfect example of where a citation might have done some good. >> one person who testified suggested that the district government help clear sidewalks as well as the streets. committee members also talked about compiling a list of trouble spots for snow removal ahead of the next storm. boy, oh, boy, i have just been looking at the picture behind us all afternoon. it is a gorgeous day, doug. >> it really is, guys. plenty of blue skies. it really is just picture perfect across the area. a little bit on the cool sid

yeah, that's true. temperatures though only in the mid to upper 30s across much of the region. some locations in the 40s but with the sun, it helped a little bit. take a look outside right now and show you that picture from our city cam looking across the beautiful city right here of washington, d.c., looking out towards the potomac. it almost looks summery. you can see the boats in the foregrou foreground. that doesn't look like summer at ough all, 39 degrees. by summer time we will flip these around and it will be 93 and we'll be like let's go back to cooler weather. 38 in patuxent river. a little bit of a breeze so we've had a windchill. storm team4 radar is clear. no rain or snow in the picture over the next couple days. what we have right now is clear around our region. you can even see the snow. look at the snow up here towards the mountains of west virginia right around ski liberty. you can see some snow on the mountain peaks there. back to the west we're watching another system. this system moving our way. this is a warm front. it's not going to have any moisture

our region but it's going to bring in a great weekend. now, tomorrow still going to be on the cool side and overnight tonight we'll start off rather cool tomorrow morning. down to 26 in the city. 20 in hagerstown. 22 in frederick. we'll see a refreeze again tonight and tomorrow morning will be chilly. tomorrow morning at the bus stop, it will be cold. temperature es around 27. tomorrow afternoon, more clouds, a temperature of 42. heads up, make sure you bundle up tomorrow. it willing one chilly day, and then we get to the next couple days. the impact tomorrow on the low side. weather will not have much of an impact on your day but what will is your next storm. very warm out ahead of the system. we have the jet stream moving to the north. we have a couple pieces of energy with the storm that don't even come ashore until sunday. there's one piece coming out of california. another one coming out of the pacific from canada. it travels all the way down towards our region. these two pieces meet and hi

crash. toyota says there's a possibility that in a severe frontal crash, the second row window seat belt could come into contact with a metal seat cushion frame. if that happens the belt could be cut and would not restrain passengers. toyota says it's received reports of two crashes, one in the united states and another in canada in which a rare seat belt had come apart. the recall now includes model year 2006 through 2012 rav4s and model year 2012 to 2014 rav4 ev models. they will be notifying all owners and adding resin covers onto the metal seat cushion frames at no cost to the drives. susan hogan, news4. well, you will soon have a chance to dress just like oprah. the mega media star is doing some spring cleaning, if you will. she's going to be having a closet sale on march 1st.

dresses, coats, shoes, and jewelry will be going up for auction on ebay. the bidding starts at 99 cents. all of the items come from her closet at harpo studios in chicago where she once recorded "the oprah winfrey show." the money raised will go to her foundation, the oprah winfrey leadership academy for girls. and you can get a look at rare and familiar flowers and plants from national parks around the country and you don't have to go very far. head down to the u.s. botanic garden in southwest d.c. the new exhibit opened today and showcases artwork from more than 70 artists. it includes the giant sequoia. if you haven't run over one of those big bumps in the road, you probably had to swerve around one. >> everybody has. those potholes are everywhere. we're going to show you which stretch of road some say is the worst in the entire area.

we finally know when d.c. street cars will open to the public. the grand opening ceremony is scheduled for next saturday, february 27th at 13th and h streets northeast. it will be free to riders at first. and we are on pothole patrol this afternoon. this is a live look from the storm team4 x 4 in northwest d.c. tracking down some of those painfully deep potholes. if you haven't hit one yet, you have likely had to swerve around them. they're pretty common following big swing in temperature and we have had them. molette green shows us some of the worst she's found and how drivers are managing. >> reporter: on some streets driving is more like being on a speedway playing a game of dodge the pothole. >> take my time. if i can dodge them, i dodge, but it's so hard to dodge because there's so many. >> reporter: big, small, shallow, deep, in groups of two or three, they all make for a tricky and possibly dangerous ride or walk. >> no, i actually don't drive,

another storm. radar, satellite, pretty quiet right now but i will show you clouds that will be moving into the area and we'll talk about our next chance when we could see a little rain. >> thanks, v.j. investigators are trying to figure out how a two-alarm fire started in falls church. it happened at a three-story apartment building on patrick henry drive. when the fire crews got there, smoke and fire were pouring out of the building and they had to call in additional firefighters to help. first at 4, arlington police have a suspect in custody and think he may be linked to a series of robberies at some convenience stores around the area. his name is cameron richardson. he picked him up outside a 7-eleven. police think he may be linked with the five robberies. northern virginia bureau chief julie carey joins us live in a few minutes to explain what the officer noticed that led him to arrest him. developing in kansas,e

firefighters are battling a massive grass fire that's burning out of control on the kansas/missouri border. the fire destroyed at least two older barnes and scorched several acres of land. well, what you get from your cable company and how much money you pay could soon be changing. in a 3-2 vote, s.e.c. commissioners adopted a policy that would open up the market for set top boxes. it would let customers decide whether to use yir service provider's box for one from a competing company. americans spend an average of more than $200 a year on cable company boxes. the chairman says you will soon have more choices. >> those competitive objections will do what competition always does, which is drive better services, drive down costs, and create opportunities. >> you can weigh in before a

that up. more than a third of americans are tossing around turning. sleep experts recommend adults get seven hours a night. anything less is linked to health problems like diabetes, obesity, and heart disease. the cdc reports 1 out of 3 people do not get enough sleep. this was especially true among african-americans and people living in the southeastern part of the united states. delaware is looking for money to repair popular beaches that were damaged in last month's big winter storm. governor jack markell plans to ask for $2.5 million in federal disaster relief. the money would help fix the north end of rehoboth beach boardwalk and repair broken storm water pipes. a heart-warming reunion after a dog went missing during a snowstorm. >> yeah. the dog's owner briefly let him off the leash during a walk. the dog just took off and disappeared. this happened monday on penn state's cam

marco rubio, young and inexperienced. and the key words about senator ted cruz was conservative. take a look at the democratic side. hillary clinton, liar is the most prominent word along with other popular answers such as untrustworthy, dishonest, and experienced. for senator bernie sanders, take a look here, communist, socialist, and old were the big ones. take a look at the poll. they did this poll -- it's not coming up, but if found that clinton was leading sanders in virginia 52% to 40%. trump, on the other hand, is leading republicans 28% to senator rubio's 22%. senator cruz right behind though at 19%. erika? >> thanks, chris. fairfax county schools will defied whether to cancel classes on primary election day march 1st. proponents of the closing say the large number of voters expected will make it too disruptive for students and staff. in loudoun

scheduled to be open, but there's an online petition drive asking the board to close them. fourth grade teacher kaitlyn brown started the drive two days ago and so far already has 1,500 people that have signed it. many are worried about safety because normal school security procedures are suspended. elsewhere in the area, prince william county has already decided to close schools march 1st. arlington and alexandria schools are scheduled to be open. it's scott macfarlane. breaking news into the live desk. the trials of all six baltimore plifs charged in the death of freddie gray are now on hold. the maryland court of appeals ordered the trials be delayed until a decision could be made on whether officer william porter can be forced to testify at the trial. povertier's trial ended in a mistrial over a hung jury but prosecutors still wanted to use his testimony against the other five officers. porter's lawyers say that violates his fifth amendment

was set to begin monday, but again the trial of all six officers now on hold. back to you. we're going to take a live look at the former st. elizabeth campus in southeast washington. demolition is getting under way. it's the first big step in the plan to redevelop that area. >> a new sports arena will be built, a practice facility for the wizards and the home of the mystics, but there's much more planned for the campus. homes, retail, and restaurants, office buildings as well. there it goes, little by little. >> the construction project will bring 600 local jobs to our area. the mayor is there today. she's going to be helping to highlight the demolition and talk about some of the local recruitment for those jobs. there she is. she's just getting off the bulldozer now in a hard hat and the bright yellow blazer that we see at the construction site. a lot going on in the district. shomari stone last night was down at 395 in the tunnel where they were hoisting some of the

development going on down there for the practice facility as well. we want to head to storm team4 meteorologist veronica johnson who has been watching this storm, sort of a storm, sort of not. v.j., what are we looking at the next couple days? >> you're talking about that storm system for midweek, not even on the map yet. not until we get to the tail end of the weekend on sunday when it makes its way into the pacific northwest. that's when we'll have a better handle on it. getting a little more certainty with the storm, if you will. lots of uncertainty right now, but i'm very certain that folks are going to love the upcoming weekend. all right. let's talk about tomorrow. temperatures start out subfreezing again, 27. between 7:00 and 8:00 a.m. at the bus stop. of course, it's going to be cold. then cool by tomorrow afternoon. we'll see some more high clouds moving in. 42 the temperature. that puts us above today. still could be a little breezy at times during the afternoon, but temperatures will be slightly higher. there you can see on our sky cast those clouds

through. again, some high clouds from time to time. so a partly sunny to mostly cloudy type of day coming our way. into the 30s still at lunchtime, but 40 degrees at 5:00. then we'll start dropping into the 30s late. 8:00 38 degrees. high temperatures again anywhere from 40 degrees leesburg to 42 la play that. if you're going to go out friday night, not too bad at all. we'll be between 35 and 40 degrees. you'll need a warm jacket or a light coat. those temperatures aren't going to change much at all as we head into saturday morning. look at this, how quickly the temperatures will rise. from the 50s at noon to around 60 degrees at 1:00. warm, a little breezy on saturday. but that really is the change you're going to notice on saturday. we are just going to spring forward from the 50s to 60 and it will feel like a spring day. so a little taste of it for saturday, the high 63. more clouds on sunday, the high 60 degrees. nice and mild where we could see

think late in the day. in fact, our future cast shows that. this is a look at sunday with the clouds increasing. 4:00 there, some rain showers passing through the area. not much at all. early look at the storm system, tuesday, wednesday, still looking likely. it could lag and come in later on tuesday, and it could last into thursday. the exact timing, the intensity, the amount of cold air still in question. we'll get some rain, we'll get some snow. the amount of each too early to call. so still lots of uncertainty here which is why, again, you just need to keep tuning back. make sure you download the nbc washington app because we're also updating that. we're dry on monday, 51. still time to plan for that midweek storm, but once we get it, the cold air looks like it will be setting in for the remainder of next week so our temperatures go way up where we get a little bit of spring and that's what i think we should focus on first, the spring coming our way this weekend. guys? >> thanks a lot, v.j. we're working several develops stories including the countdown to the summer olympic

we've seen a cool day across our area. yesterday close to 50 degrees. not bad at all. today a high temperature of only in the 30s. right now we're at 38 degrees in d.c. 34 at gaithersburg. 36 at frederick and right now culpeper coming in at 40 degrees. we have much warmer air coming in over the next couple days. no rain or snow to talk about. we're not going to be seeing that at all but what we are going to be watching ask a frontal boundary that is actually just back to the west. clear skies right now but we are tracking a front, and that front actually making its way our way. that frontal boundary located right in through minneapolis down around the chicago area. that's actually a warm front and that will bring in much warmer air as we move through the next few days. tomorrow it will bring us some cloud cover, but then we'll see some nicer weather. now, tomorrow starting off going to be a rather cool start. 26 degrees in the city. 24 in gaithersburg. 22 in frederick. again, going to be fairly cold when you wake

the legislature and the courts. >> reporter: the fbi says it's running out of options as it tries to recover potential evidence stored on the shooter's phone. mark barger, nbc news. news4 at 5:00 begins right now with some breaking news out of northeast washington where police are on the scene after two men are shot and killed. >> it happened on 58th and eads street. >> reporter: i can tell you we are one block from drew elementary school. school was in session at the time this happened, but the school was not placed on lockdown. now, police were called here to a home behind me on 58th street just after 1:00 this afternoon. it's believed the shooting took place inside the home. we actually saw investigators looking at a bullet hole in the wall of the building. we can tell you that police told us that two men were fatally injured.
