remembering heroes in dallas. a huge crowd at tonight's candlelight vigil as we hear from the shooter's father for the first time. and virginia senator tim kane addressing speculation about a vice presidential nod before he campaigns with hillary clinton. first tonight, a local family says they called 911 over and over last night and got no answer. >> all while their loved one was suffering a medical emergency, and he later died. this happened during a two-hour stretch when callers to montgomery county's 911 got a busy signal. only news4's jackie benson spoke to that family and she is live. jackie? >> reporter: 40-year-old jack

was undergoing kidney dialysis. late last night, he had trouble breathing. >> he said, help me. >> reporter: he describes his brother marlin's pleas last night as the family dialed 911 over and over and over again from their rockville home and from their cell phone. >> every time he was calling 911, he was being disconnected. >> reporter: they estimate the agony of waiting, trying to help the 40-year-old as he gasped for breath lasted well over an hour. in the desperate drive to his parents' house, louis says he finally called city of rockville police directly. they dispatched an ambulance that was there when he arrived at the police station. >> they said, i'm sorry, but your brother is gone. >> they received radio

night and lasted until 1:09 this morning. and it didn't just affect 911 calls. it also affected the dispatch center's non-emergency line. investigators think an air-conditioning failure in the i.t. room caused the system to shut down to prevent overheating. county officials say they did their best to notify people through the alert montgomery warning system, but if you're not signed up for that system, the only way you can find out is through social media. the county did activate its 311 call center to help answer those emergency calls, and that has since been deactivated because the problem has been fixed. in dallas tonight, thousands came out for a prayer vigil to honor the five officers killed by a sniper on friday. tomorrow president obama will travel to dallas. he'll be joined by former president george w. bush at an interface prayer vigil. also tomorrow there will be a public visitation for sergeant michael smith. the funerals form

held later this week. rallies against the recent killings of black men by police are not slowing down. tonight hundreds gathered for a black lives matter protest in chicago. police were out in force. but demonstrations were peaceful. protesters also lined the streets of atlanta tonight, and in louisiana, some are criticizing police for arresting too many peaceful demonstrators during rallies there. here in our area, police and city and county leaders say there is a renewed focus on strengthening the ties between officers and the communities they serve. news4's shamari stone is at the white house where some of those leaders gathered today. shamari? >> reporter: good evening. president vice president biden met with local law enforcement officers, including those from maryland and loudoun county, virginia. here in the district a few hours ago, mayor

during a court hearing for the suspect. law enforcement sources tell nbc news he grabbed a bailiff's gun and started shooting. four people were shot. two bailiffs and the gunman all died. 27 law enforcement officers have been shot and killed in the line of duty so far this year. already up 16 from a year ago. sto and a young man who worked for the democratic national committee gunned down a block away from his home. it happened in the bloomingdale neighborhood in northwest d.c. 27-year-old seth rich was walking down w street, talking on the phone with his girlfriend about 4:00 in the morning on sunday. before he got home, he was jumped and shot in the back near flagler place. news4's pat collins spoke to rich's mother by phone. >> they never took anything, so it even -- on top of being totally ridiculous, if it was a robbery, they didn'tve

>> the acting police captain of the fifth district says he can't comment on whether the killing was related to some recent robberies in that neighborhood. two more illegal guns on d.c. streets. tonight the fbi and d.c. police are trying to recover two guns that were stolen from an fbi vehicle in northeast washington. the fbi says somebody broke into an agent's car and took one handgun and one long gun. the fbi will not give the exact location where the guns were stolen, nor the types of guns they were. it's also not clear if the agent was on duty at the time. we usually are complaining about the heat of the night right about now, but it doesn't get much better than this in july in washington. but that heat is coming back, right, doug? >> it is coming back, and wendy, hard to believe today, we actually hit 88 degrees across the area. that's close to our average high temperature. but without the humidity, today was rather comfortable. take a look at the numbers across our region. this is wher

to be allocated proportionately based on results from the primary election. hillary clinton and bernie sanders will be campaigning together tomorrow in new hampshire. the two campaigns issued coordinated statements today. they will be speaking at a high school in portsmouth and sanders is expected to officially endorse clinton for president. later this week, clinton will campaign with tim kaine in virginia. he was asked about becoming her campaign for vice president. >> it would be nice to speculate about it. i'm not going to pretend otherwise. my gut feeling right now, i will stay in the senate and continue to battle on armed forces and budget issues that make me a happy senator every day. >> kaine says he will be lobbying hard for clinton in virginia whether he's picked as a running mate or not.

both incidents happened last week. bullets going through windows and walls. two adults and their 7-year-old daughter inside. neighbors say they're terrified. >> my mom doesn't let them, like, play outside ever since that happened. and my dad is thinking about moving somewhere else, too. he's thinking of moving towards west virginia now. >> a suspect has not been identified yet. anyone with information about this case should call fairfax county police. private car services like uber could soon be used in place of ambulances in the district. it's a plan the d.c. fire chief tells news4 he is considering. engine 30 in northeast d.c. is the fourth busiest engine in the nation. it receives over 7600 emergency calls a year, and many of them are not actually emergencies. so the police wants a nurse to screen those calls, and if that nurse determines they don't need a visit to the er, the nurse would call a car

you can see clear skies in d.c. all the way to the west. a wider view showing major flooding going on around the minneapolis area, maybe even a tornado or two up that way today. that will move up and over this ridge. for us we're going to start to get in on a little more moisture wednesday. tomorrow a few clouds but not too many showers. we'll see an isolated shower but that's really going to be about it. on your wednesday, we're going to be talking about a chance for showers in the afternoon, maybe thunderstorms in the afternoon. look at these storms coming in around 2:00. wednesday is the day to take the umbrella with you. i do think you'll need the umbrella if you're going out and about in the day on wednesday. not going to be a washout but take it just in case. the forecast, 88 degrees, a stray shower. a little more humid. a day kind of like today, just a little more humidity. not a lot, but you may notice it by tomorrow evening. 90 fredricksburg, 85 towards annapolis. what kind of impact will tomorrow have on you?
