fireworks and the person with the answers is storm team 4 meteorologist lauryn ricketts. good morning. >> good morning, guys. we're going to see if we can get you some answers to those questions. this is an ever-changing forecast. i've got to tell you this is a tough one for your monday, but just know we have some changes, but also know we are still expecting rain, maybe not as much. let's go ahead and show you what's going on out there right now. we have some rain around the region right now and as a gray july 3rd. we've had some showers around this morning, mainly south and east. we could hit some breaks of sunshine here. maybe some isolated rain showers this evening. it's going to be isolated. 66 in d.c., southwest wind at 5 miles an hour. storm team radar showing rain to the south and east. it's breaking up a little bit but we've got more rain on the way. isolated showers later on

heavier rain for tomorrow. we'll time it all out coming up. >> now to a developing story we've been following overseas. the number of people killed in two bomb attacks in baghdad has gone up to 167 people. 185 were injured. official tell us nbc news that a mini bus filled with explosives was driven by a suicide attacker and it atargeted a shopping mall and a restaurant. isis has claimed responsibility for one of those two attacks. meanwhile, investigators in blurb looking for -- bangladesh looking for clues at an attack restaurant. 20 people killed. three students tied to american colleges were also killed. two attended emory university and another at berkley. a u.s. citizen was killed in the attack and did not identify the person. isis has also claimed responsibility. turning no t

a little early because of the checkpoints. then you got the concerts from 8:00 to 9:30. the concert, smokey robinson, kenny loggens, general colin paul. the national symphony orchestra will perform as will the chorale society of washington. they are going to make the decision monday evening on whether they will call the fireworks or the concert -- and the concert. they say only heavy rain, thunderstorms, the high winds will cause them to cancel and it's been decades since they actually have been canceled. the rain date is july 5th should she be canceled tonight. a lot of people have their fingers crossed. another good thing to remember is that metro

take a look here, it's going to pick up tuesday in northern virginia. service will shut down on the blue and yellow lines between reagan national airport and braddock road for a week. the city of laurel celebrated the fourth of july last night. the fireworks show and parade went off without a hitch. saturday's perfect weather made for a great show and just may have been the best chance for folks to see the fireworks this weekend. after the latest round of terror attacks, authorities here are on high alert for the fourth of july. this is a time when millions of americans are traveling. nbc's morgan radford shows us the plan to keep the country safe. >> the nation's largest cities and busiest airports, heavily guarded by armed officers. >> it's more secure. it feels good to know that there's someone watching and looking out for us. >> reporter: trained canines at l.a.x. where there's a

and they can't. >> wild scene in los angeles as police chase two men on an atv, at one point during the chase, those guys were teasing the officers. they were blowing through red lights and driving in opposite lanes. they eventually surrendered and taken into custody. right now, five homes are burned and three fires are injured after a fast-moving brush fire broke out on a san bernardino hillside. it burned ten acres before firefighters were able to get it under control. one person was treated for smoke inhalation. the cause of the fire is still under investigation. about 6,000 acres of land in hawaii were burned. from a large brush fire that broke out. heavy winds prompted roads to close and caused widespread power outages. no injuries reported, several people hiking on trails had to be airlifted out of the path of the fire. let's open up the window. take a

i got to tell you not only because it's cool out there, but because we've got a little of cloud cover out there. we're tweaking this forecast for you. we have about an inch of rain. celebrate the fourth of july on the fifth. that's how we're going to do it if it comes down to it. current temperatures, we said it was chilly. mid 60s right now. we have that rain rolling by that area. most of the heavy rain by the eastern shore and spotty stuff through central virginia. what we're looking at for tomorrow is still crawling through the midwest, crawling through missouri right now and into really illinois and indiana. that's going to continue to move to this area. the reason this forecast has been a little tricky because we're trying to figure out what track it's going to take. whether it's going to sweep right through virginia or farther north. this morning, it looks a farther north. heaviest rain concentrated north. for the next 12 hours,

we could have a few sunny breaks but we'll have isolated showers as we continue through the afternoon. planning for fourth of july, starting tomorrow morning off to the dry side and rain chances increase throughout the day. more scattered showers throughout the evening. here we go hour by hour. 6:00 tonight, few scattered isolated showers. and mid morning tomorrow that's when we start to see some rain move in from the south and west to the north and east. we'll continue with rain through the afternoon tomorrow. thunderstorms as well. picking up just around an inch. we get a thunderstorm, it could be a little bit more but it will become more spotty in the evening and fill back in. depending on where the spotty rain showers come, depend on whether the fireworks come or not. tuesday morning, we'll have some showers around for the first half of day but we'll get clearing by tuesday night. and then we warm up. look at that.

>> right now, the memorial association is ramping up its fundraising efforts. >> stump believes it will cost $25 million or more to build the memorial. his group has raised only a fraction of that so far. >> we have an aggressive timeline, but we still want to have this up and dedicated sometime in 2018. >> in the meantime, stump is trying to create awareness. on memorial day, 500 desert storm vets marched in d.c.'s annual parade. it marked the first time a large number of its veterans had gathered since the war ended 25 years ago. it was a chance for these men and women to put a face on the memorial effort for the fallen and to honor their own service, the service of guys like hal and mike and wellman. i would hate for america to forget that there was a moment in time when we stood up when called and we did our duty and we did it well. >> in washington, aaron gilchrist. news 4. the desert storm memorial association expects

this year and break ground sometime in 2017 xt to learn more, search the nbc washington app, desert storm. it's considered by controversial by some but it's a program that could become a national model for helping young folks stay away from violence. nbc's steve patterson takes us to northern california where a city known for murder is now seeing a turn around. [ sirens ] >> this was once what anyone heard about richland, california. an industrial city known for gangs, drugs, most of all murder. >> there's always been homicides in richmond. >> five years ago, a radical idea to save lives. >> we're doing is very comprehensive. >> a community activist got involved. his mission was to identify young men in richmond who run the risk of being involved in

alternative. the program offering mentoring, workshops, employment help and trips outside the city. >> most of these young men are waiting for us to show up, are waiting for a responsive, credible, legitimate opportunity. >> 68 men have participated. 64 are still alive and the number of murders has been dropping from 47 in 2011 to -- 2007, to 21 in 2015. they keep their fellows anonymous even to police. what the program doesn't do is ask anyone to put down their gun. instead, they offer up to $1,000 if they stay out of trouble and reach personal mile stones. >> did you do it for the money? >> no. i did it to help myself. the money was nice. it was a plus. >> former fellow rynell robinson spent his life in and out of prison beforeni

difficult, really where is that track going to go. how much rain are we going to get? when is it coming? laying down the timeline, it's been difficult. temperatures will top out into the 70s. we're timing it out for you. 6:00 p.m. tonight, we have a few isolated showers around. mid morning tomorrow, that's when the rain starts pushing in from the south and west to the north and east. we have a few thunderstorms as we get into the afternoon. heavy rain as well. we're thinking about an inch, if you get a thunderstorm it could be a little heavier. more scattered showers throughout the evening so hopefully we can get the fireworks in but i believe it does going to be a few showers on the wet side. we'll clear up by tuesday afternoon. around noontime, we'll have a pretty good chance of rain and rain and storms through the afternoon with scattered showers tomorrow night. then we heat things up, wednesday, thursday, friday. temperatures go up. not only do we have w

high school gets throoed printer. very cool. they can make all kinds of interesting things. >> and at one loudon county high school, a student had a very special project in mind. he wanted to make his little brother a prosthetic hand. we have more on this story of devotion to a brother and the dedication of a teacher. >> reporter: the story starts with this box. it's a 3ed printer, brand-new class school year to the career and tech ed class at parkview high school. when gabriel spotted it. he had a question for the teacher. >> he came to me and kind of asked if we think we can print out a prosthetic hand and i was kind of, you know, taken aback by it. i said i don't know, you know. i guess we could try. >> he and his family had been doing research to try to find a prosthetic hand for little brother lucas. they found an organization that provided the designs free of charge and he spotted the 3 d printer and took the next step.

>> he can do everything with one hand, but it would be nice if he could have two and be like everyone else. -- >> it took a little while. the first hand, a little too big, but they kept at it. >> basically, it was a matter of scaling it down a little smaller and knocking out the next one and the next one ended up just right. >> and ten days ago, lucas and his mom came many in to try on the new prosthetic hand. it was his sixth birthday. what do you think? looking at his face. it was amazing. >> it's good and like easy to grab. >> lucas is also glad kids won't ask him about why he has a little hand. >> i do not like anyone asking me that. >> lucas smiles a lot, even more these days that he can do this and this with big brother gabriel. >> able to grab things with that hand and give high fives and fist pumps like that.
