the deadly accident involving a fairfax county police cruiser may have been because of bad weather and poor lighting. it happened along beulah street in the alexandria section of the county saturday night. police say an officer hit jeffrey aguilar when aguilar stepped out will into the stree. the officer had a green light and the dash cam recorded the crash. police have not identified the officer, but say the officer has been with the department for two years. the time is 4:34. service out of d.c.'s 911 center was affected by this weekend's strong winds. the center lost lights and air conditioning after power outage around 11:00 on saturday night. the director for the city's unified communications office moved the operations to the backup location in northwest during the outages. those outages did not impact 911 calls or communications with first responders. the city's 311 line did go down for about two hours.
