notebook." we begin with a disturbing story of domestic violence. a wake of a series of deadly incidents in prince george's county, there is a new earths to fig efforts it fight it. and joe madison, what are your thoughts about what appears to be an escalation of this kind of violence? >> and i think the escalation once again is due to the possession of weapons in the hands of people that you probably will find out are repeat offenders. and this is again where courts i think have to be extremely tough on folks who are abusive. especially when it involves children. but children, domestic violence, weapon, it's a dangerous combination. >> and there is a package of
6:18 am
address this, attempt to take guns away from convicted offenders, to form a task force that would come up with better intervention strategies and provide more social services. and now the county executive in prince george's county is setting aside a million dollars for more social services. is that going to be enough? >> well, i think definitely in prince george's county with the county executive putting money towards the issue, that's a major step. and the fact that the general assembly is at least talking about it, pushing bills, trying to push bills forward to address it is always a positive thing. i think what is interesting if we shift over to the new budget proposal rushern baker has put forward, a lot of that million would go towards services and counseling for men in terms of preventing domestic violence. so there really is a large gender aspect to that bill in prince george's county in terms of not a bill, rather, in terms of the money that will go
6:19 am
approve that. >> a lot of it would go toward the abuser. >> clearly the infrastructure and funding has to help an awful lot. often these cases devolve to the police on the beat. he has to be marriage counselor, police officer. and that's asking him or her to do a lot. they're well trained, but maybe not well trained on this. special entinterventionists neeo be brought in. >> you also need to put the money toward shelters so that individuals, women or men, because there are then who are sometimes -- have a place to go where there is a safe haven. so that has to be considered, too, because that is usually the biggest problem. where do i go. >> and remember, a big issue, too, on this is what happened in prince william county with the young officer that was killed. they were responding to a dost
6:20 am
police have said those are some of the most dangerous calls they get because they don't know what they're walking into. >> the cases are all tragic and one of the most tragic aspects is what happens to these children. they're often damaged emotionally, mentally. and then statistics do show that children who grow up in an environment like this and who are exposed to this kind of violence are at higher risk of becoming abusers, too. >> and how public policy will move forward to address this. i know the state's attorney for the county, this has been a wig platform for her, that she's pushing trying to get the county really to focus more on this issue. >> it's a problem all over the region. we have to take a break. we'll be right back.

sticking with politics, in annapolis for just a moment, gh gh governor hogan raised eyebrows when he said he's disgusted with national politics. he was asked if he's going to support donald trump should trump become the republican nominee. and the governor said it's too early to speculate about who he might endorse. what did you think of those comments? >> well, his candidate lost. it's really kind of interesting. now it's too early, but it wasn't too early when he endorsed chris christie. so this is just your typical my guy didn't win, so i'm back to square one. and he doesn't have anything to lose because he's not on anybody's short list or anything. >> this is
6:23 am
said and it was very interesting, he said i don't know who i might support, democrat, republican or if there is a third party candidate. so just the fact that he threw in if there is a third party candidate, he's saying is it possible could i support a third party candidate? maybe it is. so i think for the republicans, that is floating out there and i agree with joe when he says i don't want to get involved, well, you've already been involved. >> early on. >> larry hogan better thank god that he's not on a ticket this year. and yet the fact remains there is the establishment talking essentially. they are amazed and appalled and discombobulated by donald trump and they're all scrambling around for scenarios to get out of it and they haven't found one yet. >> let me give you one scenario that no one except bloomberg, people think he couldn't get on the ballot on primary elections. mb
6:24 am
a third party candidate gets in, no one gets the necessary 200 some electoral vote, it gets thrown into the house of representatives and who controls the house of representatives, the republicans. and who do you think they would vote for? whoever the republican candidate was. let's move to virginia. two volunteer firefighters are back on the job no longer on administrative leave after taking a toddler to the hospital in their fire truck. captain kelley and sergeant bloom say the 18 month old had suffered a seizure and was unresponsive and they didn't want to wait for an ambulance. fire chief says they didn't follow proper protocol. there was an outpouring of social support for them on social media. many didn't it think it was handled the right way. do you think it was handled properly

standpoint, they probably didn't have to really go public with it and suspend them. i would think you pull them into the office and say listen, guys, technically you're not supposed to do this but we're proud that you stepped forward and did what you did, but we have to talk about what procedures are. i think you have to look at both sides i believe that they did the right thing, but who is to say somewhere down the road you get a firefighter who decides he wants to make a run to 7-eleven for some other reason and you didn't make a point of saying this is what we can or cannot do. and what i thought was interesting the firefighter said i would still do the same thing ten out of ten times. >> the chief says they weren't suspended, they were placed onnedon ed a madministrative leave. >> in these cookinds of job, it plain is very important. you will take an

and so the question becomes we have to say something, but what do we do. and some people think that as you said they might have settled it quietly some other way. and just, you know, maybe a mild -- glad what you did, we understand you acted out of something from the heart, but the fact remains, you know, you kind of went over the line somehow and get on with it. don't make a big deal out of it. on the other hand some will say if you don't make an a example of this, other people will do it. >> i'd give them a medal, build a statue to them if i were a parent. if those were our children or our child, we would be hugging those people. he could have said, look, guy, just don't do it again and glad you may have saved this child's life. it gets to the point it's almost draconian. this is crazy. i mean, you didn't have to
6:27 am
could have told them just don't do it again. >> he could have just said we're looking at procedures to maybe ham cases like this. there must be a procedural way they can deal with this. virginia has become the first state to regulate fantasy sports. governor beisigned a law to prot businesses like draft kings. so explain why this is considered a win for both these companies and for the state of virginia. >> well, for the companies, they are trying to set a precedent to say we have a state behind this to say now this is legal. because for fan duel and fan king, probably got the name wrong, they are looking to build momentum to go from state to state saying this is what virginia has done and it's okay. for virginia it's a win because they say if you want to start a business here, you have to pay a $50,000 registration fee. so we're notax
6:28 am
there is it a registration fee. so that is a way for the state to get 50 grand from each company. >> it's gotten to the point where they have to do something and this is what they did. and it's better to be under the tent of some kind of a procedure than just being out there and everybody arguing about it or having a debate or perhaps getting to the point where there are violations of law or criminal activity might spring up because they don't have the state acting as it did. >> i have nothing to say. i do not gamble on sports. >> you still have five states where half of their jen general assemblies have approved it. so there are other states watching this move by virginia. >> there is tremendous abuse with this, that's really the problem. >> last question. how long do you think it will take to get the pepco/exelon merger completed? >> i think it still hangs on to the $78 million. they put this back out there and they're saying we'll give you
6:29 am
you, but we'll let you now decide how you want the money divied out. but the service commission and the mayor, they have to get on board. >> the activists now have a point. this is where these folks are saying take it, here it is, here it is, the big gay guys are iin charge and the proof is in these actions where they're taken away and given. >> think about eight others have to agree on this and that's the rob getti problem getting them together. >> and the deadline has been extended to all the parties to weigh in. everybody gets an extra ten days to comment. >> and pepco/exelon have the money to do it. >> thank you. stay with us for "news 4 today."
