warm start. good morning, everyone, i'm angie goff. >> i'm adam tuss. if you're breaking out the grill, do it for lunch, not dinner. tom kierein tracking when showers will return. good morning. >> this day two of the memorial day weekend starting off with a little sunshine. we had sunrise at 5:46. live view from the storm team 4 capitol camera, the flag moving gently in a light breeze. the sun is up. a partly cloudy sky now. enjoy this while you can because we do have this storm system coming ashore. this is tropical storm bonnie. it's been spreading rain into the carolinas. it's going to be tracking along the carolina coast, staying well to the south. the tropical moisture coming up later today. right now, off to a dry start. look at the hour-by-hour timing of showers coming up in a few minutes. we want to get to that

one man is dead, another seriously hurt in a double shooting this morning. you're looking at the scene in the 200 block at 55th around 1:30 this morning. police closing off the area for the investigation for hours. we're still waiting to learn suspect information. it will be another day of memorial day tributes throughout the dmv today. the rolling thunder roll for thunder start at the pentagon. thunder alley also continues. that means scenes like this one and road closures around the national mall. look at the map here. the closures in place for the actual parade today. you won't be able to use the memorial bridge or large part of constitution avenue. we have a full list of road closures in our nbc washington app. 6:02. presumptive gop presidential nominee donald trump set to speak at a rally during the group's first demonstration run at noon. more than 300

the washington, d.c., area will place roses on headstones at arlington national cemetery today, as well. it is being organized by the memorial day flower foundation. some 130 roses will decorate the graves of those who gave the ultimate sacrifice in serving our country. there will also be special wreath laying this morning for john f. kennedy's birthday. another incident brought metrorail service to a halt this memorial day weekend. this time it was a brake fire that shut down the arlington cemetery station for hours yesterday. riders had to board shuttle buses to get to the next stop. the fire was quickly put out, but delays lasted a while and certainly shook up riders. >> we were walking from the kennedy grave site and saw a fire truck come through. and it definitely looked like it was a lot of commotion. >> this all happened just one week before metro's safe track program gets underway. that massive maintenance improvement plan will disrupt c

university's document by thursday. there is parts of a class-action lawsuit against the now-defunct real estate school owned by donald trump. the judge made the order friday in response to a request by the "washington post." trump university has been cited in several political ads. trump's lawyer denies anywrongdoing. 6:07. you're not going to need the sunglasses today but maybe right now. look at the sun coming up. we'll have a changeable forecast for sure on this sunday. tom is tracking when showers will be in your neighborhood. and right now, severe weather is slamming other parts of the country. cars are left under water as floodwaters reach hundred of homes and businesses.

a gorilla grabbed and dragged a boat to a moat. he fell at a public bare dwrer gorilla world. he is expected to recover at the hospital. zoot temporarily closed the exhibit. this is the first time a response team killed a zoo animal in this type of situation. the time is 6:11. the nba is mourning the loss of one of its rookie players. bryce dejean jones played for the new orleans pelicans. he was going to his girlfriend's apartment to celebrate his daughter's birthday but entered the wrong apartment. the homeowner got scared and shot jones through the door. his agent said he was at the wrong place at the wrong time. >> terrible story. >> tragic. and weather

beaches, a storm and temperatures in the 70s. the four-day forecast, away from the waters, mid 70s during memorial day. maybe a morning-to-midday shower, tapering off, clouds around. tuesday, wednesday, thursday, some sunshine in and out, highs each day low to mid 80s. chance of some more showers friday and saturday. >> thank you. the time is 6:14. next, reporters notebook. >> we'll be back in 15 minutes with more of the top stories. good morning, welcome to "reporters notebook." i'm pat lawson muse. we begin with metro and virginia's governor's threat to withhold funding if safety protocols are not met. governor terry mcauliffe signed an executive directive threatening to withhold money if metro's safety protocols don't improve, if metro's folk don't meet with his folks. there's a safety commission formed to have autonomy over metro's compliance with the safety protocols

david culver, tom sherwood, thanks for being with us. what is your reaction to the governor's threat, and then signing the executive's order on wtop on the air? >> while o tn the air during "a the governor." this metro system brings hundreds of thousands of virginians into the district every day and out. he's looking at it as a concern for those who have to make the commute and otherwise have to do it by car which we know is painful. he signs his directive number eight. threatening to withhold funding. the question is what's going to happen the next few months. he says he's doing that until the general assembly, his legislature can act, which isn't until january. he's essentially putting it out there for eight mtonths until te general assembly can take action. the question, tell really -- and him holding money from the rail -- >> the metro needs money, and the idea that the governor of virginia's going

money from metro when the one thing it needs is money, that's not likely. this is seen by some as political posturing. he's active in making sure that somebody strong is appointed to run metro. the federal government pressured maryland, virginia, and d.c. to come up with the safety commission. they've come up with outlines of it. it now needs to be approved by the three jurisdictions. this threat of signing a directive and all that does mean very little. >> is it in any way do you think one upsmanship? paul leaderfield cleaned house, he's trying a maintenance effort. they appear to be trying to get it together. >> paul is general manager and the council member chairman of metro are doing what people wanted them to do which is start doing something rather than talking about it and coming up with plans.

week. there's a lot going on. this, again, people saying governor mcauliffe, whatever good intensions, it looks more like political posturing to show he's involved. >> one of the things the governor was pointing out, he supports paul weederfeld and the position but calls overnight management disgraceful. >> the commission would have a lot of power, power to shut the system down, even fine metro. >> right. and as the governor pointed out, the language has been agreed upon when it comes to d.c., maryland, and virginia. it's a matter of guesting it approved. the governor says safety protocols have to be met because metro's asking for another $1 billion in funding. he says before we give any more money this has to be decide on. >> this is a way to push things along. in terms of making it public that we're still pushing, we're pushing. look, metro given all the firings, it's clear that metro has been falling down on the job for a variety of reasons, the work force, management, whatever. it's up to the governor, the mayor of washington, the

keep pushing, keep pushing, keep pushing. the federal government's pushing. >> the governor of maryland is not threatening to withhold -- >> no, the governor's been just as strong about saying metro's got to do better. let's not forget, it's the jurisdictions that appoint the her board. >> let's get back to safe track. that's about to begin on the 4th of june. fairfax county is bracing for the impacts of single tracking. it's going to affect the orange and the civilly lines. tell me what fairfax is doing -- >> the hearts of transit in parts of fairfax county. altogether, 15 stations will be undergoing the first wave. 13 days, starting june 4th. ten stations in fairfax county. the chairman of the board of supervisors in the county says that they're obviously going to have to revamp certain shuttle bus services to get folks from even as far as reston to the pentagon in direct shuttles that they'll try to launch. and designate l

transit lanes. some of the details are still missing there. and folks are going to have to be oriented in how they use it -- >> surprising to me, june 4th is not that far away, a week away. and you have to educate people, if you're going to change lanes, you can't just go out and put a no parking sign and say, okay, that's it. a lot of people may not -- may not decide to use metro, they'll drive. just what downtown d.c. needs is more traffic. i'm hoping that not only fairfax but virginia and maryland and d.c. actually do something besides talking about how they'll address the traffic problems. there are going to be traffic problems. >> all right. let's stay in virginia and talk about this bombshell that was lower lowered this week. governor mcauliffe under a federal investigation for his 2013 campaign. >> he's not under investigation, his campaign is. >> his campaign under

investigation. his personal finances being looked at. being looked donations by a wealthy chinese businessman. this seemed to come out of nowhere. mcauliffe seemed surprised and surprised it was leaked. >> it was on wtop wednesday. and the directive by metro was signed at a pretty good time if you're looking at the p.r. stance. obviously he's facing questions about the campaign investigation. you point out he was shock good it being leaked. initially she'd he was shocked by the investigation and the shock over it being leaked. he says the justice department has to be held to a higher standard. if you talk to republicans and bureau chief julie carey pointed this out this week, republicans saying without anything specific to mcauliffe, this is a sad shadowing of virginia politics as a whole, especially what we've called by governor mcdonald. i ned

will be the next illinois where in illinois you've got -- >> now, four governors of illinois bombed the prison -- >> we're not at that point with mcauliffe yet either. >> and the chinese businessman -- >> the governor's lawyer, james cooper, said -- he's been told by the justice department this is not about mcauliffe. this is about the chinese businessman. he's not been told he's a target, no indication he's a target. they're looking at finances, questions about whether he earned money from people without signing up for lobbyists and things. this is not something hanging over -- >> mcauliffe went on to say that that businessman has been fully vetted by the campaign. moreover, he says there was no personal contact between the two. >> if there are no charges, does he hurt for mcall sniff. >> he can't run for re-election. hurts in his campaign to campaign for hillary clinton. >> does it hurt hillary clinton? >> it goes much further than vi

swing state coming up in november. it -- mcauliffe says it will not impact his campaigning for hillary clinton, and he also on wtop says though he hasn't done too much campaigning for her. he concedes there's a friendship there. >> he's very involved and close to the clintons. this is a bad thing for him to have happen while he's trying to get things done. last year and a half to go as governor. he wants these things done. he wants to move on, he wants hillary clinton to be the next president. >> we'll be right back. stay with us. morning noon or night there's always a moment to discover

virginia republicans hired an attorney. they plan to file suit challenging governor mcauliffe's executive order restoring the rights of hundreds of thousands of felons to vote, to run for office, and do jury duty. very controversial, david culver. we've seen people

>> it's coming out. "the richmond time dispatch" reporting some 5,000 ex-felons have registered. they're taking advantage of this. this came into effect april 22nd. we're a few weeks removed, and they're starting to sign up to vote and register. it's something that will play out closer to november. >> tom sherwood, it's about politics and public policy? >> virginia is only one of 11 states in the country that says if you're a felon and even when you become an ex-felon that you cannot vote. you cannot be a full citizen again. >> he's moving to make felons have the right to vote. and some people say, republicans particularly, say, well, you know, he wants these people to vote for hillary clinton or the democrat in the fall. i'm sure he does. the fact is this is a -- bringing virginia into the 21st century. how to help people stop being criminals and get on with their lives. if you mark somebody where they

cannot run for office, then they become less of a citizen that you want them to be. that's his public policy reason for doing it. of course, this is a political year. people sprinkle politics all over it. >> do you expect the republicans' lawsuit to go anywhere? >> well, some of the republicans said he should have just done this for felons who were not violent. all felons. i don't know all of the laws of virginia, but it looks to me like this is a political year, and a judge will have to decide how much politics are there and how much he'll extend his power as governor. >> i think the decision has to come down before august 25th, predating the election. to tom's point, some of the concerns from republicans is that you're going to have an ex-felon and a jury pool for a murder trial as it's put. the governor said that's -- >> if you do the crime and do the time, you shouldn't be further punished to the end

your days as a former felon. >> let's talk about the showdown over the city's right to spend its own tax dollars without congressional approval. the president's threatening to veto a bill that's making its way -- two bills making its way through congress. republicans have a backup plan. >> the short story, ever since the city has had limited home rule since 1974, the budget of the city even though money's raised locally has been treated like a federal agency. the city takes the budget it prepares, sends it to the president. the president sends it to capitol hill. just like he does for the defense department, agriculture department. and the congress decides what to do. the problem has been the city budget gets caught up in all that federal politics. and so it gets delayed. the city can't control its money until congress approves it. the city decided it could change the home rule charter, had the people vote in 2013, saying our local tax dollars will spend with just a 30-day congressional review period. t

billion out of $13 billion. house republicans said, no, you can't do this. you've got to spend the budget like you always have. they've passed a law in the house saying you've got to do it like you've always done it. >> the senate is considering the question -- >> eleanor holmes norton is hopeful the senate won't go into this. there's more to do. the president threatened a veto if only the bill goes forward. they might attach it to another budget bill. the president won't be able to veto it. >> why do you think the president's threatening a veto now? people say he's been there, he's shown support for d.c. autonomy. and even representation. he hasn't done enough. >> no, he has shown rhetorical support. whether he's done much more than say nice things about the plight of 670,000 citizens who don't have the same rights as all other americans. well, people have faulted him for not doing more. and of course, he's going to be moving into town. he's going to be

colorado. >> to a new house in your neighborhood? >> not my neighborhood. i've been -- not even with david's salary. a beautiful neighborhood between connecticut avenue and massachusetts avenue. great homes, gorgeous place. they're renting a house from joe lockhart, former press secretary for the clintons. >> i'm curious how secret service will maintain that. >> i did a story on it this week, and you know, the secret service has very strong demands. it's put in new equipment for security reasons, have to make certain there are no overhanging buildings looking into the homes. lots of things going on. this is a house with six bedrooms, room for six cars. big outdoor space. michelle can do gardening there, all that stuff. get all of their exercise in. the president can be there, go up to columbia and plea golf. let's hope -- and play golf. let's hope the president as citizen obama will do more than voting rights. >> it's memorial day. we were talking about how people mix up memorial day with veterans day. >>gh

good morning, everyone. angie goff here with my buddy, adam. it you are planning to barbecue, you might need to news4 indoors, especially if it's later in the day. storm team 4 meteorologist tom kierein here with all the timing of when the rain's coming. tom? >> good morning. most of this sunday we should be dry during the daylight hours. it's late afternoon and into the evening hours when we'll likely get some showers moving in. right now, off to a dry start. the sun is up. live view from the storm team 4 capitol camera. union station. the flag flapping gently in a breeze. rain coming from what remains of tropical storm bonnie. it has winds about 40 miles per hour. it's going to track along the carolina coast and disappear in a couple of days. moisture will move our way later today. right now, no rain in the vicinity. temperatures rather cool. we're hovering in the mid 60s in the metro area and bay. away from the waters, only in the low 60s much of the region including shenandoah valley, from the mountains to the bay. o

it will be warming up a bit this afternoon. hour-by-hour timing on the showers coming through. that's coming up this half hour. >> thank you very much. right now, the coast of south carolina dealing with the effects of tropical storm bonnie. it's expected to make landfall this morning. the second named storm of the 2016 hurricane season has already dumped a lot of rain in the region. the rain is making for good business this holiday weekend. >> you got people here generally for the holiday, plus the people who couldn't make it to the beach because of the rain. you throw those things together, this is what results. pig crowd. >> on the bright side, the storm is expected to bring two to four inches of rain across the area this weekend. the search resumes today in texas for two missing people. this comes as flooding and torrential rain here continues to grip the entire state. now another city is ordering an evacuation due to a rising river. nbc's cory smith has the

>> reporter: tornadoes, hail, and major flash flooding. a fatal mix from mother nature that's making for a treacherous memorial day weekend. rescue crews have been busy across the lone star state. police in conroe were forced to break the window of this flooded car after the driver drove around a barricade. helicopter hovering above a flooded area. ground conditions making it too dangerous to search on land. so far, the severe weather has caused nearly a dozen days across texas with a number of missing people growing. among the dead, 21-year-old darin mitchell. he snapped the chilling photo from inside his car as it was overcome by floodwaters. the caption saying, and all i wanted to do was go home. alan merick of cedar creek is cleaning up. >> we saw the tree come down and smashed my shop to pieces. >> reporter: forecasters say parts

received more than 16 inches of rain since thursday. more heavy rain expected into monday. >> cory smith there. a georgia sheriff's deputy was shot in the face during a traffic stop. this morning, the suspect is in custody. that shooting happened it 7:30 last night. police say the suspect turned himself in. he's charged with aggravated assault on a police officer. no other arrests have been made, and the case remains under investigation. still no word on the condition of the deputy. iraqi fighters battling isis have found underground tunnels built by the militant group. they found the network of tunnels in western iraq on saturday. one of the longest tunnels surrounding the brick factory. isis apparently used them to approach an escape from the front line to reduce their casualties. a portion of the petersburg national battlefield in virginia is a crime scene. the national parks service confirms that several excavations were found at the civil war battlefield last week. there were a number of places where the ground had been duck up

looking for relics to sell on line. >> you wouldn't go into the smithsonian and say, wow, the hope diamond's beautiful, i think i'll take that. it's no different whether you walk into a national park. >> the battlefield is still open for visitors. a portion is declared off limits as the investigation continues. an update to a story we've been following. a group of montgomery county high schoolers banned from graduation can participate now in the ceremony, according to the washington, d.c. the six seniors were punished for allegedly drinking alcohol at prom. the students were punished by the principal. the superintendent overruled the decision while the interim superintendent supports the principal's decision to punish the students. the blanket commencement ban policy violates district policy. some believed banning the students from graduation was too harsh. 6:35. the death of a 15-year-old boy has become the inspiration for a new pl a

"there's a stranger in my house," the play, starts saturday, june 18th. now a strange story involving good samaritans who rushed to help a woman in need. a woman fell off the anacostia freeway bridge in southeast d.c. this is saturday morning. when three men rushed to help her, they say that an armed man confronted them. he allegedly told them to get away from his girlfriend, and

it went off as the good samaritans tried to wrestle it away. no one was hit. police say the armed man then hit the woman, and one of the men with his car before driving off. >> yikes. tragedy in colorado. a 28-year-old woman is dead after an accident along a railroad there. the victim was the conductor of the train. investigators say she fell from a moving train and then later died from her injuries. close to 100 passengers were on board at the time. now the ntsb is investigating that accident there. meanwhile, a vintage plan that crashed into the hudson river in new york is out of the water this morning. it crashed friday evening killing the pilot on board. now officials are trying to figure out exactly what went wrong in that case. wnbc's michael george has more. >> reporter: recovery teams hauled the world war ii-era thunderbolt from the bottom of the hudson. 16 hours after the plane went down. new information sugts

an emergency landing. the crash happened in front of hundreds of horrified witnesses enjoying friday evening on the waterfront. >> just to see they couldn't survive was haunting. >> reporter: the plane was taking part in a photo shoot. the video appears to show it just above the water right before impact. gordon sent a distress signal indicating a possible mechanical failure. now investigators are going over every inch of the aircraft trying to figure out what went so horribly wrong for this experienced pilot. >> extraordinary pilot who understood the powerful message our aircraft represent. telling the story of american courage and valor. >> reporter: gordon who hails from key west is described as a master pilot and mechanic with decades of experience. his colleagues said no one knew vintage planes like him. >> we are talking about an individual whose experience level and stick and rudder skill is second to none. >> reporter: heas
