la corte suprema podría no haber that leaves the lower court ruling in place. that means a lower court order blocking the administration from carrying out this plan remains in place. as a practical matter it means the obama administration cannot begin to bring this program into force for the remaining days of the obama administration. now there is still a lawsuit. it's still down in texas. what this means is it will continue to work its way through the lower courts. and at some point, this case may come back to the supreme court. but the real future of president obama's proposal on immigration, which is to allow adults to remain here if they have children in the u.s. who are citizens or lawful permanent residents, the real future will be up to the next president.

she would uphold the president's policy. she would embrace it and take it further. donald trump has said he's completely opposed to it. but it's dead for the remainder of the obama administration. >> just to make sure people understand, the state of texas has argued that not only did the president not have the legal authority to impose these new rules, but that it would impose an unfair cost on the state of texas. >> yeah, surprisingly, the argument that texas and 25 other states made in getting to the supreme court is that it would cost the state more to issue driver's licenses for all the people who would be eligible to stay here and get driver's licenses. now importantly, the obama administration had argued that the court should throw this case out. the obama administration said the states have no business on the issue of immigration that that's exclusively the province of the federal government and that as the lawyers say, they had no legal standing to bring this case.

couldn't resolve that. it couldn't resolve the key question of whether the president has the executive authority to do this or whether -- if this was such a change that it require an act of congress. so this is the supreme court saying we can't decide this case. eight justices split 4-4. a one line -- one line decision basically leaves everything as it is. >> and, pete, we should remind everyone, the reason we have eight justices, not nine is because of the passing of justice antonin scalia, a replacement that has not been filled yet. did the tie opinion there give you the breakdown. did this break down along the ideological lines on the court. this is it. this is all it says. it just says they are split 4-4. i can assure you that that means that justice kennedy joined the court's three other conservatives. justices thomas alito and roberts. andy to that is the reason for the tie. that's a guess.

still facing an involuntary manslaughter charge, as well as a gross intelligence and criminal intelligence charge, two separate charges and a reckless endangerment charge. so those decisions have yet to be announced. we're waiting to see if there is, in fact, a guilty verdict on any of these cases. we're looking at live pictures of people who have gathered around the courthouse. many are citizens of baltimore waiting for a decision to come down. we were told some folksre

weren't happy with one of the decisions that came down in this case and there were others who were asking for the people of baltimore to keep the peace. since the major7e34 rioting las year after the death of freddie gray, on the day of his funeral, as a matter of fact, when we saw so many of the riots that happened in the days that followed, there had been other protests in downtown baltimore outside the courthouse, outside the police department, and they have not been protests that got violent. so at this point we know that the police department has said that they are prepared should that happen. they don't expect that to be the case but they're prepared should there turn out to be violent protests outside the courthouse. the city has said they've asked people not to do that. there have been members of the clergy in baltimore who for months have been trying to work with different parts of this community to come to terms with what happened obviously but to be prepared for the legal process to work and

be -- i'm actually just hearing we've gotten decisions on the rest of this. our affiliate on the baltimore saying officer cesar goodson has been found not guilty in all of the counts against him in the case of freddie gray. judge williams has decided this officer is not guilty on all seven of the charges he was facing in the death of freddie gray. we're watching this picture to see what sort of reaction may come out of this courthouse. we don't know if any of the defense team will speak after this decision has been rendered. we expect the prosecution team will not speak because obviously there are still three other officers plus the officer in the mistrial, who will be tried again between now and october of this year, so we don't expect to hear from the state's attorney's office, but there's a possibility we may hear from others at the conclusion of the jue

today. again, as i said, news 4's chris gordon is in the courtroom listening to this decision and listening to the judge's explanation of his finding in this matter and we expect to be able to hear from chris at some point this morning about this decision. again, live pictures coming from our affiliate, wbal in baltimore after the third trial of a baltimore police officer, freddie gray was arrested by baltimore police officers in the penn-north neighborhood of baltimore last year. there were days of protest that followed that arrest in the death of freddie gray. we saw in the last week of april of last year had this all bubbled over, the day of freddie gray's funeral when we saw so many people pour into the streets and we saw rioting, looting, we saw fires, vehicles

burning in west baltimore as people were reacting to what happened to freddie gray and to what they felt was injustice by no one having been charged, no police officers having been charged up to that point and here we are now, six officers charged in this case, some of the officers who made the initial arrest, bicycle police officers in baltimore and obviously today, the officer, you see him there in the brownish color shirt, caesar goodson, he was driving the police van when freddie gray was injured in the back of that van. you see him being handled by some of the officers, being placed into the back of the van here in this video. what we know is that after that point, after that point in the video, freddie gray was taken to a hospital eventually and after a few days died of the injuries he sustained after having been in the back of that van where he was not seat belted in. judge barry williams, we're getting some information to read to you. judge barry williams announcing s

officer goodson, one of six officers charged in the death of freddie gray. second degree depraved murder, not guilty, manslaughter, not guilty, two vehicular manslaughter charges, not guilty, same for reckless endangerment and for misconduct in office. we're watching as more and more people are coming out of the courthouse. we know that the baltimore police department had cancelled all leave for police officers in the city of baltimore today, anticipating this decision coming from the judge, hoping that there won't be any incidents, any reason to deploy officers across the city. the mayor of baltimore having said as well that the national guard has been placed on standby should there be a need to call in extra reinforcements if there's some conflict that arises from this decision making. as we can see from the picture here outside the courthouse, more and more people coming out of the building. at this point, though, there

can see from this live picture that's pretty much focused on the main door here at the courthouse. we can see to the bottom of your screen a banner that someone was holding. we're told by chris gordon and other reporters on the ground there, a few people, residents, have gathered outside the courthouse to await this decision as well and had been ready to protest at the very least should a decision come down that they were not satisfied with. there's been an outcry that the people of baltimore want someone to be held accountable for the death of freddie gray. there hasn't been any -- no one's contested the reality here that he was in the back of a police van and that he was not seat belted in in the back of that van, and that's part of the logic that prosecutors have argued in the charges they've placed against the six police officers in baltimore. but again, the

against officer goodson, he's not guilty of any of those charges. this judge rendered a decision in the child of edward nero, another police officer who heard to have his case heard by a judge and not by a jury. the judge found him also not guilty of the four misdemeanor charges that he was facing. now we learn today that he has found this officer again not guilty of the seven charges, caesar goodson not guilty of the seven charges he was facing. there's going to be some question obviously about whether this officer behaved in a reasonable manner. that is an argument that the defense team was making on behalf of goodson that, everything he did that day back in april of 2015 was reasonable and a police officer could be expected to act the way he did to act reasonably in a similar

team made and at this point it seems as though the judge in this case felt as though they, the defense team, made a stronger case. the prosecutor, the state's attorney as office there in the city of baltimore did not make a sufficient enough in this case to find saw goodson guilty of any of the charges against him. the 46-year-old was the driver of van in which freddie gray was placed where he sustained several neck injuries and eventually died as a result of the injuries. these are pictures live from the courthouse. we're looking to see where officer goodson might embasxit the courthouse. we saw more deputies pour out on to the steps there in a security posture, if you will. at this point we don't know whether goodson will exit through the main entrance as the

of gray's life and that despite knowing the risk officer goodson acted with extreme disregard with life-endangering consequences. he found the defendant, the patrol wagon driver, officer goodson not guilty. because he said three things -- the defense failed to prove that goodson in the van gave freddie gray a rough ride. he said that there was no evidence that officer goodson intended to hurt or harm freddie gray in any way. he said that they were not acquaintances, they didn't know each other, and the state failed to prove that there was a rough ride. the state had shown at one point a video of the patrol wagon going through a stop sign and making a wide right turn, but the judge said the video picks

he could not conclude that the van driver ran the stop sign or in any way was trying to hurt freddie gray. so when you apply those facts to the rest of the charges, he found the van driver not guilty of all of the charges. now the state alleged that the van driver, officer goodson, had the ultimate responsibility for the safety of freddie gray inside the police patrol wagon. the judge acknowledged that. but he said what's important is what officer goodson knew about freddie gray's condition and what he knew about his request to seek medical assistance, to go to the hospital, and his failure to seat belt freddie gray. as far as seat belting freddie gray, he said the general order require him to do so,

baltimore police department general orders not to seat belt if they feel that their safety would be endangered by doing so. and that witnesses seemed to indicate that goodson had that belief and, therefore, was not unreasonable in failing to seatbelt freddie gray. judge williams also concluded that there was no way for officer goodson to know exactly when and how freddie gray was injured and that he, therefore, needed medical help. that's because according to the judge, the experts disagreed over how freddie gray was hurt. the wagon made six stops and by the sixth stop, freddie gray
