hourly sky conditions. 7:00, we'll be in the low 70s. mid 70s by 8:00, 9:00, this morning. it will be near 80 and hovering in the low 80s as you get into early afternoon. your hour by hour storm chances coming up today at 6:11. what's going on, jack? >> they are making progress on the freeway, westbound. this activity was coming out of the third street tunnel. the activity out of the tunnel itself is cleared. you'll also find we've got the left lane blocked off. our mobile units on scene. all lanes are open on the freeway. hopefully our delays will clear very quickly. looking at the beltway. off to a decent start. inner loop looks good down toward the wilson bridge. no trouble spots moving down into annandale. >> we have breaking news right now. shots fired at police. suspects opened fire on officers as they responded to reports of gunfire on alabama avenue

king elementary school. megan mcgrath is live on the scene now with more. what's going on? >> reporter: well, six hours later, you can see that police are still here on the scene, the side of the building that you see there that is martin luther king elementary school. right around midnight, a shot spotter in the area picked up gunfire in the area of sixth and alabama. when police arrived, they saw an suv with five people inside. when they arrived, the people inside that vehicle immediately opened fire on the responding officers. police fired back. no one was hit. five people in the suv, though, were eventually taken into custody and are being talked to by police. still an active investigation here on the scene. back to you. >> thank you. in a few hours, president obama will leave the white house for dallas, texas, to help lead the nation in honoring the lives of five officers killed in last week's tragedy there.

atlanta. this sit-in in that city involved hundreds of people protesting last week's shootings of two black men by police officers. atlanta's mayor and police chief said they will meet with activists today. atlanta is half a dozen places where people are demonstrating about those shootings. this map shows only those from last night but these have been going on for five days now and we're expecting even more demonstrations. two men who were killed, philando castile and alton sterling. we now know that sterling will be laid to rest. funeral services happening at southern university this friday. sterling's family says there will be a viewing friday morning followed by his burial. today, mayor muriel bowser will introduce some bills aimed at boosting police officers. the first measure will increase the

expanding the age to 25. the second bill will allow the police chief to rehire retired sergeants and detectives to retrain new investigators. today, a judge will decide if a former national guard service charged with plotting to help isis. he met with someone he thought was an isis supporter. the sterling man was thinking of carrying out a ft. hood style attack. stephen briel will learn whether he will spend his life in prison after killing a university of mary washington house mate. in may, a jury found him guilty of strangling grace mann inside their house last year. surge three of

yellow lines are closed through july 18th between the reagan national airport and pentagon city. we turn to a developing story in michigan this morning. the berrien county courthouse is closed today after an inmate trying to escape grabbed a bailiffs gun and started shooting. he killed two bailiffs and injured two others before he was shot and killed by police yesterday. his ex-wife says he was likely trying to escape to see his family. five people are recovering in baltimore right now. they were all shot while attending a vigil for another victim of gun violence. jermaine schofield was shot and killed over the week and 25 people were attending a vigil for him yesterday. at that vigil, someone opened fire and ran away. four men and a woman were all shot and they are expected to recover. police are still talking to

see on news 4. agonizing moments for a rockville family as they tried to call 911 during a medical emergency just to receive a busy signal. >> the medic said to me i'm sorry, but your brother is gone. >> his 40-year-old brother, marlon, died as the family tried more than an hour to call an ambulance. also night, the backup 911 system for montgomery county shut off for two hour. his brother was undergoing kidney dialysis and was having trouble breathing. he eventually called rockville police directly and they sent out an ambulance. >> called them like 10, 15 times. then i send an email -- excuse me, a text message to 911 hopefully they will get my message. nothing was going through. >> we are thoroughly investigating it and we'll have answers. >> a 91-year-old woman also died during the

the outage also affected the dispatch center's nonemergency line. it lasted from 11:10 p.m. sunday night until 1:09 a.m. monday morning. just a couple of hours. investigators think an air conditioning failure in the it room caused the system to shut down to prevent overheating. county officials said they did their best to notify people through the alert montgomery warning system. if you are not signed up for that system, the only way you could find out was social media. during the outage, the county activated its 311 center. today marks one month since the deadliest mass shooting in modern u.s. history. 49 people were killed at pulse nightclub in orlando and others hurt. it's renewed the debate over gun control reform. today a group of gun control ak

will call on congress . lead has been found in the water at another house office building. testing shows elevated lead levels in two locations inside the raburn house office building. the water is safe under epa standards. last week official shut off drinking water in the canon office building after finding higher than normal lead levels there. two women are on trial in virginia accused of sending money to the terrorist group al shabaab. prosecutors say that the two women sent money to that al qaeda affiliate. in opening statements, it was admitted that she supported them but denied sending

back to their families. a former alexandria fire department employee could lose they are intention -- her pension for intefleg bsh embezzling money. if convicted, she will lose her city pension and the city is seeking full restitution. in a statement, city officials say they have hired a third party auditing firm to review internal financial controls. >> later today, the montgomery county council will hold a public hearing on funding to the school district to build an artificial turf at somerset elementary school. the hearing gets under way at 1:30 this afternoon at the council office building in rockville. women who give birth to their child just a few week early are

high school graduates and looking at retired officers who may have experience. kristen wright is live with more at police headquarters. >> reporter: this really comes down to three things, plain and simple. opportunity, jobs, and safety. mayor bowser wants the police chief to be able to rehire retired detectives and sergeants. now, the point is to keep experienced and highly qualified people on the force to train the next generation. now, speaking of new recruits, the cadet program could be opening up to more people. the mayor wants to raise the maximum age to be in the program from 21 to 25. this would also mean jobs and education. cadets work about 20 hours a week in civilian jobs at the police department and they earn college credit. so we will certainly let you know what happens with these new public

in the race for the white house, hillary clinton and bernie sanders will campaign together for the first time today in new hampshire. that is where sanders is expected to endorse his primary campaign rival. sanders endorsement comes 36 days after clinton became the democratic parties presumptive nominees and just days after sanders won several policy concessions in the party's platform. donald trump will rally supporters with indiana governor mike pence today. pence is one of the names rumored to be on the list for vice president. and trump told the associated press that a decision on his pick will come by the end of the week. a 27-year-old who work for the democratic national committee was shot and killed a block away from his home.

d.c. seth rich was walking down w street talking to his girlfriend before he got home, he was jumped and shot in the back. police told her he may have been the victim of an attempted robbery. >> and yet they never took anything, so it even on top of being totally ridiculous, they said was a robbery, they didn't do what they set off to do. >> the acting police captain of the fifth district says he could not comment on whether the killing was related to recent robberies in that area. d.c. water says it's taking steps to increase security at construction sites in that area as a result of the recent robberies. in about 24 hours, great britain will have a new prime minister. current prime minister david cameron will resign tomorrow. it is a post-brexit move that allows theresa may to become the country's next prime minister and only the second woman to hold the job. may quietly supported staying in the european union. she told a

public that she will stand behind the brexit regardless of her previous views. today, three michigan families impacted by the flint water crisis will be on capitol hill. the families say their children have been seriously impacted by lead contamination water in flint. they will call on congress to establish a victims compensation fund. they say they are not receiving adequate help from the government. it's just the kind of thing that will slow you done on your ride to work, summer road construction, and this year there are three projects that you might want to watch out for. adam tuss has a look at the trouble spots. >> reporter: summertime in full swing and of course that means road projects. new asphalt going down everywhere. it leads to this. big traffic delays. we've got a couple of traffic spots to watch out for. right here on river road between goldboro road and the dc.

the scene with more on what happened. >> well, it was right around midnight when a shot spotter device detected the sound of gunfire here on alabama avenue right near martin luger king elementary school. they saw five people inside an suv. officers approached and they immediately came under fire. police fired back. no one was hit by that exchange of gunfire but police -- people in the suv, they refused to get out of the vehicle. there was a stand-off of sorts. negotiations. eventually got those people out of the suv. five people were taken into custody. two men and three women. and police believe they may have been involved in another crime prior to their involvement or their contact with police. back to you in the studio. a memorial service this afternoon marks the start of a

president obama will land there in just a few hours to try to console that community. nbc's sarah rosario is live for us this morning. good morning. >> reporter: good morning to you. president obama cut his trip to europe short to come here to dallas. he is set to speak again to a nation that has already been reeling and yet another violent act, a senseless act of violence. he was supposed to continue his trip to spain over the next couple of days but he arrived in washington, d.c. late last night. today, he's turning right back around. he's schedule to arrive at love field at noontime. then to make his way to the service. last night, thousands of people came out for a vigil supporting victims and dallas police with many leaving flowers and cards on patrol units and outside the police headquarters. that tribute just blocks away from where micah xavier johnson carried out his killing spree and was later killed by a police detonated bomb robot.
