to try to explain to you what happened here. if this was the trooper's vehicle parked on the side of the road here on the beltway, a vehicle that police believe may have been a vehicle driving away from a hit and run accident slams into the back of his vehicle and then this vehicle is hit by another car slamming and hitting the trooper again. in fact, hitting him twice. because of this, his vehicle was crashed and he had to be extricated from the vehicle. let me show you what it's looking like right now on the beltway. it's still shut down at this point between 50 and the baltimore washington parkway. if you're coming off of 450, they are not going to allow you onto the beltway at this point because this accident is still under investigation. here is the latest information that we have on the trooper's condition and also possible charges for this driver. >> the trooper was taken by medevac, maryland state police medevac, to baltimore city

trauma. the driver of the at-fault vehicle was taken to pgh. there will be charges here coming soon. we're going to consult with the state's attorney's office to make sure all charges are appropriate that we're going to pursue with. >> reporter: now, we asked if the driver striking vehicle was believed to be driving drunk, if there was some kind of dui involved here. at this point troopers could not confirm that but we understand he is being supervised by troopers at this point and as you just heard, they're going to look into the possibility of possible charges in this accident. now, this is a driver who, again, may have been fleeing from a hit and run accident up the road before striking this trooper and injuring him critically. now, this trooper has been a maryland state trooper since january of 2015. he has a brother who was also a maryland state trooper. we're told his colleagues and his family are by his bedside and he's recovering from this tragic accident.

reporting live, i'm tracee wilkins, back to you all in the studio. >> thank you, tracee. as you can imagine, traffic is a mess along the beltway and in the surrounding area as a result of that crash. pat collins has been talking with drivers all afternoon. right now he's had a shopping center on annapolis road. pat? >> earlier, jim, it was a study in still life but some improvement now. take a look. we're at 450 and the beltway. you can see now moments ago they opened the outer loop here. the outer loop at 450 and the beltway. it had been shut down for nearly four hours since the accident occurred, but a few moments ago they opened it up. you can see the traffic is moving not at a speed limit pace but it's moving nonetheless. take a look at what it was like earlier. bumper to bumper traffic for miles and miles and miles. for many people there was just no way out.

were caught up in it all. what was it like out there? >> terrible. the traffic was just -- came to a standstill. couldn't hardly move. you didn't know what lane to get into and you just had to be patient. >> it was horrendous. took us almost an hour to go five miles. >> police cars were whizzing by me on the fast lane and they were going fast, fast. it was at least ten cops passed me by. >> it was backed all the way up. couldn't get on it. i had to go all the way down to 450 and then come through 450 and come back down this way in order to get to work. >> reporter: you had to use the back roads. >> yes, sir. >> we had to get off. they diverted us off of the beltway. so came out here to wait. i have no -- i don't know how to get back home. >> reporter: now, fortunately, there are a number of restaurants here, so people could get off, get something to eat, and wait it all out.

things are starting to slowly get back to normal. now back to you. >> pat collins. thanks, pat. once again, a maryland state trooper in critical condition after a serious wreck on the outer loop of the beltway. it happened at 450 and the beltway. and we are still seeing some delays, but as pat reported, the outer loop has been reopened between 450 and the baltimore washington parkway. if you have to go out this evening, you'll want to just take your time. at least the traffic is now moving again after the lanes have been reopened. looking at presidential politics now, they're calling it the battle in brooklyn. five days to go until the new york primary. hillary clinton and bernie sanders, less than three hours away now from a debate tonight. their showdown comes as the sanders' campaign is dealing with a new controversy. a supporter used some strong language that some people might find offensive.

right now metro service back to normal at the station where a train stopped working this afternoon. passengers had to walk off a train near the rosslyn station. they were stuck for more than an hour. >> some of them were on board and they were not happy with how metro handled the situation. news4's transportation reporter adam tuss is live now at the rosslyn station. quite a day. >> reporter: another tough ride for people, and quite a day is underestimating it for some people who were stuck on that train for over an hour. the train stopped about 100 feet from the rosslyn station platform, and it was one of nd new trains, the 7000 series rail cars. everybody was able it get off the train and there were no injuries. as

>> reporter: and metro has taken that train, that new 7000 series train and put it in a yard right now. they're trying to figure out why it broke down, why there was a malfunction in the first place. we'll bring you any updates when we get them, guys. >> all right. adam tuss. thank you, adam. and they might need bigger signs at some metro stops. the metro committee approved longer names for two stations today. national mall would be added to the smithsonian station name and kennedy center to the foggy bottom/gwu metro station name. the district would pay for changes to the signs. it's now up to the full metro board to approve the changes. all signs must be finalized by the end of the month. former d.c. mayor vincent gray is making a political comeback but now his campaign for d.c. council seat is facing yet another hurdle. tomorrow federal prosecutors are expected to release some new information from that shadow campaign as it was called. the investigation that troubled gray while

tom sherwood has our report. >> reporter: businessman jeffrey thompson pleaded guilty to being the mastermind behind a $650,000 shadow campaign that helped elect vince gray mayor in 2010. thompson in court in 2014 said gray knew about the shadow campaign and welcomed secret funds to defeat adrian fenty, but despite those thompson revelations, gray was never charged and the probe abruptly ended last december. gray has denied all wrongdoing and is running for a seat on the d.c. council now. sources directly involved in the investigate confirm to news4 that thompson's credibility as a witness was severely damaged last year. that's when the sources say gray's lawyer, robert bennett, warned prosecutors that thompson's private life included questionable sexual relations with a variety of men and possibly some under age. the u.s. attorney's office says it's not in a position to comment on

earlier this week declined to comment to news4 on any aspect of the investigation. thompson couldn't be reached. "the washington post" today released its own lengthy story disclosing how the allegations about thompson, including possible money and gifts to hide sexual relationships, undermined thompson's credibility should he take the stand in a trial. earlier this week, bennett declined to comment to news4, but sources say bennett warned prosecutors thompson's personal life would be used against him if gray went to trial. campaigning for the ward 7 seat today, gray declined comment on the probe. >> as far as i'm concerned that investigation concerning me was closed on december 9th of 2015, and that's exactly where i leave it at this point. >> tomorrow there's plmore on t shadow campaign story. a federal court will unseal some documents that had been secret in the case. jim, it's unclear what the documents say but today's story

kristin? >> reporter: yeah, that's right. you know, people had hoped that somehow lubin phipps would be found safe and sound, but instead as you mentioned his body was found here at watkins park. now the assisted living home where he lived is answering a lot of questions. woodmore house assisted living is under the microscope of state investigators. they're monitoring we care adult services at the facility in upper marlboro and fined them $7,500 after a state investigation into the disappearance and death of lubin phipps. we have also learned phipps' family is suing. his daughter struggles with the loss daily. >> just that it just haunts me every day. >> reporter: named in the lawsuit, woodmore house, we care adult services, and quality connection transportation. the lawsuit claims neglect and wrongful death. employees at woodmore took phipps and other residents to watkins park in september. the

chris? >> reporter: maryland elections officials ditched touch screens for early voting when they realized that there were so many candidates in some of these primary races that all of their names could not fit on a single screen. some of the candidates threatened legal action if they were put on screen two or three. so the decision was made to go back to paper ballots. for the most part early voting is running smoothly. electric touch screens have been replaced by old fashioned paper ballots where you darken an oval to vote. problems arise if you mistakenly darken the wrong one. >> because i did that, i had to darken every single dot on the paper and then cross out the paper and it just made me absolutely mad because this is a very antiquated system. we have gone back into the dark ages. >> reporter: we learned that voters who make a mistake have to void their entire ballot by darkening all the ovals
