speed, if it's safe to do so, move over into the next lane. >> reporter: police also say he hit three other cars a mile and a half before hitting the trooper. he's also in a hospital, and will face criminal charges. and tonight, fellow troopers are with him at the hospital. live here in college park, news4. >> shemari, thank you. the man accused of driving drunk and killing a montgomery county police officer could face up to ten years in prison at his sentencing next month. he hit the police officer last december while he was working a dui stop. the death sparked a push for stronger dui laws in maryland. his parents got a standing ovation earlier this week after lawmakers passed noah's law, expanding the use of ignition interlock devices for convicted drunk drivers.

president biden applauded is a student at virginia tech. claire kelly received a champion of change award for her efforts to end sexual violence in college. for the past four years, kelly has coordinated take back the night at virginia tech, and she runs the longest feminist activist organization on campus. and today, the governor signed new laws that could better protect dna evidence that's collected from sexual assault survivors. one establishes new procedures for so-called rape kits. last year, an audit found nearly 3,000 kits that had never been tested. this legislation is expected to double the number of tests performed each year. for years, it was a crime centered near the u.s.-mexico border. but now virtual kidnapping is moving east, into our area. tonight, we investigate a change, elaborate scheme that one victim calls the biggest trauma of his life.

>> reporter: what would you do if you answered your phone, like jamie york did, and heard this. >> i've got your wife. she's held at gunpoint. >> reporter: would you believe the threat? >> you need to keep the phone to your ear, do not kill the police. >> reporter: the caller claims she was in a phone injury. >> he's screaming at me. >> reporter: and if york didn't wire $1600 immediately to pay for the damage -- >> i will kill your "f"-ing wife. >> reporter: he says the caller new the make and color of his wife's car and because he heard some female voice screaming in the background on the phone. he grabbed a second phone but was unable to text his wife. the man gave him instructions to wire the cash and pick up his wife. as he was driving, a friend

police suspected it was a scheme and raced to the call to intercept him. when they got here, they found him in the parking lot of the store, as expected. but it was too late. he had already wired the money. jamie york had been the victim of a virtual kidnapping. his wife wasn't in danger or even at the mall. she was in a different town. >> a lot of the families pay the ransom and never notify law enforcement. >> reporter: so you think this might be underreported? >> i do. >> reporter: the fbi has investigated at least 67 virtual kidnapping attempts since 2014. several have been attempted in maryland in recent years. >> i got a phone call out of thin air. >> reporter: including against steve gibford. >> your brother has been in a serious accident. if you don't get the money to fix his car, i don't know what's going to happen to your bother. >> reporter: in some cases, virtual kidnappers simply randomly call phone numbers seeking victims and

including 787 and 939, almost always insisting the victim remain on the phone. he didn't fall for it and told the caller -- >> i'm going to let the police know, i'm going to give you his phone number. the next thing i heard was click. >> reporter: but jamie york was convinced and he said his 5-year-old was in the house and had to watch him race across town in fear of his mother's life. >> you think your loved one is being held hostage and you're absolutely hamstrung. >> reporter: how did the crook know his cell phone number and the make of his wife's car? he suspects the call came from someone who once came from his home. a western union clerk stopped the money from being wired, so police didn't file charges.
