there were celebrations on this sea front. a night of terror as he drives towards dozens of people. he zigzagged from the road to the boardwalk plowing through men, women and children for about a mile. there was panic. thousands gathering, running for their lives. >> you saw people holding babies, shouting. it was horrendous. >> reporter: eyewitnesss recall bodies every ten feet. as many as 200 were hit by the truck. dozens died. among them, two americans. a father and son from texas, sean copeland and his 11-year-old boy brodie. [ gunfire ] the truck was finally stopped by police bullets. the windshield riddled, the driver killed. officials say the driver fired shots from a pistol. he's been confirmed as a 31-year-old man from nice, a petty criminal known to

>> it's horrible. it doesn't surprise me. >> reporter: since the recent string of 90-degree days, inmates at the jail have been complaining about the lack of air conditioning inside. according to this woman who monitors conditions at the jail. >> it's incredibly hot. the giant brick building, it functions like an oven. >> reporter: officials with the d.c. department of corrections acknowledge the cooling system is not adequate and says they are taking steps to help the inmates cope, including providing cups of shaved ice and cool drinks, ofring additional showers, bringing in large industrial fans to the common areas and provide accommodations for those with special needs. goldman says it's not enough and it's time to make a change. >> it's not repairable and it's time for the district to think about what we want in the future of

to think about building a new jail and to plan for it. >> reporter: about an hour ago, i received a phone call from an inmate inside the d.c. jail who told me when they measured the temperature inside this cell earlier this morning, it was 87 degrees inside. of course, jail officials say that they don't believe that the heat is related to the death of that inmate. we can tell you that last year the d.c. council passed funding to do a study on the feasibility of replacing the d.c. jail and at the same time approved millions of dollars to do patchwork repair. that's the latest at the d.c. jail. mark segraves, news4. news4 i-team uncovered a different problem in d.c. earlier this year. rain. back in february, the department of corrections was forced to close an entire section of the facility and move 100 inmates into different cells. the aging roof was leaking. some water was

county police officer who shot and killed a colleague will not be indicted. that's the word today from the county's state's attorney. michael ford opened fire in an ambush attack. his brothers recorded the shootings on their cell phones. undercover officer was killed when a fellow officer mistook him for a suspect during that shootout. all three brothers have already been indicted in the officer's death. life without parole is the sentence for a gang member who stabbed a father 85 times in silver springs back in 2014. meagan fitzgerald has reaction from the sentencing from the victim's family. >> very athletic and very nice. >> reporter: his brother oscar, he says, was a lot of things but what he was most proud of was being a father of two and a

virus was sexually transmitted from a woman to a man. all previously reported cases of sexual transmission have been for men to their sex partners. the cdc advises all pregnant women to take extra precaution if they have a sex partner who has traveled to an area zone to have the zika virus. news4 has learned a high-profile lawsuit in the death of a maryland college football player is being settled. in august 2011, state linebacker died after collapsing at a practice with a head injury. a few years later, his family filed suit against the ncaa. coaches and a helmet maker. the case was scheduled to go to trial in june but records obtained by our scott macfarlane has recommended a $50,000 settlement to close the suit. no word on if or what the ncaa and others would contribute. the family lawyerson

a maryland man will not be required to withdraw his guilty plea for killing his girlfriend in germantown last year. he claims he was heavily medicated and didn't understand what was going on. a montgomery county judge heard arguments in the case yesterday and denied the request to withdraw his plea. he will be sentenced next month. tragedy at a fairfax county lake. the body of a teenager has been recovered. his body was found overnight and the medical examiner will determine the actual cause of death. police tell us there doesn't appear to be anything suspicious. as the world mourns the victims in france, we're getting new insight into why that country has become a recent hot bed for terror activity. >
