watch. doug cammerer and veronica johnson are look at how much could fall. but first breaking news involving a shooting inside a metro train. right now doctors are trying to save a man shot in the upper back. >> shut down the anacostia station this afternoon and sparked a massive manhunt. police now have two people in custody. one is just 15. news4's mark segraves was fun of the first people on the scene and keeps us updated on twitter. mark is outside the anacostia station, what's the latest? >> the anacostia metro station has reopened for business, things getting back to normal here. as you said, it was a shot that rang out that sent one man to the hospital and landed two men in custody today. police still don't have a mote infor why a shot was fired inside a metro train. the shim was not in the upper back and cass conscious and breathing when he was rushed to the hospital.

line train was stopped at the anacostia metro station. two suspects fled the scene on foot. they were caught a short time later, walking across the south capital street bridge. >> the suspects have since been positively identified. by witnesses. so they are now under arrest. we do not yet know what prompted this incident. >> now we can tell you police tell us so far they are still looking for the weapon no weapon has been recovered, as of yet. as for the two suspects, they're both males, one 19 years old. the other, 15 years old. they're expected both do make their first appearance before a judge tomorrow morning. coming up at 6:00, we'll tell you exactly how police were able to catch these two suspects so quickly. chris, back to you guys. >> all right, thanks, mark has been tweeting information on the story all afternoon. for now let's turn back to storm team 4 and the wet weather affecting all of us. >> we've been getting rain all day. it's just the forerunner to what we're going g

a weather alert day. let's get the latest from chief meteorologist doug cammerer, what's it doing outside right now? >> it's a very chilly, rainy afternoon. >> tomorrow will be completely different. look at the numbers, right now we're only in the 30s. 37 in frederick. 43 in d.c. tomorrow we'll be close to 60 degrees and that will set the stage for what could be a very stormy day. out there now we do have the shower activity, frederick, around the leesburg area, even in d.c. seeing areas of drizzle. we'll continue to watch this as we move on through the rest of the evening. but right now we're seeing fairly steady rain around the city of frederick. leesburg, brunswick, franklin, fulton counties under a freezing rain advisory, so heads up in those areas. that's in pennsylvania. but this is the storm coming our way. and look how strong this storm is, tornado watches and warnings down to the south. this system moves our way. the severe weather threat is real

we'll talk more about that in just a couple of minutes. well with a weather alert coming tomorrow, make sure you have the nbc washington app. download it to track the storm as it approaches your house. we're following developments in the case against the teacher's aide accused of making child pornography in prince george's county. now he's facing federal charges. our bureau chief tracee wilkins is in greenbelt where prosecutors just described this case as particularly disturbing. tracee? >> absolutely. they say any time a child is a victim of a crime it is an egregious crime. in this case we're talking about a man who was in a position of authority. who took advantage of children. we now have details from the feds that he actually forced kids inside the school, forced them to have sex with him by making threats. and formed a club, having the children believing what they were doing is okay. here are the details we now have in this case.

22-year-old deonte carroway who was a volunteer, but once as a teacher's aide appeared to have free rein in the school and at times would get kids out of class, take them to other places within the school and perform sexual acts or have them perform sexual acts, with one another or with him. he videotaped a lot of it and it has led to eight counts of charges from the feds and we found out today that the prince george's state's attorney's office was able to indict him with charges dealing with one victim in prince george's county. they're expecting more victims to come forward and to have more charges soon for deeonte carroway. >> what's significant about this federal charge is number one, it carry as maximum sentence of life on each count. but more significantly, each count of production of child pornography

nevada is the first contest in the state with the large latino population. trump is urging supporters to participate. although he says he's not a big fan of caucuses. cruz is getting cheers for championing gun rights, opposing amnesty for undocumented immigrants and for supporting abolishing the irs. john kasich of ohio has been campaigning in virginia where he got criticism because he supports defunding planned parenthood. kasich responds by saying at least someone is listening. well this time next week voters will be heading to the polls in virginia. and senator bernie sanders held a rally in norfolk today as polls show him trailing hillary clinton in the commonwealth. sanders says clinton has made recent gains by stalg hess message. former president bill clinton will be in virginia tomorrow to campaign for his wife. he has events planned in our area and in richmond. clinton is expected to lay out what's at stake in this election and hows his wife

obama. a developing story right now. a new plan before congress to close the prison at guantanamo bay in cuba. >> many of you watched president obama make the announcement on nbc on the nbc washington app today, about 100 prisoners are housed there, including the mastermind of the september 11th attack. under his plan, the president says some of the detainees would be brought back to the u.s., although he didn't say where. others would be sent to other countries. any plan to close guantanamo faces significant opposition in congress. news4's david culver is the only local tv reporter in havana with a local delegation on an historic trip. he's been getting reaction to the president's plans for guantanamo. >> the news out of washington from president obama certainly making its way down here to havana today. with regards to guantanamo bay. you take guantanamo bay and for some in the cuban government, a former cuban diplomat tellng

more resources in different areas. he mentioned that he was going to be focusing more police officers on trains. take a listen to whey told us. is there any extra effort to have more police officers on trains, physically on trains? >> we are. we're always looking at our process. is it better on the mezzanine, better on the platform, better on the train. we're shifting to see more crime on the trains, we're making an effort to be on the trains. if you're in a six-car train, eight-car train. i could be one car away and the crime occurs the next car over. it's something we constantly got to work at. >> obviously they realize there's a little shift here is what's happening with crime on the system. that more of these things seem to be happening actually with the train and the focus and they're going to be shifting some of their resources there. you heard him say toward the train side of things, moving some officers around. >> so go through again the tactics, the plans that metro transit police have to make pe

safer riding the trains. more transit police? what else do they plan to do? >> well so metro transit police are talking about something to make themselves more visible and on trains and in platforms and in stations. they actually want to change their uniform to make it more of a bright neon color. so that they would be more visible to anybody who is thinking about doing anything bad in the system. so transit police certainly are hearing riders, they're hearing from people that they feel uneasy in the system that they don't necessarily feel as safe as they once did and they're adjusting. you see this with the train tactic and now with their uniforms as well. pat? >> what are the riders telling you about what happened? >> as you can imagine here at the anacostia station, people who, this is their home metro station, when we told them that there was a shooting that had happened here. some had already heard the news, they're uneasy about it. a lot of people will tell you they feel safe riding metro and they feel like transit police are doing what

protect them. but a at the end of the day you've got to have able to get on the train and get off the train and have no incident. metro has been described as moving geography. 750,000 trips a day taken on what is the nation's second busiest subway system and people are moving in every which direction. it's not an easy thing to police, but riders certainly a little uneasy. transit police trying to ease some of those concerns. >> all right. adam tuss, scary day there in anacostia today. thank you. you know we saw adam's live shot. you can see the umbrella and you can see the rain still coming down. people in raincoats walking around behind him. >> doug, tell us what the night is going to be like, and what's the timeline on all the rain that's coming? >> well the rain is going to continue. it's going to be on the light side through early tomorrow morning. then we're going to start to deal with the heavier rain tomorrow. that's when we have the chance for strong to severe storms.

that's our city cam trying to take a look at the city, kind of hard when you're dealing with that much rain across the area. light rain, drizzle that's falling at the airport. 44 degrees, winds out of the north at 12 miles per hour. that makes for a very chilly day. we're in the 30s to the north. only 37 in frederick, with the rain coming down. 42 in fredericksburg. not only is it raining, but it's chilly rain. look at the rain that's coming down the steadiest. we have drizzle around the d.c. area. the radar does not do a good job of picking up that drizzle. here's where the rain is coming down steady along 15, leesburg, up to the frederick area, clarksburg and urbana, to gaithersburg. that was wave number one, we talked about this yesterday, coming in two waves. wave one coming through today. wave two coming in through tomorrow. look at this storm. this is a sprengingtime storm, march, april, may type storm happening in the month of february. el nino fueling this storm. look at the signature, the curve of the storm. the spin of the storm. br

new orleans, under the gun now for a pretty severe tornado threat day. that's what they're going to be watching. for us, that threat comes in tomorrow afternoon. tomorrow morning, just the showers. they'll continue to be out there during the morning hours. so take the umbrella. by 9:00, just about everybody starting to get back in on the action. and then at 11:00, we start to see heavier showers making their way in here. but the real heavy stuff doesn't come in until late in t afternoon. around 1:00, notice everything is green here, the light to moderate rain. here comes the heavy rain. around 4:00. these could be with some thunderstorms so we could see some incredibly heavy rain. we could see strong winds. that's something else we'll be watching. even around 6:00 and around the 8:00 hour, still watching for that your weather impacts for tomorrow, tornado threat, it's not way down. it's actually pretty far up for especially for this time of year. between low and medium. that's something we're going to be watching, especially down in the southern zones. high winds definitely a factor there in the flood watch is already in effect.

we're staying on top of the breaking news. the shooting on a metro train today. we broke the story in our nbc washington app. minutes ago police said the younger of the two teens is in custody. that suspect is just 15 years old. the other is 19. >> they're accused of shooting a man on a green line train at the anacostia metro station. the man was breathing when they rushed him to the hospital. police ran after the teenagers and arrested them on the south capitol street bridge. no word on motive. but they just tweeted the surveillance photo about 20 minutes ago. they're seeing these two men are also persons of interest, we're going to keep you updated all afternoon, on air and on the app as well. now, our weather and the rain falling across the metro area. veronica johnson is in the storm center. veronica, what's happening now? >> drizzle and even pockets of a little bit of fog out there. but this time tomorrow is

the poll has a margin of error of 4.2 percentage points. in annapolis, maryland, lawmakers are holding their first hearing to discuss a measure designed to increase police accountability. one of the proposed changes would give residents a full year to file a complaint against a police officer. right now, a person has only 90 days. lawmakers created the bill in response to freddie gray's death and the unrest that followed in baltimore. some 100 firefighters and medics are fighting a three-alarm fire at a storage facility in upper marlborough. firefighters got there and found heavy fire at a multiple storage unit at fox knox self-storage on depot lane. the prince george's county fire department tweeted that the units do not have sprinklers. montgomery county, frederick, calvert and other counties offered mutual aid. the southbound lanes of route 301 near marlboro

of course, talking about the rain coming down across our region right now. it's all on the light side, some drizzle, light shower activity. just about everywhere, the radar doesn't even do a good job of picking up drizzle. but it is drizzling along the beltway and southern maryland. we've got our one area of nenery moving to the north and east. this is the big one, a lot of severe weather across mississippi and louisiana we've seen a couple of tornadoes and look at the spin. the whole system moves our way and gives us a chance for severe weather. we have a flood watch in effect between now and 1:00 a.m. thursday for everybody in the green. we'll see the potential for one to two inches of rain. even a possible tornado. so we have a lot going on in the next 24 hours. storm team 4 will continue to kee

hagerstown, frederick, leesburg. if you're not getting the scattered rain showers, it's just kind of drizzly and damp. and there's pockets of fog. that will be a factor overnight. especially early tomorrow morning. check out the numbers. watch them drop. as we head through the overnight and into early part of the day tomorrow. there's 7:00 a.m. when you're seeing the zero, that's under a mile and down to a zero many locations, leesburg, .6, under a mile. just about everywhere throughout the area for early tomorrow morning. i don't think our fog starts to lift or improve until we get to maybe 11:00 a.m. to the mid-day hour. at least we just have showers for the morning rush, not the stormy conditions i'm expecting tomorrow afternoon. after 2:00 and 3:00 tomorrow afternoon and up until at least maybe 8:00. potentially 9:00, with the storms coming through, 58 degrees. i think by the time the kids get off the bus tomorrow morning. so as you might imagine whether we'll have a high impact on the day, wet throughout the day

severe thunderstorms coming through the area in the afternoon. here's a look at tomorrow morning. there's 9:00 a.m. just some showers coming through. 2:00, warrenton, fredericksburg. charlottesville with heavy storms, intense storms coming through with winds that could be over 40, maybe even 50 miles per hour. i think there may be a handful of severe thunderstorm warnings issued throughout the day tomorrow. and even the potential for some flash flooding. rainfall amounts, we're expecting over two, generally one to two. on top of the half-inch that we've already received today. so out the door tomorrow morning, grab the big umbrella. by the afternoon heading home you're going to have to hold on to that tight. again, sky conditions throughout the day, there's a look at the snapshot of 4:00 p.m. tomorrow. with the storms coming through our area. temperatures will continue to rise. i think as we get into the 7:00, 8:00 hour, it's not until late in the day when the temperatures start cooling off. i think they'll be falling a bit on thursday, cold for friday. that's right. cold, the high just 39 after getg

talk to a couple of other righters, who are persons of interest. >> the man shot is being treated at a hospital. this all unfolding this afternoon on a green line train that was stopped at the anacostia station. news4's mark segraves broke story of the arrest on twitter and is here with police on how police were able to catch the suspects so quickly. >> this was a combination of just good, old-fashioned police work and the use of technology. that enabled police to catch two suspects so quickly. the shooting happened just after noon today inside this train at the anacostia metro station. the train is now been taken out of service as it's a crime scene. it was metro police officers and the security operations center who were alerted to the shooting and were able to see the suspects immediately after the shot rang out. >> we were able to bring up cameras and see suspects leaving the train.
