the deadly flooding. and unfortunately, more flooding potential during the afternoon and tomorrow. i'll show you what it means to us for the next couple of days as well, coming up. right now, former virginia governor bob mcdonnell and his supporters are celebrating a supreme court victory. >> the decision to overturn his conviction was unanimous. but julie carey says mcdonnell is not completely free and clear. >> reporter: he issued a statement shortly after the supreme court ruling saying in a day in which my family rejoice and give thanks. there's still a small cloud hanging over the u.s. governor. the u.s. attorney is deciding whether to retry the case. he and his wife were con convicted in 2014 of multiple corruption charges for accepting more than $165,000 in gifts, trips and loans from a wealthy businessman who was pedalling a ne

but the supreme court found that the government was allowed to use too broad a definition of official acts to win its bribery conviction. the court worries that the standard used could have used routine favors like setting up meetings and writing letters into criminal acts. here's what one of mcdonnell's attorney had to say about the ruling. >> you don't put somebody in jail simply because you think they did something that you don't like. we've got very high standards before the federal government can put somebody in jail and what the supreme court said today was that those standards don't come close to the type of conduct was at issue here. >> reporter: i sat down with all three of the leading attorneys, including the one who made the arguments before the supreme court. coming up at 5:00, what they say about whether this case should or could be retried. the supreme court also struck down a controversial abortion law in texas. the law required clinics to operate under the same standards as hospitals and required

doctors to have admitting privileges at nearby hospitals. the strict new rules forced many clinics in texas to close. in a 5-3 decision, justices agreed with the opponents saying that it became an obstacle for women seeking to have an abortion and offered few, if any, benefits. we just enjoyed one of the most beautiful weekends in recent memory. now the showers and storms are starting to move across the radar this afternoon. let's go to chief meteorologist storm team 4 doug kammerer. >> we're going to see stronger storms move in. we have western portions of loudoun county and most are not strong at all. they weaken as they move on down route 50 and 7 through the

area could get even more rain later this evening. we are following breaking news involving former d.c. delegate and civil rights leader walter fauntroy. he was arrested in dulles airport and is being held in do you dooun county. he had just gotten off a flight in dubai. he became a fugitive in 2012 when he left the u.s. for the persian gulf. last week he said he was finally ready to come home and clear his name. there's a court hearing scheduled for tomorrow. >> well, a lot of us have been either cringing when we look at our 401(k) balance or trying to avoid it altogether. another volatile day on wall street as u.s. investors are grapple with the vote for the uk to leave the european union. the dow was down 260 points. the nasdaq was down 113 and the s&p down almost

it wasn't nearly as steep as the decline last friday. metro general manager is announcing plans to eliminate hundreds of jobs. while he's trying to make the system safer with safe track and trying to make the administration more efficient. news4's derrick ward has the story. >> reporter: there will be changes and challenges of their own, all spelled out in this memo from the general manager saying that the next several months, metro will be eliminated 500 positions. some are open positions but some have people in them. that means people will be losing their jobs. he says he's going to cut nonessential and nonsafety-related positions but it's all about making the system more efficient. coming up on news4, we'll talk to riders and other officials about how this change will affect metro. we want you to weigh in on this survey. how do you feel about metro in

address safety and budget concerns? that's our nbc washington flash survey today. call or text the number on your screen or vote on the nbc washington facebook page. investigators are trying to figure out what sparked an intense fire in upper marlboro around 2:00 this morning on harmon place which did $75,000 in damage. in montgomery county, a third-grade teacher has been charged with sexual abuse. police say he inappropriately touched two girls in school. john is an elementary school teacher and coaches at a high school in the county. meagan fitzgerald has that story. >> reporter: the school district says they placed him on administrative leave and the investigation just wrapped up and this morning montgomery county police say the

look at all of the areas in red here. those are flash flood warnings and they are for the same areas hit extremely hard just last week with the flooding in parts of west virginia. that's what i'm watching right now. this is all part of a bigger frontal boundary. flash flood watch for parts of our area including shenandoah and places to the west. the warnings in the red, including this one right here, which is, again, right around the white sulfur springs area and greenbrier, they are having big issues. hopefully it won't be too bad for them. this is not good news. more rain making its way there right now. the wider view i want to show you because look at the front very clearly defined. it's not going to move through tonight. it's going to stall around our region and that means for a better chance of showers and storms. by 11:00, these are out of here and tomorrow we track a couple of showers and storms. clouds early and then around 5:00 we start to see showers and thunderstorms during the day on tuesday. some of c

as we look right now at storm team 4 radar, one area that we see, another round of rain is in the same area as west virginia that had all of the rain last week. numerous flash flood warnings are once again out in that area today. they've seen a lot of rain over the last couple of days. a lot of rain right now. chris pallone piled this report. >> reporter: the skies have opened up again in west virginia and more rain was falling on monday. the areas hardest hit on friday under another flash flood watch. >> to see water this high and this quick with this much devastation is almost unheard .

this would eliminate the charge for additional passengers taxied to the airport and the charge for items that are placed in the trunk. officials say they have received no opposition to the proposal from any cab drivers thus far. for the first time in fairfax county, if you buy something online from someone else, you can now finalize the sale at a police station. it's called an exchange zone. the goal, of course, is to keep you safe. there are two places to do the exchange at the sully police station in chantilly and they are clearly marked. beware if someone is reluctant to meet you at the exchange zone. that could be a red flag. >> it's under 24-hour video surveillance. they pulled in and conducted the transaction. no need to come inside. they can call 911 or if they have a bad feeling, rather than wait for that to happen, walk into the station and report it

a developing story right now. crews in california are slowly starting to gain ground against a deadly wildfire that's destroyed hundreds of homes north of los angeles. the fire has grown to more than 70-square miles but it's now 40% contained. during the first night of the fire, dozens of homes exploded, roads were covered in smoke and flames. five miles away, danny walker
