personnel spread out on the beltway investigating that crash. a little over an hour ago we broke the news to you on the nbc washington app and to give you an idea of how big of an impact it's having on commuters, take a look at our first 4 traffic map. it's showing us how much of the beltway is jammed up as people start to make their way home. >> tracee wilkins has just arrived on the scene. tracee, what have you learned and what's the scene there right now? >> reporter: well, right now you can see what's happening right here on the outer loop of the beltway. it is completely empty here. it is shut down at this point because of this accident that's under investigation and expected to be under investigation for some time. a maryland state trooper, it appears, was rear-ended by another vehicle. that trooper was critically injured, has been transported to the hospital where he is in stable condition. from what we understand at this po

this trooper sustained. it appears to us that this trooper was helping a vehicle on the side of the road when somehow he was rathear-ended or hurt by another vehicle on the roadway but again you can see here what's going on with this investigation. maryland state troopers have it shut down here. if you try to get on to the outer loop of the beltway from 450, you're going to be directed around that ramp. they have it closed down to keep traffic from coming here. if you take a look behind us, you can see that the beltway on the outer loop around 450 is completely shut down and could be like this for some time. as maryland state troopers conduct their investigation to try and find out exactly what led to this crash. i'm tracee wilkins. we're reporting live here on the beltway. back to you all in the studio. >> see, we understand the trooper was taken to shock trauma. do we know any more about his condition? >> reporter: we don't know anything more other than that he suffer

"first at 4," a man with alzheimer's vanished during a pick income at a park in prince george's county years ago and it was nearly a month before police found his body. >> now his family is suing his assisted living facility for negligence and wrongful death. news4's kristin wright has details. >> reporter: today

for mr. fits's family announced a lawsuit at his office. they want the assisted living home where he lived to be held responsible for his death. >> mr. fingerprints was living at woodmore house assisted living. they took him and other residents out on a trip to watkins park. phipps asked to go to the bathroom and wandered off. his body was found in the park three weeks later. phipps' family is suing woodmore and we care adult services. >> i try to think about the positive things about him. he's a very important person to me and my siblings, and i hope that no other family have to endure the pain and suffering that we have endured. >> reporter: coming up on news4 at 5:00, what they want out of this lawsuit. kristin wright, news4.

georgetown. his name was osbaldo bernal, a 51-year-old man from arlington. two sppeople spotted the body. police don't think there was any wrongdoing but they're still looking into how he died. if you will be taking metro tonight, you'll want to give yourself a little extra time. the nats are playing atlanta right now at nats park. the cans also play this evening, and then there's metro track work. >> i'm melissa mollet with the first 4 traffic and a reminder it could be busy on the roads and rails tonight because of these two things here. nats versus the braves and the caps versus the flyers here tonight. two different things happening in the city. so here is an issue on metrorail to remember though. we have track work happening through this evening. it starts at 10:00 p.m. and lasts until midnight. really probably will only really affect the caps game. red line we have some single tracking happening and running every 20 to 25 minutes.

now to breaking news involving a metro train. >> yeah, a train stuck inside a tunnel near the rosslyn station has now been pulled out and so are the passengers who were inside. >> transportation reporter adam tuss is live now with the update. adam, what happened today? >> reporter: this all happened around 3:00 this afternoon, pat. from what we're told it was one of metro's brand new trains, a 7000 series rail car that all of a sudden just lost power inside a tunnel. it got stuck, and then that's when all of this started. take a look at the rosslyn station. pretty much business as normal right now as the system gets back up and running, but earlier it was a much different situation. when that train lost power, they tried to actually push it with another train here to the rosslyn station. that didn't work, and then what they had to do was bring in another train and connect it to

train and passengers then had to walk through all the rail cars. we actually have some video to show you of what was going on when those passengers were walking through those rail cars making their way in between the actual rail cars to the front. they were able to do that and then get all the way to the platform at the rosslyn station. even though the train was stuck in a tunnel about 100 feet away from the platform, the passengers were able to walk through every rail car and then get off the train here at the rosslyn station. still, some say they were stuck for about an hour and 15 minutes underneath the tunnel here inside the train. we talked to a couple of passengers about what it was like. >> well, i was on the train and it completely shut down. we knew we were close to rosslyn and the car started to shake. the power went out and it

really warm and it was a while before anyone came on to tell us what was going on. the car would start up and shake and we'd go a couple inches and then shut down. and finally someone came on and said we've lost power. there's no power. they were talking to each other. we're working on it. we should be going momentarily. well, an hour of that. >> reporter: so, again, metro says that they have been able to get that disabled train out of here. the delays are continuing a little bit here and they're going to take a little bit to shake out and, of course, this is probably the worst night for all of this to happen as we have the nats at home and the caps home playoff game tonight. hopefully everything can get back on track before everybody has to get in and out of the city, guys. >> adam tuss. thank you, adam. new at 4:00, a popular diner in college park is closed after fire in the kitchen. it happened at plato's diner on baltimore avenue. fire investigators say there is extensive damage. no word yet when the diner will reopen.

i'm wendy rieger at the live desk. we are working on a serious crash on the outer loop of the beltway. chopper4 is over the scene. this involved a maryland state trooper. right now the outer loop, this is between route 450 and the bw parkway. this is closed. here is what we know about what happened. a driver slammed into the car of a state trooper who had pulled onto the shoulder because the trooper was investigating another car crash. and our video from chopper4 shows three cars with some serious damage. a helicopter landed on the beltway to take that trooper to maryland shock trauma where he is in critical condition. tracee wilkins is on the scene gathering new information. she will have that for you on news4 at 5:00. back to you. well, a couple of republican presidential candidates are getting ready to go one-on-one with two of nbc's

health. this year's ride included 40 active duty riders and about 25 veterans. a lot of them recovering from major injuries. some good and not so good news for returning students at uva. they're going to have to pay more in tuition, but the hike won't be as big as the university had planned. the school already announced 3% increase in in-state tuition for continuing students. however, today, they said it was scaling that back to 1.5%. >> yeah. even a small increase not going to go over all that well. tuition spiked for new students, it will go from 10% to 8.5% when you look at it as a whole. also want to give you a heads up if you're driving in and around d.c. this weekend. two big events are going to shut down some major roads. the big cherry blossom parade starts at 10:00 in the morning and that's going to run until noon on saturday. the parade route is along constitution avenue between 7th and 17th streets.

the legendary boston marathon takes place on monday. organizers aren't taking any chances this year when it comes to security. >> a special high-tech helicopter that detects radiation flew over the marathon route. just one of the things that the city is doing in order to keep people safe.

>> city officials say it's one thing that they are doing this year. >> reporter: as workers ready the scaffolding over the boston marathon finish line. city officials ramp up security for race weekend. >> there is no credible threat to this event in the city. >> reporter: given terrorist attacks in san bernardino, paris, and brussels, the police commissioner said this was not the year for law enforcement to scale back. security will remain as tight as it has been since the boston marathon bombings in 2013. there will be more than 5,000 law enforcement officers monitoring boston by land and air. some you will see, some you won't, but they hope to keep the event family-friendly. >> we're not going to have what looks like a police state here. >> reporter: barricades will go up throughout coply and back bay and from audubon circle in, spectators will hit security checkpoints. police aren't banning some common items, but they warn they will be searched. >> backpacks, you know, luggage, if they have luggage, large

something. news4 at 5:00 begins with breaking news. and that breaking news, a maryland state trooper has been flown to shock trauma right now after a roadside crash on the beltway. the ripple effect has crippled the afternoon commute in prince george's county and beyond. good evening, everybody. i'm jim handly. >> and i'm wendy rieger. that crash happened almost three hours ago, and the outer loop of the beltway at route 450, the northbound lanes are still closed. that trooper was hit while he was sitting in his patrol car. our team coverage begins with our bureau chief tracee wilkins live in lanham. >> reporter: in essence this trooper was struck twice. now, he was wrapping up an investigation of one single car accident. a vehicle was on the side of the road on the right-hand side as you said when he was hit by another vehicle and troopers believe that that vehicle was driving away from a

south of where this trooper was. after that vehicle hit him, then another tow truck comes and hits the striking vehicle once again ramming it into the trooper's vehicle. let me show you what it looks like on the beltway right now. now, after those two accidents, the trooper's vehicle was absolutely crushed. he was stuck inside, and they had to pry him out of the vehicle. this is what state troopers are saying about his condition right now. >> the trooper's condition, he sustained serious injuries from this crash. he's in critical condition at this time. he was taken by maryland state police medevac to shock trauma in baltimore city. >> reporter: now, of course, the next question was, what would cause that vehicle to strike the trooper? i can tell you that state troopers are telling us that they are looking at the possibility of charges in this accident, that the striking vehicle, the one that they believe was involved in the hit and run that then hit the trooper, the drive o
