britain's currency plunged. >> it's shell shock, i think is what we're dealing with right now. >> reporter: now, everyone has to deal with it, including president obama who came to britain to urge voters to stay in europe. and this man is favorite to be britain's new leader. >> because in the end, this question is about the people, the right of the people of this country to settle their own destancy. it's about the very principles of our democracy. >> reporter: boris johnson led the campaign, a campaign that turned britain and a stunned european union on its head. and there are already calls this morning from other european countries from france, from italy to have their say and perhaps to leave the european union. the real danger is that the whole european union falls apart and the weakening of the west is in no one's interest, except, perhaps, mr. putin.

>> bill in london this morning, thank you very much. let's turn to the world news editor for "the daily beast." this feels like an earthquake and a shocker. what does it say about the mood and sentiment of british voters? >> it says what they claim it says right off the bat is they were tired of all the bureaucracy of the european union and they want their sovereignty and what this was really about is fear and, in some cases, certainly racism. the push, the big push for this came from a party uk independence party that was busy putting up posters of syrian immigrants coming in at the border of croatia. that was not really a problem for britain, but it was touching a button, the hot button for people in britain who said we want out. we want to isolate ourselves, again. at the same time, they were being told,

free trade and still enjoy some of the benefits of the european union. the rest of europe is not looking at it that way and it is going to be difficult for the uk to function as it was functioning before. >> that brings us to the point that bill kneely just touched on. do you see this as a stand-alone decision or is this the first in a series of dominos? >> listen, this is the first, potentially the first in a series of disastrously collapsing dominos. one set of dominos is actually in the united nations. scotland did not vote for this. they voted to stay in the european union. and they're not sure that they want to stay in the united kingdom any more. lapenn is going to be a very big political force in this con, she already is. may win the first round of the presidential elections t

and already called for a referendum. very anti-muslim, very anti-immigration. he's called for a referendum. we see this again and again all over europe. in fact, the president of the european council said this doesn't just threaten the european union, this threatens western civilization. he may have been overstating it, but that's the mood. >> it is, indeed. thank you. as we said the outcome of that vote has thrown the markets into turmoil. how will wall street react? olivia sterns is on the floor of the new york stock exchange. good morning to you, what kind of day are we looking for? >> good morning, matt. wall street cernly feeling the pain. this is not what wall street expected. many traders up overnight watching as billions of dollars have been wiped off global equities. one trader is in early and he is expecting to see the busiest day of trading in two to three

points lower. this brings the overall stock market back to levels close to where it was last week when the lead vote was actually leading in the polls. so not terrible back to closer where we were last week. the biggest problem, though, matt, this ushers in all this uncertainty and that is toxic to economic growth. >> all right, olivia. are we looking at this as a r relatively short hiccup or how this is going to play off? >> no one knows what is going to happen. this messy divorce process that will take two years and britain is going to have to renegotiate all its trade deals with europe and european countries are probably not going to be in the mood to give britain very good terms on those trade deals. a lot of economic uncertainty and even janet yelin here in the u.s. has warned in the past days it could be a

economy. a lot of people this morning, matt and savannah, are going to wake up and see their 401(k) about $1,000 shorter than it was yesterday. you can expect your mortgage rate to stay shorter because it is less likely to raise rates any time soon because of the instability. >> olivia, thank you very much. donald trump happened to kick off a trip to scotland just this morning. he immediately weighed in on the vote. katie tur is following that trip overseas. good morning. >> the world markets are down and fears this could plunge the world economy into recession and donald trump opened the press conference this morning and one of the few places scotland that voted overwhelmingly to stay. donald trump flying to scotland and landing in political chaos this morning as the uk votes to leave the ue. a move trump encouraged. >> i think that is purely historic and what is happening is

but previously making clear she was opposed. trump not campaigning in scotland but ribbon cutting at a golf course he owns in turnbury. the clinton campaign attacking him for it mocking trump's trip abroad. >> donald trump is. >> reporter: before he left the u.s., trump sat down with lester holt and try to defend his claim that clinton's personal e-mail server was2j@ hacked by foreign government. a claim that has not been proven. >> i think i read that and heard it and somebody also who gave me that information. i will report back to you and give it to you. >> reporter: down in the polls and down on cash and down on gop support. but there are signs he is turning things around. reportedly raising $19 million for joint fund-raising with the rnc and enforcing the endorsement of donald rumsfeld. the scotland trip is just the latest to a trip property. in the past

reminder why we, in whatever you want to call us, the media or political elite need to not underestimate donald trump. there has been a worldwide trend in western democracies of a couple of things. number one angry middle classes. not just in america where you feel as if you can't get ahead. in that case it matches it, yes, obviously, it matches this politics. this idea and a worldwide trend in western democracies and essentially a move towards ice lacism. let's look inward. that's what the uk made the decision to do and donald trump's message in a nutshell. >> let's talk about this trip. he happens to be in scotland and at the center of the political universe right now and he's not there for a typical foreign trip that a candidate takes. he's actually there to promote his golf course and, as i understand, doesn't have

with foreign leaders. what do you make of it? >> i'll tell you, especially coming this week. earlier this week he made a case and wanted to lay out this case and i think an opponent can do this to the clintons. said somehow the clintons do whatever. they use politics to benefit themselves. that's especially what donald trump was accusing hillary clinton of doing earlier this week. but he is, it may be an effective message, but is he the best messenger when he's using his campaign to do what. dragged an entire press corps over to scotland to essentially promote the opening of a new golf course. so, i think it undermines the message he is trying to use against hillary clinton that they use politics for their own benefit. he is using his campaign for his own benefit. >> chuck, thanks very much. a state of emergency in west virginia where heavy rain has triggered severe flash flooding. nbc morgan radford is there and she has more on that. morgan, good morning. >> v

in west virginia and you can finally begin to see signs of the damage. power lines that have been completely ripped down and a chunk of the road that is missing and these are the flood waters that are racing by. the same flood waters that have left two people dead and still hundreds more trapped. this morning, a state of emergency. as a band of severe thunderstorms pounded parts of west virginia. causing historic and widespread flooding. that flooding washing some houses right off their foundation. in white sulfur springs stunned residents watched what appeared to be part of a house on fire floating down a creek. >> dad, watch out. >> reporter: emergency crews in jackson county responded to reports of a toddler swept away by rushing water. but heavy rainfall forced the crews to temporarily suspend the search. plunging almost 1 million residents into darkness.

swallowed the downtown area flooding homes and businesses. emergency crews are working to rescue hundreds of people forced to spend a night at a local shopping mall after the overpass mall into the shopping was washed away by powerful flood waters. authorities are still trying to figure out just how to reach those people who are trappedmsb inside that shopping mall. in fact, they're considering building a temporary bridge just to get them. meanwhile, the red cross has set up shelters across the state trying to help displaced residents. the worst may still be to come. the flooding is expected to continue today and into the weekend. back to you. >> all right, morgan, thank you. let's go from dangerous flooding to dangerous wildfires. a new one growing fast this morning. it already destroyed at least 50 homes. miguel, what does it look like this morning? >> matt, good morning. this is what this fire has done. destroyed dozens of

just a matter of hours. one of the most aggressive fires we have seen this season and also one of the most destructive. overnight, exploding out of control and racing towards home, the so-called fire has swallowed entire communities near lake isabella, california. >> it's really surreal. i've never seen so many homes burn. >> reporter: firefighter tow snd documenting the drama in the middle of a firestorm. >> lost structures in multiple communities. >> reporter: feeding on drought fueled by scorching temperatures and fanned by the wind. >> one house. second, third over here. >> reporter: a wall of flames hopscotch from home to home. the count now, at least 80 structures. propane tanks exploding through the day. with damage mounting and at least 1,500o

mass evaciogs are under way. >> i'm in danger of losing everything that i own. >> reporter: for now this volatile fire is unstoppable. hopping highways, smoke, flames and destruction everywhere. >> it's pretty sad to see so many homes burning. >> reporter: a monster on the move, causing unspeakable damage and threatening even more. at this hour, these flames are still burning right through the hour. these homes still going up. more than 5,000 acres have been destroyed. this fire is zero percent contained. 350 firefighters are on the ground and hundreds more are on the way. back to you guys. >> miguel, thanks very much. let's turn to al now and you're starting out with this morning. >> that's right. a very volatile wildfire season. it's not even close to being done yet. you look at the damage being done. to put it in perspective. you look at the ten-year average of total acres burned. last five years, the worst you had for the

million acres burned in 2012. we're almost at 2 million acres burned for 2016 and we're not even close to being done yet. you look right now, we've got currently red flag warnings from santa barbara just to the north of los angeles, relative humidities about 8% to 10% and winds gusting with rapid spread possibilities. winds gusting over 50 miles per hour. look at the temperatures today. phoenix 110, omaha 93, atlanta 97 and that heat continues on into saturday from orlando all the way to dallas and the outlook going into the week. temperatures out west staying hot and with low humidity. we're going to get to your local forecast coming up in the next 30 seconds.

havertys. this is an nbc news special report. here's matt lauer and savannah guthrie. good morning, everyone. in the wake of the vote, the markets here in this country just opened shaping up to be a very wild day on wall street. >> the dow is already down 200. investors here reacting to the decision by british voters to leave the european union. a shocking decision. let's get right to olivia stern at the exchange for us. i know you're watching the boards. what do you see? >> global markets are selling off. the reason nobody saw this coming, savannah, and nobody knows what is going to happen next. right now at the open the dow jones is off by about 250 points.

that is better indicating overnight. also seeing a lot of money flow into treasuries and the safe haven of the u.s. debt. that means mortgage rates are coming down. we heard from janet yellin saying if britain does leave the european union that could pose a risk and why the fed chair came out just this morning and offering low liquidity. i am watching the board and it's ticking lower. down 400 points. the selling picking up momentum and we're just over a minute in. saving up for a wild day on wall street. i have rarely seen this kind of frenzy that you see here behind me. >> nobody saw this coming, yet, only two possible outcomes of this. stay or go. any indication on how long this uncertainty could last? >> nobody knows. one trader just came over to me and told me traders now taking bets on which would be the next european country to vote and leave.

can you hear them behind me. they're betting onhi leave the european union. they are bracing for the long haul and traction in the european economy and markets and economies are so interconnected globally. if there is a slow down over there, it will have an impact here in the u.s. >> obviously, a complex, financial situation. in a nutshell the fears were if this vote would come to pass as it now has, it could put the uk economy into recession and potentially other economies around the world, as well. >> that's exactly right. and, you know what, everybody from the finance minister, the chancellor, the head of their central bank and the head of our central bank warn that this is either wrong, vote for the economy. but it seems like the same kind of thing that is driving the trump movement here in the u.s. for europe to leave the union. and people just, you know, one thing i kept hearing over and over, we don't care what the

experts say. we're sick of the ex people saw the economic logic outlined before them that this would cause a negative impact on the british economy. this really was a vote that was more about passion. >> all right, olivia, stand by there. i know you'll continue to watch as will we. let's turn to nbc bill neely. bill, the people there have had a half day or so to sink in. but now they're watching the negative reaction financially around the globe. how are they responding to that? >> with shock. i mean, it's difficult to understate how much of a bombshell this is. this is the biggest political shock in britain in half a century and like any earthquake we're now seeing the effects of that in europe principally. got some statements from leaders in europe. i think principally the french prime minister who says this is an explosive shock. at stake is the break up, pure and simple of the union.

now is the time to invent another europe, germany, chancellor angela merkel said i greatly regret the uk decision and rather soberly, she says, we need to stay calm and composed. vice president joe biden in ireland at the minute trying to calm the irish population and the british population saying we have a very scial bond with you both and that will endure. but this is a historic vote. no one has voted to leave the european union since it was set up really to keep the peace in europe between france and germany after world war ii. neither the real danger that not just the european union will break up all asking for their right to have a say, but that the united kingdom itself might break up because already in scotland this morning, its leader is saying we should have another independence vote to
