britain's currency plunged. >> it's shell shock, i think is what we're dealing with right now. >> reporter: now, everyone has to deal with it, including president obama who came to britain to urge voters to stay in europe. and this man is favorite to be britain's new leader. >> because in the end, this question is about the people, the right of the people of this country to settle their own destancy. it's about the very principles of our democracy. >> reporter: boris johnson led the campaign, a campaign that turned britain and a stunned european union on its head. and there are already calls this morning from other european countries from france, from italy to have their say and perhaps to leave the european union. the real danger is that the whole european union falls apart and the weakening of the west is in no one's interest, except, perhaps, mr. putin.

>> bill in london this morning, thank you very much. let's turn to the world news editor for "the daily beast." this feels like an earthquake and a shocker. what does it say about the mood and sentiment of british voters? >> it says what they claim it says right off the bat is they were tired of all the bureaucracy of the european union and they want their sovereignty and what this was really about is fear and, in some cases, certainly racism. the push, the big push for this came from a party uk independence party that was busy putting up posters of syrian immigrants coming in at the border of croatia. that was not really a problem for britain, but it was touching a button, the hot button for people in britain who said we want out. we want to isolate ourselves, again. at the same time, they were being told,

free trade and still enjoy some of the benefits of the european union. the rest of europe is not looking at it that way and it is going to be difficult for the uk to function as it was functioning before. >> that brings us to the point that bill kneely just touched on. do you see this as a stand-alone decision or is this the first in a series of dominos? >> listen, this is the first, potentially the first in a series of disastrously collapsing dominos. one set of dominos is actually in the united nations. scotland did not vote for this. they voted to stay in the european union. and they're not sure that they want to stay in the united kingdom any more. lapenn is going to be a very big political force in this con, she already is. may win the first round of the presidential elections t

in west virginia and you can finally begin to see signs of the damage. power lines that have been completely ripped down and a chunk of the road that is missing and these are the flood waters that are racing by. the same flood waters that have left two people dead and still hundreds more trapped. this morning, a state of emergency. as a band of severe thunderstorms pounded parts of west virginia. causing historic and widespread flooding. that flooding washing some houses right off their foundation. in white sulfur springs stunned residents watched what appeared to be part of a house on fire floating down a creek. >> dad, watch out. >> reporter: emergency crews in jackson county responded to reports of a toddler swept away by rushing water. but heavy rainfall forced the crews to temporarily suspend the search. plunging almost 1 million residents into darkness.

swallowed the downtown area flooding homes and businesses. emergency crews are working to rescue hundreds of people forced to spend a night at a local shopping mall after the overpass mall into the shopping was washed away by powerful flood waters. authorities are still trying to figure out just how to reach those people who are trappedmsb inside that shopping mall. in fact, they're considering building a temporary bridge just to get them. meanwhile, the red cross has set up shelters across the state trying to help displaced residents. the worst may still be to come. the flooding is expected to continue today and into the weekend. back to you. >> all right, morgan, thank you. let's go from dangerous flooding to dangerous wildfires. a new one growing fast this morning. it already destroyed at least 50 homes. miguel, what does it look like this morning? >> matt, good morning. this is what this fire has done. destroyed dozens of

havertys. this is an nbc news special report. here's matt lauer and savannah guthrie. good morning, everyone. in the wake of the vote, the markets here in this country just opened shaping up to be a very wild day on wall street. >> the dow is already down 200. investors here reacting to the decision by british voters to leave the european union. a shocking decision. let's get right to olivia stern at the exchange for us. i know you're watching the boards. what do you see? >> global markets are selling off. the reason nobody saw this coming, savannah, and nobody knows what is going to happen next. right now at the open the dow jones is off by about 250 points.

that is better indicating overnight. also seeing a lot of money flow into treasuries and the safe haven of the u.s. debt. that means mortgage rates are coming down. we heard from janet yellin saying if britain does leave the european union that could pose a risk and why the fed chair came out just this morning and offering low liquidity. i am watching the board and it's ticking lower. down 400 points. the selling picking up momentum and we're just over a minute in. saving up for a wild day on wall street. i have rarely seen this kind of frenzy that you see here behind me. >> nobody saw this coming, yet, only two possible outcomes of this. stay or go. any indication on how long this uncertainty could last? >> nobody knows. one trader just came over to me and told me traders now taking bets on which would be the next european country to vote and leave.

can you hear them behind me. they're betting onhi leave the european union. they are bracing for the long haul and traction in the european economy and markets and economies are so interconnected globally. if there is a slow down over there, it will have an impact here in the u.s. >> obviously, a complex, financial situation. in a nutshell the fears were if this vote would come to pass as it now has, it could put the uk economy into recession and potentially other economies around the world, as well. >> that's exactly right. and, you know what, everybody from the finance minister, the chancellor, the head of their central bank and the head of our central bank warn that this is either wrong, vote for the economy. but it seems like the same kind of thing that is driving the trump movement here in the u.s. for europe to leave the union. and people just, you know, one thing i kept hearing over and over, we don't care what the

experts say. we're sick of the ex people saw the economic logic outlined before them that this would cause a negative impact on the british economy. this really was a vote that was more about passion. >> all right, olivia, stand by there. i know you'll continue to watch as will we. let's turn to nbc bill neely. bill, the people there have had a half day or so to sink in. but now they're watching the negative reaction financially around the globe. how are they responding to that? >> with shock. i mean, it's difficult to understate how much of a bombshell this is. this is the biggest political shock in britain in half a century and like any earthquake we're now seeing the effects of that in europe principally. got some statements from leaders in europe. i think principally the french prime minister who says this is an explosive shock. at stake is the break up, pure and simple of the union.

now is the time to invent another europe, germany, chancellor angela merkel said i greatly regret the uk decision and rather soberly, she says, we need to stay calm and composed. vice president joe biden in ireland at the minute trying to calm the irish population and the british population saying we have a very scial bond with you both and that will endure. but this is a historic vote. no one has voted to leave the european union since it was set up really to keep the peace in europe between france and germany after world war ii. neither the real danger that not just the european union will break up all asking for their right to have a say, but that the united kingdom itself might break up because already in scotland this morning, its leader is saying we should have another independence vote to

determine our place in europe. so, this is like an >> and, bill, not only the people over there wake up to the news that the vote had gone through to exit the european union, also waking up to news that their prime minister david cameron would resign. >> yes. i mean, it's a double shock. i talked to someone on the metro here a couple hours ago who said she woke up and heard the news and just burst out crying. there are many people in other parts of britain who will be celebrating. this did show a divided britain and an echo to the united states and echo to the trump campaign with an anti-elite, anti-establishment vote. again, the lead campaign here. used the trump campaign partly as their playbook. all about taking back control. well, they think they have control now. let's see in the negotiations that are to come over the next two years how much control they have and the first thing to say the new prime minister elected

within the conservative party. not by the so, they won't have control of the new prime minister. that's for sure. that will happen by october. >> and, bill, president obama echoed what vice president biden said who is overseas right now saying that this special relationship talked about between the uk and the u.s. although president obama supported those who wanted the uk to remain in the european union and travelled there and said so and caught a little bit of heat for that. >> yes. i mean, i think, you know, prime minister david cameron will go. just like tony blair and right back to winston churchill. that special relationship with the u.s., i think, woep ben't b affected so much. on an intelligence and the difficulty for britain is when washington wants to pick up the phone and ring somebody in europe, where will it ring? will it ring angela merkel in

berlin as the leader of the european of 27 nations or ri fact, over time britain's special relationship if not damaged at least diminished. >> bill, thank you very much. let's end this by going back to olivia sterns on the floor of the new york stock exchange. first of all, an update on where the markets are right now. talk a little bit about the currency markets, as well. >> so, right now the dow jones is off by a little more than 500 points. really a huge move. the british pound, matt, is at the lowest level since 1985. it's now trading at $1.35. that is an incredible move. he thought it was going to be the biggest evaluation since 1992. now one of the things, if the pound devalues suddenly exporrs will be able taseo sell their products more chiefly into europe and they will get a boost.

that is not how it isll who are they going to actually trade with? they don't know what terms they're going to be trading on because all these trade deals suddenly have to be renegotiated. it is a big problem and any big problem for any companies. if you have a 401(k) with equities. worth checking if you have any european exposure and actually do business in both europe and in the uk. >> olivia at the new york stock exchafg. bill neely and that in the news reverberating throughout the world as we speak. we have more on the day on msnbc and, of course, tonight on nbc "nightly news." >> return most of you to "today." and this has been an nbc news special report. >> here's a look at your weekend outlook. tomorrow gorgeous day in the northeast. new england to the
