move to increase the penalties to try to cut down on this sort of thing. this is the latest video that we found posted on instragram this week. it shows a dirt bike on a d.c. street and again, dangerous behavior, popping wheelies, there are children on bikes that can be seen while this video is being shot. and police believe that the person seen in this video is the same person seen in another video on an atv taunting police in prince george's county. here in the district, a bill has been introduced that would increase the penalties for this type of illegal behavior. take a look here at what has been proposed. 180 days in jail, a $1,000 fine, a one year suspended license for the third owe fence. so t offense. so the idea is to crack down, identify the people involved and bring them to justice and increase the penalties for those who are caught.

today. better rain chances out north and west of the city into the shenandoah valley, but we first have to deal with a little fog this morning. visibilities are improving a bit now that we're getting just past sunrise, but still only half mile visibility there at the frederick airport. and looking northbound, this is dulles international airport, looking northbound from our camera, you can tell it the little banks of fog right up against the front range of the blue ridge mountains there. rainfall wise, most of the rain now is back out to our west and missing us to the north. so not a big issue there. but that little line of showers will gradually sag its way into the shenandoah valley later today that will bring rain chances back and we're still watching what was tropical storm bonnie here spinning like crazy off the outer banks. the flow around it has more of an easterly component to our wind. so as a result we won't be quite as warm today as yesterday. yesterday we were 87. today we'll be about three to five degrees cooler than
