at the capitol. a local community tries to put a lid on crime and street robberies after the murder of a young political staffer. news4 consumer reporter susan hogan with a look at gadgets that promise to make your old car smarter. >> news4 at 11:00 starts now. good evening. first tonight, twice in 16 hours. d.c. police officers shot at by suspects on the run. >> one of those during a lockdown of the u.s. capitol. cell phone video shows the moments it all came to an end right near the 3rd street tunnel. police believe they have all of the suspects in custody. none of them or any of the officers were hit. >> s hrvehomari? >> reporter: that shooting happened just two blocks away inside the 3rd street tunnel.

>> oh, [ bleep ]. >> reporter: take a look at this cell phone video. d.c. police officers have their guns drawn pointed at a man after someone shot at officers with a machine gun. nelson watched the arrest from across the street. what was going through your mind? >> i was in shock. i can't believe it just happened right in front of me. >> reporter: the video shows the suspect put his hands up. >> they were giving him directions. >> reporter: the d.c. police chief said this started around 4:00 when officers received a call about a man with a gun near 4th street southwest. police saw a man matching the description in a car with two passengers. the car sped off and police followed them. >> the passenger in the car just prior to entering the tunnel extended his arm out of the passenger window with a small automatic hand gun, looks like maybe a mac 11

window and fired a shot. >> reporter: the shooter dropped the gun in the tunnel and then the car hit a wall. moments later, police arrested two suspects. a third ran off, but officers caught him nearby. the u.s. capitol was on lockdown during the chase. it's the second time today that d.c. police say suspects shot at officers. a man accused of taking five team hostage in an suv fired shots at police in southeast d.c. police also arrested him. many officers are making these arrests while they think about the dallas shootings. >> dallas is one of many incidents that -- >> reporter: and d.c. police have been advised to patrol in pairs since the dallas shootings. >> shomari, thank you. police in baton rouge say they poiled a plot to harm police officers. authorities discovered the plot after several people stole guns from a pawnshop over the weekend. investigators arrested three people

they're looking for a fourth. they're calling the plot a substantial credible threat to police. last week's police shooting of alton sterling in baton rouge has sparked nationwide protests. meanwhile, audio recordings obtained by our sister station in minneapolis appear to capture the traffic stop that led to the deadly police shooting of philando castile. nbc news has not independently authenticated the tape, but on it, the officer says the driver of the car looked like a robbery suspect because of his "wide set nose." castile's family told the station that the officer's description sounded like racial profiling. a powerful moment of unity in dallas when president obama, former president george bush, and other dignitaries joined hands on stage during a tribute to those five fallen police officers killed in an ambush last week.

at one point, the dallas police chief, president bush and president obama spoke about rejecting spear and embracing hope. >> i'm here to insist that we are not as divided as we seem. i know that because i know america. i know how far we've come against impossible odds. >> too often we judge other groups by their worst examples, while judges ourselves by our best intentions. >> president obama also addressed the shootings of philando castile and alton sterling. he said reaction of their deaths can't be dismissed as political correctness. and he said america asks too much of its police. right now, we're finishing up day one of the fourth phase

so again, be prepared for delays. this time, the crystal city station is closed and no trains are running on the blue and yellow lines between reagan national airport and pentagon city. that means anyone leaving the airport will have to immediately get onto a shuttle bus if they're headed inbound towards d.c. those shuttles run every five minutes. this phase of work continues through monday. virginia state police say a medical emergency caused a 21-car chain reaction crash here on i-395 tonight near the 14th street bridge during the evening commute. the driver having that medical emergency lost control in the north bound lanes around 6:30. he was taken to the hospital along with three other drivers with minor injuries. those lanes all back open now. tonight, community leaders are urging people in d.c.'s bloomingdale neighborhood to be vigilant after the killing of a young political staffer over the weekend. police say seth rich was jumped and

walking home early in the morning. jackie bensen is live with more on security concerns in that neighborhood. jackie? >> reporter: people in this neighborhood are deeply concerned about an almost 30% in street robberies over this time last year. one of the most recent claimed a life. engineers from d.c. water surveyed the street lights near the intersection of w street northwest looking for broken lights. it's where 27-year-old seth rich was shot and killed during what police believe was an attempted robbery early sunday morning. the geography of this neighborhood has been heavily affected by the massive first street tunnel project, designed to address bloomingdale's flooding problem. and robert brannen thinks the robbers may be taking advantage of those changes. >> even how the police do their own surveillance and routine

>> reporter: in a press release yesterday, george hawkins of d.c. water revealed a number of security enhancements the agency is doing, including the lighting survey and removing some curtains directed to dampen construction sounds. he reminded residents there was a 24-hour hotline. he added -- no one should have to fear walking down the street in their own neighborhood. we will continue to work to respond to this troubling and tragic series of crimes. kerry janeane quinn is head of the civic association. >> we thought this was a great opportunity to allow the people who knew him best to tell us a little bit more about him so that we can have a greater appreciation of who he was as a friend, a son, and a member of the community. >> reporter: and that vigil is scheduled for tomorrow night, 7:00 here in bloomingdale. live in northwest

senator bernie sanders. it comes as our poll shows clinton's lead over donald trump has narrowed to three points, making many question whether sanders supporters will come aboard. >> the biggest problem hillary clinton needs to solve, how does she get enough enthusiasm from the people that supported bernie sanders? >> according to nbc news polls, 8% of sanders' supporters say they will vote for clinton. district lawmakers want statehood on the ballot this november. they unanimously approved a referendum that would, if approved, give the d.c. council the authority to write the constitution for the state of new columbia. today's vote is part of the mayor's strategy to pursue a model for statehood similar to the state of tennessee, which became a state after it crafted its own constitution and then was admitted into the union by congress. if you're driving along route 50 in buoy tomorr a

at a gay nightclub in orlando. house democrats held photos of each of the victims and read their names on the steps of the capitol tonight, calling for changes to america's gun laws. aaa is warning drivers to obey the speed limit in the district. the number of speed camera tickets on the rise. last year, d.c. wrote about 520,000 speed camera tickets. according to aaa's review of city records, and collected $55.3 million in fines. in just the first six months of this year, there were 365,000 tickets, and fines of $37.4 million. if that pace continues, this year's total will easily exceed last year's. aaa argues the fines are too steep and should be cut. >> the ticket prices are too high. the ticket prices quadruple the ticket prices in maryland and people don't understand

maryland. another one back to the west, a little further to the west. so that will take place tomorrow afternoon. so tomorrow 8:00 a.m., notice some shower activity. not a lot, but don't be surprised to see some rain on the roadways. around noon, around the chesapeake, we see some of that rain developing around annapolis, to the west we wait until the afternoon. daytime heat willing help produce showers and thunderstorms here. i do think we'll see good coverage of storms tomorrow. not everybody will get them. but if you have that umbrella, it is going to be a good thing to have during the afternoon. 88 degrees, heat indecision into the low 90s. isolated shower chance in the morning. a better chance of scattered storms during the afternoon. the biggest concern for those storms, heavy downpours, not much in the way of strong to severe weather tomorrow. high temperatures, upper 80s to around 90. 89 in leesburg with added humidity tomorrow, t
