massachusetts avenue. melissa mollett has been monitoring the traffic impact, but let's begin with megan mcgraph live on the scene. >> reporter: well, a pedestrian involved it all of this, that person a male pronounced dead on the scene. but the driver of the striking vehicle according to police did stay, they were on the scene. that driver was on the crescene when police officers arrived. you can see everything has reopened. massachusetts avenue both the access roads and the tunnels back to normal this morning. that happened right after the car involved was towed. take a look at the video, this happened within the last half hour. the police completed their investigation and the tow truck came and took that car from the scene. and so everything was able to get back to normal in time for rush hour this morning. this happened between 1:30 and 2:00. the car was traveling on one of the access roads headed east.

struck the pedestrian. we're not exactly sure where the pedestrian was, what the pedestrian was attempting to do at the time that the car hit that person, but all of that part of the investigation, but this was a deadly accident. still under investigation. but in terms of the traffic impact here, everything is back to normal. but we do have issues elsewhere around town and with more on that we go over to melissa. >> thank you, megan. taking a look, one of those problems crain highway at 4, slow down there, but not sure where it is. taking a look at the beltway, the beltway right now for this moment is dry. but all of this is moisture moving into the area. so we could be seeing some of that on the roads here soon. 95 north at 610, garrisonville, the crash still on the left shoulder. travel times in ten minutes. you mentioned it and

sexually assaulting a woman in northwest washington in 2002. the case was cold until april of 2014 when juwley was identified from a national d this. a database. it was in the system because he was convicted in a separate are carjacking case in 2011. today family and friends and classmates will gather to remember a teen shot and killed on a metro platform. 15-year-old davonte washington was gunned down at the deanwood metro station on easter weekend. he was with his mother and two youngsters when another team asked him a question and then shot him. the funeral is being held at first baptist church of glenarden this morning at 11:00. davonte was a ninth grader and junior rotc cadet at largo high school. students from largo will print his family with a memory wall signed by his classmates. today the man who car cracked an ambulance in prince

sentenced. sebastian isaacson pled guilty to several charges for that december 2014 incident. police say isaacson car jacked the ambulance that had stopped to help him after he was involved in an accident on the beltway. his blood alcohol level was 0.19 at the time. the state wants him to serve more than 20 years behind bars. dna evidence has cleared a virginia man who spent more than three decades behind bars. key harward is expected to be released this morning. he spent 33 years in prison for the beating death of a newport news man and rape of the victim's twhif 1wife in 1982. the supreme court ruled new dna tests proves he's innocent. georgetown university says no need to water, its firewalls blocked a cybersecurity attack last week protecting the personal information of the university students and employees. geor u

not connected to the one on the medstar hospital system. 6:05. we're learning about very disturbing allegations for two men this morning. 24-year-old enrique and 19-year-old victor are in jail charged with the rape and kidnapping of a 12-year-old girl. >> this can be one of the worst type of calls that police officers in any department have to deal with. >> we're told one of them took the girl from her home without her parents' permission to an apartment he shared with the other suspect in virginia. investigators say they sexually assaulted the girl and then took her back home. the men were arrested wednesday in montgomery county, but will likely face charges in both d.c. and virginia. this election season, virginia's department of transportation is ushering its own campaign. >> we want our roads to look like belgian waffles? >> no! >> virginia's pothole hunter is

that is where police say he stopped at his parents' home. the couple were able to report him to police, but by that time, he had already taken off. the other man that you see on the left was in fact captured. but again, the surgery effort for garb he haveer remains this. it is 6:13 right now. and fairfax county police have released surveillance video that might help track down a sex assault zus peg assault that is on the run. you look here, police say the man grabbed a woman behind a strip mall on commerce street and threw her into a dumpster. they say he sexually assaulted and robbed her. there is also footage of that person driving off in a red car with a stripe on the driver's side door. the attack has a lot of neighbors worried. >> i do have concern for some of my friends who are females. i'd like to see them go to jail for a long time.

any april in sight? seven day forecast at 6:51. outer loop here after colesville road, we have a new crash, sounds like this it's in the center of the road. it looks like perhaps things are getting by okay and they have moved this out of the road. but the initial report was that it was in the middle of the roadway. taking a look now crain highway at 4, that crash now out of the way. we can see it's nice and green there. big look at the beltway, everything either inner loop and outer loop looks fine. you can see top of the beltway, a little bit slow through that area. 66 and t95 overall no major problems. 95 south approaching woodbridge, allege bit a little bit of a slowdown. and 66, some moisture. new concerns about your safety on buses in the district.

6:26 now. in a couple of hours, more steps toward getting self-driving cars on the road. the u.s. department of transportation is holding two public meetings, one right here in washington, the other in california. they want to find out what people think about the new technology and whether it will really be safe. the meeting is happening at u.s. department of transportation headquarters. you have to rsvp if you want to go. if you want a driver's license for the first time, you will be required to take a mandatory driver's ed course. this go there is to effect on may 1. the courses can be taken this d.c., maryland or virginia, but they have to certified by the dmv. district residents who can prove they have had a driver's license beforere

a developing story we're closely watching this morning involving your safety on d.c. circulator buses. safety issues now being brought to light and who is being blamed for the problem bes. but first, we're preparing you for the conditions as you step outside. we're still talking about windchills. this is another chilly morning that we are experiencing today. >> storm team 4 meteorologist chuck bell here now with four things to know. >> good morning. last weekend was a good practice run for this weekend because it will be extremely windy and cold on saturday and it will be just flat out cold maybe near records on sunday morning. so our february marchlike pattern continues here well into the middle of april. saturday rain drops and the chance for snowflakes, perhaps enough to whiten the ground this northern maryland out to the shenandoah. high winds again possible for tomorrow. so be ready for a big impact t

safe. a new audit finds 95% of d.c. circulator buses had at least one significant safety problem. kristin wright is live in northwest d.c. now to break down the report and what is being done about this. kristin, good morning to you. it would appear we're having trouble with kristin's signal. we'll try to get back to that story for you in just a little bit. it's now 6:33. the search for relisha rudd is not over. they didn't find anything in their search yesterday. rudd was 8 years old when she disappeared two years ago from the d.c. homeless shelter where she lived. investigators say they renewed their search this week because of new information. the teens sce

man inside a metro station will not face charges. prosecutors dropped the assault charges against six will so that high school students. police say in january one of the teens sucker punched a rider and when that rider fought back, the others attacked. d.c.'s attorney general and metro are not commenting on this decision. today is the deadline for a dozen prince george's county strip clubs violating zoning laws to shut down. but as our county bureau chief tracee wilkins tells us, some owners are fighting back. >> reporter: today is the day, at 5:00 p.m., 12 strip clubs in prince george's county will no longer be able to operate as a strip club. they have been given notices like this one from the department of permits inspections and enforcement saying that it is illegal for them to operate as an adult entertainment business where they are currently located. this after a year long battle in court that decided buildings like this one can no longer be right across the street from homes. they now need to be located

warehouses or light industrial districts. coming up, how the business owner peoples are going. tracee wilkins, news 4. 6:35 right now. we want to try to go back to our story about the d.c. circulator buses. kristin wright is live for us gasoline thousand in northwest washington to try to help us break down some of the are information in this new report. kristin, what you can tell us sf. >> reporter: let me just say that the list of d.c. circulator safety problems uncovered by the audit is just so long, i can't possibly list them all. our news partner wtop revealed will it new information in their exclusive reporting. the audit was done in august. it found at least one safety problem on 95% of circulator buses. the problems included issues with safety

controls, tire tread, brakes and even turn signals. now, this audit says tease buses should have been pulled from service. the audit also found that ddot and metro failed to oversee contractor first transit, it operates the circulator. first transit has agreed to fix the problems. now, in a statement to wtop, ddot says they are actively monitoring the circulators' performance and that they sought the audit to ensure quality service. the bus drivers' union says they have been concerned about maintenance issues for some time and that they have been demanding the results of this audit for some time. they are expected to testify at a d.c. council hearing this morning. back to you. it's now 6:36. a d.c. driver tells us he received nearly $1500 in fines from just one speed camera and now the camera has disappeared. the camera was located along the 600

police say it was put there because of excessive speeding in that areas but it's in an area where the speed changes from 25 to 50 miles per hour. the driver of the ticketed car says he was fined nearly every day for two weeks. >> i don't know what to say. i got 13 speeding tickets from a camera that is not even here. >> d.c. police have not told us why the camera vanished, but some speed cameras do rotate to new locations. police have also not explained why the speed limit changes frequently or abruptly in that area. good news we're not used to hearing. prices at the post office are actually going down. what is behind the price cuts. also ahead, a high speed clays that h chase that has a lot of people talking and how the people in the car celebrated before being

we're following a developing story in the district. massachusetts avenue is open to return hour traffic again following a deadly pedestrian accident there this morning. >> this

the 1300 and 1400 blocks on massachusetts avenue. megan mcgrath has been on the scene all morning for us. what's the latest? >> reporter: well, police had hoped to reopen things in time for the rush hour and they indeed were able to do that. if you look behind me, you can see that traffic is now flowing as normal on massachusetts avenue right in the area of thomas circle. however, that was not the case early this morning. we had a deadly pedestrian accident that shut everything down for several hours. take a look, this is the striking vehicle that was involved. it was between 1:30 and 2:00 in the morning, that car was up on the access road that parallels the tunnel that goes beneath thomas circle. that car struck a pedestrian, the pedestrian was killed. the driver, though, did stay on the scene. no word on any charges. with more on traffic in the area, we go over to melissa. so right now we have two issues we're dealing with. first of all, 270 brand new crash southbound at father

and still the problem outer loop before georgia, crash on the right shoulder. it is now 6:47. developing right now, the search for the person who killed a dance major in her freshman year at the university of texas at austin. gabe guttierez has more. >> reporter: good morning. behind me, the ut tower here is darkened mostly this morning. it is usually brightly lit. haruka wiser was a freshman, 18 years old and dance major from outside portland. authorities just identified her body was found here on campus on tuesday. her friends had reported her missing on monday. and she had last been seen the night before around 9:30 and authorities say that they are now looking for a man in surveillance video that was walking a woman's bi

separate carjacking case in 2021. two men are in jail this morning charged with rain and kidnapping. montgomery police arrested the 24-year-old and 19-year-old for allegedly assaulting a 12-year-old girl. police say one of the suspects knew the girl's family. >> the parents of the victim did not give permission for him to go to the home and most importantly to remove the victim from the home. >> we're told that he took the girl to an apartment that he shared with the other suspect in virginia. investigators say they sexually assaulted the girl there and then took her back home. the men were arrested on wednesday in montgomery county, but they will likely face karnlgs both in d.c. and virginia. happening today, the funeral for a 15-year-old largo high school student ghunned down on metro platform easter weekend. he was with his mother and two
