them in condemning these outrageous attacks against innocent people. >> the latest on the deadly attacks in belgium. and the reaction locally as terror strikes again in the heart of europe. first at 4:00, there are raids at homes in brussels, at least one raid has turned up an isis flag and explosive device. isis is claiming responsibility for the explosions that killed at least 31 at subway station and airport. this comes just days after the arrest of another terror suspect in brussels who is say cuesed in last november's attacks in paris. meanwhile, night has fallen there in belgium. it is morning around brussels these are live pictures around brussels where hundreds are holding a vigil. we have team coverage on reaction around the world. including what the attacks mean for us

at the least it means tighter security at all three airports here and right now we're getting a look at some new images from that airport in brussels. >> this surveillance video released by belgian police shows three men believed to have been part of this morning's attacks. nbc news contributor christopher dickie breaks down the latest details in the investigation from brussels. >>. >> terror struck right in the heart of europe, the heart administratively and emotionally, a beautiful city, brussels, belgium. what happened? this morning at least one bomb went off in the brussels airport. >> everyone was in panic. we had to run. just because the situation was such -- everyone was scared. so everyone run. >> more than 20 people were killed and injured at a metro station. >> we felt a small blast of

and we heard some thudding in the distance. >> the net result is that this is a city on edge and a continent on edge. if you look at the fugitive suicide bombers at the airport, the pictures that have been circulated, that apparently are of them. they're not wearing suicide vests. they're not set up the way we expect suicide bombers to be. they're just pushing suitcases on trolleys in front of them. the thing to remember is, they didn't do it the way they always did it before. and that's what makes these guys so scary. back to you. >> well, it's been a very tense day for college students studying abroad. and their families. max okobayashi is a 20-year-old junior at american university. studying european politics at nato. to get to classes in brussels, he usually takes the same metro line hit by the explosion today. this morning he went to work using an above-ground tram. but some of

very close call on that metro line. i talked to him via skype. >> it was really scary to find out that some of my friends were close to the bombing. several of them were on trains, either just before or just after the bombs went off on the same line. and if they had been any sooner or later, they could have been hurt and fortunately everybody is safe. >> now coming up in the next hour, how okabayashi learned about the explosions. and the american university's school administrator have posted on their facebook page. saying all students are safe and accounted for and their thoughts are with those who have been impacted by the events. metro has stepped up patrols around some rail stations, even though there are no known threats. you're going to see more police officers and canine security sweeps. news4's transportation

adam tuss is live at the l'enfante plaza station. can you give us an idea of how metro responding to the attack overseas? >> what metro is doing is what they always do when there is a terror threat. they're stepping up their response in response to whatever happened there. but they say there is no credible threat. you mentioned that, that's the most important thing. we've got another busy rush hour under way here at l'enfante plaza. this is the place where so many buses come and drop off riders and people come and go all day long. we did see transit police officers earlier around this area. there are some police officers who are down in the stations taking a walk around. canine teams are going to be out. and what metro tells us is that their transit police officers are basically overlapping their shifts right now. and overtime is happening. regardless, after all of this, brussels is on the mind of metro riders. >> it's scary. it's very scarey. you know, it's

coming to a city near you, i know. i know it's on its way, it's scary stuff. hopefully something can be done about it. >> and we continue to look at people making their way tonight here at the l'enfante plaza metro station. ky tell you that metro transit police have been on multiple conference calls with other large u.s. transit systems. they say there's no credible threat. guys, back to you. >> all right. adam, thank you. you can also expect to see changes and a major show of force at the airports. northern virginia bureau reporter david culver shows us the scene from dulles. >> here at dulles airport, the one flight that was scheduled to head to brussels tonight has been canceled. security at high levels here. certainly increased. we can show you what it looks like outside the airport at the curbside check-in area. not only marked police vehicles, but also armored police vehicles are out there. inside you see there are almost

that are walking through the terminal. they're carrying rifles, they're waring bulletproof vests. they also have canine units throughout the airport today. we've noticed them searching anything from trash cans to luggage to even our own camera. just ahead on news4 at 5:00, we speak to one security expert, who has some advice for airports when it comes to expanding certain security areas. now he says as you've noticed, probably, security pretty tight especially once you go through the tsa section. but what do you do for the general check-in area? we look at it ahead on news4 at 5:00. a plane that left brussels minutes before the explosions landed this afternoon in florida, just outside of orlando. the plane was sent to the far end of the airport property. a lot of police officers met up with that plane. passengers were bussed to a holding area. there was no threat involving the flight, but officials say they wanted to take extra steps

here in northwest d.c., flags are flying half-staff outside the belgian embassy around mourners are bringing flowers to honor the victims. we've seen more secret service agents outside that embassy. we're going to go live there for a live report coming up at 4:15. let's turn to the weather. and storm team 4 chief meteorologist doug kammerer in the storm center. what's it like out there today, doug? >> not a bad day to get out and about. cherry blos oms coming out the next couple of days. and baseball season. take a look, out towards rockville. this is richard montgomery high school. the team out there, they're having a little baseball practice this afternoon. i miss my baseball-playing days. more like spring over the next few days. baseball will be even better tomorrow. highs in the 70s tomorrow and thursday, friday, cooler. average high this time of year is 58. notice as the camera swings around, every day will be above average. at least in the city. so that's good news out there, too. now tonight's headlines, getting warmer across

at the live desk we're following breaking news in fredericksburg. police say there's been a shooting involving one of their officers. chopper 4 has just arrived over the scene, we're waiting to get images from the chopper. this is kenlock and brayhead drive, a couple miles south of the university of mary washington. police say the shooting happened after a traffic stop and pursuit at about 1:00 p.m. one man is seriously injured. the officer was not shot,

taken to the hospital as a precaution. and virginia state police taking over this investigation in fredericksburg. we're going to keep a close eye on this and have updates here and on the nbc washington app. things are back to normal at howard university hospital. a water main broke in the main building's basement yesterday and flooded the critical care area. staff had to relocate eight patients, cancel appointments and divert ambulances to other hospitals. a public hearing this afternoon about proposed new rules for tanning beds in montgomery county. the county council is considering requiring salons to post warnings about the risk of cancer associated with tanning beds and banning minors from using those beds. state law already requires minors to have a parent sign a release form. one salon manager says most minors opt for spray tans, anyway. unless they're preparing for a vacation, where they don't want to get sunburned. well the candidates are speaking out on what

the latest now on the explosions at a brussels airport and subway station. right now belgian police are conductsing a series of raids across the country during the search of one house authorities say they found an explosive device that contained nails as well as chemicals and an isis flag. investigators believe two men staged suicide bombings at the airport, and a third man ran off. at least 31 people were killed, 190 wounded in the attacks today. president obama is heading to argentina, before he left

need to have robust intelligence collection against these networks and have penetrations. so you can anticipate what these networks are going to do. and in addition to that you're going to have intelligence sharing. each service is going to have different pieces of the pie that they can bring to the overall picture that we're facing. lastly this speaks to a very basic and local community effort. that there's trust between the government and the locals, between the police and the local community. because there's clearly a local support network. that these terrorists have relied on so there needs to be those kinds of ties between the community and the police. and based on what we know about the, this network and about the events of today, based on the evidence they found so far, what does this say to you about the sophistication of this group? and what are the questions that this raises in your mind? >> this is clearly a very sophisticated terrorist network. if it was the same network that did the paris attacks

attacks today in brussels, this is a highly sophisticated network. it's clearly a network that's made significant inroads into a local community in brussels. so this doesn't necessarily tell us as much as we would like about isis' overall capability in europe. we know it has at least one highly capable network. we don't know what's left. we don't know who the main bomb maker is, we don't know who the recruiter, we have questions that need answers before we get a handle on this situation. >> belgium is such a small country. how does a network this extensive and this capable continue to flourish without the authorities knowing what is going on? >> that's a very serious question that i think these attacks have raised. there's going to be a lot of scrutiny on the belgian services especially with the return, they estimate about 100 foreign fighters. these are people going to merit further scrutiny. >> we've gone to syria and iraq and returned to belgium. these are going to be people who should be un

scott mcfarland with breaking news at the live desk. german media reporting that the police in germany have stopped and arrested three people who may be suspects in today's brussels attacks, arrested in rosenheim, germany. about eight hours from brussels, we don't know their role or how they're being investigated. we'll watch for more details as they come in. chris? >> thank you, scott. a woman in raleigh get a terrifying call around 3:00 a.m. it was her husband, in brussels, telling her what happened. now he was just a few feet away from that first explosion in the airport. but he told her he was okay. he was getting ready to fly home. but stepped away for a moment to buy a magazine in the terminal. >> that's probably what saved my life. and i was in the store. and was ready

first explosion, very close to us. happened. i turned around as we saw the ceiling come down. and immediately, one other person and myself jumped underneath the cash register of where we were. and waited and shortly thereafterthere was a second explosion further away. >> he said he and about 60 other people were able to get to a safe area. the airport. eventually he got back to his sister's house in belgium, where he's still trying to regroup. and at that point he's not sure when he's going to make it home to raleigh. right now, president obama and the first family are headed to argentina following their historic visit to cuba. the president spent his final day in cuba speaking to the people and taking in a baseball game. nbc's jay gray is live in havana. hey, jay.
