now a warning for parents. many families are familiar with the difficult decisions in giving prescription drugs to children. >> millions of kids take psychiatric drugs often for things as routine as ad-hd. how much do doctors really know about them? national correspondent kate snow is here with more. >> good morning. we're talking about powerful brain-al terring drugs known as atypical antipsychotic. six times as many prescriptions for these drugs are being written for kids now versus 15 years ago. the fda has approved them for adults or kids with severe conditions but most kids get preskripr prescriptions for other unapproved uses, even eating disorders. one man wants it to stop. every year 1 in 85 kids will take an

medication. some of the kids were younger than 2. this man says it is all too much. are you saying they're experimenting on kids? >> absolutely. absolutely. >> reporter: steven has worked in the world of big pharma for more than 30 years but he says his expertise comes from are something much more personal. much more painful. >> he did not have a mean bone in his body. he was very loving. and could also be very scary. >> reporter: steven's son, andrew, was first diagnosed with ad/hd in kindergarten. as loving as energetic as he could be, he could also be disruptive and full of rage. desperate to help him, andrew's parents took him to doctor after doctor who put him on a series of different drugs. did you know those drugs as a parent? had you heard of them? >> this is a whole sector that i knew nothing about and i trusted. >> reporter: when he was 14 his

diagnosis and a new drug. then the unimaginable happened db andrew died suddenly from an extremely rare side effect of taking antipsychotics. even though it was listed on the drug's label, steven said he had never heard of it before. when you think about it now, what do you feel? >> it's a -- it comes in a pulse. it's like a wave of incredible emptiness. >> reporter: there was anger, too. at that time fda had not approved the antipsychotic andrew was taking for use in kids. >> andrew was, in a sense, a guinea pig. they were testing whether this drug would work on him. >> but the doctors were allowed to do that. >> they are. >> so-called off-label. they go off what the label says and guess that it might help andrew. >> that's correct. >> reporter: turns out the vast majority ofid

antipsychotics off label. is it safe? >> well, there are some safety concerns with these medications. we know less about the effects of these drugs on the developing brain. >> reporter: leading researcher, dr. mark olson, says only limited clinical trials have been done to see if antipsychotics are safe and effective for kids for these off-label uses. >> we need far more studies that are looking at effectiveness in safety of these drugs as they are actually being used in the community. >> reporter: nearly everyone we spoke to for our report, from doctors to the fda, to the drug industry, agreed -- we need more data. >> the side effects of these drugs, the power of these drugs, is no long-term studies and that's a shame. that should be a priority in this be country. >> the fda declined to talk to us on camera, but one former fda official says off-label prescriptions, including antipsychotics for kids, can be helpful, even life saving. steven wants more information

back now, 8:40, with our special series "fresh start today." this morning, hitting the refresh button on your finances. when a survey conducted by the federal reserve board asked respondents how they'd pay for a $400 emergency, 47% of americans said they would have to cover the expense by borrowing money or selling something, or that they wouldn't be able to come up with the money the a all. if you're part of that 47%, our

chatzky is here. you know what struck me? that $400 is not really a lot of money when it comes to a real financial emergency. >> that's right. $400 could push a lot of people over edge. what's really scary about this is we are watching our credit card debt numbers tick up very quickly. we are almost at 2008 levels. >> we put out the call online for people who found themselves in this same situation and they could ask you their questions. kelly from milwaukee. >> i'm recently divorced, and while i make a nice salary, in any given month i would have a hard time coming up with $400 in the event of an emergency. this past month, for example, my basement flooded. in order to clean that up i had to set a couple of bills aside that i couldn't pay. in addition, i have two teenage daughters who when they need money i give it to them and that adds up over the course of the month. >> she's got issues with spending, then that issue with giving her kids money. >> that's right. so we dug in.

was just track her spending. she had to figure out where that money was actually going. and what she found was she's going to the grocery store four different, five different times a week. we put a lid on that. she's spending a lot less. also with the kids, she was giving each teenager $20 each week, adds up to $160 to $200 a month. it's summer. they've put out notices. they're going to get jobs, baby-sit, walk dogs. >> you think you can come up with the $400 that way. >> very quickly. >> next up with be j, jen and a maine. >> we have two children with medical issues. if the time were to come that they needed medical care or got sick, that i would not get paid to stay home with them. so therefore, our bills get behind and the medical bills come in and we need to pay them. >> jen andda

in a position a lot of people do. medical expenses. >> by the way, medical expenses are really tough but a lot of people believe they're not negotiable, that you can't shop around for things like prescription drugs. that's an entire different segment but you can and you should talk to your doctor about lowering the price. meanwhile, we'll find their $400 by working on their monthly expenses. they got a lot of redundancies. $400 on cell phone bills, plus bills from land lines. we cut some of those expenses. immediately found $60 a month. she's working part-time but she's got to work to bring in additional income while staying home. took a look at her skills and recommended she look for jobs as a virtual assistant. >> because her salary goes like this and she needs to steady it out. >> she just needs to bring more in. >> next up, just continue frin cincinnati. >> i currently work two jobs, one is commission without benefits. because i don't get aul

difficult to make ends meet an plan for each month and plan for the future. >> the guy's working two jobs and still has this $400 problem. >> that's right. he's working two jobs but his income is not steady and he needs to do what's called income smoothing. take his income for six months, divide by six so he knows what his monthly income really is. that way he can stay on a budget. he's also too overreliant right now on his parents. while they are helping him out -- which they are right now -- i want him to super charge his savings and figure out what it will cost him to actually move out. you need a goal to work toward in order to get yourself there. >> kudos to the parents who are helping as so many parents across the country are. >> absolutely. my son is graduating from college in a week and he needs a job, too. by the way. >> all right. general tips. >> automate your savings. if you see money at the bottom line offy you are bank account, you are going to spend it. get it out of there.

the adult animals of shelters are problem children and that's why they're there. that's not necessarily the case. sometimes it is really sad circumstances where the owner passed away. i say visit the adult animals first when you go to your local shelter. they are the best pets. >> talk about some of the friends you brought. >> savannah, you've got a 10-week-old, i think a shepherd mix. we do a lot of rescues from the cayman islands. she's going to be about 50 pounds so i think that she needs a yard. children. a perfect family dog. she's about 10 weeks old. >> she matches your dress. >> tamron? >> tamron's got a 13-week-old retriever mix. we named her mattie. she's probably going to be about 60 pounds. a great family dog. she's already spayed. she's ready to go home right now. anybody in the studio can take this one home. we spay
