security hours after that shooting. but the situation continues to unfold tonight. >> tonight, our reporters are gathering new leads. here's what we know so far. the shooting happened inside a train that was stopped at the anacostia station. the victim later rushed to a hospital. mark segraves broke the story on twitter and joins us now from the station with the latest. mark? >> here on news4 as you said, news4 was first on the scene here at the anacostia metro station after the shooting took place. and my colleague adam tuss was the only reporter on the south capitol bridge when the two suspects were arrested. it was here on the south capital street bridge where the d.c. police spotted the two suspects, a 19-year-old and a 15-year-old. both males, both now under arrest. >> metro transit police in their security operations center were able to bring up cameras and see suspects leaving the train. they were able to get a clothing description on those suspects. >> the victim was shot in his

breathing when he was rushed to the hospital. the shooting happened on this green line train. while it was stopped here at the anacostia metro station and while passengers were boarding. >> were no injuries to anyone else. >> two suspects fled the scene on foot. spotsed by surveillance cameras. that enabled police across the city to have the suspects' pictures right away. the technology that metro transit police used to get the pictures out so quickly also produced two other pictures we're going to show you right now. this is a picture of two other people who metro transit police are saying are persons of interest. police very much want to speak to these two men that you're seeing in this picture. if you recognize them, they're asking you to call 911. meanwhile, this investigation is continuing. as we said at the top. the suspects that are in custody are 19 years old and 15 years old. they're both expected to be before a d.c. superior court judge for arraignment sometime tomorrow morning. police say so far they have not located the weapon tha

back to you in the studio. thank you. riders are shaken after the shooting today. metro transit police will be making some changes. our team coverage continues now with transportation reporter adam tuss. adam? >> doreen, one of the things that metro transit police chief tells me is he wants to change the actual uniform for transit police officers. he wants to make it more bright and more visible and that's a change you'll likely see soon. if potential bad guys notice police officers on metro more, would it deter them from acting out? transit police chief ron pavlik tells us police uniforms are going to be changing. >> we always want to be more visible. sometimes it's a dark environment, we want to change our appearance a little bit. spruce it up. make it more noticeable to our riders that we are there. >> he says police will be focusing efforts on trains more as crime patterns ha

towards the actual trains themselves. kevin donohue is the deputy mayor for public safety in the district. he says the city itself is more focused than ever on metro safety. >> we have tremendous confidence in metro transit splis. i think what you saw today is something the city will be doing more of, working closely with metro police, doing it in real-time. >> riders shaken by what happened. >> it's unsettling. >> this is chris's home metro station. he says he does feel safe overall on metro. >> as long as i keep to myself. i don't bother anybody, i feel pretty good. >> others like bianca jackson say they're uneasy. >> that's because you can get your phone snatched, your purse snatched. anything get snatched, people are loud, i watch the news every morning and it's not really safe. >> for now riders homing for a calm ride home tonight. now during metro officials say this is the first time that they can ever remember a shooting actually happening on board a train. >> adam,

perception that crime is increasing on the metro system. is that the reality? overall is crime up? >> so metro's crime statistics show that in 2015, crime did actually increase over 2014. but when you go back a number of years, four, five six years, serious crimes on the metro system have actually gone down. they credit that to increased policing here on the transit system. so up a bit over 2014, but down over the previous years, doreen. >> puts it in some context, thank you, adam tuss reporting, as police continue to search for more suspects in today's shooting, we'll post any updates in the nbc washington app. we'll also send out a breaking news alert if more arrests are made. well another big story tonight is the weather of course. a flood watch in effect for tomorrow. and here's a chance for some severe weather in our area. doug has an eye on all of it. >> tracking all of that right now across the region. another advisory jus

i'll get to that in a second. right now it has been a very dreary and a very nasty day across our region. with the rain coming down. temperatures only in the 30s and lower 40s, 43 d.c., 41 in leesburg. notice the 30s up towards the north and west. and temperatures may fall a little here tonight. freezing rain advisory has now been placed in effect by the national weather service. that's for areas like frederick county, maryland, hagerstown, washington county. back towards morgan county, west virginia. hardy and new hampshire counties, as well as franklin and fulten in west virginia. mostly for areas of elevation above 1,000 feet. but you could see freezing rain in that area tonight. not much rain now across our region. but we're still seeing a lot of drizzle. drizzle not picked up by the radar, but here's the next system coming through. a very powerful system, tornado damage down towards louisiana and mississippi. i'm seeing a lot of this. the same storm system moving our way. that's why we're in weather alert mode tomorrow. showers early, heavy rains with storms.

breaking news in fairfax county, a man found dead in an apartment complex. how police say somebody killed him. megan fitzgerald just arrived on the scene. meagan? >> we're told that the call came in at 2:30 this afternoon for an unresponsive person inside this apartment building behind me in falls church on seminary road. now fairfax county police responded to the 23rd floor, that's when they say they found a man who had died of an apparent gunshot wound. this still an active investigation, police are currently on scene. what they're telling us at this point they don't have a suspect and they can't definitively say there's not a threat to the public. so they're going door to door, speaking to people asking them

question why did he do it? six people killed in apparently random shootings on saturday, two survivors are being treated for critical injuries now. one is tianna carruthers, she has a bullet lodged in her kidney. the other survivor is a girl named abigail coff. only 14 years old. doctors had declared her dead. they were preparing for organ donation. when she squeezed her mother's hand. >> it's breathtaking. it was a miracle. abigail is strong. and she is is a vibrant, beautiful young lady and did not deserve this. >> the man suspected of shooting all those people is named jason dalton. he was an uber driver. investigators say he confessed but that he has not offered a motive, nor has he shown any remorse. >> right now, demonstrators are rallying in frontf

headquarters and 50 apple stores across the country. they're voicing their support for apple in its fight against the government. the fbi wants apple to help unlock the iphone of one of san bernardino killers. nbc's jay gray has new reaction from the tech world and the federal government. >> signals are definitely crossed when it comes to the fbi request that apple in effect hacked the iphone of terror suspect syed rizwan farook. who died in a shootout with police after killing 14 and injuring nearly two dozen during an attack in december. >> i don't think requiring back doors into encryption is either going to be an effective way to increase security. or is really the right thing to do. for just the direction of the world is going in. >> most of the tech world has lined up behind apple as a company fights the judge's order to unlock the data. though microsoft's founder bill gates says it's not an unreasonable request. >> i do think

is looking at the weather now, some light snow fell across the texas panhandle today. by lunch time it had turned to sleet. and wind there started to pick up. in houston, a school bus lit off a rain-soaked road and landed on its side. there were no kid on board and the driver was not seriously injured. >> this spart of the same system headed our way. doug is in the storm center with more on how all this is going to affect us. when does it hit, doug? >> that part of the storm actually affects us during the day tomorrow and into the afternoon tomorrow. tomorrow, a much different day than we've seen across our region today. today was cold, dreary, drizzly, just plain nasty. you can see it from our city camera here, just a nasty evening. temperatures on the cool side for sure. 43 winds out of the north at 10 miles per hour. a little wind chill. the drizzle continues across the region. for some of you, you're in the 30s, 37

at glascow middle school in lincolnia. police say the attack happened on and off over the course of five minutes. school system says the students involved have been removed from all their classes. and their bus privileges were revoked. a mystery in montgomery county. after somebody smashed the front windows of several businesses overnight. it happened in a shopping center at randolph road in new hampshire avenue in colesville. a dollar store, a little caesar's pizza and a duncan dki donuts were targeted. it does not appear that anything had been taken. >> they messed up everything. and it's really unfortunate. you know. we work really hard. we try to do positive things. and i guess we have to move forward and hopefully it never happen again. >> a similar incident was

cabin john this morning. police are investigating whether there's a connection. approval ratings for maryland's governor larry hogan are on the way up. 63% of the people surveyed by g goucher college give hogan a thumbs up. that's an increase of five percentage points from the last poll taken back in october. 17% of the people polled last week say they disapprove of the governor's work. 21% say they don't know anything about it. the margin of error is about four percentage points. >> a new proposal on the table to close the u.s. prison at guantanamo bay in cuba. many of you watched on the nbc washington app as president obama made his announcement. under his plan, some of the 100 detainees would be brought to the u.s., although the president didn't say where they would be held. others would be sent to other countries. keeping this facility open is contrary to our

it undermines our standing in the world. it is viewed as a stain on our broader record of upholding the highest standards of rule of law. >> any plan to close guantanamo faces significant opposition in congress. but the idea is popular in cuba. news4's david culver is in havana, gathering reaction. what are you finding? >> hey there, doreen, i spoke with one former cuban diplomat who says when it comes to the issue of guantanamo, they put it second. the cuban government, that is, to even the embargo, with the relations between the u.s. and cuba. that is to say, that guantanamo being returned to its mainland is of significance. to the cubans here. the cuban vernment making that known. when you think about the geography of where we are, guantanamo on the opposite end of the island from havana, it is the deepest sea port. for that matter, it has great commercial value. that same cuban diplomat with whom i spoke says for a lot of the cubans, getting it back is

>> so guantanamo is kind of an open wound. that is still there, it doesn't hurt very much. but we want it back. i am a firm believer that we will reach a point where we can have a normal relation with the united states. but of course, guantanamo will have to be returned. to get toc2ãthat point. >> that is the view from a former cuban official. when it comes to your average cuban, i did catch up with a cab driver last night. this was before the president's announcement. what he had to say was almost poetic. i asked him about the politics. he said the politics are going to be what they're going to be. he said for him it's just about hope. hope not only for himself, but more importantly for his kids. that's how

>> david, he's you're there with a delegation from the d.c. region. what's their take-away from this fact-finding mission. >> >> they call this their exploratory mission. there's a lot to explore. i think a lot of them, or most of them, it's their first time here. it's a lot to take in. and they see the infrastructure issues, they see the hotels that are just packed. and as we pointed out. havana is at capacity right now. they see from a business perspective that they can come in here and offer a lot of opportunities to change things here in cuba. but at the same time they're also realizing there is a people-to-people need. a more personal connection to bring heart and that's one of the things they're focusing on and likely they're bringing back to the u.s. in the d.c. area right now, mayor bowser en route back to d.c.

a close call in prince george's county this morning, an suv crashed into day care in largo. it happened about 7:30 at the rising generations early learning center. there were no children inside the room at the time. but you can see how somebody could have easily gotten hurt if there had been. the driver was taken to the hospital, but is expected to be okay.

caused this crash. the family of a man in the district who died after a failed emergency response, a family wants the department of justice to investigate deaths in the city. because of the delays when someone calls 911. albert jackson had a heart attack on january 3rd. first responders went to the right location, but they left before they helped jackson. they thought they were no longer needed on the scene, when they saw police working on somebody else near that scene. d.c. fire chief had called it an honest mistake. >> people can make mistakes, but nothing like this. nobody makes a mistake like this. it was real callous to even say that. i mean they just ignore everything to me. >> albert jackson's family said today they will not file a lawsuit against the city for now. because o

no one is entitled to a 911 response. the family plans to begin an online petition to have that law changed. d.c.'s long troubled street car program is just days away from carrying passengers for the first time. the first street car is set to pick up riders on h street in northeast about 10:00 a.m. saturday. the street car will be free to ride for at least the first six months. d.c. leaders say that will help people get accustomed to it, there will be adjustments along the h street corridor as drivers and pedestrians get used to the street car. the system won't run on sundays that will be the day for maintenance. big development in the fight against zika. we'll tell you what new cases in the u.s. reveal about the spread of that virus. how students who were the victims of an armed robbery here at montgomery hall at the university of maryland, may have unintentionally helped the

they say the six students who were robbed made a mistake by waiting more than 24 hours to report the crime. police say the delay may have helped the gunmen get away. >> it's much more helpful for us to know about it, as soon as it's safe to call us. >> here's how it happened. a student answered a knock at the door of the suite at montgomery hall. he heard a male voice asking if the student knows somebody. campus police say the man then forced his way in and drew a gun. he was followed by a companion. they ordered the six students to the ground. demanding their valuables. and then fled. the students were not hurt. >> i don't really know how they could let two armed men get into the dorm with all the security they have. >> students tell us they enter their residence halls by swiping their security coded i.d. cards, but often others follow them in. it's called tailgating. >> these individuals got in through the exterior door so if they tailgated in, if you see someone who doesn't appear to belong, don't let them in a

be unveiled. in 2012 residents approved a $30 million storm water bond. that would pay for the project. officials say it will protect homes from flooding caused by major storms. construction is scheduled to begin late next year. they say it should be finished in 2019. >> so how much rain can we look forward tomorrow? for more, let's check in with doug, he's in storm center 4. >> you mentioned a chance for flooding, we have a flood watch that's in effect during the day tomorrow. right on through tomorrow evening for the potential for one to two inches of rain. not going to take a lot to see flooding across our region. especially if we get the heavier storms. which i do expect to occur tomorrow afternoon. you see where the flood watch is, everybody in the green, does not include southern maryland. because you need more rain to get flooding, but you, too, could see one to two inches, maybe more in some of the bigger storms.

nasty. on the cool side we've got the drizzle, all the way through the night tonight. not just drizzle, but areas of fog. temperatures won't drop that much. maybe down to 42 degrees overnight. right on through tomorrow. look everywhere else, only in the 30s, dulles at 30, reston, to herndon, oakton coming in at 38 degrees, to camp springs at 43. hyattsville at 43 degrees. so it's a very chilly night. not a good night at all to be out take the coats, take the umbrellas if you're going to be out. not much rain. the radar does not do a good job of picking up on drizzle. but it's there. here's the first wave. we saw about an inch of rain through the first wave. that's all up to the north and east. here's the next wave, look at the thunderstorm activity to the south. tornado damage around louisiana, mississippi. that trend is shifting towards alabama and parts of the panhandle of florida. that's what we're going to be watching move our way during the day tomorrow. tomorrow a stormy day. we'll see showers for most of the day.
