up. developing right now, d.c. police are investigaves gainves shooting in northwest on columbia road, but found at euclid and 16th streets. we're still waiting for an update on the victim's condition. still no word on any possible suspect or what could have led up to the shooting. let's turn our attention to decision 2016. a big weekend for the candidates. ted cruz, bernie sanders and donald trump each racked up two primary wins. hillary clinton also took home a win. chris pollone breaks it all down and has the current delegate count. >> reporter: on super saturday, texas senator ted cruz visited the winner's circle first, picking up 17 delegates in kansas and 12 more in maine. >> i think the combination of super tuesday election results, the last two debates together

republicans behind our campaign and that is a very, very encouraging sign. >> reporter: cruz picking up a symbolic win, too, in the straw poll at cpac.annual gathering of conservatives in washington. cpac is usually a key stop for republicans hoping to win the nomination, but donald trump is playing by his own rules. fresh off his win in louisiana, trump skipped the contest to campaign in florida where a big county of delegates is up for grabs in just ten days. >> i've taken more questions from reporters than any human being maybe that has ever lived. >> reporter: in a late night news conference, trump says it's time for the republican to -- >> marco rubio had a very very bad nighted a personally i'd call for him to drop out of the race. >> reporter: marco rubio brushed off that suggestion. democrat bernie sanders was hoping to pick up some momentum on super saturday entering the day with with half the delegates of hillary clinton. he won the kansas and nebraska caucuses, but clinton had a resounding win in louisiana and has her sigh

fordham lane. the woman who is not a student woke up to find a man assaulting her. police say she made a noise and the man got out of her bed and left. they also say the doors of the apartment building and apartment were unlocked. >> scary. you feel unsafe and you would like the police to be around here more. >> the incident is still under investigation. new details this morning in what could have been a horrific collision in the sky. prosecutors say gyrocopter pilot the douglas hughes was just seconds away from colliding with a delta flight leaving reagan national airport last spring. he came within 1400 yards of the plane when he flew through restricted air space. safety rules require a 3,000 yard separation. prosecutors want him sentenced to ten months in prison. hughes eventually landed his gyrocopter in the front of the capitol. no onethankfully was

let's talk about the weather. >> a little bit of rain, wet roadways. >> and director saw some snow when she woke up this morning. hopefully it will all be out of here shortly. >> absolutely. and most of it has moved east of i-95. still seeing a few scattered light snow showers, maybe a few light rain showers out there, but that will be gone by day break. the sun comes up around 6:30 in the morning and everything should be fine by then. so let's go ahead and get to our weather map because as we continue through this morning, temperatures at 38 degrees. so a little chilly, but at least we don't have the wind factor. so all in all not too bad. we will experience decreasing clouds out there today. we do have a quiet breath week, but we're still on track for 70s as we head into really mid week. temperatures out there in the 30s right now, 38 in washington, 34 in manassas, 29 in culpeper at this time. and

you will be dealing with. we will be dry out there. again, roads may be a little on the wet side. other than that, though, no problems out there. everybody mostly botabove freez. maybe shenandoah valley some temperatures still below the freezing mark. so 30 to 40 degrees. all in all not too bad out there. so we did have a disturbance pass through, but most has moved again to the east. may be dealing with a few light snow showers especially east of baltimore coming through the eastern shore. but we are dry right now. and that's the way it will be for much of the day today. not only today, but we look to have dry weather as we continue through this workweek. not a lotting for on, so if you're traveling out and about, again, not looking too bad. seems like snow showers coming through new york, but other than that high pressure building in and it is going to be with us as we go through this workweek.

vote. so the majority of voters say they don't want does this mean republican party this virginia? >> it probably means trouble for them in the general election. even though trump won the primary, rubio can kind of say, well, he won because he got a little closer. he still hasn't really won a primary. we know he won a caucus. and if you look at the numbers where trump won, he won more in the southern part of the state where rubio wins in the d.c. suburbs. so that tells you right there that the state isn't really sure what they want. but maybe i'm answering my own question. maybe they are sure what they want. and in the southern part of the state, they won someone like donald trump and the d.c. suburbs, they want someone like rubio. and isn't this really the issue that the republican party is facing right now with their potential nominee. >> so if trump becomes the nominee, where do the rubio and john kasich voters go in november? >> twi

it's interesting, governor of new jersey, moderate conservative is contemplating voting for hillary clinton if she has to. she doesn't want to. but we have the spectrum of them staying at home, nonparticipating, are or voting possibly for hillary clinton. some because they're just figuring i'll vote for any republican. he will probably get a share of them, but probably not a lot. >> and rubio spent a lot more money in virginia than any other republican candidate. and we know how important virginia will be in a general election. rubio somehow can get to the convention and somehow get the nomination, he can say, look, i was right there and i'm a guy who can win the state in the general election. >> clinton's win was impressive. 78%. and she won across all demographics. >> i think that was a bit

because i think you would have thought when you looked at some of the more again states that would slide more liberal in northern virginia, she even won that section over sanders. so for her supporters and for clinton, that has to be good. but we also have to emphasize the governor was out there supporting her, the governor was a former dnc dhar m krchlc chai. so she had a lot of backing and she dropped a lot of money into virginia. >> governor and congressional delegation all solidly pretty much for hillary. and she did do very well in all aspects. you wonder, though, did some of the more liberal younger people just did not vote, which the younger people are credited with doing. unfortunately for democrats. on the other land, is there beginning to be a movement starting in virginia that it isn't going to be bernie. we love bernie with our hearts, but with our heads, hillary is the one that can do the job, let's start switching. >> what about turnout? just an a

record turnout for the republicans, their biggest turnout since 2000. and we saw the roles reversed. in '08, it was the democrats who dominateded the turnout. >> obviously you have a candidate when you're talking about barack obama that was different pl folks were saying this could be historic, he has a different presence. you look now on the republican side, you have donald trump. he is different. he has a different presence. he has name recognition. so obviously that fuels that. so again as we move to the general election, that will make it very interesting if he ends up being the nominee because he could also help the democratic turnout. >> something for hillary for worry about. there is an enthusiasm gap. there are people turning out very, very strongly on the republican side. they're really fired up no matter who they're for. not so much for the democrats it seems. their numbers are down and that could hurt them in the fall. >> so the prospect of virginia turning blue again

premature, do you think? >> probably. but again, if trump is the nominee and right now it looks like he may be, his negatives are so high, once you sort of shrink down the field and there are two people, even though hillary clinton's negatives are high, they're not as high as donald trump. so if you look at the map, it would have to be trending democratic, but at this point now we woocouldn't see donald tn the position that he's in. >> democrats are doing well in virginia. they hold the senators, the governor. they seem to be relatively popular. so you have to figure there is something going on there. but you have to wonder, i think purple might be the way things turn out. maybe hillary by an edge from what i'm hearing. >> in prince william county, it's been an emotional week. thousands of people attended the funeral of officer

when responding to a domestic call. ronald hamilton has admitted shooting his wife crystal and the three officers who responded to the scene. he's now facing capital and first-degree murder charges. this this is a terrible tragedy and one that same say i will 1r5 illustrates just how dangerous the job of a police officer is today. >> and this is a continuation of what has been talked about even if we go back to the two policemen killed in new york city sitting in their police car and remember the statement at that time they were saying a lot of these movements now that are going forward seem like they're more anti-police. and i think what you're hearing in fairfax county, they actually use the term and put this a memorial to the young officer who was killed that blue lives matter. so they're appropriating the black lives matter to say blue lives matter. i think the fairfax county police chief made a very important point and

what needs to happen is don't just call us on an emergency. get to know us. we need the community to get to know us, but i think that will be a two way street probably on the other side they would say the police probably would help to get to know the community even better. >> and you do have a response relative to the police feeling that they're in grave danger, but the response some people would argue is because of the police's overly aggressive responses to crimes committed by minorities. we if go back to ferguson and n york and these other areas. so there is a lot of hostility i think on both sides here. the question is how to the police -- and there is an accusation the police are becoming more military and aggressive. of course the police as you just said are under more attack. somewhere along the line, both sides have got to start rethinking where are we going on this. how can the police be more responsive to the community and how can the people in the community who are underfire, who worry about the police, what

themselves, how can they do it without letting the vitreal out and the rhetoric out that heats things up. >> and of course the other issue is domestic violence. the sister of crystal hamilton has said she hopes that this will put the spotlight on the danger of keeping silent. >> well, then because it's a danger -- i think it will as police make it more of an issue, it also puts them in danger. if you listen to any chief around the country, they say that is probably the scariest call that you have because you're walking into a situation that is already volatile and you don't know where it's going. so i think it can help the tragedy in terms of bringing a spotlight of domestic violence on the victims and those involved and also the police that have to come to those calls. >> police are often the arbiters in domestic violence. it's a part of their job and the concern is there

resu resources to help the police. >> we have to ta a break. kewe look, i know you're a cow and all. and you may not know what i'm talking about, but, uh. the yogurt made from your milk, is delicious.

the president of mount st. mary's university has resigned after the firestorm when he compared freshmen students to bunnies that should be drowned. simon newman resigned close to six weeks after those comments. what do you make of this story? >> well, he obviously said something that he obviously regretted. you have to ask yourself what was he thinking when he said that. and of course the whole situation arose over a group of students who were complaining about their grades and things of that nature. and then the reports indicate that he wanted to have them taken care of, dismissed quickly so that it can't affect their ratings. so u.s. news and world report wouldn't look good. it just went down from there. the fact that he got rid of the faculty members

it which criticized him. it is a classic downward spiral situation. >> so is pr sort of -- >> disaster. >> a pr disaster. but do you think it illustrates the kind of pressure that these schools are under to compete for students and for dollars, federal dollars? >> sure. he was new coming in. i think he'd only been there a year. he didn't come from the field of academia. he was a financial industry expert. so he came into really pull mount st. mary's together. and he even said that we have to kind of get the lower end folks out aboutbecause it will help uh federal funding. but once he fired those two professors, he had the faculty then turn on him 87-3 i think they took a vote and said that he should resign being but he had the board of trustees behind him. but i think the faculty said we cannot move forward, we're not going to be able to recruit new faculty or new

as you're here. and once that becomes a problem and the accreditation says we'll look at it again and send anned a deny du aed a deny dumb to say we want you to renew your leadership, then they knew they had to make a move. >> metro is in the news this week. d.c., maryland and virginia have agreed to keep working on a plan to create an independent agency to oversee safety. local leaders are facing new pressure now over in. but will the agreement to move ahead and continue to work together help head off the loss of potentially millions of dollars in federal funding? >> the criticism here isn't oversight. they have several federal agencies looking over the thing. there has been a number of studies, a number of intensive press coverage. people complain there is not money. there is no viable funding plan. yes, they get a certain amount of money, i believe $150 million of matching funds. and they have never really been sure of the matching

on this. >> anthony fox says what i want is i want d.c., virginia and maryland to take over oversight and i want if done t done by th said of year and if it's not, then you would lose the $15 million that you would get from federal funding. maryland and virginia says we can't get it done by the end of the year because our general assemblies are leaving. d.c. says we can and fox says, well, you need to find a way to work that out because it has to be done by the end of the year. >> let's talk for a second about the pressure and protests to pull the plug on the pepco/exelon merger. city leaders protested last week at the wilson building. though d.c. public service commission rejected the original proposal, it is willing to consider a new deal, just not one with a three year rate freeze. and that's where mayor bowser is

bowing out. so can she -- why is this such a mess? >> well, i think what it gets down to is the mayor says,s will, i was against the deal and then i was for it because i was able to get $78 million in concessions from pepco/exelon and $26 million of take will e that go to a rate freeze and the commission said you may get it, but we don't want d.c. to have control of the dollars. we want to put that money in escrow and we want to decide how that money is put out there because they feel the strict may tap into that money and use it for something else. so it's really about dollars and cents. and if they can't get the mayor to sign off on this, it won't move board whether pepco or exelon are for it. >> but isn't the question whether this really is a good deal or bad deal for the rate payors? >> there are a lot of people who don't trust the deal. they don't trust pepco, they don't want this kind of a merger. they think that it will not be a

consumer friendly. there has been a boiling point with a lot of people and that is part of the reason for the decision. >> meanwhile, washington gas weren'ts a nearly 10% rate hike. if that's approved, gas bills would jump about $8 on average a month. so i guess it's pretty good that winter is almost over. >> we think, right so? is it really open? we hope it's over. but about they get that, they're saying they want that $17 million to invest back into t improvement which is will keep rate rates lower. >> there is a lot of septembsce that, too. >> thank you for watching report a reporter's notebook. most of those have now moved to the east. but we're looking good as we continue into this workweek. let's get into it. as far as weather headlines go, we will see decreasing clouds throughout the day today. so don't be alarmed. we'll have clouds throughout much of the day, but i think by about 2:00 or 3:00 that's when we'll start to see sunshine. pretty quiet weather week out there. and we are on track for warm weather. we'll be in the 70s by mid week. so you're waking up to pretty chilly temperatures, we'll be in the 30s out there today. dry but cloudy, temperatures will be in the 30s to right around 40 frees. warming up to right around 50 degrees and we'llgradually warm up after that. developing this morning out of california, rain is expected to continue today in the northern part of the state. as a strong el nino weather pattern sweeps through. take a look at some of the video from linda, california. you can see that that rain

several streets are flooded. in some areas that water is 6 to 8 feet high. firefighters had to rescue one woman who tried to drive through the floodwaters. all this rain is necessary, though, the state is in the middle of a historic drought. today the city where officer ashley guindon grew up will have a chance to say good-bye to their hometown hero. guindon is the prince william county police officer killed on her first day on the job. her wake begins today at 2:00 just outside of springfield. the funeral is tomorrow morning. virginia paid its respects to the fallen officer this past week with a funeral that included full police honors. the 28-year-old was killed last weekend responding to a domestic violence call in woodbridge. into other officers were shot and hurt at that same call. the community is coming together to support their recovery with a fundraiser. people donating money at old town sports pub in manassas

officers yesterday. part of the proceeds will also go to sean hickman who is recovering after a serious hit and run crash. 6:33. commotion on the metro last night. metro transit police responded to report of an assault on the navy yard station on the platform there just before the 9:30 at night. a group of transgender teens were play fighting when another person jumped in. we're told the person thought that the group was actually beating up a girl. someone then pulled a knife. a girl did get a minor cut during the altercation. she was taken to the hospital. police say they're still looking for the person who pulled the knife and they're investigating this as an assault. this morning a northern virginia family is searching for answers. this after their loved one was found on an arlington street with critical injuries. p darcy spencer has a story you'll see only on news 4. >> so there is this one, which is the first hospital. >> reporter: she shows us the photos of her father who is in the hospital i

and she fears he may never wake up to tell them how he ended up here. >> we've spoken to many people and we're all, you know, in shock. it doesn't make sense. so we want answers. >> reporter: someone riding a bike discovered the 65-year-old face down in the middle of southeast street in arlington thursday february 25. he was walking to a bus stop after leaving work at the vitamin store nearby. initially medics believe he had a medical emergency. >> they have run all the tests, there was nothing medically wrong with him that could have caused this. >> reporter: on one side of his face, virtually crushed. on the other side of his head, a cut that required staples to close. and there are marks on his hands. the family says these don't appear to be injuries just from a fall. >> you don't have half your face broken fractures and

bleeding and coma with a very small percentage of chance of waking up. >> reporter: arlington county police are trying to piece together his last moves and find witnesses. the family fears someone may have caused these injuries. >> it shows some form of attack there. i mean, there was definitely trauma. there was a lot of trauma. >> well, that was darcy spencer reporting. and the family is asking anyone who may have seen him to call police. we have new details in that deadly workplace shooting in baltimore. police say the public works employee accused of killing his co-worker has turned himself will in. the shooting happened thursday inside the locker room of the city maintained depot there. an argument between the employees turned physical and then deadly. two volunteer firefighters are on administrative leave this morning. last week they responded to a mcdonald's in fredericksbu

having a seizure. they decided to take her to the hospital in a fire truck because there weren't any ambulances close by. the fire chief says that the parents were supportive of that decision. the department put them on leave because the truck does not have the ro equipme proper equipment like an ambulance. the situation is under review. and while i'm moving forward, i won't forget what happened because i don't want that to happen to somebody else. >> former mayor vince gray is officially back in d.c. politics as you just heard while kicking off his campaign. gray said that he moved on from the allegations of a so-called shadow campaign and the investigation into financial misdeeds in his 2010 campaign. the former mayor is running for the ward 7 city council street, that includes the kenilworth and nailer gardens

>> i'd be lying if i said i wasn't shocked about it. but, you know, it is what it is. >> del mar chesley is also running for the ward 7 seat. gray's last term in ward 7 led to a council chairmanship and eventually his election as mayor. family members and friends of a man found dead in his fairfax county apartment are trying to keep his memory alive as they search for the killer. they came out to mt. vernon high school to celebrate the life on saturday. he was found dead on seminary road last month. police still hooking for two suspects in the case. friends said he always thought of others before himself. >> he would give his last dollar and the shoes on his feet. he's not selfish. he looked out for others before his own self to make sure everybody else was okay. >> there was a packed house at the funeral saturday. he was just 35
