this campaign has been about. >> are you looking forward to the nominating conventions next month or are you sick of election politics. so far just about everyone who has participated in the poll say they are sick of it already. >> breaking news on an historic murder trial in prince georges county. >> jermaine hail has been found guilty of killing melvin pate. pate was left paralyzed by that shooting and identified hail by blinking at a photo of him. tate died two years after that and prosecutor his to fight to get the blinking evidence admitted. it's the first time in maryland history that that type of evidence has been allowed in court after the victim had died. hail faces life, plus 20 years in prison. >> some good news for anyone commuting to the district. connecticut avenue is back open in northwest, d.c. >> crews shut it down in both directions after a man jumped off the bridge near

street. he landed in the bushes and paramedics rushed him to the hospital and the man is expected to survive. new to the impact of metro's safetrack program, the transit agency just released this video showing crews making repairs to the orange and silver line. it comes as the second evening rush of the safetrack surge gets under way. trains are single tracking between east falls church and boston. that's sending more people on to the roads and into the district. news 4 has learned some of the traffic relief drivers were counting on isn't happening yet. mark segraves joins us live with details. hi, mark. >> good evening, doreen. you can take a look at 15th and k here. and the gridlock here has been going on all evening and a lot of commuters, we're expecting to have more traffic control officers in intersections like this after mayor bowser's announcement next week and it will be weeks before those additional traffic control officers arein

today what streets have been impacted by the extended rush hour and we're able to tell you where those streets are. >> we will put more traffic control officers on the street at bus bridges and critical intersections. >> that was mayor muriel bowser's promise last week. today she clarified that those additional traffic control officers haven't been hired yet. >> this is not a plan that we had a year to prepare for, and even a couple of months, but several weeks and i think we'll be able to add 20 traffic control officers and then we have funding, i think, for an additional 20 in the fall. >> the first wave of 20 new tcos should hit the street by the end of this month. and they have traffic control officers during rush hour. the district has been quick to post new no parking signs extending rush hour in the mornings and

just before 8:00 a.m. the girl is 16 years old and says a man ran up and grabbed her around the waist. she screamed and he ran away and then she ran to south county high school and told officials what happened. police are working with the victim to get a more detailed description of that suspect. >> a woman says video of her husband inside the prince georges county jail shows he was mistreated by correctional officers. tonight she's planning to file a lawsuit. samuel shields died while in custody back in june 2014. for the first time, we are seeing the confrontation that took place moments before that. the maryland medical examiner ruled that shields died of natural causes. the prince georges county reviewed the video and presented it with other evidence last year, and the grand jury chose not to file any charges. ultimately, the grand jury declined to indict any of the officers involved in the incident with mr. shields and no criminal charges were ever filed. >> prince georges

patienting and animal rights. there is no basis to bring charges against the boy's mother. the d.c. council will raise the minimum wage to $15 by the year 2020. tom sherwood claims the increase puts the district into a small group of cities and states embracing the higher minimum wage. >> reporter: the nation's capitol in the midst of a 15-year boom. >> washington, d.c. is prospering and our economy is strong. >> reporter: so much so, the council passed a bill to raise the minimum wage to $15 by 2020. a move that will directly affect more than 125,000 low income workers. among the applause, even though she supports the compromise backed by business and labor groups, concerns the city wage is far above maryland suburbs and especially virginia's low $7.25 minimum. >> it could be problematic for the city in getting new businesses to come in

retaining some of the old,es. so the jury's still out. >> virginia and maryland are expanding and growing, as well. we do have to be mindful of competitive disadvantage. >> mayor muriel bowser has a task force looking at the pressure of city businesses. >> it's also been more expensive in the district than it will be in the far-flung suburbs. people want to be in the district and we are always concerned about balancing our competitiveness in the region. >> the d.c. minimum wage will gradually increase from july 1 of this year to $15 in 2020. workers will see their minimum wage rise from $2. 77 per hour to $5 per hour by 2020. in the district, tom sherwood, news 4. come november, voters in fairfax county will decide whether to add a new meals tax to the menu. the board of supervisors voted to put the tax referendum on the ballot. it would add up to a 4%ax

>> all those stories coming up in about seven minutes and here's doug with a check on the forecast. >> right now some big changes making their way on in and you can teal it with the winds gusting upward of 30 miles per hour in parts of the region all thanks to a cold front moving through the area. take a look outside right now and we saw rain two hours ago downtown and we're seeing nothing, but blue skies and the temperatures went down into the 70s and back to 82 degrees and winds out of the northwest at 17 and gusting even higher than that and here are the latest numbers and fredericksburg, 77. still nice and mild for this time of year and it will continue to be right on through the evening hours and we are seeing those changes occur and we saw big-time storms occurring down to the south and the shower came through d.c. and fairfax and the severe thunderstorm warning was through fredericksburg and now light rain through portions of southern maryland and a couple of lone showers back to the west and these should die as they move off toward the east and is

that's moving off across the system here and first off, you can see tropical storm colin making its way out to sea and now a subtropical storm and this is the storm that we're watching and look at the cloud cover and this is cool air moving on down and you can see the cumulous clouds blossom as they like to do in that cooler air and you can see the showers coming along with them. what this is bringing is the air straight in from canada and take a look at the numbers and we're at 82 here and only 67 back towards pittsburgh and 68 in state college and that's the kind of air mass we're going to see here tomorrow and 60s and upper 60s and low 70s. winds at 35 miles an hour and martinsburg, and 30 in hagerstown and the pawtuxet river with the storm coming in close to 40 miles an hour and rather breezy and i think tomorrow we'll be rather breezy, too. >> these are the highs and today's high was 86 and tomorrow will be ten to 15 degrees cooler than it was

still 75 down toward fredericksburg and lots of sunshine just on the breezy side and cool, maybe too cool for a pool day at 73 with that breeze. 78 on friday and thursday or rather friday, 80 degrees and 78 on thursday and 80 degrees on friday and a beautiful friday and a fantastic friday and saturday the temperature around 83 degrees and can't rule out a late-day storm. now the afternoon highs are pretty nice, but take a look at the lows especially thursday morning. this will be the coolest start. 56, d.c. and 50 in frederick and some areas may get into the upper 40s. wooe talking about some cool air as we move on toward the second week of june. much more on this and what to expect for the rest of the weekend and will we see more chances of rain on sunday coming up in the forecast.

place. the former military lawyer charged with a near-deadly attack on a fairfax county couple testified today that he has no memory of the violent home invasion. >> in a rare and risky move, andrew schmuhl took the witness stand in his own defense. julie carey joined us live from the courthouse. julie? >> reporter: i don't know. i don't recall. i don't remember. andrew schmuhl said those words over and over again today as prosecutors grilled him about the night he allegedly tased, stabbed and shot a mclane lawyer and his wife. late this afternoon is the defense team gave that the name, the unconsciousness defense. andrew schmuhl got the friendly questions if first from his defense attorney. he detailed the more than a dozen medications he was taking in 2014 for chronic back pain and other ailments. my life was very miserable, toughered schmuhl spending most

of his time in bed or the bathtub. they pounced with this photo showing schmuhl re-roofing his house suggesting he was exaggerating his impairment to help his defense. andrew schmuhl's being tried first for the near-fatal attack on law firm partner leo fisher and his wife sue duncan on november 9, 2014. the home invasion came just weeks after fisher fired schmuhl's wife alicia. schmuhl testified the last thing he remembers on the day of the attack was going to shenandoah national park with his wife and then getting sick at a shop on the way home. how long did you plan to be away, asked the prosecutor? i don't know how long we were planning to be away. just long enough to establish an alibi. he doesn't remember riding in the car two days after the attack as she went to purchase the taser and two prepaid cell phone. >> asked the prosecutor sarcastically, if you're goi

it happened at an apartment on moezby woods drive and a neighbor heard a smoke alarm and woke up 20 other people in the building and 74-year-old william patten was killed and neighbors tell us he was a veteran and heavy smoker. the senate is facing a tough battle as it looks for a leg up on the war on synthetic drugs. each drug has a distinct chemical compound and manufacturers frequently change the formulas to stay ahead of federal laws. d.c. police chief kathy lanier testified that 20% of felony cases now theft positive for synthetic drugs. >> this san epidemic. it is not going to go away and it is continuing to change. >> these drugs are man made chemical compounds described to mimic the effects of illegal drugs and dangerously unpredictable. chief lanier says last year first responders got about 20 ambulance calls a day to transport patients having

parents are weighing in, and the comments after a high-profile case where more than a dozen students were sexually assaulted by a teacher's aide. bureau chief, tracee wilkins has our report. parents weigh in on review conducted by an independent task force. >> i hear that the task force made several recommendations. >> this after deonte carraway, a former teacher's aide was charged with creating child porn with 17 elementary school students. >> my question primarily is how are you going to ensure compliance with the recommendations? >> reporter: more than 300 parents participated in the telephone conference last night allowing them to speak directly with the school ceo dr. kevin maxwell and dr. charlene dukes at prince georges community college. she chaired the task force. >> the report says that quite frankly, we need to understand that it's a 21st century.

ed with crumbled feta and creamy tzatziki sauce. i feel better. me too! subway. fresh is what we do. it was december 2014, a plane fell from the sky and crashed into a gaithersburg home. everyone on the plane died and toe did a mother and two young children who were inside the home. today the national transportation safety board said that ice on the plane's wings downed that aircraft. as news 4's chris gordon found out, investigators say it's an accident that could have been prevented. >> reporter: when the jet crashed on its approach to land on december 8, 2014, some questions were raised about safety at and around montgomery county air park. >> given the same circumstances anywhere in the world if we had those same set of circumstances, the accident would have happened.

transportation safety board said the plane had developed on its wings and that the pilot failed to do several things. >> to turn on the ice protection systems when he needed them. >> causing? >> causing the ice to accumulate on the wings and causing the plane to stall. >> reporter: the jet crashed killing all three onboard and sending a wing fuel of fuel into a neighboring home. ted gemmell and his daughter has since moved and it's been rebuilt and for sale. gemmell has filed a lawsuit against the plane's manufacturer and owner on behalf of his wife marie who died trying to save the lives of her 3-year-old son cole and 2-month-old devin. >> i just wanted to thank the ntsb board for their diligent work and the great research they did today. this was a good first step. it was good to know that this accident was preventable and hopefully down the road this will never happen again. >> the phenom 100 had no
