from dallas police headquarters where chief david brown is holding a briefing at this hour. the live desk is watching the news conference and we'll be updated throughout the newscast. meanwhile, chief brown said yesterday that micah johnson, who man who killed five dallas police officers, had larger attack plans. the investigation into johnson's attack is still ongoing and much remains unknown, including how johnson got his weapons. right now federal agents are trying to trace the origin of a military-style semiautomatic rifle. and as that investigation continues, for the first time today, many key streets and buildings in downtown dallas will reopen. hundreds of people will gather in dallas tomorrow for an interfaith memorial service. president obama and former president george w. bush will speak at the service. edward lawrence has the latest. >> reporter: good morning, barbara. the president was briefed this morning about the latest on the investigation in the dallas attack that killed five police officers. the president now turns

justice that black lives matter movement wants with healing the nation. he will travel on tuesday to an interfaith memorial service for the victims of the shootings in dallas. president george w. bush will be there, along with vice president joe biden. the dallas police chief says the gunman, micah johnson, had sinister motives for his murder spree. he adds the suspect practiced with explosives in his backyard and had enough to be, quote, devastating for the city. now, meanwhile over the weekend protests erupted in the states eechktly affected by police shootings, including minnesota and louisiana. they were joined by protests here in washington, d.c., also east coast to west coast. the president still facing questions about the feeling among law enforcement that he prefers or favors the activists over police officers. reporting in washington on capitol hill, edward lawrence. now back to you. >> edward, thank you. here's more on the protests edward just mentioned. more than 300 people were arr

tense protests around the country. in atlanta, protesters held sit-ins that blocked roads. the black lives matter group crossed the police barricade and went onto interstate 40 in memphis. demonstrators brought highway traffic to a stand still by blocking a bridge. in louisiana, hundreds of protesters confronted police in riot gear in the streets of baton rouge, all of this in response to the shooting deaths of two black men by police officers last week. protests in our area this weekend did not lead to any arrests. there were four different events in our area in response to the shootings yesterday. at the african-american civil war memorial, members and supporters of the black lives matter group rallied before marching. at freedom plaza, hundreds attended a prayer service. at rfk stadium in southeast, demonstrators addressed brutality. at brookland political leaders

to discuss necessary political change. the last hours of metro's safe track surge are ending now. surge four starts tomorrow. megan mcgrath is live at the crystal city metro station, which will be shut down. hi, megan. >> reporter: well, good morning. yeah, the next phase of work still happening on the yellow and blue lines, but this time just in a different spot. beginning tomorrow morning the crystal city metro station will be closed. closed for about a week. people trying to get to reagan national from d.c. or rosland will have to take a shuttle bus. same line, different section. metro's safetrack surge four gets under way tomorrow morning. the work zone is now north of reagan national airport on the yellow and blue lines. >> we either go to pentagon city or get on the bus. >> reporter: riders were given pamphlets this mornin

explaining the impact. it's a complete shutdown between reagan national airport and pentagon city, which means the crystal city station will be closed. >> just take the bus from my location instead of stopping here, we're going to get off at pentagon city. so it's not going to be much of an inconvenience. >> reporter: shuttle buses are an alternative. the work is expected to last seven days, wrapping up on the 18th. closure means people coming from d.c. or rosland won't be able to get to the airport by rail, they'll have to hop a bus. the ongoing work has presented some challenges, but riders seem pretty understanding. >> a lot of the regulars i see no longer riding, but i think they have done a pretty good job handling it so far. of course there's a lot left to go, but we'll see how it goes. >> reporter: now, if you're heading into d.c. from the south, the folks at metro would like you to offload at the braddock road station and take a shuttle bus from there.

district, the bay, and on the eastern shore at the atlantic beaches. a look at our next chance for some storms coming in. we'll look at the heat wave on the way too. that's coming up in just a few minutes. >> all right, tom. now to that story in d.c. police say a 27-year-old man is the person who died in a shooting yesterday morning in northwest washington. detectives first went to flagler place after reports of gunshots around 4:30 in the morning. police say they found seth rich hurt but conscious. he later died at the hospital. officers are offering a $25,000 reward to anyone who can help them make an arrest in this investigation. if you are in an emergency, you shouldn't have any problems calling 911 in montgomery county right now. that wasn't the case overnight. the system was down for several hours because of an internal issue. that meant to get help you had to call 311 or look up the number of your local police or fire station. montgomery county says the problem is totally resolved and that you should only use those

busy signal on the line. we just learned that hundreds of more u.s. troops are going to iraq. u.s. defense secretary ash carter saying that 560 more troops will deploy to the country to help iraqi forces. you are looking at some video taken earlier of carter arriving in the country. this was an unannounced visit. he said this morning that the troops will help with infrastructure as well as logistical support at a base that is going to be built to support that push to take back mosul from the islamic state. we are hoping to get more details shortly, this news coming just days after president obama said american troops will remain in the country of afghanistan longer than originally planned. barbara. >> thank you, angie. turning now to the race for the white house. in just a couple of hours donald trump will speak in virginia beach. he's expected to talk about veterans reform at that event. new jersey governor chris christie, a potential trump vp pi w

we have a big development in the brexit story. prime minister david cameron just announcing that he will resign this wednesday. home secretary theresa may, a conservative, will succeed him. she could replace him as soon as this week. cameron saying he's going to attend a final session in the house of commons before going to the queen and tendering his resignation. it is the queen who has the formal role to appoint the new leader. cameron said he would step down after the country voted earlier this month to leave the european union. barbara, that's the latest from the live desk. frightening video out of florida where a plane crashed into a lake. the plane is still in the water near orlando right now. the pilot and his 9-year-old daughter were both on board and

they both had only minor injuries. this happened last week but the faa says they can't investigate until the plane's owner retrieves the plane from the water. right now at arlington national cemetery, a huge day of service project for hundreds of volunteers and veterans caring for some of our nation's most hallowed grounds. more than 400 landscaping professionals from around the country are working on the grass, the plants and even the irrigation system. many of the landscapers are veterans themselves. this event of beautifying and restoring the cemetery has been going on for 20 years. right now lieutenant brian rice is back in court and fellow officers could take the stand during his trial. he is the highest ranking officer to stand trial in the death of freddie gray. gray died, you'll remember, from a broken neck while riding in the back of a police transport van last year. so far, two of the six officers accused in the case have bee

one of those, edward nero, has called to testify in the rice case. officer porter, whose trial ended in a hung jury, could also take the stand. police have a man in custody today charged in the murder of his estranged wife. 41-year-old daron odom turned himself in sunday. he faces murder charges in the shooting death of jemilla odom. police arrived and found the victim in a car with several gunshot wounds. she was pronounced dead at the scene. charged in the death of a 62-year-old woman. this happen friday in landover hills. when police arrived on the scene, they found lenice suffering from trauma to her upper board. her neighbor says this is an example of why members of the community should look out for

community we have to be more vigilant as neighbors. >> police say the preliminary investigation shows the motive was robbery. police believe speed may have played a role in a deadly car crash. this car went off the road and plunged into the potomac river right near the roosevelt bridge sunday morning. three people were in the car. the driver and one passenger died. another passenger managed to escape, swim to shore and call police. police are hoping the lone survivor will help them figure out what happened. we have just four weeks to go until rio, and microbiologists in rio de janeiro say they have detected superbacteria in the waters for athletes that will be competing. it's just another new concern on top of worries about the zika virus and security at the games. but at miguel almaguer reports, the city and olympic officials say there is nothing to fear. >> reporter: renowned for its incredible raw beauty, raw sewage

most spectacular landmarks. here in the bay where sailors from around the world will soon compete, microbiologists say they have discovered a dangerous drug-resistant superbacteria. >> how dangerous are the superbacterias to humans. >> we don't know the real risk to the people because we need more studies. >> reporter: experts say they believe the superbacteria entered rio's waterways when waste was discharged from local hospitals. the international olympic committee says the city has worked to ensure athletes will be safe, improving the quality of water, including using ecoboat to collect waste. this as the ongoing threat of the zika virus has prompted some athletes to skip the games. public health isn't the only concern here. as more than half a million people get set to visit rio. police and firefighters here have threatened to go

there's also a big fire burning in colorado right now. over the weekend two campers were arrested and charged with starting that fire. sherf's deputies say that they didn't put their campfire out correctly. they were charged with felony arson. the d.c. department of public works will pick up trash and recycling items an hour earlier this week. pickup will begin at 6:00 a.m. it is due to predicted high temperatures this week. early collection will continue through friday. your asked to put out your items at 6:30 p.m. the day before to make sure they're collected. we had a pretty nice start for this day today. nice blue sky. >> i hope it lasts. >> amazing. is this july? >> i will take this any day. >> is this washington? are you sure? >> isn't it nice like san francisco? >> it was 55 degrees when i was out there last week. you can track the weather any time with your nbc washington

here we live desk we are learning more about the dallas police shootings. as we monitor a news conference that is happening right now at this hour at police headquarters, speaking earlier, dallas police chief david brown. take a listen. >> detectives are reviewing over 300 statements to determine which witnesses and officers need to be brought back for further interviews. >> he went on to say this is a massive investigation. they have multiple police body cameras that they are reviewing. at this moment he is now taking questions from reporters, so we here at news4 in the newsroom will continue to monitor that. this is a huge crime scene. not only does it include the garage where the shooter, micah johnson, was killed but also two other shooting locations. now, last thursday

12 others while hundreds gathered to protest police killings of two black men by white officers. stay with news4 for more on this story that continues to develop. barbara. >> thanks, angie. of course one of the big stories coming out of dallas right now is the way police killed the suspect, micah johnson. they used a robotic bomb and blew the bomb up. tom costello talked to experts around the country about military tactics like that and what it could mean in the future. >> reporter: the decision facing dallas police was life or death. the heavily armed suspect, micah johnson, had already killed five police officers, wounded 14 people, and was taunting officers, warning that he had planted bombs throughout the area. with police sharp shooters unable to get a clean shot at the suspect, s.w.a.t. commanders presented the chief with a plan. >> to improvise our robot with a d

corner within a few feet of where he was that would take him out. i approved it and i'll do it again if presented with the same circumstances. >> police have been using robots for years. most recently ramming holes in the orlando nightclub, trying to free hostages, but also to remove suspicious clothing from suspects, inspect suspect packages and even fire weapons to detonate explosives. the montgomery county, maryland, bomb squad is run by the fire department with a small fleet of remotely controlled robots equipped with cameras, microphones and cloths. >> our main mission is to render an explosive safe. so instead of putting a bomb technician into harm's way, we'll send a robot. >> reporter: since 9/11, many police departments have beefed up their firepower. some departments criticized for showing up at lawful demonstrations in armored personnel carriers with semiautomatic weapons. now for the first time using a remotely controlled

but that there needs to be more discussion before it's used again. d.c.'s former police chief is urging an end to the growing divide between some people and some members of law enforcement. charles ramsey appeared on "meet the press" yesterday morning. he said cooperation will be especially important at this month's democratic and republican national conventions. >> you've got two conventions coming up that are going to be very, very challenging to handle. and i don't think they're going to go without some incident taking place. it's unfortunate, but that's what i personally think. i hope that's not the case. but you've got too many people that are now with this extreme rhetoric and that is just not good for anybody. >> ramsey is the co-chair of the president's task force on community policing. to fairfax county now where protesters are pushing the sheriff to take action after the death of natasha mckenna. she is a mentally ill inmate who died after deputies tasered her multiple times. it happened last february. deputies were tg

mckenna from her cell at the fairfax adult detention center when she became combative. this morning they called on the sheriff to discipline the six deputies involved. a plan to build a high-speed train in is causing some concern in fredericksburg. >> some people received notices that the tracks could run into and through their properties. there's a meeting tonight to talk about what else can be done. that's happening at fredericksburg christian high school and it happens at 6:30 this evening. it is a game that started a frenzy, but it's also being used to lure victims for armed robberies. this happened outside of st. louis over the weekend. police say four people were arrested after they used pokemon go to target their victims, and they used part of the game that allows players to attract both pokemon and other users to their location. >> you know, it may not be just as much as them using th

individuals, but as well as the inattention of the persons walking around staring at their phone. >> police are also looking at whether the suspects are involved in similar robberies around st. louis. today hundreds attended the funeral of a spanish bull fighter who was killed on live television. 29-year-old victor barrio died yesterday during a bull fight. he was gored in the thigh and chest. today people applauded as his coffin was carried through town into a packed church. barrio was the first professional matador to die during a bull fight in spain since 1985. despite the death, the running of the bulls continued today at pamplona. spanish medical officials said four people suffered bruises, but no one was gored. more than 1,000 people took part in today's run, which lasted three minutes. the festival ends on thursday. our weather hash tag today, marvelous monday. how fitting. >> tom is back aft

of how we're getting ready to handle our picnic. for instance, first off wash your hands. some people honestly forget to do that. water may not be available so a great thing to have is a pocket-size gel. make sure it's 60% alcohol. that helps kill any germs. also remember to clean your coolers before you pack them because a lot of people forget to clean the coolers and there's unfortunately bacteria that can lay in there, so wipe them out, clean them out. keep food separate. for instance, make sure that the raw meats are separate from anything that's cooked or already prepared like fruits or vegetables. >> what about things that have mayonnaise in them, don't they usually say don't have mayonnaise out of the refrigerator for very long? >> yes. basically what you want to remember is anything that you've already taken out and put out in the open and in, you know, that picnic environment, you have two hours until microbes can start

>> here's the rules that you told us about. keep the food cold. >> correct. >> let's talk about the other things. >> basically you want to keep and clean your produce. one thing to remember with that is also, you know, when you slice that produce, wash it before you do it because actually that blade can act as an inoculator and make that bacteria grow in that produce. so make sure you wash the produce and make sure your utensils are only being used for that produce and use the utensils for raw meat. keep them separate. >> speaking of handling meat and that kind of thing, you brought an interesting board with you that you think is a good thing to take with you. tell us about it. >> basically you can get these at a lot of different home supply shops. what it is, is you want to keep, again, cooked foods separate from raw foods. for the red you can cut up your meat. green i think for vegetables and keeping the produce clean

salads or anything like that. make sure they're clean before you use them and keep that produce separate from the raw food. >> do you suggest using the rubber gloves when you're handling the meat? >> yeah, absolutely. you can use that. again, rubber gloves would be great. these little plastic bags that you find all over the produce aisles, make your raw meat in those plastic bags and separate tm on your coolers. keep one cooler for the clean produce, those type of items and one for raw foods. >> now let's talk a little bit about the leftovers. when you finish your picnic and are taking things back home, lots of time it's good stuff and you don't want to throw it away. >> the rule of thumb is anything that sat out for less than two hours is safe. that time gets cut in half if the temperature is greater than 90 degrees fahrenheit. the danger zone when foods can multiply is between 40 degrees

you know, it might be a good idea to think of making a road trip right about now. gas prices are down this week. the national average price for a gallon of regular is $2.24. that's more than 50 cents cheaper than it was this time last year. the average price in d.c., $2.51 a gallon. in virginia $2.05. in west virginia it's $2.31. in maryland you'll be filling up at about $2.22 a gallon. according to researchers, kids who suck their thumbs or bite their nails are better protected from developing allergies to dust mites, grass and other allergens. the reduced risk lasted into adulthood. experts don't recommend encouraging kids to pick up these habits if they haven't already. troubling news for parents
