low to mid-50s and we'll stay this way throughout the day. we have a traffic alert to tell you about this morning. you will run into road closures as 8,000 cyclists hit the streets for the inaugural d.c. bike ride. take a look at the route. the 17 mile ride will take riders past the washington monday uhe chlt, the washington, over the 14th street bridge, as well. closures start in just about an hour at 7:00. and for a full list of all the closures, head to our nbc washington app and nbcwashington.com. right now fairfax county police are searching for a man who went on a violent crime spree in springfield. police are working three crime reason scenes right now. it started at the brookfield plaza shopping center when the suspect robbed a jewelry store. as officers arrived, they confronted that suspect as he was exiting the store. he started shooting they say at officers who then returned fire. a bystander was hit by the flying bullets is but is expected

the suspect then got this to a car and drove off. >> six to seven shots, pop, pop, pop seven times. >> are you concerned now? >> i am. broad daylight. that's scary. >> the gunman crashed his car at springville allege drive in hampton creek way. this is about a mile and a half away from that shopping center. police say that he carjacked another car and crash that had one a hemile away and then took off by foot. an infant has fallen several stories. this happened on roanoke avenue around 7:30 last night in takoma park. fire and ems says the infant fell three stories. it's not clear how the child fell. the baby did not have life threatening injuries, but the injury was traumatic. officers used pepper spray to break up a university of maryland house party. and now police there taking a closer look at video from

officers' body cameras. yeah, you can hear the chaos that unfolded this this video posted to twitter. just about 2:00 saturday morning, police were called to a noisy party and possible fight at the courtyard in college park. an officer was surrounded by a crowd at one point. pepper spray was used twice including during the fight. police say they are reviewing to see if the use of force was actually appropriate. two people were arrested on multiple charges, including disorderly conduct during that incident. well, we want to take you to a developing story, the of a began taliban confirms one of its chiefs mullah mansour has been killed

strike. problem authorized that air strike friday night. mansour formerly led the taliban after the death of another senior leader last summer are. two people are dead nearly a half dozen hurt after a shooting at a concert. police in austria say an argument led to a shooting in the parking lot in the western part of the country there on a property used by a motorcycle club. police say the suspect got a gun out of his car and then went to the concert venue and started shooting at random. he eventually shot himself as police closed in. well, investigators are trying to figure out why egyptair flight 804 sent automated messages just minutes before it crashed over the mediterranean. the messages indicated there was smoke on board. aviation experts say that it could mean there was a fire, explosion or perhaps a technical glitch. meanwhile crews are still trying to find the black boxes from the plane and family members are il

yesterday we had multiple spinout accidents just because of wet pavement, people exceeding their speeds. so watch out if you plan on drooifing. just reduce your speed as we have wet pavement all around. don't have steady rain like yesterday, but we are getting scattered sprinkle of light rain shenandoah valley, northern suburbs as it tracks south and east. a few scattered sprinkles across southern and eastern suburbs and western suburbs, as well. and this will continue through the sunday morning. it's cool, we're in the 50s from the mountains all the way to the bay. reagan national now at 54. so you need an umbrella, poncho, rain boots, jacket and slacks here throughout the day as it will be cool. the hour by hour timing, we'll have slight showers coming in through the morning hours, all this area in green is light rain that will track south and stay in the metro area as this upper level low that is giving us this cloud cover and the rain tips to spin over us. 6:00 p.m., we still have

the week about metro, which is kicking off its safe track plan. tom sherwood and adam tuss joining us this morning. and adam, you have details about this plan. >> yes, this past week metro released exactly what will happen. nd and the general manager has been talking about what this plan actually means and how disruptive it was going to be, but i don't think people are paying attention to it until we start seeing the actual details. so what we learned this past week for instance, starting june 4th, there will be 13 straight days of continuous single tracking from the boston station to east falls church. that kicks off this whole plan. meaning that there is basically only going to be one track for a whole bunch of trains to get through for 13 straight days. and that happens in just a matter of weeks. and that includes rush hour, as well, around the clock. so think about how disruptive that will be for orange pd a sti and silverne

and second project is complete shut down from eastern market to minnesota avenue and then eastern market to benning road on orange, blue and silver lines. and this will happen june 18 to july 3. we're talking about 16 straight days of a complete shutdown in that session of track. it's going to be really disruptive and people really need to start making plans now. >> that's the point to me. we've all been complaining about metro not the -- doing it piece meal and now paul wiedefeld is now doing it. are the local governments, city, counties, are they prepared for the kind of traffic changes, what will happen for rush hours? what are they doing to make sure they can be partners with metro rather than everybody complaining traffic is terrible? >> i think everybody agrees that something has to be done. the general manager is only six months in and he's putting together what is the biggest shutdown plan in metro's

he first released it in a draft form so that people could make changes so that you could see what kind of bus routes you could supplement with the system, what kind of changes you could make to make things easier on people. thousand we have the finalized plac plan and it's time to get serious about the work. >> so the general manager has his plan, the pta giving its directive. is this becoming a political battle? >> i turn to our politics major on that one. >> let me just say everything in washington is politics, but this is particularly a situation where we have regional transit system run by maryland, virginia and a the district, we have federal oversight run by the federal transit administration and anthony fox, department of transportation secretary. he's been throwing lightning bolts from the capitol hill saying you got do this, you got the do that, threatening to shut down. the fact is after decades of not doing the work on metro, the city and the region is now trying to do it and a lo

federal government step in and help with funding to operations. there is zero funding for metro. but yet it wants to tell us what do. >> the federal government can tick off a million things about what it has done, including kicking in for the original system. >> but what about the operating of it. they do zero for operating. 40% of the rush hour sometimes is federal workers. >> and this is one of the big things that you've seen jack evans going to congress and capitol hill and all the testimony and all the things that he's saying.ging on the ta saying you have to give us more money. and he said if you don't fund us, i'm blaming byou pl sgrt politics is the people who maybe can telecommute, people who can change their commute times. but this really is something

the major point. >> oh, it's coming. >> and of course the impact is on the average person commuter who is just trying to get to work in the morning or get there one side of the region to the other. let's change topics. if you are applying for a gun permit in the district, you don't have to have a if reason now that a federal judge has struck down a key part of the law. explain how this judge's ruling has impactedon ruled that the idea that when you got a gun permit to carry concealed carry, he said the rule that you have to have, quote, a good reason was unconstitutional this his view. so as of now until the city appeals and gets it done in a court, if you apply, you have on show the gun, you have to register your name and all of that. but you don't have to give a good reason to the police chief of why you want the gun. but this -- the city back in 1977, it passed the law saying no hand guns in the district. and

court said you have a constitutional right to have a gun in the home. and ever since 2008, there have been all these legal cases about exactly what does that mean and people said if you have it in the home, can't you carry it somewhere. and that's where we are now. just like the abortion rule in '73, there were all kinds of cases going on now how you can limit an borngss but you still legal to have an abortion. it's legal to have a gun, but what you can do is still up in the air. >> ironically this decision comes this during a week where there are almost daily shootings in broad daylight. cathy lanier says she doesn't believe this is a prelude to summer, but a lot of people are wondering. how much pressure do you think this is putting on the police? >> i think this is unbelievable what is happening day after day in southeast d.c. and pat collins had a report this past week about a mother who was just trying to get home to her house and was gunned g nn in the middle the street and

if you have things like that happening, you have to get on top of it, but how easy it is to do that. you're talking about a system where people are entrenched in a certain way of life and certain culture. how can you realistically get in there and put more police on the street and try to help out effectively. a hard thing to do. >> and it's part of the city, part of southeast, part of northeast. but it's not the whole southeast east of the river. buts significant. we don't know if in fact this will be the beginning of a very bloody summer. urban areas around the country, chicago, new york, some other cities have had a lot of violence. so we don't know how bad it's going to be, but i saw the chief just this past week meeting with the mayor's office. i think they're gearing up for whatever it's going to be. >> and it's an electionier. >> yes, this is a big deal this ward 7 where vince gray a challenging yvette alexander and he's saying this is too much

flared tempers and heated words over the council vote to change the mayor's plan to close d.c. general and build homeless shelters around the city. tom sherwood, we have heard the woods misinformation, ob fuse indication and the reportedly a four letter word. what is the story behind those words? >> we'll get to the irritation, but the basic story is the mayor and d.c. council agree on one thing. they want to close d.c. general. >> by 2018. >> during 2018. which happens to be the mayor's race. it's a horrific place for 300 families to be. the mayor proposed last fall and earlier in year

around accept seven of the cityt wards. she put up a plan. phil mendelson said whoa, this is way too much money, we have issues here, private developers making money off of this, so he put up a new plan that said we'll move all these shelters to public land and so adam, that way it would cost less and the mayor was furious at him and then this past week there is a thing in the hallway where they were talking about relations with congress but then they got into a little tiff over the homeless plan and competing visions and the mayor uttered a profanity. i couldn't say it any day of the week, but sunday moim mornirnint hearing it. i didn't hear it, but a reporter heard it and tweeted it and it has taken a life of its own. >> what is mendelson's and

bower's relationship been like over the years? because they have worked together on the council. >> well, strained? >> how much time do we have? >> this might get more to the back story. >> bowser and mendelson have a good relationship, but they have differing views. and they're supposed to meet every wednesday for lunch or breakfast, but they often don't meet. this is the the tension between the executive branch and a mayor who likes to get her way. she told me that. and a council that once said we'll give a thorough scrub to what you want to do. >> what is the community saying about this? hasthat had a chance to weigh in? >> no, the hair had tmayor had meetings after she put the plan rw

without community input. so all the council members for example mary cheh has to tell people why the facility is moving from north of georgetown to upper northwest. there is a lot of politicsnd tempers are short. but everybody wants to close d.c. general in 2018. the mayor thinks mendelson's plan won't do it. then de mendelson is he our plan is better, cheaper and faster. >> if you heard will the stories coming out of d.c. general, it's just quite horrific. but there was a great tweet that i saw about all of this that i think sum it is it up perfectly. someone said i'm sorry, did it someone put a city in your neighborhood? but that's kind of like what is happening. if the city wants to be a true city, you have to be willing to accept what might change this your neighborhood to some degree. >> and the neighbors i've talked

shelter with modern facilities and services, but they are worried about that these shelters will open and then the city will not run them well. and they will become hangout places and hurt the neighborhoods in which they are. so it's up to the mayor's administration or whoever is the mayor that if you build them in the communities where they will go, then you have to run them so that they are assets to the community and not drawback. and the mayor says they can be. >> all right. a story to be continue. council vote takes place in june. so imagine climbing aboard a street car and riding not just along h street in northeast, but all the way to gormg up to. d.c. and federal officials are taking a look at this. that's a long trip cross town. it took ten years or longer just to get the h street leg done. so what is this likely to involve? >> the studying is under way. whether or not it happens is just a whole other idea. >> we're in fantasy idea here.

>> you go with the facts when you year in fantasy land. >> plans have been drawn up. you basically would extend the street car from the h street corridor past union station down massachusetts avenue all the way across k-street under washington circle by george washington university and the street car would end under the wheat hurit. if you gave the street car a dedicated lane on k-street to get back and forth across the city, you would actually create a i radviable east to west link that currently doesn't exist in that form. >> here is the problem. i think we'll have that gondola from rosslyn to georgetown before we ever have a street car going to georgetown. the east/west running of the street car to me is not the issue. the problem is the north/south streets. heavy traffic going north/south, how are you going to make a dedicated lane for the street

intersection there downtown to 30th street. i don't see it. >> would it be good for business? >> yeah, it would be good for business once it's done, hell for about ten years. >> but if we don't start making investments and making grand plans like this, the district has made no bones about it, that they don't care for your car at all to be in the city. they would rather people find alternate modes of transportation, bike share, metro, buses, whatever it is. >> post-auto society. >> if you look at the true european cities and things that work and models for ways to get around, it's time to start thinking this way. >> thank you, gentlemen. with a gun and disobeyed commands. neighbors say is this a complete shock. >> the last thing that you would position of would be something from the olivieris that would be involved in anything closely concerned with that. >> we'll check on his condition as the day progresses. a virginia man killed during a court order custody exchange. this man shot and killed austin anner on courthouse road in stafford county. during the exchange, terry alledgedly shout several times and then took off. police arrested him on nearby jefferson davis highway. he faces first-degree murder charges. another local police department will try out the body worn cameras. wtop says annapolis police will kick off a year long pilot program. 11

before the end of june. we could have a verdict tomorrow in the case of a baltimore police officer on trial for the did death of freddie gray. prosecutors argued that edward nero should be found guilty of assault for his actions while detank gray. nero was also blamed for risking gray's life by putting him on the floor of the police van instead of on a bench in a seat belt. nero's defense lawyers says nero acted reasonably and arguing seat belting gray was the responsibility of the van driver. a judge is expected to issue his verdict tomorrow. doesn't that look like fun? imagine see taking when you washington out your front door. it happened to neighbor this is ft. washington yesterday morning. the water main break there created a big geyser on valleybrook drive. wssc says just under 20 customers were affected by that. flint

ft. washington yesterday morning. the water main break created a pretty big geyser on valleybrook drive. wssc says just under 20 customers were affected. meanwhile in china, a sinkhole swallowed up several cars. it widened to about 16 feet and 10 feet deep. in the end four cars fell in. luckily no one was hurt. well, it is 7:38 and we could have a verdict tomorrow in the case of a baltimore police officer on trial for the death of freddie gray. prosecutors argued that edward nero should be found guilty of assault for his actions while detaining gray. nero was also blamed for risking gray's life by putting him on the floor of the police van instead of on a bench in a seat belt. nero's defense lawyers says nero acted reasonably and arguing seat belting gray was the responsibility of the van driver.
