owing hundreds of dollars after not receiving the bills they signed up for. plenty of sunshine on our monday, but waking up to tuesday with rain. we're tracking it right now on storm team 4 radar. news 4 at 11:00, starts now. it's been a violent day in our city. >> d.c. officials say it's a level of violence that is just not acceptable. i'm jim handly. >> two people are dead and the community wants answer. we have team coverage tonight of what's happening here in the district and what's being done about it. >> we begin tonight with shomari stone who spoke with the chief. >> reporter: the mayor says this is horrific. she is horrified by what happened. five shootings, two people died, all in one day. let me show you a map of what we're talking about here. four of these shootings occurred in southeast d.c. one was in northwest d.c.

areas in these neighborhoods are very upset. some are even scared tonight. that's what they told me. let's roll some video of the scene. police were called to the 4800 block of texas avenue southeast and found the body of a man in the alley between a valayer owe gas station. and then they were called to 49th street southeast, there they found a woman unconscious and not breathing. witnesses said she was walking to her house when six shots were fired. police say these two scenes are related. now unrelated in northwest d.c., a man was grazed by a bullet and is going to be okay. and earlier there were two other shootings in southeast d.c. both of those victims survived. we asked mayor bowser and chief

>> we are horrified by the violence we saw today. it's a level of violence not acceptable in our city. and we are going to put every single resource, police and otherwise in the neighborhoods to get rid of this violence. >> reporter: what do you say to some folks watching this who have information but quite frank lay are scared to come forward. >> we need people to talk to us. there's ways you can talk to us anonymously. we have our text tip line. you can call, 727-9099. the way we have been able to take violent offenders off the street is because people talk to us. >> reporter: indeed, police urge anyone with information to give them a call. authorities have not released the names of the victims in these cases. it is still under investigation. they have also not released names of any suspects or persons of interest. they're actively working these cases. i'm shomari stone,

community activist in the capitol hill neighborhood is suing the u.s. justice department over crime. she desperately wants answers and says she's just not getting them. news 4's jackie benson joins us from a street southeast. >> reporter: a terrible crime that happened on this street last year was part of the motivation for this. he should have been in jail. news 4 first reported last november that 21 year old antwon pitt was charged with a shocking crime. a woman was raped and the person cut off his ankle monitor two weeks before. >> i'm not going to have any of my residents become victims because of your incompetence. and i'm going to us the word incompetence, because if you don't know how many people you're prosecuting you don't kho

>> reporter: denise krep says they suspect many responsible for the increase in crime go through a rye involving door of justice and are quickly back on the streets. months of unsatisfied requesting for that information have left her no choice but to sue for it, she says. >> we're second-class citizens, because the federal government controls this information. in most places the governor, the mayor controls the district attorney. we do not. >> reporter: now the man in custody facing trial for what happened here had a court appearance today. he is being held without bond. until this next court appearance. live in southeast washington, jackie benson. new at 11:00, chopper 4 was at the scene of this head-on collision between a car and pickup truck in prince georges county on old alec and dree yeah road in fenton. at least one of the occupants had life-threatening injuries.

they say that's what the national transportation safety board will announce tomorrow was the cause of that deadly amtrak derailment in philadelphia a year ago. it was going more than double the speed limit when it rounded a curve and careened off the tracks this week last may. they will present their final report tomorrow in d.c. eight people were killed, more than 200 injured in the derailment. the summer travel season fast approaching and nightmare wait times continue at the understaffed tsa checkpoints. >> on sunday, nearly 450 passengers missed their flights with american at o'hare airport in chicago because they were stuck in lines that were longer than two hours. tsa's problems have caused tens of thousands of travelers to miss their flights across the country. one tsa whistle-blower says morale among screeners is at rock bottom. >> poor

february. but even after the gas company told us it was close to being fixed we're now in may, and viewers continue to contact us with complaints. >> i wouldn't think it was delinquent, they've never sent me a bill. >> reporter: bob tillman says he has not received a gas bill since january. he usually pays his bill using the electronic billing system. >> i get an electronic bill every month, and all i have to do is click on it and the bank sends the payment. it's worked seamlessly f lly fo multiple years. >> reporter: until he heard about a co-worker. and he gave them a call. they told him he was delinquent and owed $416. >> good news, they didn't disconnect me. >> reporter: but that wasn't the case at amy wolens' home. >> i have no pousch, no gas coming through.

turned it off. she said since signing up for e-bill, she's never received a bill. >> i paid my last bill, i guess paper bill, in october. >> reporter: and about $600 later. >> i paid all the months prior before they would hook me up. the very next day i got a call from a neighbor. and she was very upset, the exact same story. >> reporter: both bob and amy say they never received any kind of notice from washington gas about its e-bill problems. so just like we did in february, nbc 4 responds reached out again to waington gas. it told us in part, it sent notification to affected users and offered alternative ways to make payments. it said errors in the migration sum existing customer profiles to the new platform caused problems. washington gas says it's on track to resolve remaining issues this week. in the meantime, the company says it will not charge any late fees.

i've been hooking at the past hurricane seasons, this year, i think, will be a little above average. i'm going for 14 named storms, eight hurricanes, three of them could be major hurricanes. i don't anticipate much along our coastline. but watch for the last week of august. every year i looked at did have something in that week. 52 degrees when you wake up tomorrow, take the umbrella. showers if not just plain rain. 3:00, to 4:00, maybe a shower or two, but a break in the rain. cool, 58 degrees. nothing on the radar now. and you can see the clouds starting to move on in from the west. we'll do a widening, even farther to the west, here's the rain making its way our way, a couple of systems going to come together right over us, and take a look at future weather, nothing tonight. how about 8:00 tomorrow morning. a lot of rain coming in.

8:00 for that morning rush. back towards 66 and now 50, around 10:00, still dealing with the rain. how about noon? yeah, still raining around noon, even 1:00, 2:00, and by 5:00 starting to pull out. so we do see a little bit of lightning as far as the rain is concerned but still some showers tomorrow night. even into wednesday morning we have a chance for rain. so we're going to watch out for that very closely. hour by hour, rain at 7:00, rain at 10:00, showers at 1:00, cool at 4:00, still dealing with some light showers, but only in the 50s. that is one nasty mid-may day. thursday and friday are great. 71 thursday, 73 on friday, and we're moving in the right direction, right? >> right. >> well, another storm comes in on saturday and sunday. >> no. no. >> back down into the 50s.
