chapter in our history. >> for many years it's been clear the detention facility at guantanamo bay does not advance our national security. it undermines it. >> in the plan it calls for up to 475 million in construction costs. he said it would be offset by 180 million per year, this is an operating cost savings. this includes transferring other detainees to facilities in the u.s. we're hearing political leaders weighing in on this. mitch mcconnell saying it would be illegal for the president to do such a thing. though veil view su local leaders on a mission to cuba are focusing on education today. d.c. mayor muriel bowser plans to visit two high-performing schools. one idea being discussed is having schools and universities in the district an cuba work

programs. david culver is the only local tv reporter with the delegation. look for his reports later today. developing this morning, new charges could be announced against a former prince gornls county teachers aid accused of abusing children. the state's attorney and u.s. attorney will hold a news conference this afternoon. deonte carraway is accused of sexually abusing students and making child pornography videos. some of the abuse allegedly happened at sylvania woods elementary school. school officials have set up a student safety task force. they will conduct an independent review of the school district's policies, focus on the role of volunteers and whether they should be supervised while working with students. in april the task force will make recommendations on how to improve existing policy and enact new ones. this day care employee is in court facing 57 counts of child abuse.

>> this story is amazing. a 10-year-old girl struggling to hold on as she falls deeper and deeper into a snow-covered hole. look at that. the little girl was snowshoeing with her parents in the sierras in california over the weekend. that's when she says she suddenly started sinking into the snow. her mom grabbed her cell phone thinking her daughter was just stuck. the mother and the girl's father jumped in to help once she realize she could not get out. >> agonizing, daughter screaming, don't let me go, daddy. wife yelling don't let her go, honey. the choice is let her go, live with that if something bad happened, or hold on and all three of us end up in the hole. >> the girl fell 10 feet and landed in frigid water. the county search and rescue team came down the hill ten minutes later. they were able to pull the girl out of the hole wiin

his plans unveiled to close guantanamo bay. i have with me an expert in cuban relations, carlos aguare. i want to take your take on this from the cuban perspective. >> from the cuban perspective, it seems that won't work because of the politics in the united states. reiteration of the president of the united states that he's willing to close down the prison camp, it's an important first step towards what is the desire of most cubans, which is that eventually guantanamo will be returned to cuban sovereignty. >> you talk about the priorities here from the cuban government perspective. when it came to renegotiating new relations in 2014, you said number one, the embargo has to go, number two, guantanamo. it was that highly placed? >> i was kind of surprised that in recent statements by the

guantanamo on second place. there are -- there is the cuban adjustment act, the claims, the claims that cuba has against the united states and the united states against cuba. but the government surprisingly has put guantanamo in place number two. myself, i thought guantanamo, the way the cuban government has been saying, they firmly said we want a solution to this problem. the cuban government has also behaved patiently about it. i mean, the cuban government could announce a treaty. the cuban government could send a verbal note to the u.s. government saying we want to review the treaty. the cuban government has not done any of these things. which gave the impression that they were firm, but that they expected that gan

again, tomorrow morning not too bad. tomorrow afternoon, could have some thunderstorms in our area. guys? >> thanks. we're learning more about the uber driver accused of gunning down six people in kalamazoo, michigan. right now the focus is on one of the victims. a 14-year-old girl who is clinging to life. >> she is alive, and she is fighting for her life. >> reporter: late monday, tears and hope from the parents of abigail kopf, the youngest victim in the kalamazoo shooting spree. >> abigail is strong, and she is a vibrant, beautiful young lady and didn't deserve this. >> reporter: the 14-year-old was shot at a cracker barrel parking lot, along with four women who were all killed. at the hospital, abigail was pronounced dead. while doctors prepared for organ donation, she squeezed her mother's hand. >> breath taking. it was a miracle on its own. >> reporter: doctors say the other survivor has a bullet lodged in her kidney but is expected to recover. nbc news learned the girlfriend
