riding the rails. derrick word joins us from l'enfant plaza with more on that arrest. derrick? >> reporter: doreen, if you're riding through l'enfant plaza today, you might notice a stepped up police presence, and it might make you nervous but it's actually there for the complete opposite reason, to make you feel safe. this in light of some violent incidents that have happened on metro in the past few weeks including the one that happened last month that had a development already just today. an arrest at the tenley metro station on the red line this morning. police picked up a teen who was part of a group ordered by a judge to stay away from the subway system. transit police already patrolling the station thought he looked familiar, so they stopped him. >> and determined that, in fact, he was one of the six of the students who is under a stay-away order by the superior court. >> reporter: he had been among a group of wilson students. one of the students punched a 35-year-old man and that the group set upon t

that incident and other recent violent crimes has riders worried. >> i have been concerned hearing the things on the news about people who have been getting assaulted on the metro, and it kind of makes me feel a little uneasy. >> sometimes you see young adults out here on the platform, and they're unruly. >> reporter: in response, transit police will be stepping up their presence on trains by stepping onto them. on this day in l'enfant plaza, some riders were worried at first about the high police presence thinking there was a threat. some found kmpt in knowing it was all about trying to deter any threats. >> i guess i feel safer seeing them. >> when i saw the officers presence, i felt more safe. >> reporter: still other passengers said they were worried that the effort would not be long term enough to make any difference. metro's made some moves in police personnel to get more officers on foot patrols in the system, but the police can't be everywhere and this rider says personal safety requires some personal responsibility. >> just be cautious, you know. police are

hesston. three people were killed, 14 others were wounded. workers who survived recounted the chaos. >> everybody was running, people were screaming, people were crying. we just didn't know what to do. >> today the governor of kansas praised the officer who shot and killed that gunman. 200 to 300 people were inside the factory at the time. after two years of discussion, some heated debate, pepco and exelon can now go ahead and merge, but some conditions must first be met. the d.c. public service commission today voted 2-to-1 for the $7 billion merger once those conditions are met. both companies are required to agree to several changes, including solar power and financial accounting methods. the companies say the merger will help pepco improve their platio operations. opponents say the agreement holds no lasting benefits for those who pay the rates.

as congress investigates whether the government is squandering taxpayers' money on things like cars and gasoline. scott macfarlane here now with more details on that. >> it was a few months ago an i-team investigation revealed more than $2 million in taxpayer money was stolen by federal workers who used their government purchase cards to buy gasoline for their personal cars. we found a series of cases in the d.c. area and nationwide including on military bases, among public safety workers, even an employee of arlington national cemetery. the feds caught some of the crooks in the act and ordered them to repay the treasury but our report got the attention of the u.s. house oversight committee today which says it's an indication the government is vulnerable in part because it may have too many vehicles and too many workers carrying those gas cards. more than 600,000 cars owned or leased by the feds and thousands of them, the committee said today, aren't even used. the committee's chairman said the u.s. government should thin out the fleet. >> all

and added her sister no longer feels safe going to church. judge walton sympathized with the victims' families saying, i can understand how a child who has betrayed by her minister can give up on god. best will serve 18 years in prison and will be restricted from being alone with minors for the rest of his life. in the district, mark segraves, news4. a second woman has been sexually assaulted in the alexandria section of fairfax county. police say she was walking near richmond highway and claiborne avenue about 11:00 wednesday night. a man approached her. he inappropriately touched her and then exposed himself. she ran away. that crime comes days after another attack just a few miles away. three miles away, in fact. police have now named a suspect in that case. edwin ponce martinez is wanted in connection to a burglary and rape on blankenship road. he's accused of breaking into a woman's apartment early saturday morning and raping her. police say he got in through a

us with a story of a local artist who is helping bring music to life inside the museum. barbara? >> well, vance, he's not a musician but an artist who is resurrecting some of the most iconic pieces of history that have a connection to music. his anacostia studio is not that far from the new museum and that studio is one of the few places in the country with an artist who works in neon. neon is nothing new, it was a sign of the times in the '40s and '50s and ret trro fascinati has kept it glowing. it has dotted our landscape for decades calling out to us to come on in. it's not surprising neon will find a home in the museum of african-american history and culture. signs like this one evoked some pretty powerful memories of times gone by. minton's playhouse in its

heyday was one of the places to go for jazz. >> there are people who had been there and reminisce. >> reporter: and dizzy gillespie, charlie parker, duke ellington, miles davis, and many, many more. those jazz greats are gone now, but their music lives on. preserving something as simple as this neon sign can say come on in, calling museum guests to learn about the music and people who played it. >> this will be a rich place and, you know, a place where people can think about all those cafes and music houses where these stories happened and minton's is one of them. >> reporter: making neon signs is an art and a craft. at this little shop in anacostia, artist craig kraft has made a business of creating and repairing neon signs. his workshop is filled with neon art in various stages of creation. he's often sought out by museums across the country to

restore pieces of significance. minton's playhouse signs because one of the more recent and difficult reconstructions. >> the job was so big we couldn't haul the signs back here. we did the work at the smithsonian warehouse. >> reporter: he says a job like this is more than replacing brokenubintubing. >> it's an elaborate process. you have your wiring that has to be inspected, ul inspected. >> even more difficult was this sign, the soul train iconic logo. this one will bring back memories to a lot of people. >> so when you're out at a party and you see people form two lines and they dance down the middle, that's the soul train line, and it came from that show. >> the soul train sign was the worst, it was of the most complicated. it was just a stack of a hundred tubes in like a 12 foot by 10 foot area that made up that image. so it was daunting. >> reporter: his team worked on

repairing tubes and replacing wiring. and one more sign sure to evoke memories at the museum, this one, not music, but millinery. hats, from church to presidential inaugurations, the ones worn by great ladies in african-american history. craig kraft says he can't wait to see the signs as they take their place in the knew african-american museum of history and culture. >> i see it as our cultural history and an important part of it, and it was bail an honor and a privilege to work on it. >> a lot of unexpected things there. amazing things there. the museum will open its doors september 24th. the grand opening will include a week of celebration with celebrity guests from around the country and no doubt there will be a lot of music that week. for extended coverage of what's inside the museum open the nbc washington app and search black history. >> looking forward to going there because it's just -- and we thank you for your reports. it's just some amazing and wonderf

35-year-old lenwood saunders, pleaded guilty. his sentence, three years for driving under the influence and cocaine possession. he has at least four prior drunk driving convictions. this happened just two months before officer noah leotta died from injuries when he was hit by a suspected drunk driver. leotta's family wants maryland to pass noah's law requiring ignition interlocks for all drunk drivers. montgomery county's top prosecutor john mccarthy says it wouldn't have stopped lenwood saunders from driving drunk the night he injured officer murphy. i'm not sure that that law will solve all situations, and in this instance i don't think it would have helped us at all. he wasn't driving his own car. he was driving somebody else's car. >> reporter: but supporters of noah's law say that it will begin to save lives as soon as it becomes law. chris gordon, news4. you can forget about hitting the jackpot. if you really want to win something, next time y
