good afternoon, everybody. first up at 4, it was your first commute dealing with safe track. >> what is a huge difference for some of you, others faced confusion and long delays. we're keeping an eye on traffic now as the evening rush gets under way. adam tuss is in foggy bottom. >> reporter: that's right. we're expecting the metro general manager and the board chair to give an update in just a few minutes. today was the first day of safetrack. for a lot of people, it went smooth. for other people, not so great. we'll see what the metro officials have to tell us before this whole day is over. of course, we're about to get into the evening commute, which is going to make things a lot more complicated. here in foggy bottom, the reason they're askihaving it here is because people had to get into the city today, but they have to get out. we're expecting the

general manager and metro's board chair to give us an update in just a few minutes. >> adam, how long do you expect this rush hour kind of confusion that we saw this morning to last into the evening rush hour? >> reporter: well, jim, i think this is the new normal for the foreseeable future. right now, we've got lots of people trying to figure out their way, trying to figure out what to do on the metro station. for the next year, we're going to go through these stages piece by piece. let's listen to metro's general manager and metro's board chair. they're coming to the podium right now. >> okay. good afternoon, everyone. i'm here joined with our general manager. i'm jack evans, the chairman of the board of metro. we wanted to give you an update on our third day, but our first weekday of our safetrack system, repairs for

background. we're doing this because for the last 15 years there hasn't been the maintenance that's necessary to keep the system in top shape. if anything, the lack of maintenance over the last 15 years has left the system in a real difficult situation. it all stems from, as you know, the fundamental flaw of the two-track system. how do you get to is system to make the repairs and the upgrades that are necessary? paul came forward with a plan, sa safetrack, which the board has endorsed to take 15 different surges around the metro system and make the repairs that are necessary. we started this on saturday. as you know, saturday is the first weekend day we did not have late night service af

after midnight. i'm pleased to report on the good side that things went overall pretty well. we didn't have anybody injured on the system today, which is a good thing. trains for the most part worked. i think we had one train that broke down, but other than that it worked. people pretty much listened and really tried to accommodate the situation. now, i want to stress one thing. today is a monday. generally on mondays it is one of our lowest riding days. people work like a snowstorm in many ways. the snowstorm was coming and people accommodated that. but the day after the first day, people kind of want to return to normal. if that were to happen or does happen tomorrow and wednesday, we could have serious overcrowding. i want to urge everyone whatever you did today do tomorrow, do wednesday, do for the duration of this surge because it worked okay today. but if everybody surges

are going to have a problem. whatever you did, i'm stressing do it again. we should be able to get through this first surge with the level of inconvenience that we now have. again, let me stress this is an essential component of fixing our system. our system was broken, and the plan we have in place, as difficult as it is, as inconvenient as it is, is absolutely crucial to get metro back to where we want it to be. at the end of the year, do not expect a brand-new system. the system will look pretty much as it does right now. it'll be a safer system, and we hope a more reliable system. but it won't look a whole lot different, and we have a long way to go to continue to make our system the system we want it to be. with that, let me turn to paul. he may have some comments. then we'll open the floor to

here in our area we've got an important traffic reminder for both drivers and pedestrians on the national mall. don't forget crews will be doing major repairs all the week on the kutz bridge. it's the eastbound leg. the left and center lanes of the bridge will be closed during the work as well as the sidewalk. the national parks service says you should avoid the area if possible. if not, expect some long delays. when this home in chevy chase is finished, the walls will look normal, but underneath will be messages of hope, encouragement, and inspiration. family, friends and community members signed the walls of this house in a ceremony called walls of honor. it will be home to an army captain. he lost a leg and suffered brain damage when his convoy was

i just do. you are legally responsible if they default on it. >> it is hard to turn your kids down. >> it is. new this afternoon, an animal shelter in prince george's county is trying to figure out who abandoned more than two dozen cats. someone left them in crates in the rain for several hours without alerting staff at the greenbelt shelter here on friday. then the next day we were told somebody dumped nine more cats, leaving them in boxes out in the heat. that shelter is a no kill facility, but it doesn't have the resources to care for all the animals. a number of the cats have been placed now in foster homes. a large chunk of florida is getting ready for a big dose of wet weather. tropical storm collin is swirling along the gulf coast right now. it's already brought heavy rain to parts of florida and more is expected this afternoon. this is a live radar picture. preparation for the storm florida governor rick scott declared a state of emergency

counties. schools closed early. beachgoers are being told stay out of the water because of the rip currents. here at home, our chief meteorologist is keeping an eye on things too. doug, is it coming our way? >> it's trying to come our way. we have another system to our north that's going to keep it offshore. we're going to see clouds and maybe a shower or two. satellite and radar showing it to you. you can see it's a pretty big storm, but it is not very compact. right now winds of 50 miles per hour. even hard to kind of see is the center. you can see the center in the last couple of frames there. there it is right there completely exposed. all the rain on the eastern portion of this coming through orlando and jacksonville. now what are they going to be seeing there? well, they're going to be seeing that storm come on land

54 mile an hour winds. it is going to come on shore just to the south tallahassee after 8:00. it will bring the potential for some flooding. already seeing some flooding around orlando and jacksonville today. the forecast is to go back to a 60 mile-an-hour storm. notice how far south it is from our area. tropical storm collin not going to be much of an impact for us. here's future weather. we get clear as far as the clouds are concerned. then we see more clouds coming up. the rain is just off the coast. it is very heavy rain just off the coast of ocean city. this rain actually from another system that comes through tomorrow. some shower activity not even putting much of a chance. only 20% chance for rain tomorrow and same deal on tuesday. most of the day tomorrow looks dry. not just dry, but beautiful. we're seeing some cloud cover. 84 degrees, but still quite

in silver spring near east-west highway and grub. a metro bus has gone off the road and struck a tree. the latest report from fire and ems is one person as of a few minutes ago was trapped. as many as 15 more are suffering injuries, but they're described as non-life-threatening injuries. this time of day and that stretch of road, it's likely very busy. the bus a very crowded bus. up to 15 injuries and 1 person trapped in the metro bus. that is montgomery county fire and ems responding to this incident. we'll keep an eye on it, keep watching and get updates on those injuries in a few minutes. jim, back to you. >> quite a perspective there. thank you. we'll stay on top of that story. it was a hectic first morning commute on metro rails under the new safetrack system. >> we see what it was like for
