baltimore police officer william porter will be compelled to testify in all of the trials over freddie gray's death. a lower court ruled that he would have to testify and the maryland court of appeals, the highest court in the state upheld that ruling. six police officers were charged. porter's trial ended in a hung jury last year. the other officers faced charges for assault and depraved heart murder for gray's death. breaking new development. someone saw a person shoot two women and then took off. both women died. molette green is live with new details for us. molet molet molette? >> reporter: good morning? the officers just released the naples. 26-year-old

23-year-old. both shot in that third floor apartment behind me with children inside. jones' 5-year-old saw what happened. police evidence taped to the door of apartment 301 after a deadly night. two women shot and pronounced dead here at the scene. >> just found out and i just came over. >> reporter: this woman who didn't want to show her face on camera said her cousin is one of the women murdered described in her 20s who lived here with her three young children. >> beautiful, loved her kids, i spent a lot of time with them. >> reporter: it's possible the children saw the deadly turn of events since they were inside at the time. >> i heard three loud bangs. >> reporter: the 911 call came in around 10:30 last night. shots fired at the apartments. this man lived on the third floor. >> a loud, you know, banging sound.

prince george's county fire says people had to be rescued from their balconies. no one was hurt though. two apartments were so damaged people had to sleep elsewhere tonight. well, temperatures today not looking too bad out there. in fact, right now those temperatures are in the 70s, the lower 70s in some spots, and we're well on our way to warm up right through the 70s. 61 here in d.c. inside the beltway, 69 in baltimore, 70 in leesburg, 72 in manassas. but, again, we're going to warm on up. again, most of us will be in the mid-70s for daytime highs. areas along the water could be a little bit on the cooler side in annapolis. you could end up in the mid to upper 60s. for the most part we have cloud cover out there. you will get sunshine as we continue into the afternoon but then we've got more mild weather on the way. we'll show you those numbers coming up in a few minutes. >> a

thank you. a student who was missing is now safe. he was found this morning. his family was worried because they hadn't heard from him for several days. he is 18 years old. police arrested 2 a 23-year-old. he stabbed a woman. she died. another was established but is expected to be okay. he's charged with murder and attempted murder charges. a proposed law would broaden what qualifies as domestic violence. if senate bill 960 passes, it would add harassment and malicious destruction of property. prince george's county's state attorney general

measure. now we turn for the fight for degats in decision 2016. they'll be battling for votes again. take a look. red states are where republicans will need to get votes in the primary or caucus, the purple states is where they're hopes to get votes. those include mississippi and michigan today. this morning's new surveymonkey poll shows the first large shift in the democratic race. hillary clinton is up four points. bernie sanders dropped three points nationally. she has a 17-point lead over sanders going into the primaries. ted cruz is now in second place behind donald trump. 39% of republican voters think the billionaire will clinch the nomination. this poll has a 1.1% margin of error. a terrifying plane crash caught on camera. you won't believe a father and daughter actually walked away with just a few bruise

what a way to end a college visit. a father and his daughter say a parachute helped save their lives when their plane just fell out of the sky. >> yeah. take a look at the plane bouncing when it hits the ground in long island. you can see it nearly hit a building. this happened over the weekend. the father who was piloting the plane said the engine just die. he walked away with a scratch on his forehead. his daughter was not injured. we turn to texas now. six students are safe after this scary situation. their bus got stuck in some high floodwater this morning. there were severe storms outside dallas last night and this is what was left over, the water halfway up the bus's wheels. take a

carrying children on their shoulders to a nearby boat. after that they were put on another bus and taken to school. now, that same storm also damaged a number of homes in the city of cool, texas. they were wondering if there were tornados that touched down. there were warnings this morning. you see a lot of debris scattered everywhere. you see one person trapped in a house. he was rescued later. fortunately we won't be seeing anything like that in our area. it geese doing be beautiful, as a matter of fact. let's check back in with lauryn ricket ricketts. >> it is. i've spoken with a meteorologist in texas. they've got a long day ahead of them. up here as well, as you get out and about, it's so darn nice outside. temperatures right now around 70 degrees. we're warming up rather quickly even though we have that cloud

it felt good to be back on the fire truck. i appreciate all the support from the citizens, the community. >> two volunteer firefighters are excited to be back on the job this morning. the fire chief reinstated both men after a review and a public outcry. the fire chief reinstated both men, captain james kelly and virgil bloom were placed on leave for taking a child, a little girl to the hospital on a fire engine rather than waiting for an ambulance. the firefighters say the ambulance was 15 minutes s away and the child needed help immediately.

snow-clearing contractors. and we expect them to ask about issues with the county's 311 phone line which was overwhelmed during the storm. in the meantime across the potomac, virginia will get some of the federal help it requested as a result of the blizzard. the white house says president obama has approved the commonwealth disaster declaration. that means virginia can get money for repairs and recovery efforts from the big january storm. another reason to circle the first day of spring on your calendar. the d.c. department of public works says that's about when all the snow from january's blizzard will finally be gone. right now the snow is still sitting in huge piles at rfk stadium. take a look. that's the snow, but it's been coated in dirt and grime. scott macfarlane says they plan to remove the snow the day before the first day of spring. >

is under way in the district for a building to help new businesses grow. the incubator space will be right by howard university in the 2300 block of georgia avenue. it will be home to entrepreneurs and investors, and it's designed to help those who target underserved communities. we'll have more on when it's set to open and who will be involved on "news4" at 4:00. well, today prince george's county wants to hear your thoughts at a public budget hearing. according to a report from the blue ribbon commission, lagging tax revenue is failing to keep up with expenses in the county. with the county drawing less in revenue, it depend s less on state government money. by 2022 they could face a $22 million budget hole. and today we'll learn where

california. take a look at this new video of train that derailed overnight. it's not only lying off the tracks, but it's lying in a creek. investigators are now saying that a mudslide may be to blame here. heavy rain caused the mudslide. it's been getting a ton of rain out there, knocked over a tree that fell on the train while it was moving. after it went into the water, people didn't wait for help. they started pulling each other out of the train. >> one was in the mudslide, we were digging each other out. i'm thankful i'm alive live, thank god for that. >> scary situation there. police

we've been stuck in a cloud cover throughout much of the morning. eventually we'll get the sunshine. despite the cloud cover, temperatures are warming up and they're whamming up very quickly. here in d.c. we're going to top out in the mid-70s. fredericksburg, 70. warrenton, 76. 66 in gaithersburg. a little cooler along the water. if you're headed to pick the kids up from the bus stop, hopefully they burn some energy aet the bus stop. again, in the early evening we'll have sunshine out as well. the sun going down a little bit after 6:00. but maybe you need to set your tee time because it's going to be a beautiful day tomorrow. we're going to be even warmer tomorrow. we could have record-breaking temperatures tomorrow and also as we get into thursday. plenty of sunshine. it's going to be a cool start. a few degrees warmer than this morning. we started in the 30s.

crime down. they have the stolen minivan that was used in a deadly drive-by shooting at a bus stop. now they're looking for a person who was behind the wheel. one person was killed there, two others injured in a shooting on sunday in southeast d.c. now, this happened just steps away from where a local reporter was gunned down last may. please say the van belonged to alter church. the church didn't know it was missing. >> this morning police are looking for a second suspect in a brazen home invasion. they've already arrested kevin darnell carroll. they ambushed a 20-year-old and 14-year-old as they entered their germantown home last year. both men wore ski masks and both had guns. they believe they planted a gps tracker on the family car and tracked them home. police say carroll and his partner tied up their hostage and then robbed the house. virginia lawmakers are taking steps to protectch
