segregation in loudoun county tonight. >> yeah, students and parents packed tonight's school board meeting, fighting changes they say would have segregated latino and low-income students. jackie is live with the solution the board came up with. >> reporter: chris, it came down to a compromise. >> all those in favor of plan 8 as amended, please say aye and raise your hand. >> reporter: the final vote took place after more than two hours of emotional testimony before a crowd of several hundred. most spoke in opposition to the loudoun county school board's proposal known as plan 12. >> we need more diversity in our schools, not less. >> reporter: it would have moved about 1,900 students, concentrating students from downtown leesburg into two neighborhood elementary schools that would then have a majority of low to moderate-income students and heavily latino. many currently ride buses to schools further away.

ambulances that are supposed to speed up response times in the district may actually be slowing things down in their first week on the job. news4's mark segraves obtained internal memos from d.c. fire and ems. one of the biggest issues revealed, computers used by d.c. firefighters not talking to the computers used by the private company, amr. as a result, firefighters have to record patient vital signs on paper, delaying the trip to the hospital. amr also cannot be used for life-threatening calls under any circumstances. mark learned that one patient from a cardiac arrest call waited 28 minutes for a d.c. ambulance, even though a private ambulance was nearby. police, firefighters and federal investigators all trying to figure out why a massive storage ramp collapsed in manassas. one man was killed. five others were rushed to the hospital, two with critical injuries. it

foodservice wash house. and a retention pond where a body was found. it's being transported to the med kaed examiner for tests and identification. now to politics. donald trump is standing by his campaign manager after he was charged with simple battery. trump says he's upset florida police didn't talk to him before they arrested corey lewandowski. police didn't pursue charges until they saw this video, which they say showed lewandowski grabbing reporter michelle fields after a press conference. before the video came to light, lewandowski denied touching fields, in fact, said he never met her. tonight the trump campaign says he didn't do anything wrong. critics say the campaign cult vats abusive behavior. >> she was running up and grabbing and asking questions and wasn't supposed to be doing that. and i told him, you should never settle this c

prosecutors withheld evidence. wolfe remained imprisoned all that time awaiting a new trial until this guilty plea. we're still working to find out when the washington monument will reopen. the elevator malfunctioned this afternoon and folks got stuck about 280 feet up. 19 people were in the elevator at the time. they were able to get out. another 23 people were on the observation deck. they had to walk down nearly 900 steps. and this is the ninth time in less than a year that elevator issues have caused the monument to close. some patients at medstar hospitals are waiting to hear whether they'll be able to go in for treatment tomorrow. the hospital system still trying to recover from a malware attack discovered yesterday. a medstar spokesperson says they made big progress today but there's still more to do. the attack affected i.t. systems and patient records at hospitals, including georgetown and washington hospital center. staff had to use paper for patient information and some ea

davonte washington at the deanwood metro station. washington was with his mother and two sisters last weekend when bellamy walked up to him. court documents allege that bellamy asked why washington was looking at him. washington said, "what?" and bellamy shot him twice in the chest. metro security cameras recorded the whole thing. atlanta city leaders are objecting so strongly to north carolina's new law that they're asking the nba to move next year's all-star game out of charlotte. it's the latest fallout over the law which some say limits protections for the gay, lesbian and transgender community. basically, it prevents local governments from creating antidiscrimination legislation. and now, north carolina's attorney general is calling the law a national embarrassment and says he won't defend it in court. >> it's time for all of us to come together and put the partisan politics aside and find a way to restore

reputation. >> new york governor andrew cuomo also banned all nonessential state travel to north carolina, but supporters say the law protects men and women from having someone of the opposite sex come into their bathrooms and locker rooms. back to that breaking news we told you about at the top of the hour. chopper 4 just arrived at the scene of this two-alarm fire in gaithersburg, and you're looking at a live picture. montgomery county fire and rescue says this fire is being fed by gas and fanned by the occasional wind gusts out there. firefighters now say everyone is out of the house safely. two were rescued. firefighters say the original call was for a deck on fire. we're working to bring you more information anwe'll be right d

relatively speaking, it's actually going to be pretty nice when we think about how blustery it was out there today and yesterday. so, for the most part, like i said, i think tomorrow's going to be the best day out of the workweek because it will be windy on thursday. it will be mild. it will be warmer. friday still a bit breezy, some rain showers to contend with. and the weekend looking blustery both saturday as well as sunday. now, despite a breezy afternoon, the weather tomorrow having a pretty low impact on your day. we'll have plenty of sunshine. definitely need the sunglasses and lighter winds throughout the day, but it will be a cold start with the temperature around 38 degrees. maybe some spotty frost north and west of town in the more rural areas. plenty of sunshine from start to finish. by noon, not a bad time to have lunch outdoors with the temperature around 54. 4:00, we notice the winds and we'll also hit a high of 62, so similar to today, but even feeling a little warmer. by 7:00 in the evening, a temperature around 58, so not

shomari stone just got to the scene of that breaking news, a house fire in gaithersburg. shomari, what are you finding? >> reporter: well, actually, we were the first on the scene. we're here in gaithersburg. look behind me at the back of the house. this fire is still burning. there are approximately 100 firefighters here. firefighters rescued two people out of this townhouse, and right now they are putting out hotspots. this fire is a gas fire, and they're just keeping a close eye on it as they continue to spray foam and water on this thing. all the pets are accounted for. let's come back over here. the people who were inside were rescued. and we'll continue to bring you updates as they become available. we've posted video. we continue to do it on twitter and facebook @nbcwashington and on our nbc washington app. live in gaithersburg, i'm shomari stone, news4. >> announcer: this is the xfinity sports desk, brought
