he has a prior conviction. he shot two firefighters in april when they broke into his home at the behest of his brother who was concerned that he was having a medical concern. lumpkin says he fired in self-defense. homeschneider died in that shooting. today, the state's attorney reacted to this indictment. >> there was no good result. as far as i'm concerned, there was really -- this is the kind of case that unless you can bring back the firefighter who lost his life and heal the one who died, it's a difficult case. it was difficult when it occurred and it's difficult today. >> the grand jury chose not to charge lumpkin with murder but he's facing a maximum of 45 years in prison. jim? >> wendy, thank you. right now, another somber and emotional day in dallas.

the funeral was held for sergeant michael smith, one of the officers who was ambushed last week. hundreds of people attended today. dallas police chief brown spoke. friends say he was a doting dad to his two daughters. after the service, a procession carried smith to his final resting place, a memorial park in dallas. only on news4 this afternoon, anger from the d.c. police union for the d.c. council which follows a resolution which calls for police reform and lists the names of ten people who council members say was killed by the police. news4's mark segraves explains why officers are so upset. >> reporter: i'm mark segraves in the district where the police union says they are going to work to get ten members of the d.c. council thrown out of office. this all comes after those members signed on to a resolution on tuesday calling for police reform around the

thousands of young people are expected to gather on the national mall this weekend to pray for the country. the event is called together 2016. it's spearheaded by nick hall, the founder of pulse, a student-led prayer movement aimed at the younger generation. he stopped by news4 earlier today to talk about it. >> the event is called together and we believe it's time to confront division in all forms and so when we look at the violence, the discrimination that's happening, we really want to pray, offer peace and for healing, especially for victims, for families, anyone who has felt marginalized or judged. we believe that god offers love and hope to everybody and it saddens us that anybody would feel on the other end of the finger pointing at them.

rivalry, frederick high versus thomas johnson. kids not just on the court but in the stands. a fight started outside the main door. >> there were four or five more shots. >> reporter: robert's children were in the crowd. after moving them out, he found a 14-year-old boy collapsed on the floor and dragged away from the crowd. >> i just took over. i grabbed the kid and said give me him. and i knew the kid. he played basketball for me. he's like, i'm shot, i'm shot. i'm searching this kids' body for gunshot wounds and i see a hole in his back. >> reporter: two teens were shot in the attack outside frederick high school that night in february 2015 and after dozens of interviews with witnesses, frederick police cracked the case. they arrested two men and blamed the shooting on a growing war between two frederick gangs. police refer to the gangs as lucas and

battle began 15 years ago between teens who lived in two different neighborhoods. >> are they gangs? >> i would term it as gangs. you know, gangs exist in inner cities and suburbs and rural areas now. >> reporter: he became the police chief a few months after the shooting at the school. the officers have been operating with a crackdown on gangs, referred to as lucas village and carver. arresting 24 in the past year. this is the hillcrest section. there was a shooting here in november. fourteens arrested in the shooting of another. it's also far from where the two met a generation ago, an indication that the dispute has spread citywide. do we even know why? >> iç don't think you could ask

devastated. >> reporter: the car still in the alley this morning. the wheel is off and what looks like a jack still underneath. police say the victim was working on the lincoln mkc behind this home on kansas avenue in northwest when the jack failed pinning him beneath the station wagon. it's unclear what time it actually happened. he was seen fixing the car at 11:30 last night. a resident leaving for work around 5:15 this morning found him. >> he didn't have anyone watching him. it was dark out there. i don't think people found him until that morning going to work. >> reporter: grieving family members rushed to the home. one relative screaming why, why? a heartbreaking reaction to a terrible accident. a relative of the victim says he enjoyed fixing cars. they don't know why that jack failed. in northwest, megan mcgrath,

news4's in northern virginia this afternoon. several people are in the arlington county jail accused of taking part of a drug ring. david culver is live in the area. >> reporter: this is a very popular and professional spot in arlington county. police have arrested nine individuals, the ones that you see here on your screen. they are accused of selling everything from cocaine to meth to pot. now, police made these arrests following a seven-month investigation using undercover officers. those undercover officers apparently buying the drugs off the streets from some of these nine individuals. they've also made a tenth arrest. this man threatened to kill some of the undercover officers involved in this major bust. we're
